Cabinet approves 103 km long Delhi Metro Phase-IV project
· Delhi govt to provide Rs. 9,707 crore for Phase-IV during next five years
· Delhi govt to provide Rs. 1,100 crore this year for Phase-IV
· Cabinet also approves elevated road corridors on three Metro Phase-IV Corridors
· Cabinet approves 334 additional rolling stocks for DMRC to allow it to add new coaches and trains on Phases I, II & III to meet commuters rush.
The Delhi Cabinet in its meeting on Wednesday, chaired by the Chief Minister Shri Arvind Kejriwal approved the following important decisions:
I) The cabinet granted its approval to the Phase-IV project of the Delhi Metro Rail Corporation (DMRC). The decision was announced by the Deputy Chief Minister, Shri Manish Sisodia and the Transport Minister, Shri Kailash Gahlot.
Details of this important decision are as follows:
The Phase –IV project consists of following six corridors with the total length of 103.93 kilometres:
A) Rithala-Bawana-Narela total kms 21.73 (elevated 21.73 kms)
B) Janakpuri West-RK Ashram total 28.92 kms (elevated 21.18 kms)
C) Mukundpur-Maujpur total 12.54 kms – all elevated.
D) Inderlok-Indraprastha total 12.58 kms (all underground)
E) Aero City-Tuglakabad total 20.2 kms (elevated 5.58 kms)
F) Lajpat Nagar – Saket G Block total 7.96 kms (elevated 5.89 kms)
THERE WILL BE A TOTAL OF 79 STATIONS IN THIS PHASE.
The total contribution of the Delhi government works out to Rs 9707.50 Crore. The Year-wise Portion of funding to be contributed by the Delhi government is estimated as under:

The Phase-IV project commencing date is 1st January 2019 and the DMRC plans to execute all the six corridors simultaneously. The project completion date is estimated as 3st December 2024 for the all six corridors.
After the completion of Phase-IV the total length of the Delhi MRTS in Delhi/NCR would be approximately 453.58 kilometers.
IMPORTANT COMPONENTS:
(i) In place of the earlier approval for the Metro Phase-IV project vide Cabinet Decision No. 2459 dated 06.01.2017, the project would be implemented with the revised funding plan with completion cost of Rs. 46,845 crore.
(ii) The operating losses if any, will be shared between Delhi government and the Central government in the 50:50 proportion of Phase-IV of DMRC project.
The Revised Funding Plan of Metro Phase-IV project under the SPV model with a total completion cost (inclusive of taxes) of Rs 46,845 crore is as below:-

Operational Losses: DMRC has stated that as per the cash flow of Phase-IV project, there is no operational loss and the FIRR worked out is 6.96%. Hence, the operational losses are not envisaged for the entire operational period from its commissioning in 2024-25 in the revised DPR.
THE PROJECT PROPOSAL APPROVED BY THE CABINET INCLUDES 334 ADDITIONAL ROLLING STOCKS REQUIRED TO MEET THE INCREASED METRO TRAFFIC IN THE EXISTING I,II AND III PHASES.
This decision will allow the DMRC to add coaches to existing trains and run new trains depending on the rush of commuters of any route. The DMRC can decide how and where to add coaches to existing trains depending on technical feasibility.
II) The cabinet approved construction of elevated road corridors on the following Metro corridors :
a) Rithala-Bawana-Narela – elevated corridor 21.73 kms
b) Janakpuri West-RK Ashram – elevated 21.18 kms
c) Mukundpur-Maujpur – elevated 12.54 kms.
THESE CORRIDORS WILL BE CONSTRUCTED BY THE DMRC AND THE ENTIRE COST WILL BE BORNE BY THE DELHI GOVERNMENT.
It is proposed that these elevated road corridors will run below the elevated metro corridor to provide better traffic flow, since wherever elevated Metro corridors have been constructed it has been experienced that construction of roads below is impossible later on. The DMRC will prepare the DPR and proceed further.
