पार्टी मुख्यालय में एक प्रेस वार्ता को संबोधित करते हुए आप राष्ट्रीय संयोजक एवं दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने कहा कि दिल्ली की जनता हर बार प्रधानमंत्री बनाने के लिए लोकसभा में वोट देती थी, लेकिन इस बार दिल्ली की जनता प्रधानमंत्री बनाने के लिए नहीं बल्कि दिल्ली को पूर्ण राज्य दिलाने के लिए वोट करेगी।
अरविंद केजरीवाल ने कहा कि दिल्ली की जनता सालों से वोट करती आ रही है, परंतु बदले में किसी भी सरकार ने दिल्ली की जनता को कुछ नहीं दिया। पिछले 70 सालों से दिल्ली के लोगों का शोषण और अपमान हो रहा है।
बाबा साहेब भीमराव अंबेडकर ने संविधान में कहा है कि प्रत्येक व्यक्ति का 1 वोट होगा, और सभी के वोटों की कीमत बराबर होगी, चाहे वह किसी भी राज्य का, किसी भी प्रांत का, किसी भी धर्म का या किसी भी जाति का व्यक्ति हो। परंतु आज बाबासाहेब के संविधान की अवमानना हो रही है। दिल्ली राज्य के लोगों के वोट की कीमत आधी है। दिल्ली की जनता के साथ पिछले 70 सालों से सौतेला व्यवहार हो रहा।
इस बार के लोकसभा चुनाव में दिल्ली की जनता ने पूरा मन बना लिया है। जिस प्रकार से तेलंगाना के लोगों ने संघर्ष करके अपने लिए अलग राज्य लिया, जिस प्रकार से उत्तराखंड के लोगों ने संघर्ष करके अपने लिए अलग राज्य लिया, उसी प्रकार से अब दिल्ली की जनता भी दिल्ली को पूर्ण राज्य बनाने के लिए संघर्ष करेगी, और अपनी दिल्ली को पूर्ण राज्य है बनवा कर ही दम लेगी।
 
दिल्ली देश का दूसरा ऐसा राज्य है जो केंद्र सरकार को सबसे ज्यादा राजस्व इकट्ठा करके देता है। डेढ़ लाख करोड़ रुपये का इनकम टैक्स दिल्ली की जनता केंद्र सरकार को देती है, और बदले में केंद्र सरकार दिल्ली के लोगों के लिए मात्र 325 करोड रुपए खर्च करती है। 15 लाख की आबादी वाले छोटे से राज्य गोवा पर केंद्र सरकार प्रति वर्ष 3200 करोड़ रुपए, गुजरात पर 26000 करोड रुपए और उत्तर प्रदेश पर डेढ़ लाख करोड़ रुपए खर्च करती है केंद्र सरकार, और दो करोड़ आबादी वाले दिल्ली के लिए मात्र 325 करोड़, यह दिल्ली के साथ सरासर नाइंसाफी है।
 
केंद्र सरकार से सवाल पूछे जाने पर कि दिल्ली के साथ यह सौतेला व्यवहार क्यों, तो जवाब मिलता है, क्योंकि दिल्ली आधा राज्य है। पिछले 70 सालों में देश के सभी राज्य पूर्ण राज्य हो गए, लेकिन दिल्ली वालों के साथ पिछले 70 सालों से यह नाइंसाफी होती आ रही है। आज भी दिल्ली आधा अधूरा राज्य है, जबकि सबसे ज्यादा टैक्स दिल्ली की जनता केंद्र को इकट्ठा करके देती है।
 
2015 में दिल्ली की जनता ने हमें पूर्ण बहुमत से जिता कर दिल्ली की सत्ता में भेजा। जितने काम दिल्ली सरकार के अधिकार क्षेत्र में थे, हमने सभी कामों को बखूबी निभाया। परंतु दिल्ली में बहुत सारे काम ऐसे हैं जो कि बिना पूर्ण राज्य के संभव नहीं है।
अरविंद केजरीवाल ने ये भी कहा कि आज दिल्ली की महिलाएं दिल्ली में खुद को बेहद असुरक्षित महसूस करती हैं। दिल्ली में जगह-जगह खुलेआम शराब बिकती है। सड़कों पर खुलेआम छीना- झपटी, गुंडागर्दी और मारपीट की वारदातें हो रही हैं। छोटी-छोटी मासूम बच्चियों के बलात्कार की घटनाएं हो रही है, परंतु दिल्ली सरकार इसका समाधान करने में असमर्थ है। क्योंकि दिल्ली की पुलिस जिसके पास लॉ एंड ऑर्डर की ताकत है, वह केंद्र सरकार के अधीन आती है। अगर दिल्ली पूर्ण राज्य होगा तो पुलिस अधिकारियों की जवाबदेही तय की जा सकेगी और दिल्ली को अपराध मुक्त बनाया जा सकेगा, महिलाएं रात को 12 बजे भी अपने घर से निडर होकर निकल सकेंगी।
उन्होंने ये भी कहा कि आज दिल्ली का युवा बेरोजगार घूम रहा है। दिल्ली सरकार में बहुत सारे काम हो रहे हैं, जिनके लिए लगभग 2 लाख वैकेंसी निकाली जा सकती हैं। परंतु क्योंकि यह अधिकार दिल्ली सरकार के पास नहीं है और केंद्र सरकार दिल्ली सरकार की कोई बात सुनने को राजी नहीं है, इस कारण से दिल्ली का युवा बेरोजगार है। अगर दिल्ली पूर्व राज्य होगा तो दिल्ली सरकार, दिल्ली में खूब नौकरियां निकालेगी, दिल्ली के युवाओं को रोजगार मिलेगा। दिल्ली सरकार में मौजूद सरकारी नौकरियों में 85% नौकरियां दिल्ली के युवाओं के लिए आरक्षित की जाएंगी।
अरविंद केजरीवाल ने कहा कि आज दिल्ली में कॉलेजों की कमी है। दिल्ली के छात्रों को 90% लाने के बावजूद कॉलेजों में दाखिला नहीं मिलता। ठेके के कर्मचारियों को दिल्ली सरकार पक्का करना चाहती है परंतु यह पावर भी दिल्ली सरकार के पास नहीं है। आज दिल्ली के व्यापारी सीलिंग से परेशान हैं, परंतु दिल्ली सरकार उनकी किसी भी प्रकार से मदद करने में असमर्थ है। अगर दिल्ली पूर्ण राज्य होता तो हम दिल्ली में इतने कॉलेज बनाते के सभी छात्रों को अच्छे कॉलेजों में दाखिले मिलते, ठेके के कर्मचारियों को दिल्ली सरकार पक्का करने का काम करती, दिल्ली के व्यापारियों को सीलिंग से बचाने के लिए दिल्ली, सरकार एक ऑर्डिनेंस पास करके 5 मिनट में सीलिंग रुकवा देती।
केजरीवाल ने ये भी कहा कि पिछले कुछ दिनों में हमने जो सर्वे करवाये हैं, उसके मुताबिक आम आदमी पार्टी बिना कांग्रेस के गठबंधन के भी दिल्ली की सातों सीटों पर भारी बहुमत से जीत रही है। उन्होंने कहा कि इसके पीछे मुख्य कारण इस प्रकार से हैं :
1- पिछले डेढ़ महीने से दिल्ली सरकार द्वारा पूरी दिल्ली की कच्ची कॉलोनियों में जो सड़कों का, सीवर का, पानी पाइप लाइन का और नालियों का निर्माण कार्य चल रहा है उससे दिल्ली की जनता बेहद खुश है।
2- दूसरा यह कि लोग अब इस बात को समझ रहे हैं कि भाजपा और कांग्रेस ने आज तक दिल्ली को पूर्ण राज्य का दर्जा देने की बात कही और अपने घोषणापत्र में भी डाली, वह केवल झूठ था। केवल और केवल आम आदमी पार्टी इस मुद्दे को लेकर बेहद गंभीर है, और सभी लोग दिल्ली को पूर्ण राज्य बनाने के लिए आम आदमी पार्टी के साथ आ रहे हैं।
3- तीसरा, भारत और पाकिस्तान के बीच में जो परिस्थितियां हैं, और उस पर भाजपा जो राजनीति कर रही है, वह देश की जनता को पसंद नहीं आ रही है। सर्वे में भी हमने लोगों से पूछा था कि भाजपा को इसका फायदा होगा या नुकसान, तो दिल्ली की 56% जनता ने कहा कि भाजपा को इसका नुकसान होगा।
4- चौथा, कांग्रेस ने पार्टी को सर्वोपरि मानकर, और देश को नकार कर, गठबंधन ना करने की जो बात कही, जनता उसे बखूबी समझ गई है। कांग्रेस को हिंदुओं का वोट पहले भी नहीं मिलता था, और जो मुस्लिम वोटर्स हैं वह असमंजस में थे परंतु अब सभी मुस्लिम समुदाय के लोग एकजुट होकर आम आदमी पार्टी की तरफ आ गए हैं।
भाजपा पर आक्रामक होते हुए मुख्यमंत्री केजरीवाल ने कहा कि मनोज तिवारी ने बीते दिनों जो बयान दिया, उससे यह बात साफ हो गई है कि भाजपा पिछले 5 सालों से दिल्ली की जनता को बेवकूफ बना रही थी। मोदी जी ने 2014 के लोकसभा चुनाव में जो दिल्ली की जनता से पूर्ण राज्य बनाने का वादा किया था, वह भी अन्य बातों की तरह मात्र एक जुमला ही था।
केजरीवाल ने मीडिया के माध्यम से भाजपा और नरेंद्र मोदी से सवाल पूछते हुए कहा कि आखिर भाजपा और नरेंद्र मोदी जी ने दिल्ली की जनता को धोखे में क्यों रखा? दिल्ली की जनता के साथ विश्वासघात क्यों किया? मोदी जी को दिल्ली की जनता को यह जवाब देना पड़ेगा।

Aam Aadmi Party national convenor Mr Arvind Kejriwal on Tuesday said the voters of Delhi since last seven decades had been voting in the Lok Sabha elections to elect the Prime Minister of the country, but in 2019 the voters of Delhi will vote to attain full statehood for Delhi.
Addressing the media at the party headquarters on Tuesday, Mr Kejriwal said the voters of Delhi kept voting for different parties in the Lok Sabha elections, but all central governments deceived them and people of Delhi during last 70 years got nothing except exploitation and humiliation.
Mr Kejriwal said father of India’s Constitution, Baba Sahib Bhimrao Ambedkar had famously stated that every voter has a single vote and the value of each vote will be equal, irrespective of the state, religion or caste of the voters.
Today, however, the country is witnessing blatant contempt of the Constitution; the value of voters of Delhi has been reduced to half. People of Delhi have been subject to step motherly treatment since last 70 years.
Now the people of Delhi have made up their mind that the way people of Telangana, Uttarakhand, Jharkhand and other states achieved statehood through relentless struggles, the people of Delhi will also follow a similar path of struggle for full statehood and will not rest till they achieve their goal, and this is the only issue for the seven Lok Sabha seats of Delhi.
Delhi is the state which gives second highest tax collection to the Central pool. People of Delhi pay close to Rs one and a half lakh crore in Income Tax, and in return, Delhi gets only a paltry Rs 325 crore.
For a tiny state like Goa, which has a population of only 15 lakh, the Centre provides Rs 3200 crore, Rs One and a half lakh crore for Uttar Pradesh. For Delhi, which has a population of over two crore, Centre provides a paltry sum of Rs 325 crore each year since last 20 years. This is plain and blatant injustice.
Whenever the Centre is asked why this injustice to Delhi, the answer is that Delhi is only half a state. During last 70 years, all states have become full-fledged states in India except Delhi, which till today continues to be a half and incomplete state, despite paying one of the highest taxes to the Centre.
In February 2015, the voters of Delhi elected their state government with an overwhelming majority and whatever was within our domain, we have done whatever we could in Education, Health, Electricity and Water. However, Delhi faces certain serious problems, which can only be addressed once Delhi becomes a full state.
Women in Delhi feel unsafe, there is blatant illegal open sale of liquor, incidents of snatching and violence on streets are rampant, small girl children are also not spared for sexual offences – and despite such a serious situation the Delhi government cannot do anything about the law and order situation.
Delhi Police is under the direct control of the Central government, Home Minister and Prime Minister to be precise, nobody can ever meet them. Had Delhi been a full state, Police would have been accountable to the elected government. We promise that when Delhi will be a full state, women will be able to step out of their homes without fear even at 11 PM in the night.
Today, educated youth of Delhi are being forced to roam unemployed. Delhi government is taking a lot of initiatives for which at-least two lakh job vacancies are required to be filled up. Unfortunately, however, the department to recruit is with the Central government, which is not ready to listen to the elected Delhi government.
Had Delhi been a full state, lots of job vacancies would have been filled up.
Mr Kejriwal said 85 % of vacancies have to be kept for the youth of Delhi.
He said, today Delhi is facing a serious shortage of colleges and it is an extremely serious matter that despite getting over 95% marks in Class XII board exams, students of Delhi don’t get admissions in Delhi colleges. This needs to be urgently addressed. Employees on contract should have been regularized but the Centre has not interest.
Traders are facing a lot of hardships due to sealing but the Central government is sleeping.
Mr Kejriwal said had Delhi been a full state, all these problems mentioned above would have been addressed by the state government.
The AAP convenor said he is sharing the details of an internal survey of the party for Delhi, conducted on 5-6 March with a mega sample size, the findings of which show the AAP is winning all seven Lok Sabha seats.
The main reasons behind these findings are:
1)      During last few months, the developmental works in unauthorized colonies are going on a war footing. People residing in these colonies are very happy.
2)      People of Delhi have fully understood that BJP and Congress till today deceived them on full statehood despite having put it in their manifestoes for decades. It is only the AAP which is extremely sincere and serious on statehood for Delhi, therefore people are supporting the party.
3)      On the prevailing tension between India and Pakistan, the attempts by BJP to derive political mileage out of it have angered the people. In response to a question that will BJP gain or lose because of Pulwama and subsequent Indo-Pak tension, 56 % of the respondents did not approve of the BJP politics and said BJP will suffer losses.
4)      People have accepted that the Congress preferred party politics over the country by refusing to have an alliance to avoid split in anti-BJP votes. Minority voters were in doubt earlier about the vote split, but the flat Congress refusal have helped the minorities in forming a clear opinion in favour of the AAP in Delhi.
Mr Kejriwal said the statement by BJP Delhi President Manoj Tiwari yesterday that Delhi statehood will no longer be a part of the BJP election manifesto clearly proves that the BJP fooled the voters of Delhi during last five years and why was statehood for Delhi the main point of BJP’s 2014 Lok Sabha Delhi manifesto.
Mr Kejriwal said the Prime Minister Mr Narendra Modi and the BJP will have to tell the people of Delhi why did they deceive them? Why this backstabbing with the people of Delhi?
