The Department of Art, Culture and Languages of the Govt. of Delhi has been working with a focus on democratizing the cultural landscape, decentralizing arts funding, making arts policy more inclusive and encouraging arts practice that is rooted in community and social practice. With this vision, this year’s scholarships have introduced a number of new programmes and broadened the scope of existing ones. The annual budget for the scheme has also been increased to support more artists. The Delhi government is the first government in the country to have initiated some of these programmes.

Sahitya Kala Parishad (SKP) received an overwhelming response to the call for applications with nearly 500 people applications this year (more than double of previous years). Total 60 scholarships are being granted.

Select candidates interacted with the Dy. Chief Minister, Shri Manish Sisodia and members of the Sahitya Kala Parishad panel including renowned art scholars Ira Bhaskar and Faiyaz Ahmed today.

Shri Sisodia gave an inspiring and powerful speech on the occasion. He Said

“It is an irony that even though India is so rich in art & culture, the lives of people are still bereft of art. Today, the lack of art in the lives of people makes them rough. The friction between two people in the name of religion is proof that art wasn’t used well to soften their perspective to life. We believe that art is the only school which teaches how to live. This is a dream which is not just mine, but hopefully yours too. Hence, we should work together towards it. Just as we built a team education, you can be a part of our team art”.

Sahitya Kala Parishad member and renowned academic Ira Bhaskar said ,

“We will ensure that through regular mentorship and evaluation the scholarship this year makes a meaningful impact on artists practice. We are lucky to have the present government’s vision that truly supports and values art”.

Highlights:

· Introduced new categories like Community Arts, VIsual Arts and Research in Art Development

· Broadened the scope of Music, Theatre and Dance categories by including newer forms like folk, hip-hop, rap etc along with traditional art forms.

· 5 scholarships given to artists with disability, reserved this year.

· Visual arts to include contemporary mediums like video-making, photography, digital art along with painting.

· Number of scholarships increased along with amount and budget

Sahitya Kala Parishad (SKP) received a range of diverse and interesting ideas this year particularly in the areas of research and community art.

Some of the projects selected for research in arts category include research on Delhi Silpi Chakra, a pre independence art collective and its rich contribution to the city. Another project by a science educator will look at the integration of performing arts and science. A study of folk music and dance of Uttrakhand will be undertaken by a folk artist from the region. His work will focus on dissemination and popularity of these forms in Delhi.

Community Art, a first time category received exciting proposals. Some of the selected proposals include: setting up of a community art centre in West Delhi, “We the people of India” a project to engage public and communities with the idea of democracy and address challenges of cast, communalism, regionalism etc;
