The Delhi Cabinet in its meeting chaired by the Chief Minister Mr Arvind Kejriwal approved the following important decisions on Wednesday :

1) Special policy for regularisation of services of Kashmiri migrant teachers working on contract basis in the Department of Education since 1994 through relaxation in recruitment rules :

The cabinet approved the Department of Education’s proposal for grant of following one-time relaxations in the recruitment rules for Kashmiri migrant teachers working on contract :

a) Relaxation in age : for those Kashmiri migrant teachers who are working on contract basis since 1994

b) Method of recruitment : Mode of direct recruitment to be relaxed for Kashmiri migrant teachers working on contract.

c) Relaxation in CTET for these teachers

d) Services will be regularised on prospective basis.

The decision was taken considering the fact that Kashmiri migrant teachers were appointed on a contract basis in special circumstances of displacement from the valley due to political turmoil and have been working since last two decades, therefore a separate policy for their regularisation on specific terms and conditions was required.
Existing number of total Kashmiri migrant PGT/TGT/librarian/Music teachers is 170. Estimated annual expenditure will be around Rs 13 crore.

2) Phase-II expansion and increase in bed strength of ILBS :

The Cabinet approved the Department of Health’s proposal to increase the bed strength of Institute of Liver & Biliary Sciences (ILBS) from existing 155 in phase I to 549 beds in total.

The Cabinet also approved the revision of project estimates from Rs. 389 crores to Rs. 497.72 Crores as per the latest estimates furnished by Delhi Metro Rail Corporation (DMRC) incorporating statutory taxes, all essential services and utilities and cost of fixed furniture and general furniture (which was not included earlier) and provision for additional beds.

There has been a tripartite agreement between DMRC, Directorate of Health Services and ILBS for the construction of phase-II of ILBS.

Besides, the increase in number of beds, Super Speciality, teaching and training facility and advance research facility with semi-automated parking and emergency facilities like Helipad are being created in the institute.

3) Extension of existing subsidy to domestic electricity consumers upto 400 units per month for the financial year 2017-18 :

The Cabinet approved the Department of Power’s proposal for the extension of existing subsidy to domestic electricity consumers upto 400 units per month for the entire financial year 2017-18.

The total amount of subsidy will be Rs 1,720 crore for the current financial year.

The subsidy will continue to be Rs two per unit for consumers in the slab of 0-200 units and Rs 2.975 per unit for consumers in the slab of 201-400 units.

DERC will be informed under Section 65 of Electricity Act 2003 and it may conduct a special audit of the subsidy released to DISCOMs vis-a-vis to what was actually passed on to the consumers, through an external auditor.

4) Grant of Ex-gratia of Rs. One Crore to Late Ram Kishen Grewal

The Cabinet reiterated its earlier decision to provide and Ex-gratia of Rs One Crore to Late Ram Kishen Grewal, Ex-Serviceman in the ex-gratia scheme as an exception. The decision will be sent to the Hon’ble LG for his approval. /

5) The Cabinet approved the convening of the next part of the ongoing Session of the VIth Vidhan Sabha from 8th-11th August
