Cabinet approves setting-up of Treatment, Storage and Disposal Facility at Bawana

  • Cabinet approves the engagement of Indian Institute of Public Administration (IIPA), a Government of India agency,  on nomination basis for third party audit of eight autonomous institutes / society Hospitals.

 

The Delhi Cabinet in its meeting on Thursday, chaired by the Chief Minister Mr Arvind Kejriwal, approved the setting up of Treatment Storage & Disposal facilities (TSDF)  at Bawana for the treatment & disposal of hazardous waste generated CETP & industrial units located in industrial estates.

The cabinet also approved the engagement of Indian Institute of Public Administration (IIPA) on nomination basis for third party audit of eight autonomous institutes / society Hospitals in pursuance of directions of Hon’ble High Court in Writ Petition ( C) 9350/2014 titled Ramesh Chandra Vs Union of India & Others to complete the process of assessment of deficiencies in the Govt. funded institutions / Hospitals.

Under the decision of setting up of Treatment Storage & Disposal Facilities  (TSDF) at Bawana for treatment & disposal of hazardous waste generated by CETP on PPP basis on the lines of Build, Operate and Transfer  (BOT) modal with a concession contract for 25 years on 14 acres land situated at Bawana.

The facility will provide for treatment & storage of domestic hazardours waste as per provisions of solid based management rules 2016.  It was also decided to sanction additional grant in aid to be released by Delhi Pollution Control Committee ( DPCC) from the Ambience Fund upto Rs 1.95 crores  towards 50% of the capital cost to the project for setting up of TSDF (with incineration facility) for transport, storage, treatment & disposal of    hazardous waste of Delhi at Bawana Delhi.

With regard to engagement of Indian Institute of Public Administration (IIPA), a government of India agency on nomination basis for the  third party of eight autonomous institutions/ society hospitals, Cabinet decided that IIPA will do third party audit of the 08 autonomous hospitals which Rajiv Gandhi Super Speciality Hospital (RGSSH), Janakpuri Super Speciality Hospital (JSSH), Delhi State Cancer Institute (DSCI), Institute of Liver & Biliary Sciences (ILBS), Chacha Nehru Bal Chikitalaya (CNBC), Chaudhary Braham Prakash Ayurvedic Aveum Charak Sansthan ( CBPACS), Maulana Azad Institute Dental Sciences (MAIDS) & Institute of Human Behaviour and Allied Sciences (IHBAS).

The purpose of audit is to point out the deficiencies and shortcomings and suggest remedial measures to ensure availability of clinical, diagnostic and full panoply of medical services that each hospitals was designated to cater to. After discussions the National Health System Resource Centre (NHSRC), under the Ministry of H&FW GOI, was requested through the Ministry, since it is an independent credible  agency.

The IIPA was considered as an appropriate agency, considering the fact that the Institute is an established institution dealing issues of public administration and governance. One of the objectives of the Institute is to cooperate with approved institutions and bodies for the purposes of helping the cause of public administration.

Cabinet decided to nominate and appoint Indian Institute of Public Administration ( IIPA )for third party audit for the above said eight autonomous institutions / society Hospitals, disbursement of the cost in three instalments i.e. 50% amount of the study on commencement of work and another 30% on submission of draft report and 20% on submission of final report, the payment of fee shall be paid from grant in aid releases to Institute of Liver & Bellary Sciences (ILBS).

Approval of the Hon’ble Lieutenant Governor would be taken for the engagement of IIPA on nomination basis.
