Despite its 15 year long rule in the MCD, BJP has failed to present its report card to the people of Delhi before the elections. It is being said that the BJP is fearing backlash over its incompetence if an account of its works becomes public. Attacking the BJP over its deceptive tactics, AAP Senior Leader and MLA Ms Atishi said, “BJP did not present its report card while presenting its manifesto because it did not fulfil a single promise that it made to the people of Delhi in 2017. How can the people of Delhi trust the BJP after it completely failed in running the MCD? Instead of growth, BJP has given three garbage mountains to the people of Delhi; it has become impossible for the people to live near the landfills. In its 2017 manifesto, the BJP had promised to make MCD roads pothole free and clear the landfills of Delhi. AAP MLA Ms Atishi said, “The BJP today released their ‘ghoshna patra’ or the manifesto for the upcoming MCD elections. We were eagerly awaiting this moment, as having been in power at the MCD for the last 15 years, we expected that they would go on to tell the citizens what they have done for Delhi in the last 15 years. We were expecting the BJP to give their ‘Report Card’ of the last 5 years. We wanted to hear from them about what they had done to clean up Delhi over the last five years, or what they had done to reduce the heights of the three massive landfills that were given to this city under their party’s leadership. But then, quite obviously, they did not speak on any of these matters. Why do you think they did such a thing? Because the one main responsibility they had, which was to keep the city clean – and this is something they had spoken about in their ‘Sankalp Patra’ that they released before the 2017 MCD elections – they had promised to keep the city clean, but they have failed miserably in this. Every citizen of Delhi today is aware that the BJP has badly messed up the cleanliness of the city and that because of it the people of Delhi have suffered. The three major landfills that have been created by the BJP-led MCD have made life difficult for those who live within a 5-kilometre vicinity of it. So, since the BJP did not think it right to inform the citizens about their own ‘Report Card’, the Aam Aadmi Party has decided to do it for them. Before we speak about their manifesto that was released today, we would also like to point out that in a similar manner, the BJP has released a ‘Sankalp Patra’ in 2017 as well. Shri Manoj Tiwari, who was present at today’s press conference in which the manifesto was released by the BJP, was also present on stage when this ‘Sankalp Patra’ was released by the BJP in 2017. He was the party president for Delhi at the time. I would like to ask him about the promises that were made by the BJP in 2017.”
She said, “One of their key promises in 2017 was to bring funds for the functioning of the MCD from the Central Government. Not a single paisa of money has been given by the Central Government since 2017 for the functioning of the MCD. I would like to ask Shri Manoj Tiwari and Shri Adesh Gupta about this promise of the BJP in 2017. Also since this was not fulfilled by them in the MCD, how can they expect the citizens of Delhi to trust them once again this time around? Another important promise made by the BJP in 2017 was to make Delhi ‘Dhalao-mukt’ or free of landfills. They engineered a unique technique to achieve this promise of theirs. They asked their workers to not throw the garbage in the landfills and instead throw them at every street corner, mohalla, flyovers and the entrance of the colonies. What the BJP has gone on to do is turn the entire city into a pile of garbage. The Aam Aadmi Party is currently organising a ‘Kude Par Jansamvad’ in different parts of the city. The people have come out to participate in this event and told us that they are tired of seeing garbage in all of their colonies and roads and drains. Nowadays, when a visitor comes to their house for the first time, they provide directions by using these garbage dumps as landmarks. That’s how much of a mess the BJP has made in the city. Who would have thought that garbage dumps can be used as a landmark? Instead of giving the city a ‘dhalao-mukt’ Delhi as they had promised in 2017, they have gone on to give us a ‘kachra-yukt’ Delhi.”
She added, “Another promise made by the BJP in 2017 was that they would decrease the amount of garbage in the landfills and instead use the garbage to build roads in the city. Today these landfills are even higher than the Qutub Minar. A few years ago, a part of the landfill at Bhalswa became unstable and it collapsed onto the neighbouring houses killing one person and injuring a few others. Just two days ago, there could have been a horrific tragedy as the workers of the MCD were levelling the garbage at Ghazipur – on the orders of the BJP to reduce the height of the landfill – and a part of the garbage fell into the neighbouring area and a wall of a ‘mandi’ collapsed. We were extremely fortunate that no one lost their lives in this incident. Wherever these landfills exist, the people in a vicinity of at least five-kilometre say that the area stinks badly and the water that they get from the ground is extremely polluted making them prone to health problems. Instead of making false promises to reduce the garbage in these landfills, the BJP has now gone on to make plans to build 16 other landfills across the city as these three landfills have become unstable and cannot take any more garbage.”
Ms Atishi said, “Another promise of the BJP in the 2017 manifesto was to clean the market areas in the city at night, so that in the morning it would be spick and span. I don’t think we even need to make a comment on this promise. You can visit any market in Delhi, either during the daytime or at night, and see how dirty and filthy the areas are. This applies to the big as well as small markets in Delhi. In 2017, the BJP also promised to not add any new tax in the next five years. But then how would they extort money from the people of Delhi without adding any new taxes? So, what they went on to do is, they increased the property tax that was applicable at the time by 34 percent. They first increased it in the South Municipal Corporation of Delhi (SDMC). After that, they tried to do this in the East as well as the North MCDs, but could not do it due to the vociferous protest by AAP leaders and workers. But earlier this year, when they merged the three corporations and unified it, the law became applicable in all the areas under the combined MCD. Not just this, the BJP went on to increase the Mutation Charges and added an Educational Cess. The people of Delhi pay high amounts of taxes to the MCD and the BJP uses this money to fill the pockets of their own leaders. But when it comes to paying salaries to safai karamcharis, teachers, nurses, and doctors, at that time the BJP says that they do not have money for it. Why is that the case? Because all the money that is collected from these taxes goes into the pockets of the leaders of the BJP.”
She concluded, “There are several such promises made by the BJP in their 2017 MCD manifesto and it will take several hours to discuss how none of them have been fulfilled. But AAP would like to just highlight two other promises made by them in 2017. One of them goes on to say that all the roads under the MCD would undergo the process of RCC so that they do not wear out frequently. Today, you can visit any of the roads that come under the MCD and you will see that there are more potholes than the road itself. Once upon a time, we had the Appu Ghar in Delhi and the roller-coaster over there was very popular among the citizens. A ride on one of these MCD roads is enough to remind a person of that roller coaster at Appu Ghar. The other promise of the MCD that we would like to highlight is that they had said that they would convert all the parks in the city into ‘world standard parks’. You can go to most parks in the city today and the conditions are rather poor. The boundary walls of some of them are broken down or the swings in the park are in poor condition. You will find a few parks that are well-maintained and that is also because AAP MLAs have used their MLA funds to maintain an upkeep of the park. So, it is clear that none of the promises made in the 2017 Sankalp Patra have been fulfilled and therefore none of the citizens of Delhi have any faith in the BJP. Therefore it is clear that on December 4 – the date of polling for the MCD elections – the people will come out and vote to kick the BJP out of the MCD and welcome Arvind Kejriwal’s party. The Delhi Government has improved the conditions of schools, hospitals and given people facilities such as free bus rides for women and free pilgrimage visit for the elderly. Therefore if there is any one person who can improve the condition of the MCD then it is the Aam Aadmi Party, under the leadership of Shri Arvind Kejriwal.”

आम आदमी पार्टी की वरिष्ठ नेता और विधायक आतिशी ने पार्टी मुख्यालय में आज महत्वपूर्ण प्रेस वार्ता को संबोधित किया। उन्होंने कहा कि भारतीय जनता पार्टी ने आज एमसीडी के लिए अपना घोषणापत्र जारी किया है। भारतीय जनता पार्टी के निगम चुनाव के मैनिफेस्टो का बड़ा इंतज़ार कर रहे थे कि 15 साल से भारतीय जनता पार्टी की सरकार है। ऐसे में वह बताएंगे कि उन्होंने एमसीडी में क्या क्या काम किये। उनकी दिल्ली की सफाई की मुख्य ज़िम्मेदारी है, उसके लिए क्या किया? दिल्ली को तीन कूड़े के पहाड़ उन्होंने दिये हैं, उनका निपटारा करने के लिए क्या किया? लेकिन भाजपा ने इनमें से कोई भी बात नहीं रखी?
विधायक आतिशी ने कहा कि भारतीय जनता पार्टी ने अपना रिपोर्ट कार्ड इसलिए नहीं रखा क्योंकि उनकी मुख्य जिम्मेदारी दिल्ली को साफ करने की थी। पिछली बार अपने संकल्प पत्र में वादा करके कहा था कि हम दिल्ली को साफ़ करेंगे। दिल्ली के सभी लोग जानते हैं कि दिल्ली में साफ सफाई का क्या हाल है। हर दिल्ली वाला जानता है कि तीन कूड़े के पहाड़ भारतीय जनता पार्टी ने दिल्ली वालों को दिए हैं। उससे आसपास के पांच किलोमीटर तक लोगों का जीना असंभव हो गया है। भारतीय जनता पार्टी ने अपना रिपोर्ट कार्ड प्रस्तुत नहीं किया तो हमने सोचा कि हम उनका रिपोर्ट कार्ड प्रस्तुत कर देते हैं।
आम आदमी पार्टी की वरिष्ठ नेता ने कहा कि उनके आज के घोषणापत्र पर चर्चा करने से पहले हम भारतीय जनता पार्टी से ये पूछना चाहते हैं कि आपने एक संकल्प पत्र 2017 में भी जारी किया था। प्रेस कॉन्फ्रेंस में आज मनोज तिवारी मौजूद थे, वह तब भारतीय जनता पार्टी के प्रदेश अध्यक्ष थे। उन्होंने कई वादे किये थे। मैं मनोज तिवारी और आदेश गुप्ता से पूछना चाहूंगी कि पांच साल में उन वादों का क्या हुआ? भाजपा और मनोज तिवारी ने 2017 में सबसे बड़ा वादा किया था कि हम नगर निगम के लिए फंड सीधा केन्द्र सरकार से लेकर आएंगे। पिछले पांच सालों में केंद्र सरकार ने एमसीडी को एक रुपया भी नहीं दिया। पांच साल पहले जिस वादे के आधार पर दिल्ली की जनता ने एमसीडी में चुनकर भेजा था कि आप एमसीडी के लिए केन्द्र सरकार से पैसे लेकर आएंगे। लेकिन एक पैसा नहीं आया तो आज दिल्ली की जनता आप पर कैसे भरोसा कर सकती है।
उन्होंने कहा कि दूसरा महत्वपूर्ण वादा था कि हम दिल्ली को ढलाव मुक्त बनाएं। हम दिल्ली को साफ करेंगे। भारतीय जनता पार्टी ने ढलाव मुक्त दिल्ली को बनाने का यूनीक फॉर्मूला निकाला की कूड़ा ढलाव में मत डालो बल्कि गली, मोहल्ले, कॉलोनी के गेट पर डालो। भाजपा ने सिर्फ पांच साल में हमने पूरी दिल्ली को कूड़ा कूड़ा करने का काम कर दिया। हम दिल्ली के अलग अलग हिस्सों में जाकर कूडे के ऊपर जनसंवाद कर रहे हैं। । दिल्ली के लोग त्रस्त हैं कि जब उनके घर कोई मिलने आता है तो रास्ता बताते हैं कि जहां कूड़े का ढ़ेर पड़ा है वहां से लेफ्ट हो जाना, वहां मेरा घर है। हम अपने जान पहचान वालों को इस तरह से रास्ता बताते हैं। भारतीय जनता पार्टी ने पिछले पांच साल में ढलाव मुक्त दिल्ली देने के बजाय कचरा युक्त दिल्ली दी है।
कुतुब मीनार से ऊंचे दिल्ली के कूडे के पहाड़ हो गए हैं- आतिशी
विधायक आतिशी ने कहा कि भारतीय जनता पार्टी ने वादा किया कि हम लैंडफिल साइट को कम करेंगे। लैंडफिल साइट को हटाएंगे। लैंडफिल साइट के कूड़े और मलबे के माध्यम से हाइवे बनाएंगे। आज कुतुब मीनार से ऊंचे दिल्ली के कूडे के पहाड़ हो गए हैं। एक साल पहले भलस्वा के कूड़े के पहाड़ का एक हिस्सा टूट के गिर जाने से कई लोगों की मौत हो गई। दो दिन पहले गाजीपुर में जनता को बेवकूफ बनाने के लिए कूड़े की लेवलिंग करके उसको छुपाने के लिए भारतीय जनता पार्टी ने प्रयास किया। वहां लैंडफिल साइट के बगल की मंडी की दीवार टूट गई। इससे किसी की जान भी जा सकती थी। जहां पर कूड़े के पहाड़ हैं, वहां पर पांच किलोमीटर तक बदबू आती है। पानी प्रदूषित है और बीमारियां होती हैं। भारतीय जनता पार्टी तो पांच साल पहले लिखकर चली गई कि हम इन कूड़े के पहाड़ों को हटाएंगे। लेकिन आज सब दिल्ली वाले देख रहे हैं कि आपने तीन कूड़े के पहाड़ तो हटाए नहीं लेकिन 16 नए कूड़े के पहाड़ बनाने का आपने पूरा प्लान बना लिया।
कूड़े की वजह से दिल्ली के बड़े से बड़े मार्केट में गंदगी दिखती है- आतिशी
उन्होंने कहा कि भारतीय जनता पार्टी ने वादा किया था कि हम दिल्ली के सभी मार्केट्स में रात को सफाई करेंगे कि पूरे मार्केट एरिया सुबह सुबह साफ सुथरे होंगे। आप चाहे रात में जाइये या चाहे दिन में जाइए, दिल्ली के किसी भी बाजार में सिर्फ कूड़ा-कूड़ा दिखता है। कूड़े की वजह से गंदगी-बदबू दिल्ली के बड़े से बड़े मार्केट में देखने को मिलती है। भारतीय जनता पार्टी ने पिछली बार वादा किया था कि हम कोई नया कर नहीं लगाएंगे। उन्होंने सोचा कि हमने तो लिख दिया है कि नया कर नहीं लगाएंगे, ऐसे में हम पैसा कैसे खाएं। उन्होंने एग्जिस्टिंग प्रॉपर्टी टैक्स को 34 फीसदी बढ़ा दिया। पहले साउथ एमसीडी बढ़ाया। नॉर्थ एमसीडी और ईस्ट एमसीडी में आम आदमी पार्टी के विरोध की वजह से बढ़ा नहीं पाए। लेकिन जैसे ही तीनों एमसीडी का यूनिफिकेशन हुआ तो पूरी एमसीडी में 34 पर्सेंट प्रॉपर्टी टैक्स को बढ़ाया। इतना ही नहीं म्यूटेशन के चार्जेज, एजुकेशन सेस लगाया गया। दिल्ली की जनता एमसीडी को पैसा देती जाती है और भारतीय जनता पार्टी के नेता अपनी जेब भरते रहते हैं। लेकिन जब सफाई कर्मचारी, टीचर, डॉक्टर-नर्स को तनख्वाह देने का समय आता है तो कहते हैं कि हमारे पास पैसे नहीं हैं।
दिल्ली में जहां पर भी एमसीडी की सड़कें हैं वहां पर सिर्फ गड्ढे हैं- आतिशी
भाजपा ने कहा था कि नगर निगम के अंतर्गत आने वाली सभी सड़कों को आरसीसी करेंगे ताकि वह ना टूटे। वर्तमान में दिल्ली में जहां पर भी एमसीडी की सड़कें हैं वहां पर सिर्फ गड्ढे हैं। एमसीडी की किसी भी सड़क पर गाड़ी ले जाने पर अप्पू घर के रोलर कोस्टर की तरह का अनुभव आता है। क्योंकि वहां पर गड्ढे ज्यादा और सड़क कम है। उन्हें आजकल लोग एमसीडी की सड़कें नहीं, एमसीडी के गड्ढे कहते हैं। उन्होंने कहा था कि हम एमसीडी के सारे पार्क को विश्वस्तरीय बनाएंगे। दिल्ली में एमसीडी के पार्कों को देखिए बाउंड्री से लेकर मेंटिनेंस बुरे हाल में है। अगर दिल्ली के किसी पार्क में झूले जिम, बाउंड्री, अच्छा गेट बना है तो वह आम आदमी पार्टी के विधायकों के विधायक फंड द्वारा किया गया है।
विधायक आतिशी ने कहा कि भारतीय जनता पार्टी अपना घोषणा पत्र जारी करती तो मुझे लगता है कि दिल्ली की जनता बस एक सवाल पूछ रही कि ये संकल्प पत्र जो आपने 2017 में जारी किया था, जब उस संकल्प पत्र का एक भी वादा पूरा हुआ तो आज हम आपकी एक बात पर भी कैसे विश्वास कर सकते हैं। दिल्ली की जनता ने अपना मन बना लिया है कि इस बार 4 दिसंबर को चुनाव में वो भारतीय जनता पार्टी को नगर निगम से बाहर कर सीएम अरविंद केजरीवाल को एमसीडी में भी लाना चाहते हैं। जिस तरह से बिजली, पानी स्कूल, अस्पताल, मोहल्ला क्लीनिक, महिलाओं के लिए फ्री बस यात्रा, बुजुर्गों के लिए फ्री तीर्थ यात्रा सीएम अरविंद केजरीवाल ने दी है। उस हिसाब से एमसीडी में भी अगर कोई एक व्यक्ति सुधार और साफ कर सकता है तो वो सिर्फ अरविंद केजरीवाल हैं।
