The Delhi Government has put an end to the water woes of East Delhi after a long but committed project towards supplying pure tap-water to every household. On Sunday, Chief Minister Shri Arvind Kejriwal inaugurated a 110 lakh litre Underground Reservoir and Booster Pumping Station in Patparganj. This UGR will supply water to eight colonies including Pandav Nagar, Mayur Kunj, Pratap Vihar, Patparganj village & Chilla village as well as 31 societies of Mayur Vihar Phase-I. Talking about the project, CM Shri Arvind Kejriwal said, “The water infra of Patparganj and neighbouring areas was on the tailend but now it is on the ‘main-end’, residents will no more face any water scarcity. Major water related concern has been addressed today through this 110 lakh litre UGR: CM Arvind Kejriwal
Shri Arvind Kejriwal said, “I extend my congratulations to the residents of East Delhi, especially those in Patparganj and nearby constituencies as a major water related concern of theirs has been addressed today through this 110 lakh litre UGR. The residents of the area had to face water scarcity. The area was on tailend with low volumes and low pressure supply. Now this problem has been resolved, you’ve been lifted from the tailend to the ‘main-end’. About 1 lac residents will be catered to from the UGR. This means that we’ll be transforming the lives of countless families through this measure.”
Delhi’s population grew over the years but previous governments did not make arrangements in line with it: CM Arvind Kejriwal
He added, “Since we have come to power, this is the 12th UGR we have developed. We have been working rapidly on the water sector. Delhi’s population has shot up at a very high pace over the last few decades. I don’t mean to undermine the work of the previous governments, they must have done what they could. But the progress upon this sector was not in line with the speed at which population grew. The speed at which works were done in the last 70-75 years was not sufficient to cater to a growing country like ours. We are now making all efforts to rise up to the graph and fix the problem. Delhi, being the capital of the country, must have the best water supply network of the country and we will do whatever we can to achieve it. We aim to radicalise Delhi’s water supply network not just for the purpose of catering to its residents, but because Delhi is the gateway for the world to the rest of India, we will ensure that whoever comes to this city goes back appreciating its progress in the sector.”
We have increased water production in Delhi from 861MGD in 2015 to 990 MGD in 2023: CM Arvind Kejriwal
He continued, “When we held the reins of the state government the situation of our water infrastructure and network was terrible and detrimental. We have been making leaps to better the system every day for the last seven years. In 2015, Delhi used to produce only 861 MGD water on a daily basis. As of date, we have scaled up the production to 990 MGD. We increased our production capacity by 129 MGD. This extra water did not come from UP, Haryana or some other state’s help. We designed our systems to be more robust. We developed our own ranney-wells, tubewells, conducted different experiments, extracted and treated groundwater to make this possible.”

The CM said, “We have also developed three new Water Treatment Plants across the state to ensure that the water you get is as pure as possible. One in Dwarka with a capacity of 50 MGD and one each in Bawana and Okhla with a capacity of 20 MGD each. We have also developed a water recycling plant in Nangloi. In addition to these, 500 new water tube wells to extract ground water. We have spread a network of 2,250 kms of water pipelines across the state to make water accessible to each household. About 30 lac people are taking advantage of the new pipeline.”
Delhi still getting only 800 MGD water from Ganga-Yamuna as per 1997-98 population; appeal to centre to increase it to 1300MGD: CM Arvind Kejriwal
He added, “Around 1997-98, the water requirement of Delhi was penned down by the central government. This amount was 800-850 MGD as per the then population of 80 lacs. Today the population of Delhi is around 2.5 crores, three times the population in 1997-98. But, the water allocation of Delhi has remained the same. Whatever water supply has increased has been due to our own efforts where we have extracted our groundwater. But the water supplied from the Yamuna and Ganga has remained the same. If our population has grown by a multiple of three then our citizens need optimum water for their daily chores. Delhi can not make do with the current allocation. I appeal to the Central Government that Delhi should get more water from Yamuna and Ganga. Delhi is the national capital, it belongs to the whole country. We are not asking for 2000-2500 MGD water. We are asking for 1300 MGD water, and we will manage it. And trust me, if we get this 1300 MGD supply, the Delhi Government will supply water 24×7 to every household. No matter how much water we stock, we need a basic dignified amount as per our need. If the Centre intervenes, the states around us will have to release water.”
Will fix all water billing related problems soon: CM Arvind Kejriwal
He continued, “But, if the Centre and the neighbouring states do not still do so, we won’t sit waiting for them. We will do whatever we can to augment water production in Delhi. We have our plans going on, we will recharge groundwater, harvest rainwater and augment our supply. We will keep appealing to UP, Haryana and Centre, but we won’t sit with folded hands. I have also learnt of people’s concerns regarding water billing over the recent past. There have been metre reading and billing problems at the Delhi Jal Board for the last few months leading to errors in your bills. Don’t worry about it, if you feel your water bill is correct, please do deposit it. But if you feel there is an error, please wait for sometime, don’t deposit the dues if you wish to for now. We are working on it, we will solve the system under a comprehensive plan.”
In order to ensure uninterrupted water supply to the people, an additional pipeline of 4 km was laid here and about 18 km of network was spread around: Dy CM Manish Sisodia
Shri Manish Sisodia said, “people had been facing water-related issues in Patparganj for a long time. But this new reservoir will solve their problems. The population of the area has increased over time and the demand for water has also increased. In such a situation, after talking to the officials, the increasing demand for water will be met through a new reservoir. In order to ensure uninterrupted water supply to the people, an additional pipeline of 4 km was laid here and about 18 km of the pipeline was laid in the streets. When water is supplied through this pipeline from Shastri Nagar to Shashi Garden and Patparganj village via all the camps inside Khokha track, then the water pressure will be fine and the quality will also be good.”
Delhi Jal Board is continuously performing better under the leadership of CM Arvind Kejriwal: Dy CM Manish Sisodia
Shri Sisodia said, “All three constituencies of Patparganj, Kondli and Trilokpuri will benefit from this project. Delhi Jal Board is continuously performing better under the leadership of Chief Minister Shri Arvind Kejriwal. During the tenure of previous governments, only one UGR was constructed in 15 years, but ever since the Aam Aadmi Party government came to Delhi, a total of 12 UGRs have been made in 7 years. It is not an easy thing to make 12 UGR in 7 years when the works of Chief Minister Shri Arvind Kejriwal are being disrupted continuously. This is a huge achievement for our government.”
1 lac residents to benefit from the project
Over one lac residents living in E, F & P Block Pandav Nagar, Pratap Nagar, Patparganj Village, Shashi Garden, Jawahar Mohalla, Mayur Kunj near Noida Border, Chilla Village and Group of Societies in Mayur Vihar Ph.-I will benefit from the project. Earlier this area was being feeded through Trilokpuri UGR, direct tapping and M-15 Ranney wells.
The 110 lakh litre UGR has been developed near Anand Lok society. The length of its main feeder is 4.1 km, while the length of the peripheral is 12.90 km. There are a total of 6 pumps, and it will be fed through the Sonia Vihar Main & Ranney Wells and Tubewells.

मुख्यमंत्री अरविंद केजरीवाल ने आज पटपड़गंज गांव में 110 लाख लीटर क्षमता के भूमिगत जलाशय (यूजीआर) एवं बूस्टर पम्पिंग स्टेशन (बीपीएस) को जनता को समर्पित किया। आनंद लोक सोसायटी के पास आयोजित उद्घाटन समारोह के दौरान सीएम अरविंद केजरीवाल ने फीता काट कर भूमिगत जलाशय और बूस्टर पम्पिंग स्टेशन का शुभारम्भ किया। इस प्रोजेक्ट के चालू होने से दिल्लीवासियों को 24 घंटे पेयजल मुहैया कराने के मुख्यमंत्री अरविंद केजरीवाल के विजन को भी बढ़ावा मिलेगा और पटपड़गंज इलाके के एक लाख से अधिक लोगों को इससे फायदा मिलेगा। इस भूमिगत जलाशय और बूस्टर पम्पिंग स्टेशन के जरिए आठ कालोनियों और मयूर विहार फेज एक की 31 सोसायटियों की जलापूर्ति में वृद्धि होगी। उद्घाटन समारोह के दौरान डिप्टी सीएम मनीष सिसोदिया समेत संबंधित विभाग के वरिष्ठ अधिकारी व अन्य गणमान्य लोग मौजूद रहे।
पिछले 75 साल में दिल्ली में आबादी बढ़ने की तुलना में कम काम हुए, हमारी सरकार तेजी से काम कर रह गई कमी को पूरा करने की कोशिश कर रही है- अरविंद केजरीवाल
इस अवसर पर सीएम अरविंद केजरीवाल ने इलाके लोगों को बधाई देते हुए कहा कि आज यहां 110 लाख लीटर क्षमता का यूजीआर बनकर तैयार हो गया है और आज इसे चालू किया जरा है। इस इलाके में लोगों को काफी कम पानी मिल रहा था। यह पूरा एरिया टे-लैंड पर था। इस एरिया में कम प्रेशर पर कम पानी मिलता था। लोगों को पानी की काफी दिक्कत होती थी। लेकिन अब इस एरिया के लोगों को पानी की दिक्कत नहीं होगी। अब इलाके लोगों के घरों में सीधे पानी आया करेगा। सबके लिए पानी बहुत जरूरी होती है। आज से इस इलाके लोगों की इस समस्या का समाधान हो गया है। यह यूजीआर इस इलाके के आसपास के एक लाख लोगों कवर करेगा। एक तरह एक लाख लोगों की जिन्दगी बेहतर होगी। जब से दिल्ली में आम आदमी पार्टी की सरकार बनी है, तब से लेकर आज यह 12वां यूजीआर बन कर तैयार हो रहा है। हम लोग पानी की समस्या को लेकर बहुत तेजी से काम कर रहे हैं। दिल्ली की आबादी बहुत तेजी से बढ़ी है। पिछली सरकारों ने भी काम किया और हम भी काम कर रहे हैं। दिल्ली में जितनी तेजी से आबादी बढ़ी उतनी ही तेजी से काम होना चाहिए, लेकिन पिछले 70-75 साल में उतनी तेजी से काम नहीं हुआ। अब बहुत तेजी से काम हो रहा है। हमारे सामने बहुत बड़ी चुनौती है और हम कोशिश कर रहे हैं कि पिछले 75 साल में जो कमी रह गई, उसको पूरा कर सकें। दिल्ली देश की राजधानी है। इसलिए कम से कम दिल्ली में पानी की आपूर्ति सबसे अच्छी होनी चाहिए। विदेशों और देशभर से लोग दिल्ली देखने के लिए आते हैं, उनको भी लगना चाहिए कि दिल्ली में पानी की बहुत अच्छी व्यवस्था है।
हमारी सरकार बनने के दौरान दिल्ली में पानी की स्थिति बहुत खराब थी, उसमें हम तेजी से सुधार कर रहे हैं- अरविंद केजरीवाल
सीएम अरविंद केजरीवाल ने कहा कि जब हमने सरकार संभाली तब दिल्ली में पानी की हालत बहुत खराब थी। उसमें बहुत तेजी से हम सुधार करने की कोशिश कर रहे हैं। जब हमने 2015 में सरकार संभाली थी, उस दौरान प्रतिदिन 861 एमजीडी (मिलीयन गैलन प्रतिदिन) पानी का उत्पादन होता था, जबकि आज प्रतिदिन 990 एमजीडी पानी का उत्पान होता है। पिछले सात साल में में हमारी सरकार ने दिल्ली के अंदर करीब 129 एमजीडी पानी बढ़ा दिया है। यह पानी बाहर से नहीं आया है। यूपी या हरियाणा ने यह पानी नहीं दिया है, बल्कि दिल्ली सरकार ने दिल्ली में जगह-जगह ट्यूबवेल्स और रैनीवेल्स बनाए और भूमिगत जल को निकाल कर उनकी सफाई की। पानी का उत्पादन बढ़ाने के लिए हम लोगों ने बहुत से प्रयोग किए हैं और उसकी बदौलत हम लोगों ने पिछले सात साल में 129 एमजीडी पानी का उत्पादन बढ़ाया है। हमने पिछले सात साल में गंदे पानी की सफाई के लिए तीन नए वाटर ट्रीटमेंट प्लांट बनाए हैं। हमने द्वारका में 50 एमजीडी, बवाना में 20 एमजीडी और ओखला में 20 एमजीडी का वाटर ट्रीटमेंट प्लांट बनाया है। इसके अलावा नांगलोई में पानी को री-साइकल करने के लिए एक री-साइकलिंग प्लांट बनाया है। साथ ही, भू-जल बाहर निकालने के लिए 500 नए बड़े-बड़े ट्यूबवेल बनाए हैं, ताकि उसका उपयोग पीने में किया जा सके। दिल्ली में घर-घर पानी पहुंचाने के लिए 2250 किलोमीटर लंबी पाइप लाइन बिछाई है। हमने जो नई पाइप लाइन बिछाई है, इससे करीब 30 लाख घरों को पानी मिलना चालू हुआ है।
तीन गुनी आबादी के लिए भी आज 80 लाख आबादी के अनुसार ही पानी दिया जा रहा है, तो दिल्ली का काम कैसे चलेगा?-अरविंद केजरीवाल
सीएम अरविंद केजरीवाल ने दिल्ली में पानी की मौजूदा स्थिति की जानकारी देते हुए कहा कि केंद्र और सुप्रीम कोर्ट द्वारा दिल्ली में 1997-98 के आसपास दिल्ली के लिए 800-850 एमजीडी पानी तय किया गया था। उस वक्त दिल्ली की आबादी 80 लाख थी। आज दिल्ली की आबादी बढ़कर 2.5 करोड़ हो गई है, लेकिन आज तक दिल्ली का पानी नहीं बढ़ाया गया है। आज भी दिल्ली को पहले की तरह ही 800-850 एमजीडी ही पानी दे रहे हैं। हमने ट्यूबवेल और रैनीवेल लगाकर जमीन से पानी निकाल कर पानी बढ़ाया है। लेकिन यमुना और गंगा से दिल्ली को जो पानी की सप्लाई दी जाती है, वो सप्लाई आज भी उतनी ही जितनी उस समय थी। अगर दिल्ली में तीन गुना आबादी हो गई है, तो उसके लिए खाने-पीने, नहाने, कपड़े धोने और सफाई के लिए भी पानी चाहिए। पहले 80 लाख आबादी के लिए जितना पानी दिया था, उतना ही पानी तीन गुनी आबादी के लिए भी दिया जा रहा है, तो दिल्ली का काम कैसे चलेगा। दिल्ली को यमुना और गंगा जी से और पानी मिलना चाहिए। दिल्ली देश की राजधानी है। पूरे देश की दिल्ली है। केंद्र सरकार से मेरी अपील है कि कम से कम दिल्ली को पूरा पानी मुहैया कराया जाए। हम यह नहीं कह रहे हैं कि उस समय हमें 800 एमजीडी पानी मिल रहा था, तो अब हमें 2-2.5 हजार एमजीडी पानी दो। हमने अपने स्तर पर पानी बढ़ाकर 990 एमजीडी पानी कर लिया है। केंद्र सरकार हमें 1300 एमजीडी पानी दे दे, हम उसमें गुजारा कर लेंगे। हमें 1300 एमजीडी पानी मिल गया, तो मैं 24 घंटे पानी घर-घर में पहुंचा दूंगा। दिल्ली को कम से कम 1300 एमजीडी पानी तो चाहिए ही, इससे कम में गुजारा करना दिल्लीवालों को अब मुश्किल हो रहा है। केंद्र सरकार से निवेदन है कि अगर थोड़ा सा केंद्र सरकार इशारा कर दे, तो आसपास के राज्यों से पानी मिल सकता है।
जिनको पानी का बिल ठीक लग रहा है, वो बिल भर दें और जिनको ठीक नहीं लग रहा है, वो थोड़ा इंतजार कर लें, हम सारे बिल ठीक करेंगे- अरविंद केजरीवाल
सीएम अरविंद केजरीवाल ने कहा कि हम केवल बाहर के पानी पर ही निर्भर नहीं हैं। हम बाहर से और पानी लेने की कोशिश करेंगे। साथ ही, अपने स्तर पर भी पानी बढ़ाने के लिए हमने पूरी दिल्ली में कई और योजनाएं बना रखी है। हमने पिछले सात साल में 129 एमजीडी पानी का उत्पादन बढ़ाया है। अब हम बारिश के पानी से ग्राउंड वाटर को रिचार्ज करेंगे और उस पानी को निकालकर दिल्ली वालों को पानी पिलाएंगे। साथ ही, हम केंद्र सरकार, उत्तर प्रदेश और हरियाणा सरकार से भी और पानी देने के लिए निवेदन भी करते रहेंगे। इसके साथ-साथ हमारे प्रयास भी जारी रहेंगे कि हम अपने प्रयासों से ज्यादा से ज्यादा पानी बढ़ा सकें। मैंने सुना है कि लोगों के सामने पानी के बिलों की बहुत समस्या आ रही है। पिछले कुछ महीनों के अंदर दिल्ली जल बोर्ड में मीटर रीडिंग और पानी के बिल बनाने को लेकर कुछ समस्या आई है, जिसकी वजह से पानी के बिल बहुत गड़बड़ आ रहे हैं। इसे लेकर आप लोग चिंता मत करना। जिन लोगों को लगता है कि पानी का बिल ठीक आया है, वो बिल भर दें और जिनको लगता है कि बिल ठीक नहीं आया है, वो थोड़ा इंतजार कर लें, हम इसको ठीक कर रहे हैं। हम पानी के सारे बिल ठीक करेंगे। इसकी पूरी योजना लेकर आ रहे हैं।
नवनिर्मित यूजीआर से इलाके में प्रेशर के साथ पानी की आपूर्ति की जा सकेगी और पानी की क्वालिटी भी अच्छी होगी- मनीष सिसोदिया
इस अवसर पर डिप्टी सीएम मनीष सिसोदिया ने कहा कि पटपड़गंज विधानसभा में लोगों को पानी की समस्या का सामना करना पड़ता था, लेकिन इस नए यूजीआर से यह समस्या दूर हो जाएगी। क्षेत्र समय के साथ जनसंख्या और पानी की मांग बढ़ी है। ऐसे में अधिकारियों से बात कर यहां मौजूद जल बोर्ड की जगह पर नए रिजर्वायर के माध्यम से पानी की बढ़ती मांग को पूरा किया जाएगा। उपमुख्यमंत्री ने कहा कि लोगों तक पानी पहुंचाने के लिए यहां चार किलोमीटर का एडिशनल पाइप लाइन बिछाया गया है और करीब 18 किलोमीटर की पाइप लाइन गलियों में बिछाई गई है। इस पाइप लाइन से शास्त्री नगर से खोखा पटरी के अंदर सारे कैंप से होते हुए शशि गार्डन और पटपड़गंज गांव को सप्लाई होगी तो पानी का प्रेशर भी ठीक होगा और क्वालिटी भी ठीक होगी। डिप्टी सीएम मनीष सिसोदिया ने कहा कि इस प्रोजेक्ट से पटपड़गंज, कोंडली और त्रिलोकपुरी तीनों विधानसभाओं को फायदा होगा। मुख्यमंत्री अरविंद केजरीवाल जी के नेतृत्व मे दिल्ली जल बोर्ड लगातार बेहतर प्रदर्शन कर रहा है। पिछली सरकारों में 15 सालों में सिर्फ एक यूजीआर बनता था, लेकिन आम आदमी पार्टी की सरकार जबसे दिल्ली में आई है, तबसे 7 साल तक कुल 12 यूजीआर बन चुके हैं। उन्होंने कहा कि जब मुख्यमंत्री अरविंद केजरीवाल जी के कामों को धरातल पर उतरने से रोका जाता हो तब 7 साल में 12 यूजीआर बनाना कोई आसान बात नहीं है। यह हमारी सरकार के लिए बहुत बड़ी उपलब्धि है। उन्होंने कहा कि आज शिक्षा, स्वास्थ्य और बिजली से लेकर पानी तक अरविंद केजरीवाल सरकार का नाम पूरे देश में हो रहा है। आज सभी दिल्लीवासियों के लिए गर्व की बात है कि उनके प्रदेश में अरविंद केजरीवाल जी की सरकार है, क्योंकि दिल्ली वाले कही भी जाते हैं, तो लोग दिल्ली मॉडल के बारे में जरूर बात करते हैं। मैं इंजीनियरों को बधाई देता हूं, जिन्होंने कई चुनौतियों का सामना करते हुए और कोविड का कहर झेलने के बाद भी इतने शानदार काम किए।
यूजीआर और बीपीएस की प्रमुख विशेषताएं
इस भूमिगत जलाशय की क्षमता 110 लाख लीटर की है। इसके मुख्य फीडर की लंबाई 4.1 किलोमीटर है, जबकि पेरिफेरल कीलंबाई 12.90 किलोमीटर है। इस भूमिगत जलाशय और पम्पिंग स्टेशन में सोनिया विहार के अलावा रेली वेल्स और ट्यूबबेल्स से पानी की आपूर्ति की जाएगी। इसमें कुल छह पम्प लगे हैं। जिसमें 4 पम्प संचालित किए जाएंगे और दो पम्प भविष्य की जरूरतों के लिए स्टैंड बाई में रखे गए हैं। इस भूमिगत जलाशय को बनाने में 1053 लाख रुपए खर्च आया है। जबकि मुख्य फीडर और पेरिफेरल को बनाने में 1148 लाख खर्च आया है। अन्य सभी खर्चों को मिलाकर यूजीआर और बीपीएस को तैयार करने में 3205 लाख रुपए खर्च आया है।
यूजीआर और बीपीएस का इन एरिया को मिलेगा लाभ
इस भूमिगत जलाशय और पम्पिंग स्टेशन के चालू होने से एरिया के एक लाख से अधिक लोगों को फायदा मिलेगा। इससे पांडव नगर के ई, एफ,पी ब्लाॅक, नोएडा बाॅर्डर के पास मयूर कुंज, प्रताप विहार, पटपड़गंज गांव, शास्त्री गार्डेन, जवाहर मोहल्ला, चिल्ला गांव, मयूर विहार फेज-1 की कई सोसायटियों में पानी की आपूर्ति की जाएगी। अभी तक इस एरिया में त्रिलोकपुरी यूजीआर के अलावा सीधे टैपिंग और रेनी वेल्स के जरिए पेयजल की आपूर्ति की जा रही थी।
