Deputy Chief Minister Shri Manish Sisodia slammed Lieutenant Governor Shri VK Saxena for holding back the approval on the appointment of Principals on 244 posts in Delhi Government schools. In a press conference held on Sunday, Shri Manish Sisodia said, “*If LG had not taken over the services department unconstitutionally, every school would have had a permanent principal. File for the appointment of 370 principals was sent to LG; but he has withheld the appointment of principals on 244 posts. LG wants the government to conduct a study on whether the principals are required in schools or not, this is insensitive and ridiculous. There should be a principal in every school – is there a need to study this? Instead of studying the need for the principals in schools, a study should be conducted on whether Delhi needs LG or not. If the Delhi government would have had the control of the services department, all the recruitments would have been done in a month. LG and Centre are adamant to take over the services department but they are not worried about getting the principals appointed. LG just wants to bully the government because he has control over the services department and is not allowing the appointment of principals. Deputy Chief Minister Shri Manish Sisodia said, “The LG in a press release on Saturday claimed that he has given the approval for the appointment of Principals on 126 posts which had been held back by the Delhi Government in the past. This is another ridiculous ‘bunch of lies’ presented by the LG office. The LG has made a mockery of the whole governance system in Delhi, just because he has unconstitutional power to control the services department. If the LG had not taken over the Services Department unconstitutionally then today each school would have had its own permanent Principal. Many of our schools are being run by the Vice-Principals today.”
He added, “The Central Government and the LG are adamant about keeping control of the Services Department, but they are not determined to appoint Principals in schools. They are not at all worried or interested in appointing school principals for the 18 lakh students studying in them. Both are playing with the future of lakhs of students. They have taken over the services department of the Delhi Government unconstitutionally. Neither they themselves are interested in appointing the Principals nor do they want the Delhi Chief Minister Shri Arvind Kejriwal to appoint the Principals in schools.”
Shri Manish Sisodia further presented some facts and said, “When our Government was formed in 2015, the Services Department was under Chief Minister Shri Arvind Kejriwal. The decisions on the appointment of Principals were taken by the CM, Deputy CM and the Education Minister then. During that time we got many appointments done which were pending for a long time. Vacancies for Principals released by the UPSC were lying vacant since 2010. 58 Principals were appointed in 2015. We sent the proposal for the appointment of Principals on 370 posts after that. As soon as the proposal was sent, the LG office took over the services department unconstitutionally. Before that, all the files were sent to UPSC after my approval or the concerned Minister.”
He continued, “In the meanwhile, the UPSC asked a few questions regarding the 370 posts. But as the LG had taken over the Services Department by then, his office never provided satisfactory answers to the UPSC. It has been 8 years since the LG is dealing with the issue of the appointment of Principals but nothing has happened so far. Two years ago, when the situation started getting worse and more Principals retired, I intervened informally and got the officials connected to the UPSC and the process started again. With the intervention of the Delhi Government, the process for the recruitment of Principals on 363 posts was started. Now their interviews are going on. But about these 370 posts, the LG never gave a satisfactory answer to the UPSC. Whenever I asked the Services Department officials to answer the queries properly, they would mention that the LG has asked them to answer in that specific manner. The LG even asked the Services Department officials to bypass the protocol of showing files to the Education Minister. Not only this, the LG even refused to answer the questions in Vidhan Sabha that provides the budget to the Government.”
The Deputy CM added, “We pushed the Services Department and sent the file for the appointment of 370 Principals to the LG as the administration of schools was being affected. Then in a very unfortunate manner, the LG claimed that he has revived the lapsed post of 126 Principals. Whereas the reality is that the LG has held back the approval on the appointment of Principals on 244 posts and asked the department to conduct an assessment study to check whether these Principals are required in schools or not. These posts had been lying vacant for over the past five years. What kind of joke is this? This is a matter of the future of lakhs of children. Since 2015, we have been sending proposals for the appointment of Principals in schools, in these years the number of schools has increased and the existing Principals have retired. The LG is making a mockery of Delhi’s education system by asking for a study on the need for Principals in schools.”
Shri Manish Sisodia said, “Principals are needed in these 244 schools as well. The LG should go and see that these schools are running without a Principal and we are running these schools with a Vice-Principal. The LG just wants to bully the Delhi Government by not allowing the appointment of Principals. This is just because the LG has the Services Department under his control unconstitutionally. This is insensitive of the LG to hold back the appointment of Principals. If the Delhi Government had control of the Services Department today, the files for the appointment of Principals would not have been stuck for 8 years, but within a month, UPSC would have got answers to all its questions and the process of recruiting Principals would have started. It is unfortunate that the Central Government has unconstitutionally occupied the Services Department, so there are no Principals in schools, and the most unfortunate thing is that a person occupying a Constitutional post is seeking a report on whether a Principal is required to run the school or not.”
Shri Manish Sisodia asked the LG to stop disrupting the work of the Government on the pretext that schools should have a Principal or not and further added, “This is not a joke but a serious issue related to the running schools and the future of the children. The 244 posts on which the approval has been withheld by the LG should also be approved.”

2015 में केजरीवाल सरकार बनने के दौरान सर्विसेज चुनी सरकार के पास था, तक केजरीवाल सरकार ने 5 साल से अटकी 370 प्रिंसिपल की नियुक्ति की फाइल क्लीयर कर यूपीएससी को भेजा था-मनीष सिसोदिया
इसी के बाद केंद्र सरकार ने असंवैधानिक तौर से सर्विसेज विभाग पर कब्जा कर लिया-मनीष सिसोदिया

उपराज्यपाल द्वारा प्रिंसिपल की भर्तियों को लेकर मीडिया में पेश किए गए झूठे तथ्यों और एलजी द्वारा प्रिंसिपल के 244 पदों पर नियुक्ति रोकने की साजिश का पर्दाफाश करते हुए रविवार को एक प्रेस-कांफ्रेंस के दौरान उपमुख्यमंत्री व शिक्षामंत्री मनीष सिसोदिया ने कहा कि दिल्ली सरकार ने एलजी साहब को 370 प्रिंसिपलों की नियुक्ति के लिए फाइल भेजी और एलजी ने इसमें से 244 पदों की नियुक्ति रोक दी| प्रिंसिपल के 244 पदों पर नियुक्ति को रोकने को लेकर एलजी का हास्यास्पद व असंवेदनशील सवाल करते हुए कहा कि स्टडी करवाओं की स्कूलों में प्रिंसिपल की जरुरत है या नहीं| उपमुख्यमंत्री ने कहा कि हर स्कूल में प्रिंसिपल होना चाहिए-क्या इसकी स्टडी की जरुरत है? अगर स्टडी ही करनी है तो ये स्टडी करवाइए की दिल्ली मे उपराज्यपाल की पोस्ट होनी चाहिए या नही| उन्होंने कहा कि एलजी ने असंवैधानिक तरीके से सर्विसेज डिपार्टमेंट पर कब्ज़ा नहीं किया होता तो हर स्कूल मेंग प्रिंसिपल होता| दिल्ली सरकार के पास सर्विस डिपार्टमेंट होता तो प्रिंसिपल नियुक्ति की फाइल 8 साल से नहीं घुमती और 1 महीने में ही सारी भर्तियाँ होती| एलजी-केंद्र को सर्विस डिपार्टमेंटग पर कब्ज़ा करने की जिद्द है लेकिन उन्हें प्रिंसिपल की नियुक्ति करवाने की चिंता नहीं है| एलजी साहब सिर्फ दादागिरी दिखाना चाहते है कि सर्विस डिपार्टमेंट उनके पास है तो वो प्रिंसिपलों की नियुक्ति नहीं होने देंगे| ये बेहद दुर्भाग्यपूर्ण बात कि संवैधानिक पद पर बैठा व्यक्ति ये कह रहा है कि एक चलते हुए स्कूल में प्रिंसिपल चाहिए या नहीं चाहिए इसकी स्टडी करवा लो|
उपमुख्यमंत्री श्री मनीष सिसोदिया ने मीडिया को संबोधित करते हुए कहा कि, कल एलजी साहब ने प्रेस रिलीज़ जारी कर के दावा किया है कि उन्होंने दिल्ली सरकर के सरकारी स्कूलों में 126 प्रिंसिपल्स की नियुक्ति का रास्ता साफ किया है साथ ही उन्होंने दावा किया कि दिल्ली सरकार इसे रोक कर बैठी थी और एलजी द्वारा ही इसे मंजूरी दी गई है| श्री सिसोदिया ने कहा कि उपराज्यपाल कार्यालयग द्वारा जारी किया गया बयान सिर्फ और सिर्फ झूठ का पुलिंदा है और बेहद दुखद तथा हास्यास्पद है| ये लोग तथ्यों को छूपाते है, झूठ बोलते है और पुरे सिस्टम का मजाक बना रखा है|

उन्होंने तथ्यों को उजागर करते हुए कहा कि केंद्र सरकार और उनके एलजी ने असंवैधानिक रूप से दिल्ली के सर्विस डिपार्टमेंट पर कब्ज़ा कर रखा है| अगर एलजी साहब ने असंवैधानिक तरीके से सर्विसेज पर कब्ज़ा नहीं कर रखा होता तो दिल्ली सरकार के 1-1 स्कूल में आज प्रिंसिपल होता लेकिन एलजी के सर्विसेज पर असंवैधानिक कब्जे के कारण आज दिल्ली के सरकारी स्कूलों को चलाने के लिए हमे वाईस प्रिंसिपल का सहारा लेना पड़ रहा है |
उपमुख्यमंत्री ने कहा की केंद्र सरकार और एलजी साहब को दिल्ली के 18 लाख बच्चों की कोई चिंता नहीं है, उनकी ये प्राथमिकता नहीं है कि वो स्कूलों में प्रिंसिपल की भर्ती करवा दे| | उनकी सिर्फ यह जिद है कि दिल्ली के केद्र और उनका कब्ज़ा होना चाहिए | ये असंवैधानिक रूप से सर्विसेज पर कब्ज़ा जमाए बैठे है| उन्होंने कहा कि दिल्ली की जनता ने केजरीवाल जी की सरकार चुनती है| लेकिन प्रिंसिपलों की नियुक्ति पर एलजी साहब कब्ज़ा करके बैठे हुए है क्योंकि इन्होने जबरदस्ती सर्विसेस पर असंवैधानिक कब्ज़ा जमा रखा है| इनकी प्रिंसिपलों की नियुक्ति में कोई दिलचस्पी नहीं है|
श्री सिसोदिया ने साझा करते हुए कहा कि 2015 में जब दिल्ली में आम आदमी की सरकार बनी तब सर्विस डिपार्टमेंट अरविंद केजरीवाल जी के पास था | उस समय मुख्यमंत्री और शिक्षा मंत्री द्वारा फैसला लिया जाता था| उस दौरान दिल्ली सरकार ने 5 सालोंख से अटकी प्रिंसिपलों की भर्तियाँ करवाई| साथ ही सरकार ने प्रिंसिपलों के 370 पोस्टों पर नियुक्ति का प्रस्ताव यूपीएसई को भेजा लगभग उसी आसपास केंद्र सरकार ने संविधान को दरकिनार करते हुए सर्विस डिपार्टमेंट पर कब्ज़ा किया|
यूपीएसई द्वारा जब इस प्रस्ताव पर कुछ सवाल किए तो केंद्र सरकार और एलजी साहब द्वारा दिल्ली के शिक्षा मंत्री और शिक्षा विभाग को बिना जानकारी दिए यूपीएसई को ऐसे जबाव भेजे जिससे यूपीएसई संतुष्ट न हो सका| इसका नतीजा है की 370 प्रिसिपल्स की नियुक्ति का रास्ता साफ़ न हो सका | उन्होंने कहा कि जब स्थिति बिगडती चली गई तो मैंने अपने अधिकारीयों के साथ मिलकर यूपीएसई से बात की और इसका नतीजा रहा कि दिल्ली सरकार के प्रयासों के कारण दिल्ली सरकार के स्कूलों में नए सिरे से 363 प्रिंसिपल के बहाली का रास्ता साफ़ हो सका|
लेकिन सर्विस विभाग से भेजे गए जबावों के संतोषप्रद न होने के कारण पिछली 370 भर्तियाँ अटकी रही| एलजी साहब ने जानबूझकर सर्विस विभाग को सही जबाव नहीं भेजने दिए| इसड बाबत सर्विस डिपार्टमेंट ने शिक्षा मंत्री को यहाँ तक कि जिस विधानसभा से पूरा सरकार का बजट आता है उस विधानसभा को भी इस संबंधित जानकारी देने से मना कर दिया| सर्विस डिपार्टमेंट ने हर बार ये जबाव दिया है कि एलजी साहब ने मना किया है कि इस बाबत कोई जानकारी नहीं दी जाएगी|
श्री सिसोदिया ने कहा कि अब हमने इन 370 पदों के लिए एलजी साहब के पास फाइल भेजी तो कल उनके दफ्तर ने मीडिया को ये तो बताया कि 126 पदों के लिए एलजी साहब द्वारा अप्रूवल दिया गया है लेकिन यह नहीं बताया की उनके द्वारा बाकि 244 पदों की नियुक्ति रोक दी गई है|
उपमुख्यमंत्री ने बताया कि एलजी द्वारा बेहद हास्यास्पद तरीके से इन 244 पदों की नियुक्ति को रोकते हुए कहा गया है कि ये पद पिछले 5 सालों से खाली पड़े है और इनकी स्टडी करवानी चाहिए कि इन पदों पर नियुक्ति होनी चाहिए या नहीं| उन्होंने कहा कि हम 2015 से स्कूलों में प्रिंसिपल की नियुक्ति के लिए प्रस्ताव भेज रहे है इन सालों में बड़ी संख्या में स्कूल बढे है और मौजूदा प्रिंसिपल रिटायर हुए है| उसका मजाक बनाते हुए ये स्टडी करवाने की बात कर रहे है कि इन स्कूलों में प्रिंसिपल चाहिए या नहीं|
श्री सिसोदिया ने कहा कि इन 244 स्कूलों में भी प्रिंसिपल चाहिए| एलजी जाकर देखे कि ये स्कूल बिना प्रिंसिपल के चल रहे है और हमें वाईस-प्रिंसिपल से स्कूल चलवाने पड़ रहे है| एलजी साहब सिर्फ दादागिरी दिखाना चाहते है कि सर्विस डिपार्टमेंट उनके पास है तो ये प्रिंसिपलों की नियुक्ति नहीं होने देंगे|
उपमुख्यमंत्री ने कहा कि ये मामला असंवैधानिक के साथ-साथ असंवेदनशील भी है| अगर आज दिल्ली सरकार के पास सर्विस डिपार्टमेंट होता तो 8 साल से प्रिंसिपल नियुक्ति की फाइलें धक्के नहीं खा रहो होती बल्कि एक महीने के भीतर ही यूपीएसई को उसके सभी सवालों के जबाव मिल जाते और प्रिंसिपलों के भर्ती की प्रक्रिया शुरू हो जाती|
उन्होंने कहा कि ये दुर्भाग्यपूर्ण है कि केंद्र सरकर ने सर्विसेज डिपार्टमेंट पर असंवैधानिक रूप से कब्ज़ा जमा रखा है इसलिए स्कूलों में प्रिंसिपल नहीं है और सबसे ज्यादा दुर्भाग्य की बात ये है कि संवैधानिक पद पर बैठा एक व्यक्ति ये कह रहा है कि एक चलते हुए स्कूल में प्रिंसिपल चाहिए या नहीं चाहिए इसकी स्टडी करवा लो|
श्री सिसोदिया ने एलजी के सरकार के कामों को रोकने के जो बहाने है कि स्कूलों में प्रिंसिपल चाहिए या नहीं चाहिए इसकी स्टडी करवा लो ये मजाक नहीं बल्कि स्कूल चलाने और बच्चों के भविष्य से जुड़ा गंभीर मसला है| उन्होंने कहा कि एलजी ने जिन 244 पदों की नियुक्ति पर मंजूरी रोक कर रखी है उसे भी मंजूरी दे|
