Yet again, LG writes a letter to the CM in a language better avoided. The Language is rude, curt and bordering on abusive. We strongly condemn the use of such a despicable language by the LG.
Delhi’s AAP Government systematically confronts the issue head-on, displaying the diligence of a responsible administration. We have installed an AQI monitor every 40 kilometers, such a robust monitoring mechanism is nowhere else in the country. This comprehensive level of monitoring enables us to accurately gauge pollution levels, a capability lacking in other states.
We solemnly acknowledge the gravity of the issue at hand, and our unwavering commitment to its resolution is evident through our tireless efforts. With meticulous planning and execution, all 1800 industries in Delhi have seamlessly transitioned to PNG fuels, marking a significant milestone in our journey towards environmental sustainability. Furthermore, our city boasts its highest green cover to date, standing at 23.6%.
Delhi proudly leads the nation with the most progressive EV policy, exemplified by the operation of 1650 electric buses on our roads—a feat unmatched by any other city in the country by miles. Looking ahead, our ambitious goal is to electrify 80% of Delhi’s bus fleet by the year 2025, reaffirming our steadfast commitment to a cleaner, greener future for all.
It is imperative to highlight that, according to the Economic Survey, pollution levels in Delhi have witnessed a notable decrease of 30-35% compared to levels recorded in 2016.
In our commitment to enhancing the quality of life for all residents, we have diligently ensured uninterrupted 24×7 electricity supply across all sectors—industrial, residential, and commercial. This monumental achievement has rendered diesel-based generators obsolete, marking a significant step towards our goal.
The Delhi government has diligently undertaken over 10 significant Yamuna rejuvenation projects, expending a total of ₹1,080 crores. Notably, these efforts encompass the construction of the 318 million litres per day wastewater treatment plant at Coronation Pillar. Despite these endeavors, the release of funds by the Finance Secretaries has been deliberately & consistently obstructed, resulting in delays with crucial files languishing in their offices for months on end.
Delhi has effectively augmented its sewage treatment capacity by an impressive 35 million gallons per day since January 2023. It is imperative to highlight that the AAP government has persistently pursued detailed reports regarding the operational functionality of the in-situ ammonia treatment plant crucial for the comprehensive cleaning of the Yamuna, but bureaucratic delays had been hampering government’s endeavors.
In November last year, the MCD undertook a decisive measure by hiring three private enterprises to scientifically process waste materials and efficiently repurpose the fractions.
Remarkably, data sourced from the office of the Lieutenant Governor (LG) elucidate that an astounding 125 lakh metric tonnes of garbage was effectively disposed of during the period spanning from May 2019 to May 2023. This concerted effort has led to a substantial reduction in the elevation of the three waste disposal sites, with each site experiencing a noteworthy decrease in height ranging from 15 to 20 meters.”
Furthermore, it is noteworthy that these critical cleaning projects of clearing of land fill sites fall under the jurisdiction of the Municipal Corporation of Delhi (MCD). Regrettably, despite a year having elapsed since the election, the absence of a standing committee within the MCD has hindered progress. The approval process for significant projects necessitates the involvement of the standing committee, and its non-existence has led to such unfortunate delays.
The BJP ruled in the MCD for 15 years, for over 15 years, the landfills have operated well beyond their designated capacity. This prolonged state of affairs can be attributed to decades of neglect and a limited comprehension of proper waste disposal practices.
The BJP’s negligence towards addressing pollution concerns is glaringly evident in their unwillingness to install pollution monitors in regions under their governance. Shockingly, in the few monitors installed in BJP ruled states, instances have been come to fore where, with the aid of water cannons, they strategically dampen areas surrounding pollution monitors to artificially lower AQI levels, as was seen in Ghaziabad, outside the DC office.
Furthermore, in Haryana, a state under BJP rule, a BJP’s own MLA has demanded accountability from the environment minister regarding the absence of pollution studies in his constituency. This dereliction of duty is particularly egregious considering the dire consequences, with reports of fatalities and children in hazardous occupations such as stone crushing. Such blatant disregard for public health and safety demands immediate and resolute action.
If we look into the same ranking out of all the Indian cities, the top 2 ranks go to BJP-ruled Bihar’s Begusarai, and Assam’s Guwahati, yet no letters are written to the chief ministers of those states by the governors of the state.
The LG in his letter says that he will take over the functioning of elected govt rather than remaining a mute spectator. Such a statement shows that LG does not have the correct knowledge of our constitution. There is clear division of powers and responsibilities. Howsoever anguished anyone might feel about the functioning of another organ, he does not have the right to encroach upon the domain of the other organ. By that logic, tomorrow, if LG feels that CJI or CEC or Speaker is not doing his job as per LG’s expectations, would LG similarly threaten them also that he will take over their functions? Thats not permissible.
In the best interest of the public welfare, it is imperative for all governing bodies to come together, transcending boundaries and political affiliations. Whether in Mumbai, Haryana, Uttar Pradesh, or Guwahati, collaboration among governments is essential to effectively address the prevailing challenges. Let us unite with a shared sense of purpose and determination, driven by our collective duty to safeguard the well-being of our citizens, and ensure a sustainable future for generations to come.
