Environment Minister Shri Gopal Rai swiped at the BJP on Wednesday for abusing the farmers of the country. He pulled up BJP leaders for diverting attention from the Central Government’s lack of effort to reduce stubble burning by pointing fingers at helpless farmers. He said, “The central government of the BJP should cooperate with the farmers and present a viable solution for stubble instead of abusing them. The governments of Delhi and Punjab are ready to provide financial assistance to the farmers to prevent stubble burning. It is the BJP-led government at the Center which has refused support in this regard. The BJP first increases pollution and then does politics on it. The Delhi government is making every effort to reduce pollution on its end.”
Shri Gopal Rai said, “The last two days have seen a rise in the level of pollution in Delhi and the surrounding districts. Bahadurgarh had an AQI rating of 400, Faridabad, 403, Manesar, 393; Sonipat, 350; Kaithal, 402; Greater Noida, 398; and Ghaziabad, 381. As a result of the modest rise in wind speed, Delhi’s AQI is still 313, which is considered to be poor. According to CAQM’s directives, construction and demolition activities have been prohibited in Delhi. More than 500 teams are inspecting sites to see that this order is being implemented. Yesterday, I visited two sites, one of which had stopped work while on the other had L&T working on construction there. That construction work was going on secretly. No construction rules were being followed there. The anti smog gun was not installed there and the building was not covered either. I took action and later I came to know that a BJP office is coming up here.”
“BJP spokespersons fraudulently attacked CM Shri Arvind Kejriwal and claimed that by burning stubble in Punjab, he was playing with the lives of Delhi residents. These statements are coming from the same BJP that petitioned the Supreme Court to overturn the ban on firecrackers, rejected the Punjab government’s demand that farmers there receive financial assistance to prevent stubble burning, and stopped the “Red Light On, Gaadi Off” campaign, which was being used to reduce vehicular pollution”, he further added.
Shri Gopal Rai said, “The Delhi Government, led by CM Shri Arvind Kejriwal, is working as hard as any state government to find a long-term solution to reduce pollution. By delivering electricity around-the-clock, we have fully stopped the pollution that generators create. A step has been taken toward a long-term solution to minimise the pollution produced by vehicles by implementing the e-vehicle policy in Delhi. Through tree planting, we have increased Delhi’s green belt from 20% to 23%. By introducing a tree transplantation policy, we are attempting to strike a balance between development and the environment in Delhi. Delhi is the only state where all of the industrial units have been converted to PNG, despite CAQM’s orders to all the states. Delhi is the first state to launch a fight against dust by developing its own winter action plan and the first state to spray bio decomposer on stubble. Delhi forbade the use of firecrackers and launched the “Diye Jalao, Patakhe nahi” campaign to raise awareness.”
He added, “In order to comprehend why Delhi’s pollution got so worse despite all the efforts, a study was carried out in Delhi between October 24 and November 8 of last year. In this study of CSC, it was found that the contribution of Delhi based internal sources in Delhi’s pollution is only 31 percent (in which 51 percent vehicular pollution, 13 percent dust pollution and 12 percent waste burning etc.). While 69 per cent is contributed by sources outside Delhi. Of this 69 per cent, 54.5 percent is contributed by the sources of pollution of the NCR. The Delhi government can only reduce its pollution sources by 31%, yet we are working hard to achieve this. What can we do about the pollution outside of Delhi, though? The BJP-led governments in Haryana, Uttar Pradesh, and the central government are required to work with us. The majority of the diesel buses and automobiles arriving from Uttar Pradesh are to blame for the rise in AQI levels in Anand Vihar and Vivek Vihar. We are attempting to reduce pollution by taking winter action plan, but neither the Haryana nor the Uttar Pradesh governments are making any such efforts.”
He continued, “For several years now, there have been stubble burning in Punjab, Haryana, and Uttar Pradesh. In Punjab, paddy cultivation is carried out extensively. There are 7 lakh hectares of paddy fields. The rise in pollution during the winter can be attributed to primarily two factors. First of all, there is very little wind at that time, and secondly, the low temperature causes the pollution particles to concentrate. The incidence of stubble burning might have been decreased by at least 50% had the Central Government adopted the Punjab Government’s proposal. The BJP government at the Center is against farmers because they had launched a farmers’ movement against them. The government of Punjab will give Rs 500 to the farmers and The Delhi government also decided to give financial aid to the farmers but the BJP government at the Center has refused to cooperate. This shows how concerned they are about pollution.”
Shri Gopal Rai appealed to the people of Delhi and said, “I request the people of Delhi that we have to reduce our share of pollution. I request you to do 5 things. First, anywhere construction work is going on, send its photo to Green Delhi App. Use another car and bike pooling. If possible, do the work from home. Fourth, do not burn wood or coal and fifth, the RWA should provide electric heaters to its security guards, so that they are not forced to burn wood or coal to escape the cold.”

दिल्ली के पर्यावरण मंत्री गोपाल राय ने कहा कि भाजपा की केंद्र सरकार पराली के समाधान के लिए किसानों को सहयोग दे, गाली नहीं। दिल्ली और पंजाब की सरकार पराली जलने से रोकने के लिए किसानों को आर्थिक सहायता देने के लिए तैयार है। केंद्र की भाजपा सरकार ने इंकार कर दिया है। भाजपा पहले प्रदूषण बढ़वाती है फिर उस पर राजनीति करती है। दिल्ली सरकार प्रदूषण कम करने के लिए हर संभव प्रयास कर रही है।
दिल्ली और आसापास के जिलों में प्रदूषण का स्तर पिछले दो दिनों से बढ़ रहा है। बहादुर गढ़ में कल 1 नवम्बर को एक्यूआई का स्तर 400, फरीदाबाद में 403, मानेसर में 393, सोनीपत में 350, कैथल में 350 ग्रेटर नोएडा में 402, नोएडा में 398 और गाजियाबाद में 381 दर्ज किया गया। हवा की गति कुछ बढ़ी हुई है इसलिए दिल्ली का एक्यूआई 313 के स्तर पर बना हुआ है, जो वेरी पूअर की कैटगरी में आता है।दिल्ली में सीएक्यूआईएम के निर्देशानुसार निर्माण एवं विध्वंस के कार्य पर रोक है। इस आदेश को सुचारू रूप से कार्यान्वयन के लिए 500 से ज्यादा टीमें निरीक्षण कर रही हैं। मैंने कल दो साईटों का निरीक्षण किया, जिसमे एक साइट पर काम बंद था। जबकि दूसरी साइट पर एलएंडटी द्वारा निर्माण का कार्य चल रहा था। वहां चोरी छुपे निर्माण का कार्य चल रहा था। साथ ही निर्माण के किसी भी नियम का पालन नहीं हो रहा था। एंटी स्मॉग गन वहां नहीं लगा हुआ था और ना ही को ढका गया था। मैंने कार्रवाई की और मुझे बाद में पता चला कि यहां बीजेपी का कार्यालय बन रहा है।
उन्होंने कहा कि भाजपा के प्रवक्ताओं ने प्रेस कॉन्फ्रेंस करके सीएम अरंविद केजरीवाल की आलोचना की और कहा कि केजरीवाल पंजाब में पराली जलवाकर दिल्लीवासियों के सांसों के साथ खिलवाड़ कर रही है। यह बातें वह भाजपा कर रही है जो पटाखों पर बैन को हटवाने के लिए सुप्रीम कोट तक गई। जिसने पंजाब सरकार की इस मांग को ठुकरा दिया कि पंजाब के किसानों को अथिर्क मदद दी जाए। जिससे कि वे पराली न जलाएं। वाहन प्रदूषण को कम करने के लिए अरविंद केजरीवाल द्वारा लागू होने वाले “रेड लाईट आन, गाड़ी आफ” अभियान को रोक दिया।
पर्यावरण मंत्री गोपाल राय ने कहा कि पूरे देश में दिल्ली सरकार अरविंद केजरीवाल के नेतृत्व में प्रदूषण के स्थाई समाधान के लिए जितना काम कर रही उतना कोई भी राज्य सरकार नहीं कर रही है। हमने 24*7 बिजली देकरा जनरेटरों से होने वाले प्रदूषण का पूरी तरह से रोक दिया। दिल्ली में ई-व्हीकल पॉलिसी लाकर वाहन के प्रदूषण के स्थाई समाधन की तरफ कदम बढ़ाया है। वृक्षारोपण के माध्यम दिल्ली के ग्रीन बेल्ट को 20 प्रतिशत से बढ़ाकर 23 प्रतिशत कर दिया। ट्री ट्रांसप्लांटेशन पॉलिसी लाकर दिल्ली में विकास एवं पर्यावरण के संतुलन को बनाने का प्रयास कर रहे हैं। एक्यूएएम ने सभी राज्यों को आदेश दिया था लेकिन केवल दिल्ली ही ऐसा राज्य है जिन्होंने सभी औद्योगिक इकाईयों को पीएनजी पर कनवर्ट करवा दिया है। दिल्ली पहला ऐसा राज्य है जिसने अपना विंटर एक्शन प्लान बनाकर एंटी डस्ट कैम्पन चला रहा है। दिल्ली पहला ऐसा राज्य है जिसने पराली को गलाने के लिए बायोडिकम्पोजर का छिड़काव कर रही है। दिल्ली में पटाखों पर बैन लगाया तथा लोगों को “दीये जलाओ पटाखे नहीं” अभियान चलाकर लोगों को जागरूक करने का प्रयास किया।
उन्होंने कहा कि दिल्ली सरकार के इतने प्रयासों के बावजूद दिल्ली में प्रदूषण इतना क्यों बढ़ गया है। इसी को समझने के लिए पिछले साल दिल्ली में 24 अक्टूबर से 8 नवम्बर के बीच दिल्ली में एक अध्ययन किया गया। सीएससी के इस अध्ययन में यह बात समाने आई की दिल्ली के प्रदूषण में दिल्ली के स्रोतों का योगदान मात्र 31 प्रतिशत (जिसमें 51 प्रतिशत वाहन प्रदूषण, 13 प्रतिशत धूल प्रदूषण और 12 प्रतिशत वेस्ट बर्निंग आदि का योगदान) है। जबकि 69 प्रतिशत दिल्ली से बाहर के स्रोतों का योगदान है। इस 69 प्रतिशत में 54.5 प्रतिशत एनसीआई के प्रदूषण के स्रोतों का योगदान है। दिल्ली सरकार केवल अपने 31 प्रतिशत प्रदूषण के स्रोतों को ही तो कम कर सकती है। वह इसके लिए भरपूर प्रयास कर रही है। किंतु दिल्ली से बाहर के प्रदूषण पर क्या कर सकते हैं। हमें केन्द्र की भाजपा सरकार,उत्तर प्रदेश की भाजपा सरकार तथा हरियाणा की भाजपा सरकार का सहयोग चाहिए। आनंद विहार और विवेक विहार में एक्यूआई का लेवल बढ़ता है उसका मूल कारण उत्तर प्रदेश से आने वाली डीजल की बसें और वाहन हैं। हम विंटर एक्शन बनाकर प्रदूषण से निपटने का प्रयास कर रहे हैं, लेकिन न तो हरियाणा की सरकार और न ही उत्तर प्रदेश की सरकार कोई एक्शन बनाकर प्रयास कर रही है।
उन्होंने कहा कि उत्तर प्रदेश, हरियाणा में पराली जलती है। पंजाब में पिछले कई सालों पराली जल रही है। पंजाब में धान की खेती बड़े पैमान पर होती है। वहां 7 लाख हेक्टेयर में धान की खेती होती है। ठंडी में प्रदूषण के स्तर के बढ़ने के मुख्य रूप से दो कारण हैं। पहला उस समय हवा की बति बहुत ही धीमी होती है और दूसरा कम तापमान के कारण प्रदूषण के कण संघनित हो जाते हैं। इसका समाधान राजनीति से नहीं हो सकता है। केन्द्र की सरकार पंजाब सरकार के प्रस्ताव को स्वीकार कर लेती तो पराली जलने की घटनाओं में कम से कम 50 प्रतिशत की कमी हो सकती थी। केन्द्र की भाजपा सरकार किसानों से नफरत करती है क्योंकि उन्होंने उनके खिलाफ किसान आंदोलन किया था। पंजाब की सरकार किसानों को 500 रू. की मदद देने को तैयार थी। दिल्ली सरकार ने भी फैसला किया कि वह भी 500 रू. की मदद प्रत्येक किसान को करेगी लेकिन केन्द्र की भाजपा सरकार ने सहयोग देने से मना कर दिया। इससे यह पता चलता है कि प्रदूषण को लेकर वह कितनी चिंतित है।
गोपाल राय ने कहा कि मैं दिल्ली के लोगों से अनुरोध करता हूँ कि हमें अपने हिस्से के प्रदूषण को कम करना है। मैं आपसे 5 काम करने के लिए प्रार्थना करता है। पहला कहीं भी निर्माण कार्य चल रहा है तो उसका फोटो ग्रीन दिल्ली ऐप भेजें। दूसरा कार एवं बाइक पूलिंग का इस्तेमाल करें। तीसरा संभव होने पर वर्क फार्म होम करें। चौथा लकड़ी या कोयले को न जलाएं और पांचवा आरडब्ल्यूए अपने सिक्योरिटी गार्डों को इलेक्ट्रिक हिटर उपलब्ध करवाए, ताकि उन्हें ठंड से बचने के लिए लकड़ी या कोयला जलाने के लिए मजबूर न होना पड़े।
