In order to disrupt the excellent work being done by the CM Shri Arvind Kejriwal led Delhi Government in the field of education, LG is targeting the files related to the important education projects. Now he has refused to give approval to the proposed training of Delhi Government School Teachers in Finland. Countering the LG’s claims, CM Shri Arvind Kejriwal said, “The people of Delhi elected us and sent us to power; we are in government and we are sending our teachers abroad by saving money, how can anyone object to it? Politicians and officers constantly go abroad in our country, but no one has sent teachers and principals abroad in the last 75 years. Delhi Government is the first government in the country to send its teachers and principals abroad for training. We have been sending our teachers to Finland and another batch was about to go now which has been stopped by LG. Thanks to the tireless hardwork of our teachers and principals, Delhi has seen a tremendous education revolution and government schools are getting very good results.”
Opposing this decision of LG in a press conference on Friday, Deputy Chief Minister and Education Minister Shri Manish Sisodia said, “It is a matter of great sadness that the BJP has stooped to such an extent in its dirty politics that it no longer wants the Kejriwal government to provide quality education to the poor children of Delhi. LG’s refusal to file related to proposed training of 30 primary incharge, teachers and educators in Finland is an example of this. LG first delayed the training of Delhi government school teachers in Finland, and now he is asking for a cost-benefit analysis of the training. LG should tell how the cost-benefit analysis of the transformation of Delhi government schools, increase in confidence of children and parents, and excellent results can be done. He is asking for a cost-benefit analysis of exposure training, is 99.6% board result, admission of hundreds of children of Delhi government schools in IIT-Medical courses, not enough to prove that this training is beneficial? It is a request from LG not to play with the future of lakhs of Delhi government school students. If LG has any sympathy for the poor children of Delhi, he should not stop the file of teacher training. He is doing it just to support the BJP which has nothing to do with education and does not understand its importance.”
Shri Manish Sisodia said that wherever BJP has its government across the country, they have failed to do anything. “But when the Delhi government is providing a world-class education to children of Delhi studying in government schools, they are trying to disrupt the work by hook or by crook.” He added that in the past few years school buildings have become magnificent, board results have improved from 75% to 99.6%, hundreds of children from Delhi government schools are now getting admission in premier engineering and medical colleges of the country. “National and international level training of teachers has played an important role in it. Even the NEP 2020 in its every page says that teacher training levels should be raised and improved.”
The Deputy Chief Minister said, “We have trained all our school heads in IIMs, our teachers in the best institutes in the country and at the international level. We have so far sent about 1100 teachers on training to leading countries in the field of education like Singapore, Britain, and Finland. But now by indulging in dirty politics BJP is trying to stop this too.” He added that Finland’s education system is considered to be the best education system in the world. Finland has shown the world that even government schools can become the best schools in the world. That’s why the Delhi government sends its teachers to Finland for training. But because the people of BJP are occupying the Services Department illegally, now the Delhi Government has to send the teacher training file to the LG.
Shri Manish Sisodia shared that the Delhi government was preparing to send 30 primary teachers to Finland. The file regarding the same was sent to LG for approval in October, but in order to delay the process further he wrote on the file that In the university of Finland where teachers are being sent for training, whether they have experience or not and whether DOPT guidelines are being followed or not. Responding to this, the file was sent back to the LG, then he asked to get its cost-benefit analysis done and get such training done in the country itself.
Shri Manish Sisodia said that cost-benefit analysis is a great trick to stop any work. He added that sitting in his office, LG creates so many conspiracies every day, if his cost-benefit analysis is done, then the LG office will have to be closed today itself. Right now the World Economic Forum is going to be organized in which the Prime Minister will go, all the CMs of BJP will go with their families, and all the ministers will go. What will be its cost-benefit analysis then?
He said that LG is asking for a cost-benefit analysis of exposure training, is 99.6% board result, admission of hundreds of children of Delhi government schools in IIT-Medical courses, not enough to prove that this training is beneficial? This is just another trick of LG to disrupt the excellent work of the Kejriwal government in the field of Education.
The Deputy Chief Minister said, “Today if we want to match the pace of the rapidly changing world and give world-class education to our children, then we need to provide global exposure to our teachers. But the BJP does not understand this because they have nothing to do with education and do not want to work on it. The people of Delhi formed the Aam Aadmi Party government with a huge majority and this is the only government in the country that instead of sending ministers, sends its teachers for training abroad. The Aam Aadmi Party government is the first government which is sending teachers abroad for the best training in the world. Now because the BJP has illegally taken over the service department, it is sitting on the file of teachers’ training.”
Shri Manish Sisodia further stated that It is a request to the LG that he should not cooperate in this conspiracy of the BJP which will destroy the education system of Delhi. He has always misused the LG office by obstructing every work in an unconstitutional manner, but the work of education is a very sacred work, don’t create obstacles in it.
It is noteworthy that SCERT Delhi has prepared a proposal for a 5-day training program for primary in-charges of Delhi government schools and teacher educators of SCERT at Jyväskylä University in Finland. Jyväskylä University is Finland’s top university, an international center of excellence and among the top 40 universities in the world in the 2019 Academic Ranking of World Universities.
Finland’s education system is one of the most renowned and excellent education systems in the world. SCERT has planned to send two groups of 30 primary in-charges here in December 2022 and March 2023. Under this, SCERT has made a budget provision in its annual plan and SCERT has been given a grant in aid by the Delhi government for conducting such training programs.
Delhi government has so far sent 1079 of its teachers to different countries through its various foreign exposure visits/training. Of these, 59 teachers have gone to Finland, 420 to Cambridge and 600 to Singapore for training. Apart from this, till date 860 school principals have taken training in prestigious institutes like IIM Ahmedabad and Lucknow.
It is noteworthy that the file of in-principle consent and administrative approval was received by the LG office on 25/10/2022. He returned the file to the Chief Secretary on 10/11/2022 seeking three clarifications/objections. SCERT Delhi clarified those points and re-submitted the file to LG office on 14/12/2022. After this LG asks for two more clarifications and returns the file to CM on 9/1/2023.
It is more than evident that the Lieutenant Governor is now trying to stop the key initiatives being undertaken by the Delhi government in the field of education.

दिल्ली सरकार के स्कूलों के शिक्षकों को प्रशिक्षण के लिए फिनलैंड भेजने पर एलजी द्वारा रोक लगाए जाने पर सीएम अरविंद केजरीवाल ने कहा कि सभी जानते हैं कि दिल्ली ने शिक्षा के क्षेत्र में बहुत जबरदस्त शिक्षा क्रांति की है और सरकारी स्कूलों को बहुत ही शानदार प्रदर्शन रहा है। सरकारी स्कूलों के बहुत अच्छे परिणाम आ रहे हैं। सरकारी स्कूलों में इंफ्रास्ट्रक्चर्स बहुत अच्छा हो गया है। बिल्डिंग्स बहुत अच्छी हो गई हैं। दिल्ली के सरकारी स्कूलों के अंदर शिक्षा का माहौल इतना अच्छा हो गया है, अब लोग अपने बच्चों को प्राइवेट स्कूलों से निकाल कर सरकारी स्कूलों में भर्ती करा रहे हैं। यह सब मेरी या शिक्षा मंत्री मनीष सिसोदिया जी की वजह से नहीं हुआ है, बल्कि हमारे शिक्षकों और प्रधानाचार्यों से यह करके दिखाया है। उन लोगों का अथक मेहनत है, जिसकी वजह से आज यह उपलब्धि हासिल हुई है। सरकारी स्कूलों के शिक्षकों और प्रिंसिपल को हम लोगों ने विदेश में ट्रेनिंग करने के लिए भेजा। आजतक हमारे देश में पिछले 75 साल में यह देखने को जरूर मिला कि नेता तो विदेश में जाते थे, ऐश करने के लिए अफसर भी खूब जाते हैं, लेकिन आज तक शिक्षकों और प्रिंसिपल को किसी ने विदेश नहीं भेजा। हमारी सरकार ने पहली बार बहुत बड़े स्तर पर शिक्षकों और प्रिंसिपल को ट्रेनिंग करने के लिए विदेशों में भेजा। फिनलैंड की शिक्षा व्यवस्था दुनिया की सबसे अच्छी शिक्षा व्यवस्था मानी जाती है। हम चाहते हैं कि हमारे टीचर्स और प्रिंसिपल को फिनलैंड का एक्पोजर होना चाहिए। हम पहले भी कई टीचर्स और प्रिंसिपल को फिनलैंड भेज चुके हैं। अब एक और जत्था जाने वाला था, जिस पर एलजी साहब ने आपत्ति लगा दी कि इनको नहीं जाना चाहिए और इनका कास्ट बेनिफिट एनॉलिसिस होनी चाहिए। अब कास्ट बेनिफिट एनॉलिसिस क्या होगी? कल को कोई कहे कि आप अपने बच्चे को पाल रहे हो, अपने बच्चे की कास्ट बेनिफिट एनॉलिसिस करो, तो इसकी क्या कास्ट बेनिफिट एनॉलिसिस होगी। मैं समझता हूं कि यह बिल्कुल ठीक बात नहीं है। यह बच्चों के भविष्य की बात है। हमको दिल्ली के लोगों ने चुन कर भेजा। हमारी सरकार है। हमारे पर पूर्ण बहुमत है। हमने पैसे बचाए और पैसे बचाकर हम अपने टीचर्स को विदेश भेज रहे हैं तो किसी को आपत्ति क्यों होनी चाहिए? हम तो नहीं जा रहे हैं। हम तो अपने स्कूलों के टीचर्स और प्रिंसिपल को भेज रहे हैं।
भाजपा अपनी गंदी राजनीति में इस हद तक गिर गई है कि अब वो दिल्ली के गरीब बच्चों को क्वालिटी एजुकेशन देने के दिल्ली सरकार के काम में टांग अड़ा रही है-अरविंद केजरीवाल
वहीं, डिप्टी सीएम एवं शिक्षा मंत्री मनीष सिसोदिया ने शुक्रवार को एक प्रेस वार्ता को संबोधित कर कहा कि यह बेहद दुःख की बात है कि भाजपा अपनी गन्दी राजनीती में इस हद तक गिर गई है कि अब वो दिल्ली के गरीब बच्चों के क्वालिटी एजुकेशन देने के दिल्ली सरकार के काम में बुरी तरह टांग अड़ा रही है और उसको बर्बाद करने के स्तर पर ले आई है। उपराज्यपाल द्वारा शिक्षा निदेशालय के 30 प्राइमरी-इंचार्जों व टीचर एजुकेटर्स के फ़िनलैंड में प्रस्तावित ट्रेनिंग पर रोक लगाना इसका उदाहरण है। उन्होंने कहा कि एलजी फिनलैंड में दिल्ली सरकार के टीचर्स की ट्रेनिंग को पहले देर करते हैं और फिर इसे रोकने के लिए कहते हैं कि ट्रेनिंग का कास्ट बेनिफिट विश्लेषण कर लो, ये कैसा कुतर्क है? एलजी बताएं कि दिल्ली सरकार के स्कूलों मे आए परिवर्तन, बच्चों-अभिभावकों के बढ़ते आत्मविश्वास, शानदार रिजल्ट का कास्ट बेनिफिट विश्लेषण क्या होगा? एलजी एक्सपोज़र ट्रेनिंग का कास्ट-बेनिफिट विश्लेषण मांग रहे हैं। क्या 99.6 फीसद बोर्ड रिजल्ट, सैकड़ों की संख्या में आईआईटी-मेडिकल कोर्सेज में दिल्ली सरकार के स्कूलों के बच्चों का दाखिला बेनिफ़िट नहीं है? उपराज्यपाल से अनुरोध है कि भाजपा के षड्यंत्र में उनका साथ देकर दिल्ली के गरीब बच्चों के भविष्य के साथ खिलवाड़ न करें। अगर उपराज्यपाल के मन में दिल्ली के गरीब बच्चों के लिए जरा भी हमदर्दी है तो शिक्षकों को ट्रेनिंग पर भेजने की फाइल न रोकें, क्योंकि भाजपा का पढाई-लिखाई से कोई नाता नहीं है तो उसे इस ट्रेनिंग की अहमियत समझ नहीं आएगी।

डिप्टी सीएम मनीष सिसोदिया ने कहा कि भाजपा की जहां-जहां सरकारें हैं, वहां तो इनसे कुछ नहीं हो रहा है, लेकिन जब दिल्ली सरकार गरीब बच्चों को विश्वस्तरीय शिक्षा उपलब्ध करवा रही है, सरकारी स्कूलों को ठीक करके दिखाया, तो ये साम-दाम-दंड-भेद से इस फ़िराक में लग गए हैं कि केजरीवाल सरकार में दिल्ली के गरीब लोगों के बच्चों को सरकारी स्कूल में शानदार शिक्षा मिलने लगी है, उस पर किस तरह से रोक लगाई जाए। दिल्ली में सरकरी स्कूलों की बिल्डिंग शानदार हुई, सरकारी स्कूल की बिल्डिंग प्राइवेट स्कूलों की तरह शानदार हो गई, जो बोर्ड रिजल्ट 75 फीसद होते थे वो अब 99.6 फीसद तक पहुंच गए हैं। हर साल सैकड़ों की संख्या में दिल्ली सरकार के स्कूलों के बच्चे आईआईटी-मेडिकल संस्थानों में बिना किसी कोचिंग के दाखिला पाने लगे हैं। इन सबमे टीचर्स ट्रेनिंग का महत्वपूर्ण योगदान रहा है। नई शिक्षा नीति भी यह कह रही है कि टीचर ट्रेनिंग को बेहतर बनाने की जरुरत है। उपमुख्यमंत्री ने कहा कि हमने अपने सारे स्कूल प्रमुखों की ट्रेनिग आईआईएम में करवाई है। अपने टीचर्स की हम देश के सबसे सबसे शानदार संस्थानों में ट्रेनिंग दिलवाते हैं और अंतर्राष्ट्रीय स्तर पर भी हमने अभी तक करीब 1100 शिक्षकों को सिंगापूर, ब्रिटेन, फ़िनलैंड समेत शिक्षा के क्षेत्र में अग्रणी देशों में ट्रेनिंग पर भेजा है, लेकिन अब अपनी गन्दी राजनीति कर भाजपा इसको भी रुकवाना चाहती है। उन्होंने कहा कि फ़िनलैंड का एजुकेशन सिस्टम दुनिया के सर्वश्रेष्ठ एजुकेशन सिस्टम में एक माना जाता है। फ़िनलैंड ने करके दिखाया है कि सरकारी स्कूल दुनिया के सबसे अव्वल सरकरी स्कूल बन सकते हैं। इसलिए हम अपने शिक्षकों को वहां भेज रहे है, लेकिन चूंकि भाजपा के लोग सर्विसेज डिपार्टमेंट पर नाजायज तरीके से कब्ज़ा करके बैठे हैं। इसलिए अब टीचर ट्रेनिग की फाइल दिल्ली सरकार को एलजी के पास भेजनी होती है।
यदि एलजी का कास्ट-बेनिफिट विश्लेषण करवाया जाए तो एलजी दफ्तर बंद करना पड़ेगा- मनीष सिसोदिया
डिप्टी सीएम मनीष सिसोदिया ने साझा किया कि दिल्ली सरकार दिसंबर में 30 प्राइमरी शिक्षकों के बैच को ट्रेनिंग के लिए फ़िनलैंड भेजने वाली थी और अगले 30 टीचर्स का बैच मार्च में भेजने वाली थी। सरकार द्वारा अक्टूबर में ही एलजी साहब के पास फाइल अप्रूवल के लिए भेजी गई, लेकिन फाइल को अप्रूवल देने में देर करने के चक्कर में उसपर लिख कर भेजा गया कि फ़िनलैंड की इस यूनिवर्सिटी में जहां शिक्षकों को ट्रेनिंग के लिए भेजा जा रहा है, उसके पास अनुभव है या नहीं और डीओपीटी की गाइडलाइन का पालन हो रहा है या नहीं। इसका जबाव देकर फाइल एलजी के पास वापस भेजा गया तो उन्होंने कहा कि इसका कास्ट-बेनिफिट विश्लेषण करवा लो और देश में ही ऐसी ट्रेनिंग करवा लो। उन्होंने कहा कि किसी भी काम को रोकने के लिए कास्ट बेनिफिट विश्लेषण महाकुतर्क है। उन्होंने कहा कि एलजी साहब अपने दफ्तर में बैठकर रोज इतने षड्यंत्र रचते हैं। यदि उसका कास्ट-बेनिफिट विश्लेषण करवाया जाए तो आज ही एलजी दफ्तर बंद करना पड़ेगा। अभी वर्ल्ड इकोनॉमिक फोरम का आयोजन होने वाला है, जिसमें प्रधानमंत्री जी जाएंगे, भाजपा के सारे सीएम अपने परिवारों के साथ जाएंगे, सारे मंत्री जाएंगे, उसका कास्ट-बेनिफिट विश्लेषण क्या होगा?
एलजी के कास्ट बेनिफिट एनॉलिसिस का कुतर्क सिर्फ केजरीवाल सरकार के शिक्षा के क्षेत्र में किए जा रहे कामों को रोकने का एक जरिया है- मनीष सिसोदिया
उन्होंने कहा कि एलजी कास्ट बेनिफिट विश्लेषण की बात कर रहे हैं। क्या दिल्ली सरकार के स्कूलों का बोर्ड रिजल्ट 99.6 फीसद होना, हर साल दिल्ली सरकार के स्कूलों के सैकड़ों बच्चे नीट-जेईई क्वालीफाई करना, हर साल लाखों पैरेंट्स का अपने बच्चों को प्राइवेट स्कूलों से निकाल उनका दिल्ली सरकार के स्कूलों में दाखिला करवाना, बेनिफिट नहीं है। एलजी साहब का यह कुतर्क सिर्फ और सिर्फ केजरीवाल सरकार द्वारा शिक्षा के क्षेत्र में किए जा रहे कामों को रोकने का एक जरिया है। उन्होंने कहा कि आज हमें यदि दुनिया के साथ चलना है, अपने बच्चों को विश्वस्तरीय शिक्षा देनी है तो अपने शिक्षकों को बताना होगा कि विश्व में क्या चल रहा है। उन्हें विश्वस्तरीय ट्रेनिंग देनी होगी, लेकिन यह भाजपा को समझ नहीं आता है, क्योंकि इनका पढाई-लिखाई से कोई लेना-देना नहीं है, लेकिन जो सरकार शिक्षा पर काम कर रही है, उसे ये लोग क्यों रोक रहे हैं। उन्होंने कहा कि दिल्ली की जनता ने भारी बहुमत से आम आदमी पार्टी की सरकार बनाई और यह देश की एकमात्र ऐसी सरकार है जो मंत्रियों को न भेजकर अपने शिक्षकों को विदेशों में ट्रेनिंग के लिए भेजती है। आम आदमी पार्टी की सरकार पहली ऐसी सरकार है, जो शिक्षकों को विदेशों में दुनिया की सबसे बेहतरीन ट्रेनिंग के लिए भेज रही है। अब क्योंकि भाजपा ने सर्विस विभाग पर नाजायज कब्ज़ा कर रखा है। इसलिए टीचर्स ट्रेनिंग की इस फाइल को रोकी जा रही है। डिप्टी सीएम मनीष सिसोदिया ने कहा कि मै एलजी साहब से अनुरोध करना चाहता हूं कि वे भाजपा के हर षड्यंत्र में साथ देते हैं, लेकिन भाजपा के दिल्ली के शिक्षा व्यवस्था को बर्बाद करने के इस षड्यंत्र में साथ मत दीजिए। आपने हमेशा एलजी ऑफिस का दुरूपयोग किया है, असंवैधानिक तरीके से हर काम में अड़चन अडाई है, लेकिन शिक्षा का काम बेहद पवित्र काम है इसमें अड़चन मत लगाइए।
वहीं, एलजी हाउस से ट्वीट कर कहा है कि दिल्ली सरकार के शिक्षकों को फिनलैंड में ट्रेनिंग के प्रस्तावित कार्यक्रम को रद्द नहीं किया गया है। डिप्टी सीएम मनीष सिसोदिया ने राजनिवास के ट्वीट का जवाब देते हुए ट्वीट कर कहा, ‘‘एलजी साहब! दिल्ली सरकार के 30 शिक्षकों को दिसंबर में फिनलैंड ट्रेनिंग के लिए जाना था। आपने दो बार फाइल रिजेक्ट कर के वापस भेजी है। हर बार नई-नई आपत्तियों के साथ। क्या एलजी की कास्ट बेनिफिट एनॉलिसिस हुई? एलजी से दिल्ली को फायदा है कि नुकसान?
फॉरेन एक्सपोज़र विजिट व ट्रेनिंग के जरिए केजरीवाल सरकार ने अबतक 1079 शिक्षकों को विभिन्न देशों में भेजा
गौरतलब है कि एससीईआरटी दिल्ली ने दिल्ली सरकार के स्कूलों के प्राइमरी इंचार्जों और एससीईआरटी के टीचर एजुकेटर्स के लिए फ़िनलैंड के ‘ज्यवास्काइला यूनिवर्सिटी’ में 5 दिनों के ट्रेनिंग कार्यक्रम का प्रस्ताव तैयार किया। जैवस्काइला यूनिवर्सिटी फ़िनलैंड का शीर्ष विश्वविद्यालय है और उत्कृष्टता का एक अंतरराष्ट्रीय केंद्र है व 2019 की अकादमिक रैंकिंग में दुनिया के शीर्ष 40 विश्वविद्यालयों में शामिल है। फिनलैंड का एजुकेशन सिस्टम दुनिया भर में सबसे सम्मानित और अग्रणी एजुकेशन सिस्टम में से एक है। एससीईआरटी द्वारा यहां दिसंबर 2022 और मार्च 2023 में 30 प्राइमरी इंचार्जों के दो समूहों को भेजने की योजना बनाई है। इसके तहत एससीईआरटी ने अपनी वार्षिक योजना में एक बजट प्रावधान किया है और इस तरह के प्रशिक्षण कार्यक्रम आयोजित करने के लिए एससीईआरटी को दिल्ली सरकार द्वारा ग्रांट दिया गया है। अपने विभिन्न फॉरेन एक्सपोज़र विजिट व ट्रेनिंग के माध्यम से केजरीवाल सरकार अबतक अपने 1079 शिक्षकों को विभिन्न देशों में भेज चुकी है। इनमें 59 शिक्षक फ़िनलैंड, 420 शिक्षक कैंब्रिज व 600 शिक्षक सिंगापुर में ट्रेनिंग के लिए जा चुके हैं।
उल्लेखनीय है कि प्रिंसिपल एडमिनिस्ट्रेटिव अप्रूवल की फाइल 25 अक्टूबर 2022 को एलजी ऑफिस को मिली थी। उन्होंने 10 नवंबर 2022 को तीन स्पष्टीकरण व आपत्तियां मांगते हुए फाइल मुख्य सचिव को लौटा दी गई। एससीईआरटी दिल्ली ने उन बिंदुओं को स्पष्ट किया और 14 दिसंबर 2022 को एलजी कार्यालय में फाइल दोबारा जमा की। इसके बाद एलजी दो और स्पष्टीकरण मांगते हैं और 9 जनवरी 2023 को फाइल सीएम को लौटा देते हैं, जो यह दिखाता है कि किस प्रकार उपराज्यपाल की तरफ से अब दिल्ली सरकार द्वारा शिक्षा के क्षेत्र में किए जा रहे अनूठी पहलों को रोकने का प्रयास किया जा रहा है।
