A meeting of the Committee on Petitions of the Delhi Legislative Assembly was held on Monday. Issues related to shortage of medicines and absencedata operators in hospitals of Delhi were taken up in the meeting. During the hearing, the committee noted serious negligence and obstructions on part of the Principal Finance Secretary of the state government. Giving details about the matter, Committee Member & MLA Shri Saurabh Bhardwaj said, “The months-long problem in Delhi hospitals was caused by the Principal Secretary of the Finance Department, who also lied and misled the petition committee. The Petition Committee has sent the matter to the Committee of Privileges with the recommendation of strict action on this attitude of the Principal Finance Secretary. The MS of Delhi Government Hospitals said that the entire fault lies with AC Verma, Principal Secretary, Finance Department, who wrote such a comment on the file which caused the problem. When the petition committee sought information under oath from the Principal Secretary of the Finance Department, he said that I will not give this information because I do not have the file, while the file was present with him. The matter of lying under oath before the Petition Committee will go before the Committee of Privileges, apart from this the report of other errors will be placed in the Vidhan Sabha. A letter will be written to the Union Home Ministry and Lok Sabha Speaker that action should be taken against such officials in this regard, we will also take action against them. The Committee of Privileges can send them to jail in case of lying under oath and can recommend to the Central Government to take action.”
MLA Shri Saurabh Bhardwaj said, “For a while now the Petitions Committee had been investigating deliberate shortage of Data Entry Operators in the government hospitals in Delhi. These are the people who help the patients make their OPD card, after which the patient knows to which doctor they need to consult. In the previous meetings on this issue, we had summoned the Principal Secretary (Finance) and the Principal Secretary (Health), and they pinned the blame for this problem on the Medical Superintendents of Hospitals. Therefore for the meeting today we called around three dozen Medical Superintendents of the hospitals and recorded their statements under oath asking them why there was deliberate shortage of DEOs in the hospitals which caused complete chaos in Hospitals for six months. All the Medical Superintendents, who are doctors by profession, indicated us under the oath that this problem had arisen because of the Principal Secretary (Finance) Ashish Chandra Verma and his department .”
He said, “When these questions were asked to Principal Secretary (Finance) Ashish Chandra Verma, who came for the meeting after a delay of two hours, the official under the oath of the Committee refused to give the information sought for. He said that he will not be able to provide the relevant information asked by the Petitions Committee as the files regarding the matter were not currently with him. When the Committee asked him to get the relevant file, his Deputy Secretary Mr Sharma said that he will get the file from the Secretariat. The Deputy Secretary at the time had a file in his hand and when asked by the Committee to show this file, it was the same file for which Ashish Chandra Verma had been saying that the file was not with him. This proved that Ashish Chandra Verma had been lying to the Committee under oath. The file that the Committee had asked for was with him at the time, but the Finance Secretary was trying to mislead the Committee by saying that the file was not with him. Everyone present there in the meeting saw that he had been lying to the Committee. In the previous three meetings as well he had been trying to mislead the Committee on whatever information was sought from him. He constantly kept responding that he did not remember the information that the Committee sought from him. The patients in the government hospitals had been facing a difficult time due to non availability of help at OPD counters. He was very casual and insensitive. The members of the Committee decided that this matter will be sent to the Privileges Committee of the Vidhan Sabha. The Committee found his conduct to be disappointing and decided that it will write to the Central Government, the Home Ministry and the Lok Sabha Speaker about the conduct of the officer. It is because of his casual approach that patients are suffering in the government hospitals of the city.”
He added, “The entire conduct of Ashish Chandra Verma was disappointing. His body language gave the impression that he wanted to embarrass the members of the Petitions Committee. When the chairperson of the Committee was speaking to him, the Principal Secretary (Finance) seemed distracted and kept looking here and there. All of this has been recorded in the camera. Whatever information was sought from him, he kept giving excuses that he does not remember the matter and that he did not have the file with him. This was despite the fact that the file was present with him at the moment. Apart from a case such as this going to the Privileges Committee of the Vidhan Sabha, it is also a case of purgery as he was lying to the Committee under oath.”
Shri Saurabh Bhardwaj said, “In the last couple of meeting of the Committee, there were reports of doctors and nursing staff in the Mohalla Clinics not receiving their salaries, and this issue was created the same official, the Principal Secretary (Finance). The Delhi Jal Board has been facing financial issues because of the Principal Secretary (Finance). Similarly, in the government hospitals in Delhi, there are shortages of medicine, It is once again an issue that is related to the department of the Principal Secretary (Finance). Despite all of this happening around him, the Principal Secretary (Finance) comes in front of the Committee and misleads the Committee. Speaking a lie in front of the Committee means that the case will go to the Privileges Committee. Failure of fulfillment of official duties is the other case and report will be placed before the Vidhan Sabha.”
He further said, “The Medical Superintendents have told the Committee under oath that all of these problems in the hospitals of Delhi are caused due to objection of Mr Verma they have also said that they had raised this issue with the Finance Department and yet no action was taken by them. The Principal Secretary (Health) also said this to the Committee on oath that Principal Secretary (Finance) was informed about the problems that are happening in the government hospitals. Yet Principal Secretary (Finance) Ashish Chandra Verma says that no one told him that there were problems in the hospitals because of the delay in the salaries of staff members. So, it is fairly clear that these problems had been created intentionally with the aim of causing problems to the ordinary citizens of Delhi and this is a very shameful act by the IAS officer. There is no shortage of funds with the Delhi Government and it has enough funds to give the salaries to its employees on time. The due process is such that before any expense the file goes to the Finance Department and Principal Secretary (Finance) Ashish Chandra Verma has been blocking all the government files under some pretext or the other.”
He concluded, “The Committee can take action against the officials like Jail term. It can also ask the Central Government to take further action against the official. The powers of the Petitions Committee are not limited by the law. But the Committee has special privileges to punish officials as it deems fit .The Principal Secretary (Finance) should ideally be reporting to the Delhi Government, but Shri Ashish Chandra Verma does not seem to inform the elected government about the actions that he takes regarding his department. So, we are inclined to believe that all of this is being done under the control of someone who is very senior. It will be incorrect for us to blame the LG or say that the officer is intentionally behaving like this on the behest of the LG without any evidence. But despite being aware of these charges, if the LG still does not take any action against the officer, then this is also a matter of concern.”

दिल्ली विधानसभा की याचिका समिति के सदस्य सौरभ भारद्वाज ने कहा कि दिल्ली के अस्पतालों में दवाइयों और ओपीडी कार्ड बनाने वालों की तनख्वाह संबंधी दिक्कत वित्त विभाग के प्रमुख सचिव की वजह से हुईं थी।

दिल्ली विधानसभा की याचिका समिति ने आज सरकारी अस्पतालों में डाटा एंट्री ऑपरेटर के काम पर नहीं आने के मामले पर सुनवाई की। याचिका समिति के सदस्य सौरभ भारद्वाज ने इस संबंध में बताया कि कई दिनों से शिकायत थी कि दिल्ली के सरकारी अस्पतालों में डाटा एंट्री ऑपरेटर ओपीडी का कार्ड बनाते हैं। जिसके बाद उन्हें पता चलता है कि किस डॉक्टर के पास जाना है। वह लोग कई महीनों से अस्पताल में सेवाएं नहीं दे रहे हैं। पिछली बैठकों में वित्त और स्वास्थ्य विभाग के प्रमुख सचिवों को बुलाया, उन्होंने सारा दोष मेडिकल सुप्रीटेंडेंट पर डालना चाहा। इसलिए आज हमने करीब 3 दर्जन अस्पतालों के एमडी और मेडिकल सुप्रीटेंडेंट को बुलाया। उनकी गवाही शपथ दिलाकर ली गई कि उनके यहां ओपीडी कार्ड बनाने वाले डाटा एंट्री ऑपरेटर क्यों नहीं आ रहे। अस्पतालों में क्यों ओपीडी कार्ड के लिए लंबी कतारें लगी हुई थीं और क्यों हाहाकार मचा हुआ था। सभी एमएस ने कहा कि पूरी गलती वित्त विभाग के प्रमुख सचिव एएस वर्मा की है। उन्होंने फाइल पर ऐसी टिप्पणी लिख दी, जिसकी वजह से महीनों तक अस्पतालों के अंदर ओपीडी कार्ड बनाने वाले लोग नहीं थे।
उन्होंने कहा कि दूसरी तरफ वित्त विभाग के प्रमुख सचिव एएस वर्मा दो घंटे बाद कमेटी में आए। कई बहाने बनाने के बाद कमेटी के सामने पेश हुए। उनसे शपथ लेकर जब जानकारी मांगी गई तो कहा कि मैं यह जानकारी नहीं दूंगा, क्योंकि मेरे पास यह संबंधित फाइल नहीं है। जब समिति ने कहा कि उस फाइल को लेकर आएं तो उन्हीं के साथ मौजूद डिप्टी सेक्रेटरी फाइल को ले जाने लगे की मैं फाइल लेकर आ रहा हूं। वह बोले कि मैं सचिवालय से फाइल लेकर आ रहा हूं। जब समिति ने उनके हाथ में मौजूद फाइल को चैक किया तो वह वही फाइल थी जिसके लिए प्रिसिंपल फाइनेंस सेक्रेटरी कह रहे थे कि मेरे पास फाइल नहीं है। यानि कि शपथ लेने के बावजूद समिति से झूठ बोलकर गुमराह कर रहे थे। वह फाइल जो उनके सामने रखी थी, उसके लिए कह रहे थे कि वह फाइल मेरे पास नहीं है। मुझे सचिवालय से उसे मंगवाना पड़ेगा। जबकि वह फाइल सामने पकड़ी गई।
विधायक सौरभ भारद्वाज ने कहा कि सभी ने देखा कि वित्त विभाग के प्रमुख सचिव किस तरह से समिति से झूठ बोल रहे थे। पिछली तीन बार से समिति को गुमारह कर रहे थे। हर बार कहते थे कि मुझे यह बात याद नहीं है। इस तरह का कंडक्ट सामने आने के बाद समिति ने फैसला किया कि इनका मामला विशेषाधिकार समिति को भेजा जाएगा। इन्होंने जिस तरह से गरीब मरीजों को महीनों तक परेशान किया, इस बारें में एमएचए और लोकसभा के स्पीकर को लिखा जाएगा कि इस तरह के अधिकारियों पर कंडक्ट के लिए कार्रवाई की जाए। ऐसे अधिकारियों के ऊपर हम तो कार्रवाई करेंगे ही, आप भी कुछ सोचें।
वित्त विभाग के प्रमुख सचिव एएस वर्मा का कंडक्ट काफी बुरा था। समिति के सदस्यों को बेइज्जति करने के इरादे से उनकी बॉडी लैंग्वेज बहुत ही ज्यादा खराब थी। जब समिति के अध्यक्ष उनसे बात कर रहे थे तब वह इधर-उधर देख रहे थे। इसके अलावा फाइल पास में होने के बावजूद कहना कि मुझे याद नहीं है और फाइल मेरे पास नहीं है। यह मामला न सिर्फ विशेषाधिकार हनन का है बल्कि यह पर्जरी का भी है।
उन्होंने कहा कि याचिका समिति की पिछले कुछ बैठकों में मोहल्ला क्लीनिक के अंदर तनख्वाह नहीं मिल रही है। इसके लिए वित्त विभाग के प्रमुख सचिव जिम्मेदार हैं। दिल्ली जल बोर्ड के अंदर ठेकेदारों को पैसा नहीं मिला। इसलिए वह काम बीच में छोड़कर चले गए। इसके लिए वित्त विभाग के प्रमुख सचिव जिम्मेदार हैं। अस्पतालों में दवाइयां नहीं मिल रही हैं, डाटा एंट्री ऑपरेटर नहीं हैं, ओपीडी कार्ड नहीं बन पा रहे हैं, इसके लिए भी वित्त विभाग के प्रमुख सचिव जिम्मेदार हैं। जिस तरह से फाइनेंस सेक्रेटरी का आचरण सामने आया है और जिस तरह से समिति के सामने झूठ बोल रहे हैं, उससे यह दो अलग प्रकार के मामले हो जाते हैं। उनकी तरफ से जो झूठ बोला गया है वह विशेषाधिकार का मामला है। ऐसे में यह विशेषाधिकार समिति के सामने जाएगा। इसके अलावा अन्य गलतियों की रिपोर्ट विधानसभा में रखी जाएगी। इसके जरिए उनकी सजा का प्रावधान किया जाएगा।
विधायक सौरभ भारद्वाज ने कहा कि सभी मेडिकल सुप्रीटेंडेंट ने ऑन ओथ बताया है कि यह काम वित्त विभाग की वजह से रूका हुआ है। वित्त विभाग को फाइल पर लिखकर बताया कि अस्पतालों में दिक्कत हो रही है। यह बात स्वास्थ्य विभाग के प्रमुख सचिव ने भी ऑन ओथ कही की हमने वित्त विभाग के प्रमुख सचिव एएस वर्मा को बार-बार बताया कि हमें दिक्कत हो रही है। वहीं वित्त विभाग के प्रमुख सचिव एएस वर्मा कह रहे हैं कि हमें किसी ने बताया ही नहीं है। इसका मतलब की यह जानबूझकर किए गए काम हैं। गरीब जनता को सताने के लिए वित्त विभाग के प्रमुख सचिव ने यह काम किया। यह बहुत ही निंदनीय और शर्मसार करने वाला कार्य है। दिल्ली सरकार के पास पैसे की कोई कमी नहीं हैं। दिल्ली सरकार के पैसा खर्च करने से पहले वित्त विभाग के पास फाइल जाती है। वित्त विभाग के प्रमुख सचिव हर फाइल पर ऑब्जेक्शन लगाकर हर कार्य को रोक देते हैं। विशेषाधिकार समिति इसके लिए इन्हें जेल भेज सकती है और कार्रवाई के लिए केंद्र सरकार को सिफारिश कर सकती है।
