The Aam Aadmi Party heavily criticised the BJP and the Delhi LG for administering an illegal and immoral demolition drive all over Mehrauli. AAP Senior Leader and MLA Shri Somnath Bharti said, “Despite Kejriwal Government cancelling the demarcation order, the BJP-ruled DDA and LG are bulldozing homes of Delhiites. DDA and Delhi Police come under Central Government’s nominee LG VK Saxena, I submitted a letter to him requesting him to stop the demolition but he refused. LG said – “we will clean up Delhi, meaning thereby will demolish unauthorised colonies including multi-storey buildings and slum areas”. On the orders of CM Shri Arvind Kejriwal, Revenue Minister Kailash Gehlot reviewed the demarcation and termed it wrong, Mehrauli is being vandalised despite cancellation of the demarcation. It has been clearly stated in the order of the Delhi Government that this demarcation has been done wrongly, if the basis of demolition is wrong, there should be no demolition.” While AAP Senior Leader and MLA Shri Naresh Yadav said, “Demolition is not being stopped there despite the order of Revenue Minister; MLA Somnath Bharti and I were arrested for protesting against the drive. AAP Malviya Nagar MLA Shri Somnath Bharti said, “An attempt by the DDA is underway in Mehrauli to make several families homeless. I want to make it clear to the people that in Delhi, the DDA and the Delhi Police are not controlled by the state government, these come under the Central government. The BJP-led Centre controls these two bodies in Delhi under the powers that come within the Lieutenant Governor’s Office. In the previous eight years, both these agencies have only further misused their powers under this government.”
He said, “On 12th December 2022, the LG who is the chairman of the DDA, passed a demolition order and said that they would empty out an area in Mehrauli. This led to panic in the area as thousands of houses that inhabit nearly a lakh people were suddenly in the line of fire and faced the threat of demolition. While the BJP controlled DDA was ready to uproot the people, AAP decided to work and find a solution to this issue. Since we were in the process of finding a solution, we did not think that the DDA would bother the people here again. But on 9th February this year, suddenly the DDA brought out an order for a demolition drive that was to be carried out the following day (i.e. on 10th February). This demolition order was brought out on the basis of a demarcation line that has no strong basis of origin, and we had shown this to the media a couple of weeks earlier as well. The line diving DDA land and Private Land was shifted to include more households where thousands of families reside, and there is no one to answer on what basis this shift was made.”
He added, “Another significant point that highlights how the DDA is being used as a political tool by the BJP is this order, where it reads, the second paragraph here reads – “The demarcation of the village Ladda Sarai has been carried out by the Revenue Department of the NCT of Delhi.” But this has been done without informing the Minister of Revenue Department Shri Kailash Gahlot. So, the Shri Arvind Kejriwal-led Delhi Government has been provided no information regarding this matter. Neither does the CM’s Office know about this and nor does the Revenue Minister’s Office know about this. According to the Delhi Land Reforms Act, when a village gets urbanised then revenue office is not duty bound to do demarcation. It is then no longer the duty of the Revenue Department to do demarcation in this case, but yet it was done under its name.”
Shri Somnath Bharti said, “When the Revenue Minister was informed about this, he immediately called for a meeting on the issue on February 10th. On the same day, I asked the DDA to withhold the demolition as the demarcation line that was used for the purpose was flawed. When the MLA of the area Shri Naresh Yadav and I reached the site of demolition on February 10th with this document, we were arrested by the Delhi Police. This is how the BJP-controlled Delhi Police functions – those who work to save the jhuggis and houses of the poor people, the police arrest them under some pretext or the other. After that we informed Shri Arvind Kejriwal about what was happening in Mehrauli and I gave a detailed representation on the issue and how this was being done on the basis of a flawed report. There are three key points in this matter that prove that the report is flawed.”
He said, “First, before any demarcation notice is brought out, the people who are going to be affected by it, have to be participated in the matter. They need to be asked on what basis they are residing in the area and whatever documents they have to prove their right should be looked into. But this was not done at this site. Second, when the demarcation order is out, it is displayed for public scrutiny, but this was also not done in this case. Third, we have already shown to you how the line of division was shifted from Gair aabadi (non habitated) to Aabadi (habitated) without any fair basis. We raised these points in front of Shri Arvind Kejriwal and then the Revenue Department under Shri Kailash Gahlot released a detailed report stating that the representation from Shri Somnath Bharti and other persons who reside in Mehrauli has been received by the department and therefore DM (South) has been asked to conduct a fresh demarcation of the area. This is the document of the Delhi government that proves that a fresh demarcation order has been issued, and it clearly states that the previous demarcation order is faulty. So, clearly demolition in the area cannot be carried out on the basis of a flawed report, but yet the DDA is insisting on carrying out the demolition in Mehrauli.”
He added, “Therefore I visited the LG office today with a detailed letter that I had written on this matter. I tried to explain to him that the act of the DDA to demolish homes in Mehrauli is illegal, particularly after the Delhi Government ordered for a fresh demarcation in the area. I explained to him that the act of demolition that is ongoing in the area is not only illegal but also unconstitutional. What happened after that is something that will shock all the residents of Delhi. The LG despite listening to all that I had said to him, responded that “we will clear Delhi out”. When I asked him what he meant by this statement, he reiterated that Delhi will be cleared out, Delhi has become hell meaning thereby– slum areas, unauthorised colonies including multi-story buildings will be razed down. I want to make it clear to the BJP that it will only end up earning the ire of the people and be cursed for its downfall by forcefully trying to evict them from their legitimate homes. If the LG’s Office does as he says and tries to clear out all the unauthorised colonies in Delhi, then hardly 25 per cent of Delhi is what will be left. Delhi will be destroyed by this act. Is this what the intentions of the BJP actually are? Do they want to completely destroy Delhi?”
He concluded, “I want to warn the BJP and tell them clearly that the Aam Aadmi Party will not let their nasty intentions be fulfilled. Everyone party workers, every councillor, every MLA of AAP under the leadership of Sri Kejriwal will resist this dangerous plot of theirs. We are also angered by LG’s statement where he said that “Dilli ko hum saaf kar denge”. This kind of language, particularly in the context of making thousands of residents homeless, does not suit the LG’s Office. I want to make it clear to the LG as well, that every party worker of AAP will come in between the bulldozer and the homes of the poor and the middle class that the DDA wants to raze.”
Tracing the recent developments, AAP Mehrauli MLA Shri Naresh Yadav said, “This problem arose on December 12, 2022, when the demolition order was first issued, which affected three to four areas, and there was an atmosphere of terror there. Many of them approached me, and with them, I went to meet Shri Somnath Bharti, a member of the Delhi Development Authority (DDA) and an MLA from AAP. When Sh. Bharti questioned the DDA about the rationale behind the massive demolition that had been ordered, they responded that the DM (South) had done some new demarcation. Despite our requests, they did not provide us with relevant documents, but we procured them through DM (South). AAP representatives then raised the issue in the Vidhan Sabha because this was to be a large-scale demolition, affecting not only famous old buildings like Siyaram Sweets, Pahalwan Dhaba, etc. Since many different groups of individuals will be negatively impacted by the destruction, we believed that perhaps the Lieutenant Governor had heard about the issue when it was brought up in the Vidhan Sabha and protested against it, and he would have taken action to cancel it through the DDA.”
He continued, “However, on January 9, 2023, we discovered a letter in which they requested approval from the Delhi Police for the demolition that would begin on January 10, 2023. We immediately reached out to Sh. Bharti again, and through him, we brought it to the attention of CM Shri Arvind Kejriwal. The basis of this demolition was a new demarcation allegedly conducted by DM (South). So, the very next day, in a meeting with Revenue Minister Shri Kailash Gahlot, the Chief Minister gave very clear instructions to him to probe and review the demarcation and to cancel it if found to be wrong, and a meeting notice for January 10, 2023, was issued. In the meeting on January 10, which was attended by DM (South), the Revenue Minister asked for the relevant documents, and the whole matter was discussed. Sh. Somnath Bharti, who is also a DDA member and an advocate, also participated in the meeting and took up the entire matter very seriously. An order was issued the next day, i.e., on January 11, 2023, wherein the Revenue Minister clearly stated that the demarcation that has been done by DM (South) is being nullified and the demarcation will be conducted in a new manner. Despite barriers around the demolition site, we managed to get there to deliver this order. We were nonetheless detained and taken to the Fatehpur Beri police station when we arrived at the demolition site. Despite the ban, the demolition went ahead even on Sunday, and it is still going on today.”
He added, “DDA is a central government agency working under your chairmanship as the Hon’ble LG of Delhi. This entire issue is under the DDA and the LG; it does not involve the Kejriwal government at all. The name of the Delhi government came up because of the mention of the demarcation report. Regarding the demarcation, our local BJP MP raised the issue in Parliament, saying that the demarcation by DM (South) is causing the demolition of many houses. Why has demolition still been going on despite the invalidation of the demarcation report? We are taking the clear order of the Delhi CM to the people of Delhi. Since the demarcation that was their basis for this demolition has become disputed, the demarcation needs to be conducted again.”
He concluded, “A severe injustice is being committed against the people of Mehrauli. I appreciate our CM’s prompt action in this matter. Now, it is obvious to the public that the DDA and the LG are responsible for this unfair demolition. Despite our efforts during today’s meeting with the LG, we were shocked by his response that they would like to purge and cleanse Delhi. But it is important to remember that people whose houses are 30 to 40 years old, who pay property taxes, have electrical connections, etc., are individuals whose official registrations are suddenly worthless because of an arbitrary demarcation. I beg the LG to promptly put an end to this serious violence that Mehrauli is being subjected to.”
AAP MLA Somnath Bharti writes to Delhi LG
AAP MLA Shri Somnath Bharti also wrote to the Delhi LG today asking him to stop Mehrauli demolition drive, and enforce Delhi Govt’s order for fresh demarcation on the site. In his letter he stated, “As you are aware that DDA, by its demolition order dated 12.12.2022, is causing unbelievable extreme hardships to the residents of Mehrauli by demolishing their houses which they purchased through legitimate means, have sale deeds and got the same registered with registry decades ago. Though after urbanisation of villages, applicability of Delhi Land Revenue Act ceases but possibly to confuse people whether demolition exercise being undertaken by DDA, a central Govt agency working under your chairmanship, or Delhi Govt under Chief Minister Shri Arvind Kejriwal, Revenue Office was misused and demarcation of the land in question was forced to be undertaken by the Office of DM (South). DM (South) was just used as a post office to get the work done through an agency which could have very well been engaged directly. It is most pertinent to record that this demarcation exercise was in no way brought to the knowledge of Concerned Minister Shri Kailash Gahlot or Chief Minister Shri Arvind Kejriwal. This demolition, which was/is being done at the behest of DDA suffers from fundamental and legally admissible errors, which if taken in account will render this demarcation records to a nullity. All these details I had detailed in a letter submitted to Shri Kailash Gahlot, Minister, a copy of which with all the annexures is annexed with this letter.”
He added, “When the same was brought to the notice of Shri Arvind Kejriwal, Chief Minister of Delhi, he immediately directed to Shri Kailash Gehlot, Minister of Revenue, to consider the objections which when evaluated were found to be true. Hence, through a detailed order directed the Office of DM (South) to set aside and demarcation on which the demolition exercise is based upon, and undertake the demarcation again after following the due process of law. I am annexing the same decision for your perusal though I believe the same must have come to your knowledge already. DM South Dr. Monica Priyadarshini was further directed to inform DDA about the decision immediately but to my utter shock I have learnt that DDA is continuing with the demolition exercise which is devoid of force of law of the land in view of the aforementioned order of the minister.”
He continued, “You, being the head of DDA, are kindly requested to take the cognizance of the same immediately and direct DDA to stop any demolition further and to take the remedial measures to compensate the already demolished structure to their rightful occupiers/owners. You are requested to kindly ensure that direction of the Minister to carry out new demarcation must be carried out/conducted as per the law of the land and present owners/occupiers be made party to all such demarcation processes and their objection must be duly considered while taking up the new demarcation.”
He continued, “Please note that the actual line dividing Govt land from private land was moved for reasons worth investigation towards Aabadi area from Gair Aabadi Area, details of which are available in the annexed representation from residents of one of the apartments facing demolition. Also, encroachment of Khasra No. 277, Hauz Khas Village which is DDA land and was encroached by Shailender Singh Monty, a BJP ex-councillor, and which is at present housing a hotel giving an alleged income of 22 lakhs per month, is not being demolished in spite of demolition order passed in 2015 by DDA. Why this favour from DDA to this person while they continue demolishing legitimate buildings disrespecting directions of Delhi Govt?”
The MLA stated, “Actual owners of the land on which these buildings are situated would be known from the new demarcation report. If the lands, on which these buildings are situated, happened to be of the government then before undertaking any demolition exercise on the buildings situated on such lands, you are kindly requested to: 1 Direct the concerned to come up with a rehabilitation package for the people who will get displaced. 2 Identify the authority of DDA, Delhi Police and MCD etc. who were supposed to guard these government lands, and during whose tenure such building came up on government land, and direct thorough investigation of all the people involved in cheating ordinary people and selling them off government lands for construction. 3 Identify officers involved in moving the line of division from Gair Aabadi to Aabadi and take suitable punitive action including termination against them.”

आम आदमी पार्टी के वरिष्ठ नेता और डीडीए सदस्य सोमनाथ भारती ने आज दिल्ली के उपराज्यपाल वीके सक्सेना से मुलाकात की और पत्र सौंपा। उनसे महरौली में डीडीए की तोड़फोड़ रुकवाने का निवेदन किया। इसके बाद पार्टी मुख्यालय में महत्वपूर्ण प्रेसवार्ता को संबोधित करते हुए विधायक सोमनाथ भारती ने कहा कि पूरी दिल्ली में एक डर का माहौल पैदा हो गया है। महरौली में बहुत भारी संख्या में डीडीए द्वारा लोगों को विस्थापित करने का कार्यक्रम चल रहा है। दिल्ली में डीडीए और पुलिस, दोनों डिपार्टमेंट्स राज्य सरकार के अधीन नहीं आते हैं। यह दोनों डिपार्टमेंट्स केंद्र सरकार यानी भाजपा की सरकार के अधीन आते हैं। इन दोनों डिपार्टमेंट्स को भाजपा एलजी के माध्यम से दिल्ली में चलाती है। पिछले 8 साल में इन दोनों डिपार्टमेंट्स ने दिल्ली के अंदर अपनी ताकत का दुरुपयोग ही किया है। डीडीए के चेयरमैन एलजी वीके सक्सेना हैं और यह केंद्र सरकार का विभाग है। डीडीए ने 12 दिसंबर 2022 को एक डिमोलिशन ऑर्डर पास किया और विभिन्न खसरा नंबर को खाली करने की जानकारी दी। इसके बाद इलाके में हाहाकार मच गया। क्योंकि हजारों घर इसकी चपेट में आ गए। करीब 1 लाख लोगों के विस्थापित करने के लिए भाजपा ने तैयारी करा ली। आम आदमी पार्टी ने मुद्दे को उठाया। हमें लगा कि इस मुद्दे को उठाने के बाद डीडीए भविष्य में यह काम नहीं करेगी। लेकिन 9 फरवरी 2023 को अचानक जानकारी मिली कि 10 फरवरी 2023 को डीडीए एक बहुत बड़ा डिमोलिशन ड्राइव करने जा रही है। इस डिमोलिशन ड्राइव में करीब 1 लाख लोग विस्थापित हो जाएंगे। जिस डिमार्केशन के आधार पर डिमोलिशन ड्राइव कर रहे हैं, ये डिमार्केशन ही फॉल्टी और फ्रॉड है। डिमार्केशन में त्रुटियां है, लेकिन इस बारे में कोई बताने को तैयार नहीं है। एलजी के लिए डीडीए राजनीति का एक औजार बन चुकी है।
उन्होंने कहा कि एक पत्र के माध्यम से डीडीए ने इस मुद्दे को रखा। इसके पैरा 2 के अनुसार इसका डिमार्केशन एनसीटी आफ दिल्ली रिवेन्यू डिपार्टमेंट द्वारा किया गया है। यह डिमार्केशन, दिल्ली के मुख्यमंत्री और रिवेन्यू मिनिस्ट के बिना संज्ञान में लाए बिना किया गया। दिल्ली लैंड रिफॉर्म एक्ट के तहत कोई भी गांव जब अर्बनाइज हो जाए तो वहां वो एक्ट खत्म हो जाता है। इसका मतलब कि डिमार्केशन की ड्यूटी रिवेन्यू डिपार्टमेंट की नहीं बनती थी, इसके बावजूद कराया गया। इस मुद्दे को जब हम 9 फरवरी 2023 रात को मंत्री कैलाश गहलोत के संज्ञान में लेकर आए। इसके अगले दिन 10 फरवरी को अधिकारियों की एक मीटिंग बुलाई गई। उस बैठक का नोटिस जारी किया गया। हम इस नोटिस को दिखाने के लिए डीडीए के अधिकारियों के पास पहुंचे। हमने उनसे कहा कि मुख्यमंत्री अरविंद केजरीवाल के आदेश पर मंत्री कैलाश गहलोत ने मीटिंग बुलाई है। क्योंकि जिस डिमार्केशन के आधार पर लाखों लोगों को विस्थापित किया जा रहा हैं वो गलत है। इसलिए आज का डिमोलिशन डीडीए के अधिकारी रोक दें। मैं और महरौली के विधायक नरेश इस बात को बताने के लिए डिमोलिशन साइट पर पहुंचे तो हमें गिरफ्तार कर लिया गया। उनका कहना था कि हमारा यहां होना ठीक नहीं है। हम अवैध काम कर रहे हैं। यानी जो गरीब, आम नागरिक को बचाने जाएगा और भाजपा की इन हरकतों के विरोध में सच्चाई सामने लाएगा, उसे गिरफ्तार कर लेंगे।
विधायक सोमनाथ भारती ने कहा कि इस मुद्दे की जानकारी हमने मुख्यमंत्री को दी। इसके बाद एक मीटिंग बुलाई गई। मैंने लिखित में पूरी जानकारी दी कि किस तरह से डिमार्करेशन का आर्डर फ्रॉड है। क्योंकि इसके लिए मुख्यतः तीन प्रिंसिपल/नियम का पालन करना जरूरी है। सबसे पहला नियम यह है कि जिस भी जमीन का डिमार्करेशन हो, वहां पर रह रहे लोगों का इसमें शामिल होना जरूरी है। उनसे यह पूछना जरूरी है कि वह किस हक से यहां बैठे हैं। उनके पास मालिकाना हक का क्या सबूत है। मगर इस नियम का पालन नहीं किया गया। दूसरा नियम यह है कि जब डिमार्केशन होने के बाद उसे पब्लिक में डिसप्ले किया जाता है, ताकि उसकी समीक्षा की जा सके। मगर इस नियम का भी पालन नहीं हुआ। सबसे बड़ी बात यह है कि लाइन ऑफ डिवीजन को शिफ्ट गया है। उसे गैर आबादी इलाके से आबादी वाले इलाके में शिफ्ट किया गया है और हजारों घरों को तोड़ने के लिए डिमार्केशन के अंदर लाया गया।
दिल्ली सरकार के मंत्री कैलाश गहलोत ने इस बात पर संज्ञान लिया और एक सरकारी आर्डर के जरिए डिमार्केशन को गलत बताया है। उन्होंने साफ लिखा है कि इस मुद्दे पर गांव के लोगों के साथ-साथ सोमनाथ भारती का रिप्रेजेंटेशन आया है। मंत्री ने अपने आर्डर में साउथ दिल्ली के डीएम के मेहरौली आर्कियोलॉजिकल क्षेत्र में दोबारा डिमार्केशन के निर्देश दिए हैं। यह डिमार्केशन मुझे जानकारी में रखते हुए किया जाएगा। प्रक्रिया में डिमार्केशन से प्रभावित लोगों को भी शामिल किया जाएगा, ताकि इस प्रक्रिया को पूर्ण निष्पक्षता और पारदर्शिता से किया जा सके। इसके बाद साउथ दिल्ली के डीएम को निर्देश दिए गए कि वह इसकी जानकारी डीडीए के अधिकारियों को दे। जिसके तहत पहले डिमार्केशन की प्रक्रिया की जाएगी। इसलिए डिमोलिशन को रोका जाए।
दिल्ली सरकार के आदेश में साफ बताया गया है कि यह डिमार्केशन गलत तरीके से किया गया है। यह इसे अवैध करार दे रही है। इसका मतलब डिमोलिशन का आधार ही गलत है। ऐसे में डिमोलिशन नहीं होना चाहिए। मगर यह दिल्ली सरकार के आदेश के बावजूद डिमोलिशन को नहीं रोक रहे हैं। इसी कारण आज मैं एक डिटेल लेटर के साथ एलजी से मिलने गया। मैंने उन्हें समझाने का प्रयत्न किया कि यह डिमोलिशन किस प्रकार से अवैध है। जब केजरीवाल सरकार ने डिमार्केशन के आर्डर को नल एंड वाइड कर दिया है, उसके बावजूद भाजपा शासित डीडीए, दिल्ली पुलिस और एलजी साहब मिलकर दिल्ली के लोगों के सर से छत छीनने का काम कर रहे हैं। यह निंदनीय, असंवैधानिक और हर तरह से अवैध है।
मैंने एलजी वीके सक्सेना से यह बात कही कि आप चुनी हुई सरकार द्वारा पास किए गए ऑर्डर को मानने से इंकार कर रहे हैं। रेवेन्यू डिपार्टमेंट की पुरानी रिपोर्ट में आपके इशारों पर डिमार्केशन की लाइन शिफ्ट की गई थी, उसके आधार पर आप डिमोलिशन करा रहे हैं। अब वही रेवेन्यू डिपार्टमेंट कह रहा है कि यह डिमार्केशन गलत है। पहले आपने चोरी-छिपे डिपार्टमेंट का दुरुपयोग करते हुए गलत रिपोर्ट बनाई और अब सरकार गलत रिपोर्ट की बात कह रही है तो आप उसे मानने से इंकार कर रहे हैं। मैं दिल्ली वासियों को बहुत दुख के साथ कहना चाहता हूं कि इस मामले में एलजी का कहना था कि दिल्ली को हम साफ करेंगे। जब मैंने उनसे पूछा कि दिल्ली को साफ करेंगे से आपका क्या मतलब है तो एलजी का कहना था कि चाहे अनधिकृत कॉलोनी हो, झुग्गी बस्ती हो, मकान हो या दुकान हो, 5 या 6 मंजिला हो उन सबको तोड़ेंगे। अगर एलजी की ऐसी नियत है तो मैं बहुत दुख के साथ भाजपा को कहना चाहता हूं कि आप जिसके सर से छत छीनोगे, उन लोगों की बददुआएं आपको कहीं का नहीं छोड़ेंगी।
मुझे लगता है अगर ये अनधिकृत कॉलोनियों, झुग्गी झोपड़ियों और मिडिल क्लास लोगों को घर से उजाड़ने शुरू कर देंगे तो दिल्ली सिर्फ 25 फीसदी रह जाएगी। इस तरह से दिल्ली तबाह हो जाएगी। क्या भाजपा अपने एलजी, डीडीए और पुलिस का इस्तेमाल करके दिल्ली में तबाही फैलाना चाहती हैं? इस तरह से चारों तरफ त्राहिमाम त्राहिमाम हो जाएगा। आप अभी महरौली में जाकर देखें। वह लोग कितने परेशान हैं। उन सभी लोगों के पास रजिस्ट्री हैं, मगर इन्हें मौका नहीं दिया गया कि आकर अपने मालिकाना हक को साबित कर सकें।
मैं भाजपा को चेतावनी दोता हूं कि आपके ये मंसूबे हम पूरे नहीं होने देंगे। मुख्यमंत्री अरविंद केजरीवाल के विधायक, काउंसलर्स, सभी कार्यकर्ता उनके इस घृणित कार्य को नहीं होने देंगे। दिल्ली के एलजी साहब को यह बात शोभा नहीं देती कि वह दिल्ली को साफ करने के इस तरह के बयान जारी करें। ऐसा कर उन्होंने अपनी मंशा जाहिर कर दी है, लेकिन उनकी इस मंशा और धरातल की सच्चाई के बीच हम होंगे। अगर यह किसी घर को उजाड़ना चाहते हैं तो पहले हमारा सामना करना पड़ेगा।
महरौली के विधायक नरेश यादव ने कहा कि 12 दिसंबर 2022 को पहली बार डिमोलिशन आर्डर आया था। जिससे करीब 30-40 हजार लोग प्रभावित हो रहे थे। इस आर्डर को पूरे इलाके में चिपका दिया गया। ऐसे में इलाके में दहशत का माहौल बन गया। मैंने डीडीए मेंबर सोमनाथ भारती के संज्ञान में इस मुद्दे को लाया। जांच के बाद पता चला कि डीएम साउथ ने नई डिमार्केशन की है। हमें डीडीए ने इसे लेकर डॉक्यूमेंट्स नहीं दिए, जिसके बाद हमने डीएम साउथ से डॉक्यूमेंट हासिल किए। यह मुद्दा हमने विधानसभा में भी उठाया और विरोध-प्रदर्शन भी किया। हमें लगा कि एलजी तक यह मुद्दा अब तक पहुंच गया और उन्होंने डिमोलिशन को डीडीए के माध्यम से रोक दिया होगा। क्योंकि हजारों लोगों पर इसका असर पड़ रहा था। यहां केवल झुग्गियां ही नहीं है, बल्कि 30 से 40 साल पुराने मकान और कई पुरानी-पुरानी इमारतें भी है।
उन्होंने कहा कि अचानक 9 फरवरी को पत्र के जरिए मालूम हुआ कि डीडीए ने डिमोलिशन ड्राइव शुरू किया है। इस मुद्दे को सीएम अरविंद केजरीवाल के संज्ञान में लाया गया। इसके बाद दिल्ली के रेवेन्यू मिनिस्टर कैलाश गहलोत के साथ बैठक कर एक नोटिस जारी किया गया। सीएम अरविंद केजरीवाल ने रेवेन्यू मिनिस्टर को डिमार्केशन को रिव्यू करने और गलत पाए जाने पर कैंसिल करने के आदेश दिए। उन्होंने 10 फरवरी को डीएम साउथ के साथ बैठक कर इस सारे मुद्दे पर चर्चा हुई। रेवेन्यू मिनिस्टर द्वारा सारे डॉक्यूमेंट्स मंगाए गए। 11 फरवरी को आर्डर जारी कर रेवेन्यू मिनिस्टर में साफ-साफ कहा कि डीएम साउथ द्वारा की गई डिमार्केशन को निरस्त कर दिया जा रहा है। नए सिरे से यह सारी डिमार्केशन होगी।
विधायक नरेश यादव ने कहा कि इस जानकारी के साथ जब हम लोगों बेहद मुश्किल से साइट पर पहुंचे, तो हमें पुलिस ने गिरफ्तार कर लिया। पूरा दिन हम पुलिस स्टेशन में बैठे रहे और रविवार को भी साइट पर पूरा डेमोलिशन करते रहे। रेवेन्यू मिनिस्टर के आर्डर के बावजूद भी वहां पर डेमोलिशन नहीं रोका जा रहा है। विधायक सोमनाथ भारती आज एलजी से मिले। यह पूरा मुद्दा डीडीए और एलजी के अंडर है। दिल्ली सरकार का नाम केवल डिमार्केशन रिपोर्ट को लेकर आया। डिमार्केशन रिपोर्ट को लेकर क्षेत्रीय एमपी ने भी संसद में मामला उठाया कि डीएम साउथ ने डिमार्केशन की है, जिसकी वजह से काफी लोगों के घर टूट रहे हैं।
उऩ्होंने कहा कि डिमार्केशन रिपोर्ट के खारिज करने के बाद में क्या रह जाता है। सीएम अरविंद केजरीवाल ने स्पष्ट आर्डर दे दिया है कि डिमार्केशन के आधार पर डीडीए डिमोलिशन कर रहे हैं, अब वो डीस्पयूटिड हो गई है। उसे दोबारा से किया जाएगा। महरौली के साथ बहुत बड़ा अन्याय हो रहा है। एलजी कह रहे हैं कि हमें दिल्ली को साफ करना है। ये वो लोग हैं जिनकी डिमार्केशन की वजह से रजिस्ट्रियों को आप अवैध बता रहे हैं। 30-40 साल पुराने मकान वाले और हाउस टैक्स देने वाले लोगों के साथ अन्याय हो रहा है। एलजी वीके सक्सेना दिल्लीवालों के साथ अन्यायमत करिए।
