CM Arvind Kejriwal announces full waiver on sewer connections for 2.34 lakh consumers; major relief for lakhs of residents

Delhi government to bear entire infrastructure, development charge and installation expense for residents who apply by 31 March

New Delhi: Chief Minister Arvind Kejriwal on Monday announced Mukhyamantri Muft Sewer Connection Yojana, under which the Delhi government will provide free sewer connections to households in the 787 colonies where sewer lines have been laid. Residents who apply under the scheme by 31 March, 2020, can avail the free sewer connection service.

Addressing a press conference in the Delhi Secretariat, CM Arvind Kejriwal said, “Delhi government has invested thousands of crores of rupees and laid thousands of kilometers of sewer lines across Delhi for the first time. But despite the laying of sewer lines lakhs of households in the city have not installed sewer connections because of the high installation and development charges.”

In a tweet, he wrote, “For decades, governments had not even laid sewer lines in these colonies. Not only did they keep the people of Delhi deprived of basic facilities, but they also caused the Yamuna to get polluted. Now, the people of Delhi will get essential services and we can also clean the Yamuna.”

CM Kejriwal said, “We had decreased the development charges for sewer connections to Rs. 100 per square meter from Rs. 500 per square meter, but the individual charges to install a sewer connection still burns a hole in the pocket of a common man. In a meeting held today, the Delhi cabinet has decided to provide relief to those people who have not taken the sewer connections despite a sewage line in their areas.”

Under the Mukhyamantri Muft Sewer Connection Yojana announced today, consumers who will apply for a sewer connection till March 31, 2020, will not need to pay any development charges, connection charges, or even road-cutting charges. The Delhi government will bear all costs for the infrastructure, installation, and development charges of household sewer connections under the scheme.

2,34,000 households in Delhi in sewered areas still do not have connections

“As per the Delhi Jal Board’s data, around 2,34,000 households in Delhi have not installed sewer connections in areas where we have laid sewer lines. We hope that more and more houses can take connections and take advantage of the scheme. This will also ensure sanitation of the city as it will prevent waste from being dumped into storm water drains and the Yamuna,” he added.

I will personally write to households without sewer connections: CM Arvind Kejriwal

CM Kejriwal said that this will also help the government in keeping the city clean as the water drains will not be dumped with waste and garbage. “The budget of the project will depend on the number of households that register themselves for the installation of the sewer connection. I will be personally writing to all the households that do not have the sewer connections, to apply for the connections under this scheme. The Delhi government will also publicize the scheme so that more and more people become aware of it.”

दिल्ली की विभिन्न कालोनियों में रहने वाले लाखों लोगों को मुख्यमंत्री अरविंद केजरीवाल ने सोमवार को एक बड़ी राहत दी। उन्होंने कालोनियों में रह रहे लोगों के लिए मुख्यमंत्री मुफ्त सीवर कनेक्शन योजना का एलान किया। जिसके तहत अब लोगों को सीवर कनेक्शन लेने के लिए डेवल्पमेंट, कनेक्शन और रोड कटिंग चार्ज नहीं देना होगा। इसपर कनेक्शन, रोड कटिंग व डेवल्पमेंट चार्ज पर हजारों रुपये का खर्च आता था। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि 31 मार्च 2020 तक आवेदन कर विभिन्न कालोनियों में रह रहे लोग इस योजना का लाभ ले सकते हैं। सोमवार को दिल्ली कैबिनेट ने इसे मंजूरी दे दी। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि यह योजना विभिन्न कालोनियों में रह रहे लोगों के जीवन स्तर को सुधारने के साथ यमुना नदी को साफ करने में मील का पत्थर साबित होगा। अभी विभिन्न कालोनियों के सीवरेज का पानी नालों व अन्य माध्यम से यमुना में ही जाता है। साथ ही ग्राउंड वाटर भी दूषित करता है। नई योजना के बाद इसपर लगाम लगेगा। सीएम ने कहा उन क्षेत्रों के लिए जहां सीवर लाइनें नहीं बिछाई गई हैं, उनके लिए मुख्यमंत्री सेप्टिक टैंक योजना पहले ही घोषित की जा चुकी है। जिसके तहत कालोनी के सभी सेप्टिक टैंक को मुफ्त में साफ किया जाएगा।

सीवर कनेक्शन लेने के लिए मुख्यमंत्री भेजेंगे पत्र

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि अनुमान के अनुसार मुख्यमंत्री मुफ्त सीवर कनेक्शन योजना का अभी करीब 2.34 लाख परिवार को तत्काल लाभ हो रहा है। यह संख्या बढ़ भी सकती है। सीएम ने कहा कि विभिन्न कालोनियों में रह रहे इन सब परिवारों को मेरी ओर से इस योजना के बारे में पत्र भेजा जाएगा। जिसमें उन्हें इस योजना के तहत सीवर कनेक्शन लेने के लिए प्रेरित किया जाएगा। जिससे ज्यादा से ज्यादा लोग इसका फायदा उठा सकें।

यमुना व नालों को गंदगी व लोगों को बीमारी से मिलेगी राहत

अभी सीवर का पानी या तो यमुना में जाता है या आस-पास के खाली क्षेत्र में एकत्र होता है या नालों में बहता है। इससे गंदगी होती है। साथ ही मच्छर फैलते हैं। इससे बीमारी का खतरा बना रहता है। अब इस योजना के तहत सीवर कनेक्शन लेने के बाद इन समस्याओं से मुक्ति मिल जाएगी। एनजीटी भी कह चुका है कि आवासीय क्षेत्र में सीवर कनेक्शन न होना यमुना नदी में प्रदूषण की बड़ी वजह है। यमुना की सफाई के लिए बड़ी राशि खर्च की जा रही है। अब मुख्यमंत्री मुफ्त सीवर कनेक्शन योजना से लोगों को सीवर की सुविधा मिलेगी। साथ ही यमुना प्रदूषित होने से बच जाएगी।

दिल्ली सरकार ने पहले भी कम किया था डेवल्पमेंट चार्ज

दिल्ली में पहले सीवर लाईन लेने पर 494 रुपये प्रति वर्ग मीटर के हिसाब से डेवल्पपमेंट चार्ज लगता था। दिल्ली में अरविंद केजरीवाल सरकार बनने के बाद डेवल्पमेंट चार्ज को घटाकर सौ रुपये कर दिया गया। हालांकि, इसके बाद भी सीवर लाईन कनेक्शन लेने के लिए दिल्ली की कालोनियों के सभी लोग सामने नहीं आए। अब इस योजना से कालोनियों में रह रहे ज्यादातर परिवार के घर सीवर कनेक्शन पहुंच जाएगा।
