मायापुरी में व्यापारियों पर बर्बरता भाजपा के इशारे पर – मनीष सिसोदिया

रविवार को एक प्रेस वार्ता को संबोधित करते हुए पार्टी के वरिष्ठ नेता एवं दिल्ली के उप मुख्यमंत्री मनीष सिसोदिया ने कहा कि कल जो मायापुरी में व्यापारियों के साथ बर्बरता पूर्ण व्यवहार हुआ, जिस प्रकार से केंद्र शासित अर्ध सैनिक बलों ने उन पर लाठियां बरसाई, ईट पत्थर बरसाए, वह बड़ी ही शर्मनाक घटना है, और आम आदमी पार्टी उसकी कड़े शब्दों में निंदा करती है।
कल जिस प्रकार से मायापुरी के व्यापारियों के साथ मारपीट की गई, और जो साक्ष्य सामने आए, उससे यह साफ जाहिर होता है कि यह बर्बर कार्यवाही भाजपा के द्वारा करवाई गई है। क्योंकि इससे पहले भी जब कभी भी दिल्ली के व्यापारियों पर मुसीबत आई, तो केंद्र सरकार ने उनकी मुसीबत का हल निकालने के बजाय उन को और दुगनी मुसीबतें देने का काम किया है। वह चाहे सीलिंग का मुद्दा हो, नोट बंदी का मुद्दा हो या फिर व्यापारियों के जन-जीवन से जुड़ा हुआ अन्य कोई और मुद्दा हो।
कल जिस प्रकार से केंद्र सरकार के अर्धसैनिक बलों ने व्यापारियों पर लाठियां चलाईं, उसको देखकर जलियांवाला बाग का मंजर याद आ गया। जिन लोगों पर भाजपा ने इतनी बर्बरता पूर्वक लाठियां चलवाई, ईट पत्थर बरसवाय, वह कोई आतंकवादी नहीं है, दिल्ली के लोग हैं, दिल्ली के व्यापारी हैं।
उप मुख्यमंत्री मनीष सिसोदिया ने भाजपा को घेरते हुए कहा, कि पहले तो भाजपा ने दिल्ली के व्यापारियों पर लाठियां चलवाई और जब जनता ने इस बर्बरता पूर्ण मंज़र का वीडियो बनाकर सोशल मीडिया पर लाइव कर दिया, तो कोई राजनीतिक नुकसान ना हो जाए, इस सोच के साथ भाजपा ने दिल्ली सरकार के ऊपर आरोप लगाना शुरू कर दिया।
उन्होंने कहा कि केंद्र के शहरी विकास मंत्री हरदीप पुरी जी ने प्रेस कॉन्फ्रेंस करके यह स्वीकार किया है, कि इन मार्किटों का स्थानांतरण किया जाना था। एनजीटी ने इन मार्किटों के स्थानांतरण का आदेश जारी किया था, तो स्थानांतरण के लिए जमीन देने का अधिकार केंद्र सरकार के पास है। क्यों नही डीडीए ने स्थानांतरण के लिए जमीन दी? भाजपा के नेता केंद्र सरकार की इस घिनौनी करतूत को छिपाने के लिए दिल्ली की जनता के बीच झूठ फैलाने की कोशिश कर रहे हैं।
कड़े शब्दों में भाजपा के शीर्ष नेतृत्व से प्रश्न पूछते हुए मनीष सिसोदिया ने कहा, कि जब 2015 में एनजीटी इन मार्किटों के स्थानांतरण का आदेश जारी कर रहा था, उस समय प्रधानमंत्री नरेंद्र मोदी जी, शहरी विकास मंत्री हरदीप पुरी जी, और भाजपा प्रदेश अध्यक्ष मनोज तिवारी जी कहां बैठकर मलाई चाट रहे थे। क्यों नहीं उन्होंने व्यापारियों के लिए आवाज उठाई? क्यों नहीं उन्होंने व्यापारियों के खिलाफ जारी किए जा रहे इस आदेश का विरोध किया? जब व्यापारियों की मदद करने का समय था, तो सारे भाजपा के नेता गायब थे, और आज जब दिल्ली का व्यापारी इनकी असलियत को समझ चुका है, तो घड़ियाली आंसू बहा कर सहानुभूति बटोरने की कोशिश कर रहे हैं।
दिल्ली की पुलिस केंद्र सरकार के अधीन है, सारे अर्धसैनिक बल केंद्र सरकार के अधीन है, ट्रांसफर पोस्टिंग का अधिकार केंद्र सरकार के पास है, डीएम की पोस्टिंग, एसडीएम की पोस्टिंग केंद्र सरकार करती है, दिल्ली के नगर निगम में डीसी की नियुक्ति केंद्र सरकार के अधीन है, एनजीटी केंद्र सरकार के अधीन है, और इतने सबके बावजूद भी कितनी बेशर्मी के साथ भाजपा कह रही है, कि मायापुरी में कल के हादसे के लिए दिल्ली सरकार जिम्मेदार है।
डीडीए द्वारा पास किए गए एक आदेश का हवाला देते हुए मनीष सिसोदिया ने कहा कि डीडीए ने अपने आदेश में साफ साफ कहा है, कि मास्टर प्लान के तहत मायापुरी की इन मार्किटों को स्थानांतरित करने के लिए कोई प्लान तैयार नहीं किया गया है। मोदी जी बताएं कि जब इन मार्किटों को स्थानांतरित करने के लिए कोई प्लान तैयार ही नहीं किया गया, तो किस आधार पर केंद्र सरकार शासित एनजीटी ने इन मार्किटों के स्थानांतरण का आदेश दिया। मोदी जी दिल्ली की जनता को बेवकूफ बनाने की कोशिश कर रहे हैं। एक तरफ तो व्यापारियों के स्थानांतरण के लिए एनजीटी आदेश पास कर देता है, और दूसरी तरफ मोदी जी की डीडीए इन मार्किटों के स्थानांतरण के लिए जमीन देने से इंकार कर देती है, और फिर विरोध करने पर व्यापारियों पर लाठियां चलवाई जाती हैं।
उप मुख्यमंत्री मनीष सिसोदिया ने कहा कि आज भाजपा दिल्ली के मुख्यमंत्री अरविंद केजरीवाल जी पर आरोप मढ़ रही है, कि यह सब उनकी वजह से हुआ है। हम केंद्र सरकार से कहना चाहते हैं कि दिल्ली में अधिकारियों की नियुक्ति की जिम्मेदारी, दिल्ली पुलिस और जमीन का अधिकार दिल्ली सरकार को दे दें। एक महीने के अंदर ऐसी व्यवस्था बनाएंगे, कि कोई भी कोर्ट दिल्ली के व्यापारियों को उजाड़ने के लिए आदेश पास नहीं कर पाएगा।
प्रेस वार्ता में मौजूद दिल्ली सरकार के कैबिनेट मंत्री इमरान हुसैन ने बताया, कि कल मायापुरी में व्यापारियों के साथ जो बर्बरता पूर्ण कार्यवाही केंद्र सरकार द्वारा की गई, एमसीडी के अधिकारियों के साथ साथ डीपीसीसी के अधिकारी भी उसमें शामिल थे। उन्होंने बताया कि मैं पर्यावरण मंत्री हूँ, लेकिन मुझे बिना बताए, बिना मेरी अनुमति लिए यह सब अधिकारी इस अमानवीय कार्यवाही में शामिल हुए। इमरान हुसैन ने कहा की केंद्र सरकार की ओर से दिल्ली सरकार के अधिकारियों को प्रत्यक्ष रूप से आदेश दिए गए, कि बिना मंत्रियों को संज्ञान में लिए यह सारी कार्यवाही की जाए।
अधिकारियों ने ऐसा क्यों किया, किसके कहने पर किया, और अधिकारियों ने मुझे कोई जानकारी क्यों नहीं दी, इस संबंध में मैं उप राज्यपाल महोदय को एक पत्र लिख रहा हूं। पत्र के माध्यम से मैं उप राज्यपाल महोदय से निवेदन कर रहा हूं, कि डीपीसीसी के जो भी अधिकारी इस कार्यवाही में शामिल थे, उनके खिलाफ सख्त से सख्त कार्यवाही की जाए, उन सभी अधिकारियों को तुरंत प्रभाव से सस्पेंड किया जाए।
मनीष सिसोदिया ने मीडिया के माध्यम से उप राज्यपाल महोदय से निवेदन किया है, कि मायापुरी में हुई कल की बर्बरता पूर्ण कार्यवाही की न्यायिक जांच होनी चाहिए। जिस प्रकार से व्यापारियों के साथ मारपीट की गई, 13 लोगों को चोटे आई है, टांके लगे हैं, इसके लिए जो जिम्मेदार लोग हैं उनके खिलाफ सख्त से सख्त कार्यवाही होनी चाहिए।

Given below is Mr Manish Sisodia’s statement :
BJP is directly responsible for the barbaric repression let loose on the traders of Mayapuri in West Delhi by the Modi government controlled Delhi Police and paramilitary forces.
BJP has adopted an enemy like approach towards Delhi and traders of Delhi have been the worst victims of Modi government during last five years, which has been proved by sealing and all other matters which have harmed traders in Modi regime, including Saturday’s attack on traders in Mayapuri.
It is extremely shocking that instead of standing in solidarity with the traders o Mayapuri, the BJP first ordered its Delhi Police to beat up poor traders brandishing sticks at them, and if this was not enough paramilitary forces were called to further terrorise them by throwing brick and stones on them. Is this the way to deal with traders ? Who are they ? They are very much the residents of Delhi and our own people earning their livelihood. Are they terrorists ? Why were they treated like this ?
When the local residents showed the real face of what they faced, the BJP fearing that its conspiracy has backfired, tried to divert the issue and its leaders are now making baseless statements and are trying to shift the blame.
However, the truth does not remain hidden for long. A short while ago, union Minister of State for Urban Development, Mr Hardeep Singh Puri has himself conceded that these industries were to be relocated.
Atleast he has admitted that these industries were to be relocated. So, who has to give land for relocation of these industries ? If today he is referring to the National Green Tribunal (NGT) order of 2015, then who was to provide the land ? Who takes land related agencies ? Which is the land owning agency ? Is it the Central government or the Delhi government which was to provide land ?
Where was Mr Puri and his ministry since the 2015 NGT order ? Where was Mr Modi ? where were BJP MPs and leaders who are coming out and making baseless statements today ?
BJP cannot fool anyone by shedding crocodile tears after it was exposed by videos showing its central government’s police unleashing barbarity on poor traders.
I challenge the BJP to answer that it is your appointed Lieutenant Governor, your Delhi Police, Land is with your central government, you say transfers and postings of officers – SDMs, DMs, MCD commissioners and deputy commissioners will all be done by your central government – then why are you running away from taking responsibility of what happened in Mayapuri and why are you shifting the blame ? If you claim control then accept the responsibility also. Have some shame.
NGT had made DC North MCD as nodal officer for the Mayapuri issue. Who appointed him ? Who appointed the SDM ? Who will take action against the officers who went for this action without informing the elected Delhi government ? BJP says Services is with the central government, if you have any shame then take action now.
I am reading from the minutes of the meeting dated 12/12/2018 , in which it is recorded – the DDA informed that the current masterplan does not have any provision for a scrap market in the NCT of Delhi and the existing scrap market may be allowed to continue at its current location.
DDA said no land will be provided and Mr Puri is saying the market will be relocated. Do they even know what they are saying ?
When the DDA conveniently said no to land for relocation of scrap market, was the union urban development ministry sleeping since the 2015 NGT order ? Delhi government has been consistently pleading for land but the Centre does not simply listen.
Will Mr Puri answer why DDA said no ? Why no amendments in the masterplan or a fresh masterplan was drawn up ?
When Mr Puri and BJP say Delhi government is responsible our response is that hand over DDA and Delhi Police to the Delhi government and we will immediately provide a solution, since you have miserably failed.
My colleague and Enviorment Minister Mr Imran Hussain will now tell you how on the orders of the LG, some officers of the Delhi Pollution Control Committee bypassed the minister and without informing him reached Mayapuri. I am saying with full responsibility that BJP MPs of Delhi had told the LG that this operation be carried out by directly instructing officers not to keep the elected Delhi government in the loop.
Imran Hussain :
It has come to light that along with the MCD, some officers of the DPCC were also at Mayapuri. I want to know under whose instructions they were there since they did not inform me nor did they taken my approval, I am the Environment Minister, how was I bypassed ?
I will be writing to the LG, telling him that DPCC officers whosoever was involved, strict action should be taken against them irrespective of their post or seniority as to how they proceeded to Mayapuri without the approval of the minister.
I want to know whether the LG gave them the approval and were they told to keep the minister in dark ?
