Delhi CM Shri Arvind Kejriwal & Punjab CM Sardar Bhagwant Mann interacted with the foreign-trained Principals of Delhi and Punjab Government at a special Experience Sharing Session, on Saturday. In a historic first on the occasion, foreign-trained educators of Delhi & Punjab met on a common platform, to share their training experiences with each other. The educators of Delhi and Punjab were divided into groups of five in a 2:3 ratio to facilitate the session. The training program has provided the educators with valuable insights and skills to enhance the educational experience for students in Delhi and Punjab. Delhi Dy CM & Education Minister Shri Manish Sisodia and Punjab Education Minister Sardar Harjot Singh Bains were also present during the interaction.
Interacting with the teachers after the session, Shri Arvind Kejriwal said, “The Education Revolution is now taking shape in Punjab after Delhi. We interacted with Punjab’s educators returning from Singapore today. We have to now make Delhi & Punjab’s schools the best in the world. In the last 75 years, no government in Punjab would have sent teachers for foreign training, education was not their priority. The AAP government of Punjab had sent its principals to Singapore for training, giving a clear message that our biggest priority is education. Chief Minister Shri Arvind Kejriwal said, “The most important aspect of this training program is that as far as I am aware this is the first time since Independence that principals and educators from Punjab have been sent abroad for a program such as this. Forget about going abroad, I do not think that the educators of Punjab would have been sent to another part of the country for a training program as well. It is well-known that government schools are not at the top of the list for most state governments when it comes to giving importance. Like Sardar Bhagwant Mann just said that the educators in Singapore were amazed at the work of our state government. They said that building roads and other infrastructure is a priority for their education system, but until now providing education to poor children has never been looked upon as a priority of the state government. By sending these able educators abroad, the Bhagwant Mann-led state government has made it clear to the world that education is one of their biggest priorities.”

He said, “The Aam Aadmi Party will spend heavily in the field of education, we will send our educators to the best of institutions to develop their abilities and there will never be shortage of funds for such a good cause. It has been a year since AAP formed the government in Punjab, and within the last one year, the education minister of Punjab has not gone abroad for an official assignment, but the principals from the state have already gone abroad. Currently 36 principals from the state have gone abroad, similarly from Delhi around 1100 principals have been sent abroad and another 1000 educators have received training in IIMs and other prestigious institutions in the country. I have been informed that another batch of principals from Punjab will be going abroad as well, and I hope that this tradition of sending our educators to the best institutions for a training program will continue in the future.”
We hope to make such an exchange program between the teachers of Delhi and Punjab also a regular feature: CM Arvind Kejriwal
He added, “Today we also had an interaction between principals from Punjab and Delhi who have gone abroad for a training program and I have been informed by some of the participants that the program was very successful. The educators from Delhi had gone abroad earlier and they have come back to the city and successfully implemented their learning in the schools where they work. The principals from Punjab just got back from Singapore and through this interaction today they have learnt how they can implement their learning from this program in their own schools in the state. We hope to make such an exchange program between the teachers of Delhi and Punjab also a regular feature.”
A change has come about and there is a very festive atmosphere in the government schools of the state: CM Arvind Kejriwal
Shri Arvind Kejriwal said, “When we started to work to bring a change in the educational system of Delhi, the biggest challenge that we faced there was that the atmosphere was very discouraging. Everything seemed very negative and there was this belief that “things cannot get better”. But like a principal from Punjab in this interaction earlier mentioned, a change has come about and there is a very festive atmosphere in the government schools of the state. We want this positive energy to enter every single government school in Punjab. Right now 36 principals from the state will go back to their schools and channel this positive energy and slowly we want this energy to transform all the government schools in the state.”
We started off by fixing the hospitals and roads and water and electricity problem, but fixing the schools in Delhi was a real challenge: CM Arvind Kejriwal
He said, “When we formed the government in Delhi for the first time, it was not very difficult to bring about a change in the system of the government. We started off by fixing the hospitals and roads and water and electricity problem, but fixing the schools in Delhi was a real challenge. Initially we were not sure about what needed to be fixed, so we started off by investing a lot of money into the education system. We first improved the infrastructure that is related to the school, so we got better buildings and classrooms and auditoriums. But the key question here was how do you improve the standard of learning of children? It is easier to fix classrooms and so on, but raising the standard of education was a challenge. It is the teachers and the principals that go on to teach children, so we had to improve them. So, then we focused on educational training programs and we sent the principals abroad and to other parts of the country for such training initiatives. It was after all this effort when the results of the students began to improve and our children started to get admitted to prestigious engineering and medical colleges and our pass percentage rose up to 99.7 percent that the people began to feel that an educational revolution is taking place in Delhi. Presently, the parents are taking their children out of private schools and getting them admitted in the government schools of Delhi.”
Most states in India have the required funds to improve their schools but it all comes down to what their priorities are: CM Arvind Kejriwal
He added, “I also do not think that a private school can give the children the kind of facilities that a government school can. There are two kinds of private schools. One of them is the small private schools and their margins are so small that they have to cut corners. The other kind is the 5-star private schools. They have a lot of money, but since they want to earn profits, they cannot send their teachers abroad for training programs. I also sincerely believe that if a state government decides to fix their government schools, no private school can give the children the kind of facilities that a government school can give the children. Most states in India have the required funds to improve their schools but it all comes down to what their priorities are. If the priority of a state government is just to earn money, then it cannot fix the education system there. For us, since we formed the government in Delhi, it was clear to us that we had to fix the educational system here and therefore we worked towards it.”
What we were able to do in series in Delhi, we can now do it in parallel in Punjab: CM Arvind Kejriwal
The Delhi CM said, “Also, what we managed to learn in Delhi in series in the last seven years, we do not need to repeat the same in Punjab now. Like Sardar Bhagwant Mann just said, in Delhi it took us seven years to build 500 Mohalla Clinics, but in Punjab they managed to do this within one year, because the model was already ready. What we were able to do in series in Delhi, we can now do it in parallel in Punjab. We will invest in infrastructure and we will also send our principals abroad. Until now, in Punjab they have been repeating whatever was successful in Delhi, but soon it will be the other way around. Punjab will invest in new ideas and create a successful model and in Delhi we will then implement the model.”
The government schools in Delhi at the moment are the best in the country, but our aim is to make them the best in the world: CM Arvind Kejriwal
He added, “Some people have raised an objection to our idea of sending our principals abroad. People have said things such as what is the need to send them abroad, can the teachers not learn from another state within India? My answer to all such objections is that we will do whatever it takes to give our educators the best opportunity to learn and implement the best techniques in their schools. The government schools in Delhi at the moment are the best in the country, but our aim is to make them the best in the world. We have the same plans for Punjab as well. At the moment, our principals from Punjab have gone to Singapore for a training program and I am sure that that day is not far when educators from Singapore will come to Punjab to learn from our educators in the state.”
I want the change to be such that children prefer to stay back in Punjab for further education in the future: CM Arvind Kejriwal
He concluded, “I am hopeful that all these 36 principals who have returned from the training program will now go back to their school and form a catalyst for change. The most important change that these people can bring is to change the atmosphere in their respective schools. They have to bring in positivity within the system. Once this is done, then there will be such a transformation in the government schools of Punjab. Presently, there are lots of children in Punjab who give the IELTS exam and go abroad for further studies. I want the change to be such that children prefer to stay back in Punjab for further education in the future.”

Punjab Chief Minister Sardar Bhagwant Mann said, “As the son of a teacher and having studied in the schools where my father used to teach, I have grown up with the pain of an education system that fails its teachers and students. Shri Arvind Kejriwal’s revolutionary education policy has solved that pain, and we are committed to relieving that pain of teachers in Punjab now. The dream of making India the No. 1 country in education, health, infrastructure, etc. is the dream that does not let Shri Kejriwal and his team sleep. India is running late in realising this dream because we have failed to nurture our human resources to their full potential. The tree that has been nurtured by Sh. Arvind Kejriwal has begun to bear fruits and flowers. I am confident that the 36 Singapore-trained Principals will work with renewed enthusiasm to develop the human resources necessary to build the nation. Our well-trained and enthusiastic teachers will coach our youth to become great scientists, doctors, players, leaders, artists etc. ”
He said, “The education revolution has to be credited to the vision of Sh. Arvind Kejriwal and the tireless efforts of his team. Delhi was the first to resolve to ensure that the teachers are only devoted to teaching instead of diverting them towards election duties, COVID checking duties, etc, and we have to ensure the same model is followed in Punjab. We recently received a letter directing that 68,000 teachers from Punjab be deployed toward Census duty. But we took a stand that we will train young graduates instead for the same, thus providing them with work.”
He added, “I am grateful that, due to a knowledge-sharing agreement between Delhi and Punjab, Punjab has the advantage of access to invaluable learnings from Delhi’s experience, and this has provided us with a crucial headstart. We hope for a long association with Delhi’s teachers and mentors, and we will organise many such exchange programs, vocational, training, and learning trips going forward.”
The training program has provided the returning educators with valuable insights and skills to enhance the educational experience for students in Delhi and Punjab
One of the returning principals from the recent training program in Singapore shared insights on the importance of fostering strong relationships within a school community. “The program emphasised the significance of maintaining positive relationships between the school’s leadership, teachers, students, and parents. The program also highlighted the need to prioritise the well-being and happiness of students by avoiding excessive burdens and imposed expectations,” she said. The principal was particularly impressed by the approach in Singapore, where the Prime Minister and Education Minister actively engage with the school community in a collaborative and approachable manner.
Harjot Kaur of GSSS Phaguwala, Sangrur said, “Such exchange programmes enhance our professional proficiencies. We learnt that the learning in schools should be inquiry-based, we should make students keen to learn more by practising proper research over the subject. We even got to know about resource pooling where nearby schools exchange expert teachers with each other to maximise their potential. Seeing the Delhi education system, I have noticed that the concept of mentor-teachers here is excellent. Such mentor teachers visit different schools and train teachers to teach better.”
Principal Ajit Sharma shared key takeaways from the recent training program in Singapore, emphasising the importance of having a clear vision and goal. “The Punjab government has set a vision to improve education and health, and while progress may take time, it is crucial to have a long-term mindset. One of the major challenges in achieving this vision is the need to shift existing mindsets, particularly among educators. However, the program provided valuable insights on how to approach this challenge and emphasised the importance of developing future leaders in education. Improving teaching and learning in the classroom is a priority, and the training program has equipped the returning educators with the skills and knowledge to make a positive impact. The vision to improve education and health in Punjab is a collective effort, and the returning educators are committed to playing their part in making it a reality,” he said.
Principal Vishwatirat shared the value of commitment learned during the recent training program. “The program emphasised the importance of fostering a culture of commitment among all members of the school community, including principals, teachers, students, and support staff. The education system in Singapore is characterised by a strong sense of commitment, with each school having its own distinct mission and vision. The program highlighted the need for clear objectives and a shared sense of purpose in driving educational success. All of us returning educators are committed to bringing back the lessons learned from the training program and incorporating them into our own schools. By fostering a culture of commitment, we aim to create a more positive and productive learning environment for students in Punjab,” he said.
Delhi teachers explain how the training will help bring change in government schools
36 government school principals from Punjab recently returned from a 5-day training program at the Principal’s Academy in Singapore. Earlier, 24 principals and teachers from Delhi government schools had previously participated in training programs at NIE Singapore, Cambridge, and Finland. Today, 60 educators from Punjab and Delhi government schools who received training in Singapore, Cambridge, and Finland gathered for an experience-sharing session.
The group was divided into smaller teams of five, comprising three educators from Punjab and two from Delhi. During the session, the educators shared their key takeaways and experiences from the training programs, discussing the impact they will have on their respective schools. The session provided a valuable opportunity for educators from both regions to learn from one another and exchange ideas. The returning educators are eager to apply their newly acquired skills and knowledge to transform their schools and re-imagine their roles as leaders and educators.
Punjab’s principals took training on these points in Singapore
The Aam Aadmi Party’s Punjab government sent 36 principals of government schools and two officials on a five-day training to the Principal’s Academy in Singapore, where they attended a leadership development programme. There were five major components of this five-day course that they learned about included curriculum leadership, effective classroom teaching, mentoring of team members, learning outcomes and effective communication.

सीएम अरविंद केजरीवाल ने आज पंजाब के सीएम भगवंत मान के साथ ‘‘एक्सपीरियंस शेयरिंग सेशन’’ के अंतर्गत विदेश में ट्रेनिंग लेकर आए दिल्ली और पंजाब सरकार के स्कूलों के प्रधानाचार्यों के साथ संवाद कर उनका अनुभव जाना। देश में शायद यह पहला मौका है, जब विदेश से ट्रेनिंग लेकर लौटे दो राज्यों (दिल्ली-पंजाब) के सरकारी स्कूलों के प्रिंसिपल्स ने आपस में अपना अनुभव साझा किया। इस दौरान सीएम अरविंद केजरीवाल ने कहा कि दिल्ली के बाद अब पंजाब में भी शिक्षा क्रांति की शुरूआत हो गई है। हमें मिलकर दिल्ली व पंजाब के स्कूलों को दुनिया का बेस्ट स्कूल बनाना है। पिछले 75 साल में पंजाब में किसी भी सरकार ने टीचर्स को विदेश ट्रेनिंग के लिए नहीं भेजा होगा। क्योंकि उनकी प्राथमिकता में शिक्षा नहीं थी। पंजाब की ‘‘आप’’ सरकार ने अपने प्रिंसिपल को ट्रेनिंग के लिए सिंगापुर भेज कर संदेश दिया है कि हमारी सबसे बड़ी प्राथमिकता शिक्षा है। जब तक टीचर्स और प्रिंसिपल्स के अंदर सकारात्मक उर्जा नहीं आएगी, तब तक सरकारी स्कूलों को ठीक नहीं किया जा सकता। सीएम अरविंद केजरीवाल ने कहा कि अगर सरकारों की नीयत ठीक हो, तो जो शिक्षा सरकार दे सकती है, वो प्राइवेट स्कूल कभी नहीं दे सकते।
वहीं, पंजाब के सीएम सरदार भगवंत मान ने कहा कि दिल्ली-पंजाब के बीच एग्रीमेंट हुआ था कि हम एक-दूसरे से ज्ञान साझा करेंगे, ताकि अच्छा परिणाम आए। मैं उम्मीद करता हूं कि हमारे टीचर्स ऐसे कोच बनेंगे कि उनके पढ़ाए हुए बच्चे सफल होकर विश्व में देश का नाम रौशन करें।
दिल्ली के सीएम अरविंद केजरीवाल ने आज पंजाब के सीएम सरदार भगवंत मान के साथ एसबीवी रॉउस एवेन्यू गवर्नमेंट स्कूल में आयोजित ‘‘एक्सपीरियंस शेयरिंग सेशन’’ के अंतर्गत सिंगापुर से ट्रेनिंग लेकर लौटे पंजाब के प्रिंसिपल्स और सिंगापुर, कैंब्रिज व फिनलैंड में ट्रेनिंग ले चुके दिल्ली सरकार के स्कूलों के प्रधानाचार्यों के साथ संवाद किया। इस दौरान दिल्ली के डिप्टी सीएम एवं शिक्षा मनीष सिसोदिया और पंजाब के शिक्षा मंत्री सरदार हरजोत सिंह बैंस समेत वरिष्ठ अधिकारी मौजूद रहे। इस दौरान प्रिंसिपल ने सिंगापुर से लाए गिफ्ट भी सीएम अरविंद केजरीवाल समेत अन्य गणमान्यों को भेंट किया।
एक साल पहले बनी पंजाब सरकार के शिक्षा मंत्री अभी विदेश नहीं जा पाए, लेकिन पंजाब के प्रिंसिपल विदेश होकर आ गए- अरविंद केजरीवाल
इस अवसर पर मुख्यमंत्री अरविंद केजरीवाल ने कहा कि पंजाब के जितने प्रिंसिपल ट्रेनिंग लेकर आए हैं। इस ट्रेनिंग का सबसे बड़ा संदेश यह है कि पिछले 75 साल में पंजाब में किसी भी सरकार ने अपने टीचर्स को विदेश ट्रेनिंग के लिए नहीं भेजा होगा। मुझे यह भी लगता है कि किसी भी सरकार ने टीचर्स को देश के किसी दूसरे हिस्से में ट्रेनिंग के लिए नहीं भेजा होगा। सभी सरकारों में सरकारी स्कूल में शिक्षकों की शिक्षा मायने नहीं रखती है। सरकारों की प्राथमिकता में शिक्षा आती ही नहीं है। हमारे यहां सड़क, इंफ्रास्ट्रक्चर समेत सारी चीजों की प्राथमिकता होती है, लेकिन सरकारी स्कूलों में शिक्षा ले रहे गरीबों के बच्चों की शिक्षा कभी प्राथमिकता में शामिल नहीं होती थी। पंजाब की मान सरकार प्रिंसिपल को ट्रेनिंग के लिए सिंगापुर भेज कर यह संदेश दे रही है कि हमारे लिए शिक्षा सबसे बड़ी प्राथमिकता है। हम शिक्षा के अंदर पैसा खर्च करेंगे, हम अपने शिक्षकों, प्रधानाचार्य को तैयार करेंगे और उसके लिए पैसे की कमी नहीं होने देंगे।

पंजाब में आम आदमी पार्टी की सरकार बने हुए एक साल हो गया है और अभी तक पंजाब के शिक्षा मंत्री विदेश नहीं गए, लेकिन पंजाब के प्रिंसिपल विदेश होकर आ गए। यह बहुत बड़ा संदेश है। अभी पंजाब के 36 प्रधानाचार्य विदेश होकर आए हैं। दिल्ली में अब तक हमारे 1100 से ज्यादा शिक्षक व प्रधानाचार्य विदेश से ट्रेनिंग लेकर आ चुके हैं। इसके अलावा कई हजार शिक्षकों को आईआईएमसी समेत अन्य इंस्टीट्यूट में ट्रेनिंग दी जा चुकी है। अब पंजाब के अंदर भी यह सिलसिला शुरू हुआ है। आने वाले दिनों में पंजाब से शिक्षकों का एक और बैच सिंगापुर ट्रेनिंग के लिए जा रहा है। मैं उम्मीद करता हूं कि कि धीरे-धीरे करके सभी प्रधानाचार्य का नंबर आएगा और वे भी विदेश ट्रेनिंग के लिए जाएंगे। सीएम कहा कि विदेश से ट्रेनिंग लेने के बाद आज पंजाब और दिल्ली के प्रधानाचार्य के बीच जो संवाद हुआ है। यह हमने एक तरह से प्रयोग किया था। लेकिन मुझे फीडबैक मिला है कि यह संवाद बहुत ही शानदार रहा। दिल्ली वाले कुछ साल पहले ट्रेनिंग लेकर आ चुके थे और वो अपनी ट्रेनिंग को दिल्ली में इस्तेमाल कर रहे हैं। वहीं, पंजाब के प्रिंसिपल अभी ट्रेनिंग लेकर आए हैं और उनको दिल्ली के शिक्षकों और प्रिंसिपल से जानने का मौका मिला कि वे किस तरह से दिल्ली में उस ट्रेनिंग को इस्तेमाल कर रहे हैं। हम आगे नियमित रूप से जारी रख सकते हैं। विदेश से ट्रेनिंग लेकर आने वाले टीचर्स और प्रिंसिपल का पहले ट्रेनिंग ले चुके दिल्ली के प्रिंसिपल के साथ संवाद कराएंगे और फिर वो पंजाब जाएंगे।
अपने अनुभव साझा करने से पंजाब और दिल्ली के प्रिंसिपल्स के अंदर एक सकारात्मक उर्जा देखने को मिली- अरविंद केजरीवाल
मुख्यमंत्री अरविंद केजरीवाल ने आगे कहा कि अभी तक सरकारी शिक्षा व्यवस्था में सबसे बड़ी समस्या यह होती थी कि वहां का माहौल बहुत खराब होता था। स्कूल का माहौल काफी नकारात्मक होता था। कोई भी काम नहीं होता था। पंजाब के 36 सरकारी स्कूलों में अभी बदलाव होगा। फिर धीरे-धीरे पूरे पंजाब के सरकारी स्कूलों का माहौल बदल जाएगा। इस कार्यक्रम में मिलने के बाद पंजाब और दिल्ली के प्रिंसिपल्स के अंदर सकारात्मक उर्जा देखने को मिल रही है। अब जब प्रिंसिपल पंजाब जाकर अपने स्कूलों में ट्रेनिंग को लेकर बात करेंगे, तो धीरे-धीरे यह सकारात्मक उर्जा पूरे सिस्टम में फैलनी चालू होगी। यह बहुत जरूरी है। दिल्ली में जब हमारी सरकार बनी। तो सारे काम करने बहुत आसान थे। हमने अस्पताल और सड़कें ठीक कर दी। बिजली फ्री कर दी। लेकिन शिक्षा को ठीक करना बड़ा मुश्किल था। हमें पता नहीं था कि स्कूल ठीक करने के लिए हमें क्या करना होगा? हमने सबसे शिक्षा पर खूब पैसा निवेश किया। स्कूलों की इमारतें ठीक की, सुरक्षा ठीक की, सफाई व्यवस्था अच्छी की, पानी की व्यवस्था समेत अन्य काम किए। लेकिन पढ़ाई कैसे ठीक करें। यह सवाल बरकार था। हमने स्कूलों की बिल्डिंग अच्छी बना दी, शानदार ऑडिटोरियम बना दिया। लेकिन अगर स्कूल में पढ़ाई अच्छी नहीं होगी तो फिर शानदार बिल्डिंग का क्या फायदा है? पढ़ाई तो टीचर्स और प्रिंसिपल को करानी है। जब तक शिक्षक और प्रधानाचार्य प्रेरित नहीं होंगे, उनके अंदर सकारात्मक उर्जा नहीं आएगी, तब तक सरकारी स्कूलों को ठीक नहीं किया जा सकता। इसलिए शुरुआत में हमने स्कूलों के इंफ्रास्ट्रक्चर पर बल दिया और फिर शिक्षकों और प्रधानाचार्य को बड़े स्तर पर देश-विदेश में ट्रेनिंग के लिए भेजना शुरू किया। इसके अलावा भी हमने कई कदम उठाए। इसके बाद बच्चों को बहुत अच्छे रिजल्ट आने लगे। बच्चों के मेडिकल और इंजीनियरिंग में एडमिशन होने लगे। सरकारी स्कूलों के 97 फीसद नतीजे आ गए, तब लोगों को लगने लगा कि दिल्ली में बहुत बड़ी शिक्षा क्रांति आ गई है। अब लोग अपने बच्चों को प्राइवेट स्कूलों से निकाल कर सरकारी स्कूलों में भर्ती करा रहे हैं।
दिल्ली के सरकारी स्कूलों जैसी सुविधाएं प्राइवेट स्कूलों में भी बच्चों को नहीं मिलती है- अरविंद केजरीवाल
सीएम अरविंद केजरीवाल ने कहा कि प्राइवेट स्कूलों में भी दिल्ली सरकार के स्कूलों जैसी सुविधाएं नहीं मिलती है। मुझे लगता है कि अगर सरकारों की नीयत ठीक हो, तो जो शिक्षा सरकार दे सकती है, वो प्राइवेट स्कूल कभी नहीं दे सकते। प्राइवेट में भी दो तरह के स्कूल हैं। एक छोटे स्तर के स्कूल होते हैं। वो तो बच्चों को कोई भी सुविधा नहीं देते हैं। दूसरे फाइव स्टार की तरह प्राइवेट स्कूल हैं। उन्होंने ने बहुत पैसा कमा रखा है। मैं नहीं समझता कि पूरे देश में सरकारी के साथ प्राइवेट स्कूल भी अपने टीचर्स को सिंगापुर ट्रेनिंग पर भेजते होंगे। सरकारों के पास पैसा है। सरकारें चाहें तो बच्चों को सर्वश्रेष्ठ शिक्षा दे सकती हैं। हम शिक्षा में पैसा निवेश करें, तो हमारे स्कूल, टीचर्स और प्रिंसिपल सर्वश्रेष्ठ हो सकते हैं। लेकिन सरकारी की नीयत और प्राथमिकता की बात है। अगर किसी सरकार की प्राथमिकता कुछ और ही है, तो वो शिक्षा कैसे देगी। लेकिन हमारी प्राथमिकता शिक्षा है। दिल्ली में हमने पिछले सात साल में चरणबद्ध तरीके से शिक्षा में सुधार करना सीखा। अब पंजाब को सात साल सीखने की जरूरत नहीं है। हमें दिल्ली में 500 मोहल्ला क्लीनिक बनाने में सात साल लगे, लेकिन पंजाब में एक साल में बन गए, क्योंकि दिल्ली में मॉडल तैयार था, जिसे पंजाब में कॉपी-पेस्ट करना था। हमने दिल्ली में शिक्षा के क्षेत्र में गलतियां कर-करके सीखा। लेकिन हम पंजाब में टीचर्स- प्रिंसिपल को ट्रेनिंग देने के साथ-साथ इंफ्रास्ट्रक्चर पर भी निवेश करेंगे। फिर पंजाब नया प्रयोग करेगा। फिर उससे दिल्ली सीखेगी। अभी दिल्ली ने जो किया है, उससे पंजाब सीख रहा है, लेकिन पंजाब में नए प्रयोग होंगे, तो उससे दिल्ली सीखेगी। कुछ लोग टीचर्स को विदेश भेजने पर आपत्ति जताते हैं। उनका कहना है कि अपने देश में ट्रेनिंग इंस्टीट्यूट की कमी है क्या? ऐसा क्यों? क्या सरकारी स्कूलों में पढ़ने वाले गरीबों के बच्चों को पढ़ाने वाले टीचर्स-प्रिंसिपल को दुनिया की बेस्ट नहीं मिलनी चाहिए? बिल्कुल मिलनी चाहिए। हम दुनिया की बेस्ट ट्रेनिंग देंगे। दिल्ली के सरकारी स्कूल देश में सबसे बेस्ट स्कूल बन गए हैं। अब हमें सरकारी स्कूलों को दुनिया का बेस्ट सरकारी स्कूल बनाना है। पंजाब और दिल्ली के सरकारी स्कूलों को केवल भारत का ही नहीं, दुनिया का सबसे अच्छा स्कूल बनाएंगे। मुझे पूरी उम्मीद है कि अब वो दिन दूर नहीं, जब सिंगापुर के लोग भी ट्रेनिंग लेने के लिए पंजाब-दिल्ली आएंगे। मुझे उम्मीद है कि पंजाब के प्रिंसिपल जब अपने-अपने स्कूल में जाएंगे, तो वहां अपने अनुभवों को साझा करेंगे और अपने आसपास के माहौल को बदलने की कोशिश करेंगे। जब कोई बाहर जाता है, तो उसका दिमाग बढ़ता है। उसका विजन बढ़ता है। आप भी अपना वो विजन शेयर करेंगे। आज पंजाब का युवा शिक्षा लेकर कनाडा समेत दूसरे देशों में जा रहा है। अब हमें यह कसम खानी है कि हमें ऐसी शिक्षा देनी है कि पंजाब को छोड़कर कोई भी बच्चा बाहर नहीं जाएगा। पंजाब के अंदर रह कर पंजाब की तरक्की करेंगे।
सीएम अरविंद केजरीवाल ने ट्वीट कर कहा, ‘‘दिल्ली के बाद अब पंजाब में भी शिक्षा क्रांति देखने को मिल रही है। पंजाब के सरकारी स्कूलों के 36 प्रधानाचार्य ट्रेनिंग के बाद सिंगापुर से लौटे। आज उनसे संवाद करके बहुत खुशी हुई।’’
सीएम अरविंद केजरीवाल ने एक अन्य ट्वीट में कहा, ‘‘ पंजाब के 36 प्रिंसिपल सिंगापुर से ट्रेनिंग लेकर वापस लौटे। आज उनसे बात की, उनका अनुभव जाना। हमें एक साथ मिलकर दिल्ली और पंजाब के स्कूलों को दुनिया का बेस्ट स्कूल बनाना है।

इस अवसर पर पंजाब के सीएम भगवंत मान ने कहा कि जब भी कोई नई चीज करता है, तो उसका विरोध होता है। उसके बाद स्वीकार करते हैं और फिर ईष्या करने लगते हैं। यहां यही हो रहा है। पहले विरोध किए, फिर स्वीकार किए और स्कूल बन गए, तो अब कह रहे हैं कि स्कूल क्यों बना दिए? ऐसी चुनौनियां जूनूनी लोग ही ले सकते हैं। आज के जमाने में भाई, भाई का कत्ल कर रहा है। पैसे की दुनिया हो गई है। मंजिल कोई नहीं है। हम अपने दुखों से उतने दुखी नहीं हैं, जितने दूसरों के सुखों से दुखी होते हैं। तरक्की तब होगी, जब दोनों पड़ोसी संपन्न हो जाएं। मैं भी शिक्षक का बेटा हूं। इसलिए टीचर का मुझे दर्द भी पता है। दिल्ली में अब टीचर पढ़ाने के लिए अलावा और कोई काम नहीं करता है। पंजाब में इसके उलट होता है। टीचर्स से पढ़ाने के अलावा बाकी सारे काम लिए जाते हैं। हम भी पंजाब में दिल्ली की तरह अपने सरकारी स्कूलों के शिक्षकों से पढ़ाने के अलावा कोई और काम नहीं लेंगे। देश को शिक्षा, स्वास्थ्य, इंफ्रास्ट्रक्चर में नंबर वन बनाने का सपना अरविंद केजरीवाल जी को सोने नहीं देता है। सिंगापुर हमसे बाद में आजाद हुआ था, लेकिन आज सिंगापुर से हम ट्रेनिंग लेकर आ रहे हैं। यह सोचने वाली है कि वो कितना तेज चले होंगे और हम कितना धीमा चल रहे हैं। मैं उम्मीद करता हूं कि हमारे टीचर्स ऐसे कोच बनें, उनके पढ़ाए हुए बच्चे सफल होकर विश्व में देश का नाम रौशन करें। उन्होंने कहा कि दिल्ली और पंजाब के बीच यही एग्रीमेंट हुआ था कि हम एक-दूसरे से ज्ञान को साझा करेंगे। ताकि अच्छा परिणाम आए।

सिंगापुर में स्कूल लेवल पर करिकुलम डिजाइन करने की ऑटोनॉमी है- मनिंदर सरकारिया
पंजाब एससीआरटी के निदेशक मनिंदर सरकारिया ने सिंगापुर में लीडरशिप डेवलपमेंट प्रोग्राम की ट्रेनिंग के अनुभवों को साझा करते हुए कहा कि पहले दिल्ली और पंजाब सरकार शिक्षा को बहुत महत्व दे रही है, जिसके कारण हमारे पंजाब के प्रिंसिपल और शिक्षा अधिकारियों को अंतर्राष्ट्रीय स्तर का प्रशिक्षण का अवसर मिला। 6 फरवरी को पंजाब से 36 टीचर और दो शिक्षा अधिकारी 5 दिवसीय ट्रेनिंग के लिए सिंगापुर गए थे और आज ही वापस लौटे हैं। सिंगापुर में अमेरिका, ऑस्ट्रेलिया, इंडोनेशिया और कजाकिस्तान से भी टीचर और प्रिंसिपल ट्रेनिंग के लिए भेजे जाते हैं। इस प्रोग्राम में क्लासरूम के अलावा हमें स्कूलों में जाने का मौका मिला और शिक्षा विभाग में काम कर रहे लोगों से संवाद करने का मौका मिला। सिंगापुर को शिक्षा का माना जाता है और हर कोई चाहता है कि वह सिंगापुर से ट्रेनिंग लेकर आए। सिंगापुर और हमारे देश की शिक्षा व्यवस्था में कुछ खास अंतर है। सिंगापुर में करिकुलम लीडरशिप को बहुत ज्यादा महत्व दिया जाता है और स्कूल लेवल पर करिकुलम डिजाइन करने की ऑटोनॉमी है। सिंगापुर में हाईस्कूल का अपना विजन और मिशन है।
‘प्रिंसिपल, टीचर्स, स्टूडेंट्स और पैरेंट्स के बीच बहुत मजबूत संबंध बना रखना है’
एक प्रिंसिपल्स ने अपने अनुभव साझा करते हुए कहा कि मैंने सिंगापुर जाकर सीखा कि स्कूल में प्रिंसिपल, टीचर्स, स्टूडेंट्स और पैरेंट्स का संबंध बहुत मजबूत होता है। हमें अपने प्रिंसिपल, टीचर्स, स्टूडेंट्स और पैरेंट्स के बीच संबंध बहुत मजबूत रखना है। हमने वहां सीखा कि बच्चों पर अधिक बोझ नहीं डालना है। उन्हें खुश रखना है। हमें बच्चों पर कुछ भी थोपना नहीं है। सिंगापुर में प्रधानमंत्री और शिक्षा मंत्री बच्चों, टीचर्स और प्रिंसिपल के साथ एक आम आदमी की तरह मिलते और संवाद करते हैं।
‘हमें बच्चों को ज्यादा पढ़ाने के बजाय ज्यादा सीखाना है’
एक महिला प्रिंसिपल ने बताया कि हमने सिंगापुर में सीखा कि हमें बच्चों को ज्यादा पढ़ाना नहीं है, बल्कि ज्यादा सीखाना है। टीचर्स एक फैसिलिटेटर की तरह काम करेंगे और स्टूडेंट्स के लिए ऐसा वातावरण तैयार करेंगे कि बच्चा अधिक से अधिक सीखे। हमें समझना है कि बच्चों की जरूरत क्या है। ऐसा सिखाना है कि उसे जीवन भर यह काम आए। हमने आब्जर्वेशन सीखा। जिसमें एक टीचर क्लास ले रहा होता है और दूसरा टीचर उसे देखकर सीखता है।
‘सिंगापुर में स्वामित्व-राष्ट्रवाद सर्वोपरि, इसीलिए वे कर रहे तरक्की’
एक अन्य प्रिंसिपल ने बताया कि सिंगापुर में स्वामित्व और राष्ट्रवाद बहुत है। इसीलिए वे तरक्की कर रहे हैं। उनको कोई व्यक्तिगत उद्देश्य नहीं है। उनके लिए राष्ट्र सर्वोपरि है। उनका बॉस, बॉस नहीं, समर्थक होता है। स्कूल से लेकर उच्च प्राधिकरण सभी एक-दूसरे का सहयोग करते हैं।
‘सिंगापुर में हर स्कूल एक जैसे, पर उनका मिशन अलग-अलग’
पंजाब सरकार के स्कूल की प्रिंसिपल ने बताया कि मैंने सिंगापुर से कमिटमेंट (प्रतिबद्धता) सीखा। सिंगापुर में प्रिंसिपल, टीचर्स, स्टूडेंट्स, हेल्पर समेत सभी के अंदर प्रतिबद्धता कूट-कूट कर भरी हुई है। हमने सीखा कि सभी के अंदर प्रतिबद्धता का होना बेहद जरूरी है। देश के लिए विभाग के अंदर मिशन होना चाहिए और प्रत्येक प्रिंसिपल के पास अलग-अलग लक्ष्य और विजन होना चाहिए। सिंगापुर में हर स्कूल एक जैसे ही हैं, लेकिन उनका मिशन अलग-अलग है। लेकिन हर प्रिंसिपल का अपना विजन और लक्ष्य है।
‘हम सभी का एक विजन और लक्ष्य होना चाहिए’
प्रिंसिपल अजीत शर्मा ने बताया कि हमने वहां पर सीखा कि हमारा एक विजन और लक्ष्य होना चाहिए। जैसे पंजाब सरकार का एक विजन और लक्ष्य है कि हमें शिक्षा-स्वास्थ्य में सुधार करना है। हालांकि हमें विजन बनाने में थोड़ा समय लगेगा। माइंडसेट में बदलाव एक महत्वपूर्ण पहलू है। अचानक से टीचर्स का माइंडसेट करना मुश्किल होगा। लेकिन हम प्रयास करेंगे। हमें आगे और भी लीडर तैयार करने हैं। कक्षा में टीचिंग और लर्निंग में सुधार करना है। यह दोनों ही महत्वपूर्ण है।
अनुभवों को साझा करने से हमारी पेशेवर क्षमता को बढ़ाती है- हरजोत कौर
प्रिंसिपल हरजोत कौर ने कहा कि इस तरह के आदान-प्रदान कार्यक्रम हमारी पेशेवर क्षमता को बढ़ाती हैं। हमने सीखा कि स्कूलों में शिक्षा पूछताछ आधारित होनी चाहिए। हमें छात्रों को विषय पर उचित शोध का अभ्यास करके अधिक सीखने के लिए उत्सुक बनाना चाहिए। हमें रिसोर्स पूलिंग के बारे में भी पता चला, जहां पास के स्कूल अपनी क्षमता को अधिक करने के लिए एक-दूसरे के साथ विशेषज्ञ शिक्षकों का आदान-प्रदान करते हैं। दिल्ली की शिक्षा व्यवस्था को देखकर मैंने गौर किया है कि यहां के गुरु-शिक्षकों की अवधारणा बेहतरीन है। ऐसे संरक्षक शिक्षक विभिन्न स्कूलों में जाते हैं और शिक्षकों को बेहतर पढ़ाने के लिए प्रशिक्षित करते हैं।
दिल्ली के टीचर्स ने बताया, कैसे यह ट्रेनिंग सरकारी स्कूलों में बदलाव लाने में मदद करेगा
पंजाब के सरकारी स्कूलों के 36 प्रिंसिपल सिंगापुर स्थित प्रिंसिपल्स एकेडमी में 5 दिवसीय ट्रेनिंग लेकर वापस लौटे हैं। वहीं दिल्ली सरकार स्कूलों के 24 प्रिंसिपल और टीचर्स ने पूर्व में एनआईई सिंगापुर, कैम्ब्रिज और फिनलैंड में ट्रेनिंग में भाग लिया था। आज सिंगापुर, कैम्ब्रिज और फिनलैंड में प्रशिक्षण प्राप्त कर चुके पंजाब और दिल्ली सरकार के 60 प्रिंसिपल्स और टीचर्स ने एक्सपीरियंस शेयरिंग सेशन में भाग लिया। इन सभी टीचर्स को पांच (पंजाब से तीन और दिल्ली से दो) के ग्रुप में बांटा गया था। इस दौरान पंजाब की टीम ने दिल्ली के टीचर्स के साथ सिंगापुर में सीखी गई प्रमुख बातों को साझा किया कि उन्होंने सिंगापुर में जो सीखा है, उनमें उन्हें क्या उपयोगी लगा और किस प्रकार यह ट्रेनिंग उनके स्कूलों को बदलने में मदद करेगा। इसी तरह, दिल्ली की टीम ने भी सिंगापुर, कैंब्रिज और फ़िनलैंड की ट्रेनिंग से मिले अनुभवों को साझा किया और बताया कि कैसे इन प्रशिक्षणों ने उन्हें स्कूल लीडर या शिक्षक के रूप में अपनी भूमिका की पुनः कल्पना करने में मदद की।
पंजाब के प्रिंसिपल ने सिंगापुर में इन बिंदुओं की ली ट्रेनिंग
आम आदमी पार्टी की पंजाब सरकार ने सरकारी स्कूलों के 36 प्रधानाचार्यों और दो अधिकारियों को सिंगापुर स्थित “प्रिंसिपल अकादमी“ में पांच दिवसीय प्रशिक्षण पर भेजा गया था, जहां उन्होंने नेतृत्व विकास कार्यक्रम में भाग लिया। इस पांच दिवसीय कोर्स के पांच प्रमुख घटक थे, जिनके बारे में उन्होंने सीखा। इसमें पाठ्यचर्या नेतृत्व, प्रभावी कक्षा शिक्षण, टीम के सदस्यों की सलाह, सीखने-सिखाने का परिणाम और प्रभावी संचार शामिल है।
