Delhi Skill and Entrepreneurship University (DSEU) and World Class Skill Centres (WCSCs)
The Delhi Skill and Entrepreneurship University (DSEU) was established in August 2020 by the Government of NCT of Delhi to equip students with world-class skill education to enable access to aspirational jobs and inculcate entrepreneurial mindset.
The 1st WCSC (World Class Skill Centre) was started in 2013 with 2 courses. By Feb 2021, the AAP Government of Delhi had set up another 7 new ‘World Class Skill Centres (WCSCs)’ in Delhi. Many more courses have been introduced too.

Delhi Continues To Offer The Highest Minimum Wage In India
As per Government order dated 11 Nov 2021, minimum wages for unskilled workers, semi-skilled and skilled workers rose again, making it the highest minimum wage in India.

Highest Honorarium / Pay in the country for Anganwadi workers
After the recent hike announced on 24th Feb 2022, the total honorarium of ₹12,720 for Anganwadi workers and ₹6,810 for helpers will be the highest in the country.

Petrol and Diesel prices
To ease the burden on city’s residents and to keep a check on inflation, the AAP Delhi government reduced the VAT on Diesel from 30% to 16.75% in July 2020, making it one of the cheapest in the country. The price of diesel in Delhi was reduced from ₹82 to ₹73.64.
By Dec 2021, the petrol and diesel prices in Delhi were the cheapest compared to other cities in the NCR region.
Outcomes
One of the Fastest-Growing States in the Country
As of 16th Nov 2021, Delhi is one of the fastest-growing states in the country.
A> Gross State Domestic Product
Delhi’s Gross State Domestic Product (GSDP) at current price increased by about 45% in the last 6 years, i.e. from Rs 5,50,804 crore in 2015-16 to Rs 7,98,310 crore in 2020-21. In real terms, the contraction in GSDP in Delhi (predominantly due to Covid) is 5.68% during 2020-21 compared to contraction of 8.0% at national level during 2020-21.
B> Contribution to National GDP
Delhi’s contribution to National GDP is 4.4% despite having only 1.49% of the national population.
Inflation Rate
In 2020-2021, Delhi’s inflation was the lowest among the 5 metro cities. Delhi is more affordable to live when compared to other cities.
- Delhi’s average annual inflation growth based on Consumer Price Index (CPI) is only 3% as compared to 5% nationally. (Kolkata, Chennai, Mumbai and Bengaluru registered 4.6 per cent, 4.4 per cent, 4.1 per cent and 4 percent respectively.)
- Food prices in the city are the lowest in the country. The national inflation rate for food prices was 5.7 per cent while it was recorded at only 4.1 per cent in Delhi.
- The Housing Index of the Consumer Price Index saw an increase of 5.2 per cent in India in the financial year 2020-21, but in Delhi, it was only 3.9 per cent.
As per RBI’s “Handbook of Statistics on Indian States 2021”, Delhi’s
- Average Inflation – General is the lowest in the country, and is 3.3% for the year 2020-21
- Average Inflation – Housing has dropped steadily from 8.8% in 2014-15 to 1.8 in 2020-21
- Average Inflation – Fuel & Light has reduced from 3% in 2014-15 to 0.3% in 2020-21
Per Capita Income
The per capita income of the state at current price during 2020-21 is estimated at Rs 3,54,004/- against the national per capita income of Rs 1,27,768/-. This makes Delhi’s per capita income almost three times the national average.
Start-up Enterprises Provided Support and Mentorship
135 starts-up/Enterprises were provided work space and mentorship support through Incubation Centres in 2019-2020 as against 96 in 2018-2019.

Rojgar Bazaar Portal
Rojgar Bazaar 1.0 portal was launched in Aug 2020, and served as a lifeline for the unemployed youth and small businesses in Delhi. This free-of-charge service helped blue-collar job seekers impacted by the CoVID-19 pandemic.
As of 26th Aug 2020, 11 lakh had found jobs.

Construction Workers Registered under Welfare Board
Registration of construction workers under the Welfare Board continues, with the help of Shramik Mitras, to enable them to avail benefits of various Delhi Govt schemes. By July 2021, the number of registered construction workers had increased to over 3 lakh.

Career Prospects for Sportspersons
Under the “Mission Excellence” scheme, 117 sportspersons benefitted in 2019, including cash incentive, diet, equipment, participation in tournaments.
Under the “Play and Progress” scheme,
- 307 players had been selected, as on 22/1/2021.
- In the year 2018-19, 357 school players were given an incentive amount of 8.72 crore.

Stimulus to the Economy provided by free public services
Arvind Kejriwal explained in Hindustan Times Leadership Summit 2019 how his Government has boosted demand in Delhi’s economy through its various subsidy schemes.
Household Savings:
- Rs. 2000 per month is being saved by each family owing to free electricity upto 200 units
- Rs. 1000 – 1500 per month is being saved owing to 20,000 litres free water
- Rs. 2000 – 3000 per month is being saved in childrens’ school fees
- There are savings in bus fares
- Minimum wages have been increased
- Therefore, each of the 50 lakh families in Delhi is saving a minimum of Rs. 5000 per month, i.e. Rs. 60,000 per annum
So, Rs. 30,000 crore is being put in people’s pockets every year, thus boosting demand in the economy.
