The Aam Aadmi Party gave yet another display of prudent and empathetic governance as it vowed to solve the issue of stray animals in Delhi when it forms its government in MCD. This resolute stand is a massive shift from widespread apathy of BJP-ruled MCD whose neglect towards citizens and animals has already caused a huge menace in the state. After thoroughly analysing the issue on ground, AAP has prepared a detailed blueprint to give relief to the people of Delhi from the menace of stray animals and at the same time, it will give a safe and respectful habitat to the animals. AAP Chief Spokesperson and MLA Shri Saurabh Bhardwaj said, “AAP will run ‘Be Indian, Adopt Indian’ campaign after winning MCD elections, Our government will also provide a comprehensive solution to the issue of stray animals. AAP Chief Spokesperson and MLA Shri Saurabh Bhardwaj said, “Ahead of the Municipal Corporation of Delhi (MCD) elections that are scheduled to be held on December 4, Shri Arvind Kejriwal announced to the residents of the city “10 guarantees” that AAP will implement once the party comes to power at the MCD as well. We call these “guarantees” as these are assurances that we give to the people and then we work on implementing them as soon as we can. This is not like the manifesto of the Bharatiya Janata Party that they call ‘Shapath Patra’ before one election and then name the same thing as another ‘patra’ before the next elections. What the Aam Aadmi Party gives to the people are “guarantees” and these are promises that we go on to implement. The people of Delhi and Punjab are well-aware of our guarantees and trust us when we present it before the elections.”
He said, “One of those guarantees that was announced by the Delhi CMi Shri Arvind Kejriwal deals with the issue of stray animals in the city. This is a big problem in the city. You can go and visit any landfill in the city at the moment and you will find stray cattle eating garbage over there. This is despite the fact that in India cows are considered to be sacred and ideally they should be living in a gaushala and eating fresh grass over there and not the garbage in a landfill. Therefore one of our promises to deal with this problem is that once AAP comes to power at the MCD, we will create gaushalas to cater to the needs of stray cattle in Delhi and the cattle will live there with safety and be given nutritious food.”
The MLA said, “Another issue that needs to be tackled is the menace of monkeys. It may sound like a small problem but you can visit any society in Delhi, particularly those in south Delhi and you will find out that the maximum number of complaints that the councillors receive are regarding the menace of monkeys in their societies. The monkeys often enter the water tanks that are placed above houses in colonies and particularly during summers end up drinking water and bathing inside the water tanks. There are also a few complaints of monkeys entering the houses of residents and opening fridges, and sometimes even attacking small children. So, to avoid such problems, once the Aam Aadmi Party forms the local government at the MCD we will ensure that these monkeys are released in their natural habitat, like at Asola Bhatti Wildlife Sanctuary and the other natural habitats of these monkeys. We will also ensure that the monkeys are provided with adequate food options at their habitat and that they do not have to venture into colonies in Delhi.”
Shri Saurabh Bhardwaj said, “The third problem that we will solve is the issue of stray dogs in Delhi. Over the last 15 years, every year the BJP-ruled MCD has claimed to have sterilised the stray dogs in the city. But despite this we have only seen the number of stray dogs in Delhi rise. In some areas, we have also had cases where stray dogs have attacked people for various reasons, which could be for lack of food or safety. Every couple of weeks, we come across a few such instances of dog bites in different areas of Delhi. Also, in most societies in the city, you will have a set of people who keep pets and are vocal for the rights of their dogs, while there are others who stay away from dogs and have problems with those who feed the stray dogs. This is a problem of almost every society nowadays. The Delhi Government has several times tried to discuss the issue of stray dogs with the BJP-ruled MCD, but the latter was never interested in a serious conversation. We had also had a discussion in the Vidhan Sabha, but again the MCD never followed through on the actions that they were to take.”
He added, “Once the AAP comes to power at the MCD we will sort this issue out for good. We plan to run a campaign under which we will ask the dog-lovers in the city to adopt a stray dog and take care of it. Apart from that we will also tie-up with some Non-Governmental Organisations (NGOs) and the MCD will provide them funds to take care and provide nutritional food to the stray dogs. With this, the stray dogs will have a safe space to stay and the people who are afraid of dogs on streets will also not be troubled by them.”
He concluded, “Today, I would also like to make the announcement of another campaign that AAP wants to run and we will implement it at a bigger level when we form the local government at the MCD. We would like to urge the people of Delhi to adopt dogs of Indian breed – ‘Be Indian, Adopt Indian’. This is what we would like to request dog-lovers to do. It is not as if we have any problems with dogs of foreign breeds, the people are free to adopt and take care of them as well. But since we are Indians and we have a great variety of dogs of Indian breed, we would urge people to take care of them as well. Today, we are starting this campaign at the level of our party, but once we come to power at the MCD, we will initiate this campaign at a bigger level and collaborate with NGOs and find solutions to the problems of all the stray animals in Delhi.”

‘आप’ विधायक सौरभ भारद्वाज ने कहा कि एमसीडी में आने के बाद बेसहारा पशुओं की समस्या का सार्थक समाधान देगी। दिल्ली में गौ माता कूड़े के खत्तों से कूड़ा खाती नजर आती हैं। ‘आप’ सरकार उन्हें आधुनिक गौशालाओं में रखेगी और अच्छा आहार देगी। दिल्ली में बंदरों की बड़ी शिकायत है। ‘आप’ सरकार बंदरों को नेचुरल हैबिटेट में रखेगी और खाने के लिए आहार देगी, जिससे उन्हें अपने नेचुरल हैबिटेट से बाहर ना जाना पड़े। दिल्ली में बेसहारा कुत्तों की भी बड़ी समस्या है। बार-बार आग्रह करने के बावजूद बीजेपी एमसीडी ने कोई समाधान नहीं किया। आम आदमी पार्टी बेसहारा कुत्तों के लिए एनजीओ के साथ मिलकर रहने और खाने का इंतजाम करेगी। एमसीडी में आने के बाद ‘आप’ सरकार ‘बी इंडियन अडॉप्ट इंडियन’ की मुहिम चलाएगी, जिससे देसी नस्ल के कुत्तों को भी घर, आहार और प्यार मिल सके और लोग उनको गोद लेने के लिए प्रेरित हो। अरविंद केजरीवाल जी ने एमसीडी चुनाव के लिए दिल्लीवालों को 10 गारंटीयां दीं, जिसमें एक गारंटी दिल्ली में बेसहारा पशुओं की समस्या का समाधान करना है।
आम आदमी पार्टी के वरिष्ठ नेता एवं ग्रेटर कैलाश से विधायक सौरभ भारद्वाज ने गुरुवार को पार्टी मुख्यालय में एक महत्वपूर्ण प्रेसवार्ता को संबोधित करते हुए कहा कि इस बार अरविंद केजरीवाल जी ने दिल्ली नगर निगम के चुनाव के लिए 10 गारंटीयां दी हैं। गारंटी इसलिए क्योंकि यह कोई भाजपा का वचन पत्र नहीं है, जिसको अगले साल वह शपथ पत्र बना देते हैं। उसके अगले साल उसे कोई नया पत्र बना देंगे। यह केजरीवाल की गारंटी है और दिल्ली व पंजाब जनता है कि केजरीवाल अपनी गारंटी पूरी करते हैं। उन्हीं कारणों में से एक गारंटी है कि दिल्ली में बेसहारा पशुओं की एक बड़ी समस्या है, उसका समाधान करना है।
उन्होंने कहा कि पहली समस्या यह है कि दिल्ली में जितने भी कूड़े के खत्ते हैं, वहां पर गौ माता कूड़ा खाती हुई नजर आती हैं। जबकि गौ माता की सही जगह गौशाला है। उनको वहां हरा चारा दिया जाए। दिल्ली सरकार उनको पालने के लिए आधुनिक गौशाला बनाएगी। दिल्ली नगर निगम में आने के बाद आम आदमी पार्टी यह गौशालाएं बनाएगी, जहां पर इन सब को रखा जाएगा और अच्छा आहार दिया जाएगा।
दूसरी समस्या बंदरों की है। यह समस्याएं सुनने में बहुत छोटी लगती हैं लेकिन किसी भी कॉलोनी में चले जाएं, वहां पार्षदों के पास सबसे ज्यादा समस्या बंदरों की रखी जाती है। बंदर लोगों की छत पर आ जाते हैं और पानी की टंकी में कूदकर नहाकर निकल जाते हैं। लोगों को बाद में पता चलता है कि उनकी पानी की टंकी में बंदर नहा के गए हैं। अंदर कमरे में आकर फ्रिज खोलकर सामान लेकर भाग जाते हैं। छोटे बच्चों पर हमला कर देते हैं। आम आदमी पार्टी का वादा है कि नगर निगम में आने के बाद इनको इनके नेचुरल हैबिटेट, जैसे कि जसोला में है, वहां पर इनको रखा जाएगा। इनके खाने के आहार का इंतजाम किया जाएगा, ताकि इनको अपने नेचुरल हैबिटेट से बाहर ना जाना पड़े।
तीसरी बड़ी समस्या है बेसहारा कुत्तों की। यह हम सब जानते हैं कि पिछले 15 सालों से एमसीडी कहती है कि वह कुत्तों को स्टेरलाइज करती है, जिसके लिए वह करोड़ों रुपये खर्च करती है। मगर फिर भी हर साल आप देखते हैं कि कुत्तों की आबादी बढ़ रही है। कई जगह यह जो बेसहारा कुत्ते हैं वह लोगों पर हमला करते हुए भी नजर आते हैं क्योंकि इनको खाना नहीं मिलता है। भूख से चिड़चिड़े हो जाते हैं। जनसंख्या लगातार बढ़ रही है। हर कॉलोनी में दो ग्रुप होते हैं। कुछ पशु प्रेमी होते हैं और कुछ कहते हैं कि इनको हमारी कॉलोनी से हटाओ।
दिल्ली सरकार बेसहारा कुत्तों के विषय में एमसीडी से कई वर्षों से बात करती आ रही है। दिल्ली विधानसभा में इस पर चर्चा भी हुई लेकिन एमसीडी को कोई शौक नहीं है कि इसपर कोई काम किया जाए। इसलिए जब हम लोग नगर निगम में आएंगे तो हम एक ऐसी मुहिम चलाएंगे जिसमें इन बेसहारा कुत्तों को लोग गोद लें। इसकी कैंपेन चलाई जाएगी और एनजीओ से टाई किया जाएगा। जिससे वह इन बेसहारा कुत्तों को अपने यहां पालें। इन बेसहारा कुत्तों की देखभाल के लिए पैसा एमसीडी दिया करेगी, जिससे उन्हें पर्याप्त खाना मिल जाए और एनजीओ के लोगों से इनको प्यार मिले। जो लोग इन कुत्तों से डरते हैं उनकी परेशानी भी खत्म हो जाएगी ।
सौरभ भारद्वाज ने कहा कि मैं एक और कैंपेन की शुरुआत का आज ऐलान करता हूं। हम जब एमसीडी में आएंगे तो बड़े स्तर पर इसको आगे बढ़ाया जाएगा कि जो देसी नस्ल के कुत्ते हैं, लोग इनको अडॉप्ट करें। हम एमसीडी की तरफ से सरकार में आने के बाद यह मुहिम चलाएंगे की ‘बी इंडियन अडॉप्ट इंडियन’। आप भारतीय हैं तो भारतीय नस्ल के कुत्तों को अपने घर में जगह दीजिए। देसी नस्ल के कुत्तों को भी हमें घर देना चाहिए। हम विदेशी कुत्तों को तो बहुत पालते हैं और इस बात में कोई परेशानी नहीं है लेकिन देसी नस्लों की भी थोड़ी चिंता कीजिए। अगर हम देसी हैं तो हमारे देसी नस्ल के कुत्तों से दूरी ठीक नहीं है। आज तो हम यह मुहिम अपनी तरफ से चला रहे हैं लेकिन एमसीडी में आने के बाद हम एमसीडी की तरफ से इस अभियान को चलाएंगे और चाहेंगे कि लोग इनको अडॉप्ट करें। जिससे इन देसी कुत्तों को भी अपना घर मिल सके।
