मुख्यमंत्री के आदेश पर दिल्ली के 95 फीसद इंडस्ट्री अब CNG संचालित; औद्योगिक प्रदूषण पर हो रहा असर

• 95 फीसद CNG संचालित इंडस्ट्री वाला पहला राज्य बना दिल्ली
• मुख्यमंत्री अरविंद केजरीवाल के व्यक्तिगत प्रयास ने दिल्ली ने एक साल में कर दिखाया

नई दिल्ली – इंडस्ट्री आधारित प्रदूषण को खत्म करने के लिए दिल्ली के मुख्यमंत्री अरविंद केजरीवाल की तरफ से पिछले एक साल में किए गए अथक प्रयास का जोरदार असर दिखा है। उनके प्रयास और प्लानिंग का नतीजा है कि प्रदूषण फैलाने वाले तेल से संचालित हो रही 95 प्रतिशत इंडस्ट्री अब CNG में शिफ्ट हो गई हैं। इसकी जानकारी दिल्ली विकास एवं संवाद आयोग (DDC) की ओर से मुख्यमंत्री को सौंपी गई रिपोर्ट से मिली है। जिसे DDC ने मुख्यमंत्री के आदेश के बाद हुए एक्शन के आधार पर तैयार किया है।

मुख्यमंत्री पिछले एक साल से लगातार इंडस्ट्री प्रदूषण खत्म करने के लिए प्रयासरत थें। उन्होंने इंडस्ट्री संचालकों के सात बैठक की। उन्हें सीएनजी से इंडस्ट्री संचालन के फायदे के बारे में विस्तार से बताया। फिर प्रदूषण फैलाने वाले कैमिकल से CNG में इंडस्ट्री शिफ्ट करने पर मुआवजा देने की योजना बनाई। जिससे इंडस्ट्री को CNG में बदलने पर संचालकों को आर्थिक नुकसान न हो।

85 अन्य इंडस्ट्री को भी CNG संचालित करने पर जोर

दिल्ली में प्रदूषित केमिकल से संचालित 1542 इंडस्ट्री थी, जिसमें 1457 इंडस्ट्री को सीएनजी में बदला जा चुका है। अन्य 85 इंडस्ट्री को भी सरकार सीएनजी आधारित करने का प्रयास कर रही है। पर्यावरण मंत्रालय की तरफ से इन इंडस्ट्री संचालकों से संपर्क किया जा रहा है। इंडस्ट्री के सीएनजी संचालित होने के फायदे के बारे में भी बताया जा रहा है।

दिल्ली सरकार ने जून 2018 में लगाया प्रतिबंध

दिल्ली सरकार ने थर्मल पावर प्लांट को छोड़कर हर तरह की इंडस्ट्री में पेटकोल, टायर आँयल, समेत अन्य तरह के प्रदूषित कैमिकल के इस्तेमाल पर रोक लगाया दी। साथ ही इंडस्ट्री संचालकों के साथ बैठक इंडस्ट्री को सीएनजी में बदलने के लिए प्रेरित किया। जिसका नतीजा है कि महज सवा साल में 1457 कोल आधारित इंडस्ट्री ने खुद को सीएनजी में बदल दिया।

“पिछले तीन साल में दिल्ली में वायु प्रदूषण में 25 प्रतिशत की कमी आई है। दिल्ली देश का एक मात्र राज्य है, जहां वायु प्रदूषण में कमी दर्ज की गई है। प्रदूषित केमिकल से संचालित इंडस्ट्री को CNG आधारित करने के कारण भी वायु प्रदूषण को कम करने में सहायता मिली।” – अरविंद केजरीवाल, मुख्यमंत्री दिल्ली

हजारों मजदूरों के जीवन पर पड़ा फर्क

स्वास्थ्य विभाग के विभिन्न अध्ययन में यह सामने आया है कि कोल आधारित इंडस्ट्री में काम करने वाले मजदूर कई तरह की बीमारी से ग्रस्त हो जाते हैं। सबसे ज्यादा उन्हें फेफड़े की समस्या होती है। साथ ही चर्म रोग से भी वह ग्रस्त हो जाते हैं। सीएनजी आधारित इडस्ट्री के संचालन से हजारों मजदूरों का जीवन स्तर बदला। अब उन्हें विभिन्न तरह की बीमारी से बचाया जा सकता है। मजदूर दया शंकर का कहना है कि कोल आधारित इंडस्ट्री में काम करने के दौरान कई समस्याओं का सामना करना पड़ता था। सांस की समस्या होती थी। गर्मी और पसीने से जुझना पड़ता था। अस सीएनजी आधारित इंडस्ट्री में काम करने में बेहद सकून है। मजदूर राम रतन का कहना है कि पहले मजदूरों में सांस की समस्या होती थी। अब इसकी कम शिकायत आ रही है। संभवतः सीएनजी आधारित इंडस्ट्री के कारण यह समस्याएं नहीं आ रही हैं।

दो कोल आधारित पावर प्लांट को बंद करा जीवन स्तर बदला

अरविंद केजरीवाल सरकार पर्यावरण और लोगों के जीवन स्तर को बेहतर करने के लिए प्रारंभ से ही चिंतित थी। इसी का नतीजा है कि दिल्ली में सरकार बनने के बाद मई 2015 में ही राजघाट स्थित कोयला आधारित पावर प्लांट को बंद कर दिया गया। इससे दिल्ली के प्रदूषण को नियंत्रित करने में बड़ी मदद मिली। इसके अलावा अक्टूबर 2018 में बदरपुर कोल पावर प्लांट को भी बंद कराया गया। देश में पहली बार दिल्ली में कोल पावर प्लांट को बंद कराया गया।

दिल्ली के प्रदूषण में योगदान (पीएम 2.5)

सर्दी के मौसम में – इंडस्ट्री – 30 फीसद

मुआवजे की स्कीम से भी मिला फायदा

दिल्ली प्रदूषण नियंत्रण कमेटी को 2017-18 में प्रदूषित केमिकल से संचालित इंडस्ट्री को CNG में बदलने पर मुआवजा देने के आदेश मुख्यमंत्री केजरीवाल ने दिए थे। इसके तहत छोटी इंडस्ट्री को पचास हजार और बड़ी इंडस्ट्री को एक लाख रुपये का मुआवजा दिया गया। इस कारण भी तमाम इंडस्ट्री ने खुद को CNG में बदला।

“विभिन्न आंकड़ों में यह बात सामने आई कि दिल्ली की हवा को दूषित करने में इंडस्ट्री से होने वाले प्रदूषण का भी बड़ा योगदान है। इस कारण सरकार ने प्रदूषित केमिकल से इंडस्ट्री संचालन को बंद करने की तरफ कदम बढ़ाया। इसी का नतीजा है कि 95 फीसद इंडस्ट्री सीएनजी से संचालित हो रही है। हमारी कोशिश है कि इस आंकड़े को सौ फीसद पर पहुंचाया जाए।” – कैलाश गहलोत, पर्यावरण मंत्री

95 percent of Delhi’s industry now operated by CNG on Chief Minister’s orders; Impact on industrial pollution

New Delhi, 17th September 2019: Arvind Kejriwal led Delhi Government has been making committed efforts to eradicate industrial pollution from the city. It is through the strategic proposition and determined steps, that 95% of the oil-driven industry has shifted its operations to CNG operated systems. The information regarding a large and substantial shift in the industry has been gathered by a report submitted by the Delhi Dialogue Commission to the Chief Minister Arvind Kejriwal on his directions.

CM Arvind Kejriwal had been hugely committed towards eliminating industrial pollution from Delhi. He held a meeting with various industrialists in this regard, where he discussed briefly the benefits of CNG operations in the industry. He also assured the industrialists of provision of grants and compensation for making the shift, so that the industrialists do not suffer the brunt of the shift.

85 industries to be made CNG-adaptive and CNG-operational

There were 1542 such industries in Delhi, of which 1457 such industries have been converted into CNG-powered industries. The government has been making efforts to convert another 85 industries to convert into CNG-adaptive. They are being contacted by the Ministry of Environment and they are being informed about the advantages of the conversion.

Ban on chemical usage was imposed by the Delhi Government in June 2018

The Delhi government in its orders, had prohibited the use of petroleum, tire oil, and other types of polluted chemicals in all types of industries except thermal power plants. Also, a meeting with industry operators prompted the industry to convert to CNG-powered. As a result, 1457 coal-based industries have transformed themselves into CNG in just a quarter of a year.

“With the efforts of the Delhi government, air pollution in Delhi has decreased by 25 percent in the last three years. Delhi is the only state in the country where the reduction in air pollution has been recorded. Laborers benefitted, thousands of lives improved

Various studies by the Department of Health have revealed that workers in the coal-based industries suffer from a variety of diseases. They majorly suffer from lung and skin diseases. The operation of CNG based industry has changed the standard of living of thousands of workers. Worker Daya Shankar says that there were many issues working in the coal-based industry, and now working in the CNG-based industry is a relief. Ram Ratan, a labourer, says that earlier workers had respiratory issues. Perhaps, CNG-based industry is not facing these problems.

Two Coal-Based Power Plants Closed; Living Standards Improved

The government, led by Arvind Kejriwal, had concerns from the beginning and wanted to work on improving the environment and the living standards of the people. As a result, the coal-based power plant at Rajghat was shut down in May 2015 after the government came to power. This has therefore, aided in controlling Delhi’s pollution. In addition, Badarpur Coal Power Plant was also shut down in October 2018. It was the first time in the history of the nation that a coal power plant in Delhi was shut down.

Delhi Pollution Control Committee’s scheme also reaped benefits

Delhi Pollution Control Committee had also announced compensation for conversion of polluted chemical-powered industry to CNG in FY 2017-18. Under the scheme, a compensation of 50,000 rupees was given to medium and small industries and one lakh rupees to big industries.

“Various figures showed that pollution from the industries has also contributed significantly to Delhi’s air pollution. As a result, the Delhi government has taken a move to stop industry operations from polluting chemicals. 95 per cent of the industry is now operating on CNG. We are aiming to bring this figure to hundred per cent.” said Kailash Gehlot, Minister of Environment for Delhi.
