IMPORTANT CABINET DECISIONS

The Delhi Cabinet in its meeting on Monday chaired by the Chief Minister, Shri Arvind Kejriwal approved the following decisions :

1)      The Cabinet expressed grief on the sad demise of shri Madan Lal Khurana, former Chief Minister of Delhi. Two minutes silence was observed to pray for peace to the departed soul. The Council of Ministers noted the vast contribution of late Shri Madan Lal Khurana, with his charismatic leadership and vision, for laying the foundation for development of Delhi.

Late Shri Madan Lal Khurana served for long years in public life including as the Chief Minister of Delhi, from December 1993 to February 1996. He also served over the years, as a Governor, Union Cabinet Minister, Member of Parliament and as Chairperson of the Delhi Metro Rail Corporation.

The Council of Ministers decided that due to the sad demise of late Shri Madan Lal Khurana, a state mourning for two days is being observed in the Delhi government.

 

2)      The Cabinet approved the Department of Education & Sports proposal for the recruitment of eminent sportspersons in the Delhi government :

DETAILS :

(i) Delhi Government will endorse the said DOPT OM dated 30.12.2014 and reserve five percent vacancies of the total number of vacancies for meritorious sportspersons in all Departments/ PSUs/ Autonomous Bodies etc.

(ii) Out of five percent reserved vacancies for meritorious sportspersons, at least three percent of posts in group ‘C’ may be reserved for sportspersons who have won medal/participated in specified international sporting events.

(iii) For balance two percent posts, Group ‘A’ and Group ‘B’ ex-cadre posts in Government of National Corporation Territory of Delhi will be earmarked for appointment of sportspersons who have won medal in specified international sporting events.

The comprehensive rules/provisions for appointment of sportspersons on
Governments jobs in Delhi government shall be framed and got approved by the Directorate of Education with the approval of Minister of Education within one month.

The rules so framed by the Directorate of Education / Sports shall incorporate the following aspects:

(i) Eligibility conditions for appointment of sportspersons.

(ii) Identification of games and priority of games / sports for recruitment of candidates against reservation of 3% & 2%.

(iii) Identification of category and names of posts/vacancies against which appointment of sportspersons shall be made.

(iv) Relaxation regarding essential qualifications and experience wherever required.

(v) Procedure for appointment of sportspersons.

(vi) Other conditions of service.

3)      The Cabinet approved the Planning Department proposal for the appointment of the Vice-Chairperson of the Dialogue and Development Commission of Delhi (DDCD).

The cabinet approved the appointment of Mr Jasmine Shah as the new vice-chairperson of the Dialogue and Development Commission of Delhi.

Brief profile of Mr Jasmine Shah is as follows :

An alumnus of the Indian Institute of Technology (IIT) Madras (Mechanical Engineering) and the Columbia University’s School of International & Public Affairs (SIPA), Jasmine has been a Nehru Fulbright Scholar with a stellar academic record.

 

Jasmine brings over a decade of experience working on urban governance and policy issues and has been advising the Delhi Government since 2016 on budgetary and transport policy reforms. With his expertise on government monitoring and evaluation systems, Jasmine was the architect of Delhi’s first comprehensive Outcome Budget for 2017-18, a first-of-its-kind initiative in India to bring in complete transparency and accountability in public spending.

 

For the past year, Jasmine has been working as the advisor to the Delhi Transport Minister and has worked on several crucial initiatives of the government like the Common Mobility Card, bus route rationalization and last mile connectivity initiative, large-scale induction of electric buses in Delhi, among other projects.

 

Jasmine brings on board a deep expertise in data and evidence-based policymaking dating back to his stint with Massachusetts Institute of Technology’s Jameel Poverty Action Lab (J-PAL) where he was the Deputy Director of its South Asia office.  His initial work includes the Jaago Re voter awareness campaign, which he led nationally as part of the NGO Janaagraha.

 

DDC BACKGROUND :

 Delhi government had set up the Delhi Dialogue Commission vide Cabinet decision No. 2131 dated 27th February 2015 to consider ideas, identify the best practices and policies from around the world and translate these into concrete recommendations for transformative change. Consequently, the Cabinet decision was notified on 26th March 2015 vide no. 12/06/2015/DDC/AR/2283-2452.

Subsequently, vide Cabinet decision No. 2294 dated 24th February 2016, Delhi Dialogue Commission was reconstituted and renamed as Dialogue and Development Commission of Delhi. The said Cabinet decision was also notified on 29th April 2016 vide No. 12/06/2015/DDC/AR/2234-2353.

4)      The Cabinet approved the Department of Higher Education proposal for the grant of revised pay scales to (a) teachers and equivalent cadres and (b) administrative posts in universities and colleges following the revision of pay scales of Central Government employees on the recommendations of the 7th Central Pay Commission (CPC), under Directorate of Higher Education on the recommendations of University Grants Commission vide letter no. F. No. 23-4/2017(PS) dated 31st January, 2018 :

 

The cabinet approved the implementation of the recommendations of UGC following 7th CPC in the Institutions under/funded by Department of Higher Education, Delhi government w.e.f. 01.01.2016 as per the UGC letter no. F. No. 23.4.2017(PS) dated 31.01.2018 regarding grant of revised Pay scales, w.e.f. 01.01.2016  to-

(a)    Teachers and equivalent cadres and

(b)   Administrative posts in universities and colleges following the revision of pay scales of Central Government employees on the recommendations of the 7th Central Pay Commission.

 

BACKGROUND

The Directorate of Higher Education, Govt. of NCT of Delhi, is presently running three universities, one institute (DIHRM) and 12 Colleges 100% funded colleges, 16 Colleges (5% funded) of Delhi University. The Government of NCT of Delhi with a view  to provide quality education in these institutions has been taking appropriate measures from time to time to ensure that faculty has the talent and commitment to effectively contribute towards achieving the desired objectives.

Ministry of Human Resource Development (Department of Higher Education) Govt. of India considers the matter relating to grant of revised pay scales to teachers of universities and colleges whenever, the pay scales of Central Government employees are revised by the Central Pay Commissions.

 

5)      The cabinet approved the Department of Higher Education proposal for nominating the Quality Council of India (QCI) as System Integrator (SI) for Comprehensive Evaluation Exercise of Schools (Government, Municipal, Aided and Unaided) in Delhi Being Undertaken by Delhi Commission For protection of Child Rights (DCPCR) :

CABINET approval has been granted for allowing Quality Council of India (QCI) to be engaged as System Integrator (SI) by Delhi Commission For Protection of Child Rights(DCPCR) to assist in the project management of comprehensive school evaluation exercise of all schools (Government, Municipal, Aided and Unaided) in Delhi, on nomination basis.

Several high level meetings were held with Secretary (Education), Director (Education), Director (SCERT), and all the three Directors of Education of the three local bodies. In addition, consultations have been undertaken with nearly 100 Principals and teachers of all kinds of schools (Government, Municipal, Aided and Unaided) in Delhi and their feedback incorporated. Series of consultations have also been done with various key civil society organizations that have been playing critical role in the Delhi’s education system and their feedbacks incorporated.

Section 31(1) of Right of Children to Free and Compulsory Education Act casts the responsibility of monitoring of implementation of the said Act on Delhi Commission For Protection of Child Rights (DCPCR). Since the Act makes DCPCR the statutory authority for monitoring of the implementation of the Act to recommend measures for effective implementation, it is critical to devise systemic, and systematic processes for comprehensive evaluation of schools.

In the Right to Education(RTE) State Advisory Council meeting dated 01.11.2017, it was decided that Delhi Commission For Protection of Child Rights (DCPCR), hereafter referred as “DCPCR” or “Commission”, shall conduct comprehensive evaluation of school ( Government, Municipal, Aided, and Unaided) on academic levels of students, meeting of RTE norms with respect to infrastructure, teachers and security measures for students. The minutes of the meeting is at Annexure-I.

In this regard, the DCPCR had constituted Working Group comprising representatives from Directorate of Education, Government of NCT of Delhi (GNCTD), East Delhi Municipal Corporation, North Delhi Municipal Corporation, South Delhi Municipal Corporation, New Delhi Municipal Council, SCERT/DIETs, Delhi Cantonment Board, private schools and civil society organizations. The Working Group after deliberations of nearly three months submitted its report outlining the evaluation framework, process and use-cases.
