हरियाणा में यमुना प्रदूषण को लेकर कोर्ट का दरवाजा खटखटाएगी दिल्ली जल बोर्ड

Raw water quality in Delhi has been affected time and again due to the discharge of industrial waste & high level of pollutants in river Yamuna in Haryana. This has been a perpetual problem and the residents of Delhi suffer due to the problem again and again.

The raw water quality has deteriorated at Wazirabad pond since Friday 25.01.2019 again. The present ammonia level in the Yamuna River is 02.2 ppm due to which 30% water production has been curtailed at different water plants of Delhi, namely, Wazirabad, Chandrawal and Okhla. Further, rationalisation of drinking water has been done at other Plants. This is due to the discharge of industrial waste & high level of pollutants being discharged in river Yamuna in Haryana.

Now, the Delhi Jal Board has decided to move to the hon’ble Delhi High Court to get a solution to the perpetual problem.

The Delhi Jal Board in its prayer to the hon’ble high court is going to state about the problem of Ammonia level in the polluted water in the Wazirabad pond.
The prayer further states, this is almost the double of what can be treated at Wazirabad and thus urgent directions are required to be given to CPCB and the other respondents to stop this pollution. It is most respectfully submitted that the Irrigation Department of Haryana is directly in control of the sources from which the water comes into the river Yamuna at Delhi. It is further pointed out that illegal bunds have been recently created in the channel DD-8 and the same cannot be created without the consent or direction of Irrigation department of Haryana. This is also the channel (DD-8) through which any additional water can be supplied to Delhi for diluting the pollution ( in case the pollution cannot be controlled) so that the water supplied in the river course can be made treatable for drinking at Wazirabad. The Irrigation Deptt of Haryana has its office in Delhi and controls even the canals and river channel DD-8 which flows in parts in Delhi. These aspects of the matter have also been discussed hereinafter. In the peculiar facts of this Public Interest Litigation and in view of the directions that may be required in the case, it is prayed that this Hon’ble Court may be pleased to direct for addition of Central Pollution Control Board and the Ministry of Water Resources/ Environment, Government of India, to be added as a party.

The prayer further states that the river water being received from the source of river Yamuna is so heavily polluted for the last few days, that it is currently not in a position of being treated at the Wazirabad reservoir of Delhi, which is the command area for the Central Delhi and NDMC areas of Delhi. The Wazirabad reservoir is required to be kept full for drinking water needs of Delhi at all times as per the orders of the Hon’ble Supreme Court.

That, in the facts of the case, it clearly appears that this pollution at Wazirabad is due to the inability of the Haryana Irrigation department or its allied departments of the State Government, to control the pollution from going into the river Yamuna from the stretch of river in the territory of Haryana. This pollution is directly affecting the drinking water supply inside the territory of Delhi. The Central Government which also houses many of its offices in the NDMC area as also its residential complexes, is also requested to direct the State of Haryana for stopping the pollution forthwith in the water, which is to be used by Delhi for drinking water supply.

That it is most respectfully submitted that, the Delhi Jal Board has already written to the UYRB- Upper Yamuna River Board under Ministry of Water Resources, and Central Pollution Control Board (CPCB), under Ministry of Environment, Govt. of India for this purpose, but no relief has been forthcoming.

– हरियाणा में यमुना में औद्योगिक अपशिष्टों और प्रदूषकों के उच्च स्तर की वजह से दिल्ली में जल आपूर्ति में काफी परेशानियां आ रही हैं

नई दिल्ली। हरियाणा में यमुना में औद्योगिक अपशिष्टों के डाले जाने और प्रदूषकों के उच्च स्तर की वजह से दिल्ली में पानी की गुणवत्ता पर काफी असर पड़ा है और इसका खामियाजा दिल्ली वालों को बार-बार उठाना पड़ रहा है।

दिल्ली के वजीराबाद सरोवर में 25 जनवरी, 2019, शुक्रवार से पानी की गुणवत्ता फिर से खराब हो गई है। यमुना में इस समय अमोनिया का स्तर 02.2 पीपीएम है। इसकी वजह से दिल्ली के विभिन्न जल संयंत्रों में – वजीराबाद, चंद्रावल और ओखला- पानी का उत्पादन 30 फीसदी तक कम हो गया है। इसकी वजह से लोगों को पानी का साफ पानी मुहैया कराने के लिए अन्य जल संयंत्रों पर दबाव बढ़ा है।

हरियाणा में यमुना में अपशिष्ट डालने और वहां यमुना में प्रदूषकों के उच्च स्तर की वजह से ये दिक्कतें आ रही हैं। इन सब हालातों को देखते हुए अब दिल्ली जल बोर्ड इस मामले में समाधान निकालने का अनुरोध करते हुए दिल्ली उच्च न्यायालय का दरवाजा खटखटाने जा रही है। दिल्ली जल बोर्ड की तरफ से दिल्ली उच्च न्यायालय में बताया जाएगा कि प्रदूषण की वजह से किस तरह दिल्ली में पानी की आपूर्ति में बाधा आ रही है।
दिल्ली जल बोर्ड की तरफ से न्यायालय से ये भी आग्रह किया जाएगा कि सीपीसीबी और अन्य उत्तरदायी संस्थाओं को इस प्रदूषण को रोकने के निर्देश दिये जाएं। दिल्ली उच्च न्यायालय को ये भी बताया जाएगा कि जिन स्रोतों से दिल्ली में यमुना नदी में पानी आता है, वे स्रोत हरियाणा सिंचाई विभाग के सीधे तौर पर नियंत्रण में हैं।

यमुना के स्रोतों से प्राप्त होने वाला पानी पिछले कुछ दिनों से बहुत प्रदूषित है। ऐसी स्थिति नहीं है कि इसे दिल्ली में वजीराबाद रिजर्वायर में ट्रीट किया जा सके जो कि सेंट्रल दिल्ली और दिल्ली के एनडीएमसी वाले इलाकों का कमांड एरिया है। सुप्रीम कोर्ट के निर्देशों के अनुसार दिल्ली में पीने के पानी जरूरतों के लिए वजीराबाद रिजर्वायर को हमेशा भरा रखना है। इनसे सबसे स्पष्ट तौर पर प्रतीत होता है कि वजीराबाद में इस प्रदूषण की मुख्य वजह हरियाणा सिंचाई विभाग और इससे जुड़े हरियाणा के अन्य विभागों की नकामी है। ये सभी विभाग हरियाणा में यमुना में प्रदूषण और अपशिष्ट को रोक पाने में नाकाम हुए हैं। इस प्रदूषण की वजह से दिल्ली में पीने के पानी की आपूर्ति पर सीधे तौर पर असर पड़ रहा है।

केंद्र सरकार से भी अनुरोध किया गया है कि वह हरियाणा सरकार को यमुना में प्रदूषण रोकने संबंधी कदम उठाने के निर्देश दे क्योंकि इसकी वजह से दिल्ली में पीने के पानी की आपूर्ति में बहुत दिक्कत आ रही है। दिल्ली जल बोर्ड ने जल संसाधन मंत्रालय के तहत काम करने वाले अपर यमुना रिवर बोर्ड और पर्यावरण मंत्रालय के तहत काम करने वाले सेंट्रल पलूशन कंट्रोल बोर्ड को पहले ही इस संबंध लिखा है लेकिन अब तक कोई राहत नहीं मिली है।
