Under the AAP government, the number of seats for higher education grew to 1.5 lakh by 2019. It was 1.1 lakh in 2015 when the AAP came to power.

Reserved Seats for Delhi Students in DU Colleges
In 2017, the Delhi Assembly passed a resolution for 85% reservation in admissions for city students in government-funded Delhi University colleges. This quota is for the 28 colleges funded by the Delhi Government. New campuses have also helped in increasing the seats for students.
New courses introduced in Delhi Technological University (DTU)
- The “MBA in Family Business and Entrepreneurship” that was introduced in 2019 has students from varied backgrounds with plans to take their family-run operations to new heights.
“The introduction of MBA in Family Business and Entrepreneurship will enhance family businesses of not just Delhi but of the entire nation. Their children need not seek employment in other firms. Rather, they can use their learning from the course to better their business and create more job opportunities… Our goal is to make this course a global brand for entrepreneurship on the lines of Babson College in the US, which is renowned for its family business and entrepreneurship course. - In 2019-2020, a total of 5 new PG courses (3 M.Sc. and 2 MBA) were started in Delhi Technological University (DTU), B.Tech in Artificial Intelligence in IIIT and 3 new courses in M. Voc. in Institutes of Technology. (Source: Pg.8, Status Report of Outcome Budget 2019-2020)
New World Class Skill Centres
The shortage of skilled manpower in Delhi was addressed through an ambitious green field project, the ‘World Class Skill Centre (WCSC)’, with technical assistance from Govt. of Singapore. The skill centre aims at upskilling and reskilling students, to gain rightful employment and cater to the demands of the market.
The WCSC started in 2013 with 2 courses. In 2015, the AAP government introduced 2 more courses.

As of Feb 2021, there were 8 World Class Skill Centres in Delhi. The 8th WCSC was inaugurated in Feb 2021 where full-time free skill training would be made available for 800 students for 6 months.

Delhi Skill and Entrepreneurship University (the erstwhile World Class Skill Centre, WCSC)
The Delhi Skill and Entrepreneurship University (DSEU) was established in August 2020 by the Government of NCT of Delhi to equip students with world-class skill education to enable access to aspirational jobs and inculcate entrepreneurial mindset and entrepreneurship. DSEU aims to create a win-win for the youth and the industry by filling the existing gaps in skill training.
Delhi Skill & Entrepreneurship University will ensure fresh graduates can easily get a job or pursue business as soon as they pass out.
The university will have a capacity of at least 1.25 lakh students.
The curriculum will include short-term, long-term, diploma, degree and PhD courses.
There will also be an industry tie-up unit that will focus on forging strong ties with different industry partners.
The University’s first academic session started in 2021 in close consultation with companies, who were treated as “customers” in this endeavour.
Objectives:
- To provide employment to youths
- To enhance skills as per market needs
- Focus on skill development from school-level
Administration
- Delhi Institute of tool Engineering at Okhla to be the headquarters
- Existing World Skill Centre to be merged with the university
- 50,000 students to be enrolled
- Students can enroll after classes X, XII, graduation

DSEU was formed by merging 13 institutes.
In July 2021, DSEU tied up with HI-NO-DE Foundation, Japan for the Technical Intern Training Program through an exchange program to train, skill, and place youth of India, specially those in Delhi in Japan.
The Nudge Foundation signed an MOU on Aug 25, 2021 with DSEU to facilitate development of courses in both English and digital skills to be incorporated into various Diploma and Degree courses being offered at Delhi Skill and Entrepreneurship University for a period of 3 years.
DSEU Lighthouse inaugurated
On 9 March 2022, Dy. Chief Minister Manish Sisodia inaugurated DSEU Lighthouse, a world renowned Skilling Centre, at Kalkaji, Delhi, aimed at the disadvantaged youth in slums to earn a livelihood.
As part of the pilot project, 4 upcoming lighthouses are expected to be built at Malkaganj, Matia Mahal and Patparganj.
This is a joint collaboration between Delhi Skills and Entrepreneurship University (DSEU), Lighthouse Communities Foundation and Michael and Susan Dell Foundation. It is a brilliant example of the PPP model involving the Government, Private Sector and Civil Society.
The centres are expected to be huge, with 7 well-lit rooms, equipped with Technology and Wi-Fi enabled. It is based on the successful Pune model where 17,000 youth are already registered. Every centre will cater to 600+ low-income youth aged between 18-30 years each year.
