Delhi and Moscow sign twin city agreement for cooperation during next three years

Government of Moscow and the Government of National Capital Territory of Delhi on Friday signed a twin city agreement for cooperation in various fields for the next three years.

The agreement was signed by Minister of the Moscow City government & head of its international relations Mr Sergey Cheremin and Delhi Deputy Chief Minister, Shri manish Sisodia.

The two governments have mutually agreed to extend the Twining Agreement for the period of three years w.e.f November 1, 2018, in the following areas of cooperation:-

(a)    Environmental protection & Air pollution control.

(b)   Cultural and Tourism

(c)    Healthcare.

(d)   Education.

(e)    Sports.

(f)    Transport Management.

(g)   E-governance.

The purpose of this Program of cooperation is to:

(a)    Establish Friendship and Cooperation and establish mechanisms for its implementation within the framework of their perspective jurisdiction, on the basis of mutual respect, equality and mutual benefit, in conformity with the legislation of the Russian Federation and the legislation of the Republic of India, as well as the Agreement between the Government of the Russian Federation and the Government of the Republic of India on Principles of cooperation between the executive authorities of the subject of the Russian Federation and the local governments of the states and union territories of the Russian of India of 3 October 2000.

(b)   Maintain regular contacts between the Government of Moscow, Russian Federation and the Government of National Capital Territory of Delhi. Republic of India.

(c)    Undertake exchanges of delegations and exchange of experience in the areas of mutual interest.

BACKGROUND

The First Memorandum of Understanding (MoU) for Cooperation between the Government of Moscow (The Russian Federation) and the Government of National Capital Territory of Delhi was signed on 25^th September 2002 and last on 26^th October 2012 for the period 2012-2015.

During the previous Agreements “Days of Delhi in Moscow” were organized in 2006 and ‘Days Moscow in Delhi’ were organized in 2008. Both these functions were organized by Department of Art & Culture as there was a separate MoU signed on 2^nd May 2006 between Secretary, Education & Culture, GNCTD and Deputy Head of the Department of International Co-operation, Moscow.

Further, in 2013, the Government of Moscow organized two Round Table Conferences under the programme of Co-operation between the cities of Delhi and Moscow on (i) Medical Technologies and Health Care and (ii) High Technologies and Security Measures in Big Cities.
