Delhi Vidhan Sabha’s Committee on Petitions pulled up senior officers for blocking salaries of employees & stopping lab tests at Mohalla Clinics on Tuesday. Giving details about the matter, MLA and a committee member Shri Saurabh Bhardwaj said, “The Petitions Committee had summoned the Principal Secretaries of the Health and Finance Departments to recorded their testimonies. During the proceedings of the committee, it came to light that when the health department sent its file to the finance department for disbursal of salaries, the finance department asked for certain documents which were never asked for earlier. It is very unfortunate that the salaries of Mohalla Clinic employees were withheld for three months due to such behaviour. Doctors and employees of Delhi’s mohalla clinics have not been paid their remuneration for the last three months. The payment of companies conducting tests in Mohalla clinics was also stopped for several months, due to which those companies stopped conducting the free tests. Countless underprivileged citizens are dependent on their medicines by getting tests done every week, they were kept away from medicines and tests for no fault of theirs.”
MLA Shri Saurabh Bhardwaj said, “For the past three months, some doctors and other nursing staff of the mohalla clinics in Delhi had not been receiving their salaries timely. This was the case for the months of September, October and November. Several medical tests that usually are conducted for patients at the mohalla clinics have also not been happening now as the private partners in whose labs the test samples are to be analysed have also not received their funding. The Delhi Vidhan Sabha had received a petition in this regard and therefore the committee decided to preside over the matter today. For this meeting we summoned some senior government officers. Among them the Principal Secretary (Finance) Shri Ashish Chandra Verma, a 1994-batch officer and Principal Secretary (Health) Shri Amit Singla, who is a 2003-batch IAS officer were present. We also summoned Shri Sanjeev Jain, Shri Rawat, Dr Nutan (DG Health) and Dr Shelly Kabra, the project coordinator of Mohalla Clinics, to give their statements on the matter.”
He said, “During the meeting, the committee was informed that the file that was sent by the health department to the finance department to make available the grant to pay the salaries of doctors and other nursing staff was received by the finance department. But for the first time ever the finance department asked for some documents before disbursing the salaries, and these are documents that were never asked before the disbursement of salaries until now. They asked for certain Cabinet decisions and other amendments in the government documents. The health department officials have told this to us under the oath. The members of the committee believe that this was done with the deliberate intention to delay the salaries of these doctors and nursing staff. We believe that the Principal Secretary (Finance) Shri Ashish Chandra Verma was also involved in taking this decision. What came as a bigger surprise to us all was the fact that the health department had an unspent amount of Rs 70 crore with it, and while only Rs 13 crore was required to provide the salaries of their staff members, they decided to not use this money. We also found out that the Principal Secretary (Finance) Shri Ashish Chandra Verma had put certain conditions on the health department due to which they were not allowed to use this unspent money of theirs.”
He added, “The committee was extremely unhappy with the action of Principal Secretary (Finance) Shri Ashish Chandra Verma as it led to tests at mohalla clinics not being conducted and the people of Delhi have suffered due to his actions. The committee was also shocked to find out that the Principal Secretary (Health) Shri Amit Singla has so far not visited a single mohalla clinic despite holding such an important government position. He has been ordered by the committee to henceforth visit at least three mohalla clinics on a daily basis and take stock of things and make suggestions to improve the facility that is being provided to the residents of Delhi.”
He concluded, “The Committee on Petitions has so far not taken a decision regarding this matter as it required certain documents from the officials. We have asked for the documents to be obtained at the earliest and a decision regarding this case will be taken later after reviewing the documents. But it is extremely unfortunate that because of the movement of files between two departments, it is the people of Delhi who have had to suffer. Many of them were unable to get their health tests conducted and some could not avail the health benefits and medicines that should have been provided to them. But despite this unfortunate situation playing out in front of us, the committee has seen no remorse or sympathy from these two officials who in a way were responsible for this entire situation – Principal Secretary (Finance) Shri Ashish Chandra Verma and Principal Secretary (Health) Shri Amit Singla. It is unfortunate to see that the government officials who hold such senior positions are so unsympathetic in such a situation. But once the committee goes through the documents that it has asked for, a decision on this matter will be taken by the Vidhan Sabha.”

मोहल्ला क्लीनिक में अफसरों की मनमानी की वजह से जांच और कर्मचारियों को तनख्वाह नहीं मिल रही थी। दिल्ली विधानसभा की याचिका समिति ने प्रमुख सचिव सहित अन्य अधिकारियों को बुलाकर जमकर फटकार लगाई। विधानसभा की याचिका समिति के सदस्य सौरभ भारद्वाज ने कहा कि विधान सभा की याचिका समिति ने हेल्थ और फाइनेंस विभाग के प्रमुख सचिवों को बुलाया और उनकी गवाही रिकॉर्ड की। कमेटी की कार्रवाई के दौरान सामने आया कि स्वास्थ्य विभाग ने तनख्वाह के लिए जो फाइल वित्त विभाग को भेजी थी, उसके अंदर फाइनेंस डिपार्टमेंट ने कुछ ऐसे दस्तावेज मांगे जो कि पहले कभी नहीं मांगे गए थे। यह बहुत दुर्भाग्यपूर्ण है कि मोहल्ला क्लीनिक कर्मचारियों की तनख्वाह को फाइल-फाइल के खेल में तीन महीने तक रोका गया। उन्होंने कहा कि पिछले तीन महीने से दिल्ली के मोहल्ला क्लीनिकों के डॉक्टरों और अन्य कर्मचारियों को उनका मेहनताना नहीं दिया गया। कई महीनों से टेस्ट करने वाली कंपनियों का पैसा भी रोक दिया गया, जिसके चलते उन कंपनियों ने मोहल्ला क्लिनिक के अंदर टेस्ट करने बंद कर दिए। दिल्ली में गरीब हर हफ्ते टेस्ट कराकर अपनी दवाइयों पर आश्रित हैं, उन्हें दवाइयों और जांचों से मरहूम रखा गया।
दिल्ली विधानसभा में याचिका समिति ने मोहल्ला क्लीनिक कर्मचारियों का भुगतान रोकने पर वित्त और हेल्थ विभाग के अधिकारियों को तलब किया। इस दौरान दिल्ली विधानसभा की याचिका समिति के सदस्य सौरभ भारद्वाज ने कहा कि पिछले तीन महीने से दिल्ली के मोहल्ला क्लीनिकों के अंदर डॉक्टरों और अन्य कर्मचारियों का मेहनताना नहीं दिया जा रहा था। उन्हें सितंबर, अक्टूबर और नवंबर महीने का मेहनताना नहीं दिया गया। इसके अलावा मोहल्ला क्लीनिक में जांचे करने वाली कंपनियों का पैसा भी कई महीनो से रोक दिया गया। उन कंपनियों ने टेस्ट भी मोहल्ला क्लिनिक के अंदर करने बंद कर दिए। इस विषय में एक याचिका दिल्ली विधान सभा में आई थी। जिस विषय में दिल्ली विधान सभा की याचिका समिति ने आज प्रिंसिपल सेकेट्री फाइनेंस आशीष चंद्र वर्मा, प्रिंसिपल हेल्थ सेक्रेटरी अमित सिंगला, डीजी हेल्थ डॉक्टर नूतन सहित अन्य अधिकारियों को बुलाया था। उनसे उनकी गवाही आज कमेटी ने रिकॉर्ड की। जिसमें यह बात सामने आई कि तनख्वाह देने के लिए जो फाइल पैसे मांगने के लिए हेल्थ डिपार्टमेंट ने फाइनेंस डिपार्टमेंट को भेजी, उसके अंदर फाइनेंस डिपार्टमेंट ने कुछ ऐसे डॉक्यूमेंट्स की मांग की, जो आज से पहले कभी नहीं मांगे गए। इसमें कैबिनेट का डिसीजन, अमेंडमेंट आदि दस्तावेज मांगे गए।
उन्होंने कहा कि इसके बाद स्वास्थ्य विभाग के अधिकारियों ने बताया कि इतने सालों से तनख्वाह जब डिस्पैच होती थी, लेकिन ये कभी नहीं मांगे गए। कमेटी ने यह पाया कि मोहल्ला क्लीनिक का पैसा रोकने के उद्देश्य से यह काम फाइनेंस डिपार्टमेंट के प्रिंसिपल सेक्रेटरी आशीष चंद्र वर्मा ने किया। यह जानकर बेहद आश्चर्य हुआ कि स्वास्थ्य विभाग के पास अपना 70 करोड़ मौजूद था और तनख्वाह के लिए मात्र 13 करोड़ रुपए प्रति महीने की आवश्यकता थी। ऐसे में पर्याप्त धनराशि होने के बावजूद भी हेल्थ डिपार्टमेंट ने वो पैसा नहीं खर्चा।
सौरभ भारद्वाज ने बताया कि इस पैसे पर भी प्रिंसिपल फाइनेंस सेकेट्री आशीष चंद्र वर्मा ने रोक लगा रखी थी कि स्वास्थ्य विभाग के पास जो पैसा वो भी आप नहीं खर्चेगे, जब तक फाइनेंस डिपार्टमेंट इसकी अनुमति नहीं देता है। ऐसे में प्रथम दृष्टया फाइनेंस डिपार्टमेंट के प्रिंसिपल सेक्रेटरी आशीष चंद्र वर्मा ने जान बूझ कर देरी की, ताकि मोहल्ला क्लीनिक में पैसा ना बंटे और टेस्ट लेट हो जाएं। यह बहुत ज्यादा दुर्भाग्यपूर्ण है। ऐसा नहीं होना चाहिए। जब प्रिंसिपल सेक्रेटरी हेल्थ से पूछा गया कि पिछले सात महीने में आप कितने मोहल्ला क्लीनिक में गए हैं? उनका जवाब जानकर कमेटी शॉक थी कि वो किसी मोहल्ला क्लीनिक में अभी तक निरीक्षण करने तक नहीं गए हैं। ऐसे में कमेटी ने उन्हें आदेश दिया कि वे हर रोज तीन मोहल्ला क्लीनिक में जाएंगे। उसके अंदर डायरेक्शन देंगे कि वहां पर क्या-क्या कमियां हैं, उसको सुधारा जाएगा।
उन्होंने कहा कि कमेटी ने इसके ऊपर फैसला सुरक्षित रखा है। इन अधिकारियों से कुछ कागजात मंगाए हैं। उसके आधार पर कमेटी अपना फैसला देगी। इसके अलावा अपनी रिपोर्ट दिल्ली विधानसभा के सामने रखेगी। यह बहुत दुर्भाग्यपूर्ण है कि फाइल-फाइल के खेल में तीन महीने तक तनख्वाह को रोका गया। दिल्ली के गरीब हर हफ्ते टेस्ट कराकर अपनी दवाइयों पर आश्रित हैं, उन बेचारे बीमारों को दवाइयों से और टेस्टों से दूर रखा गया। इस दौरान कई लोगों का बड़ा नुकसान हुआ होगा। गरीब मरीजों के इलाज को लेकर कोई संवेदनशीलता प्रिंसिपल सेकेट्री हेल्थ अमित सिंगला और आशीष चंद वर्मा के अंदर नहीं दिखी। ये बहुत बड़ा दुर्भाग्य है कि इस तरीके के अफसर बड़े पदों पर बैठे हैं।
