The ‘AAP government in MCD has taken a significant step towards making Delhi even more beautiful by making it both garbage-free and debris-free. On Sunday, a Construction and Demolition(C&D) Waste Recycling Plant was inaugurated, which recycles construction and demolition waste into tiles, bricks, and other products for reuse. Delhi’s Chief Minister Shri Arvind Kejriwal inaugurated this plant as the chief guest. Spread over approximately 7 acres, this plant is the largest in the country and has the capacity to recycle 2,000 tons of C&D waste daily.
The Chief Minister stated that our goal is to make Delhi beautiful, and for this, the C&D plants are crucial. Waste generated from construction and demolition activities will be brought to C&D plants from all over Delhi, where it will be processed and transformed into usable products. This way, Delhi will get rid of waste not only from garbage but also from construction and demolition activities. CM Shri Arvind Kejriwal appealed to all Delhiites to ensure their participation in making Delhi clean.
Before this, the CM inspected the C&D Waste Recycling Plant along with Delhi’s Mayor, Dr. Shelly Oberoi, MLA and MCD in-charge Durgesh Pathak, MCD leader of the house Mukesh Goyal, and officials. Officials explained that this plant is based on very modern technology. Waste will be collected from all over Delhi and brought here for processing and recycling into tiles, bricks, and more for reuse. The waste that has made Delhi look unpleasant will now be transformed by this plant into new forms, making Delhi beautiful. During the visit, the CM also examined the tiles, roadbase, bricks, and other products produced by the plant.
CM Shri Arvind Kejriwal expressed his happiness at the inauguration of the C&D Waste Recycling Plant. He stated, “It’s a day of great pleasure that the C&D Waste Recycling Plant is being started. After the demolition of any building or construction site, debris is kept aside either on the roads or vacant plots. This leads to piles of debris at unusual places within the National Capital. We have an aim of making Delhi neat & clean and the most beautiful city. As of now, we cannot say that Delhi is beautiful since there exist piles of litter in Delhi. To make Delhi beautiful, we need C&D plants like this. All the debris resulting from the construction and demolition will be brought to such C&D plants. The Debris will be recycled into new products such as tiles, grits, etc.”
The Chief Minister continued, “Delhi produces 6,500 tonnes of debris daily. The C&D Waste Recycling Plant at Jahangirpuri is the 4th of its kind. Rest 3 plants are at Ranikhera, Shastri Park and Bakkarwala. These 4 plants have a recycling capacity of 5,000 tonnes, which doesn’t meet the requirements of 6,500 tonnes of debris produced daily. We have a plan to construct a new C&D plant at Okhla with a recycling capacity of 1000 tonnes, and the capacity of 4 plants will be increased slightly. In a short time, all the debris created within Delhi will be recycled and reused after the processing of these plants. Hence, Delhi will get rid of waste. Whatever waste is generated in Delhi will be recycled at these plants.
He mentioned that this plant established at Jahangirpuri is based on European technology, which is the most modern technology. Additionally, this plant is the largest in the country. It produces absolutely no noise, and even when you get very close to the plant, you can’t hear any sound. Moreover, no dust or dirt is flying around.
The Chief Minister further added, “Ever since the Aam Aadmi Party’s government came into power in the MCD, we have been hearing positive things. A year ago, the MCD was infamous for corruption. It was heard that all employees were on strike for their salaries. Many employees were not paid for several months. It was a terrible situation. I won’t say that everything is perfect after the AAP’s government came into power in the MCD. It will take some time for everything to be set right. It will take some time to fix the mess that has happened in the last 75 years. But now, there is good news coming from the MCD. Corruption is decreasing in the MCD. Employees are now receiving their salaries on time. The C&D plants are now being built because there is an honest government in the MCD. We neither commit corruption nor are interested in committing corruption.”
Shri Arvind Kejriwal mentioned that when our government came into power in the MCD, we started receiving messages. Previously, there was a system in place where people would calculate how much money would be taken each month. We rejected that system. Within 2-3 months, everyone realized that there was no system for money here. So, gradually, all the previous systems ceased to exist. In 1995, I joined the Income Tax department in Delhi, when I sat in the Assistant Commissioner’s chair, those who came to file cases used to ask, ‘What is your service charge?’ The service charge meant how much money I would take for filing the case. I used to say that I don’t take money. In this way, within 2-3 months, everyone realized that I don’t take money. Similarly, in 2015, when the government was formed in Delhi, such messages came to Delhi, but we rejected them. When our government was formed in Punjab, there were big mafias there. There too, many messages came, and we rejected them. There will be honest work in the municipal corporation. Everything will be fine.
“My goal is to make Delhi clean so that Delhi looks clean. For this, the MCD has also been running a campaign for the past few months. The MCD has launched the MCD-311 app. This app provides immediate solutions to 90-95 % of the problems reported on it. Everyone should download this app on their mobiles. Delhi will not become clean through MCD or the Delhi government alone; instead, when the 2 crore Delhiites come together to ensure their participation, Delhi will become clean. We all have to work together to clean Delhi and eliminate corruption from Delhi.” The Chief Minister stated.

Delhi is being made not only garbage-free but also debris-free – Dr. Shelly Oberoi
Delhi’s Mayor Dr. Shelly Oberoi stated that under the leadership of CM Shri Arvind Kejriwal, efforts are being made to make Delhi not only garbage-free but also debris-free. Locations have been designated across Delhi for the disposal of debris, where people can dispose of debris. This will prevent the unsightly heaps of garbage seen in various places in Delhi. Additionally, disposing of debris at designated locations will also help prevent pollution. She mentioned that a C&D plant with advanced technology has been established in Burari’s Jahangirpuri. Currently, it is the largest plant in the country, capable of processing 2,000 tonnes of debris daily. Another plant will be set up in Delhi soon.
Construction & Demolition (C&D) Waste Recycling Plant at Jahangirpuri Near Burari
The Construction and Demolition Waste Processing Solid Waste Management (SWM) Rules 2016 is a set of regulations in India’s Management of construction and demolition waste. Overall, the construction and demolition waste processing SWM Rule 2016 is important for environmental sustainable protection, and the development of responsible construction practices in India. It aims to reduce the environmental footprint of the construction and demolition industry while promoting resource conservation and proper waste disposal.
The total generation of debris (malba) in Delhi is about 6000-6500 TPD. At present, there are 4 C&D waste recycling Plants in Delhi at Jahangir Puri, Burari (2000 TPD), Rani Khera (1000 TPD), Shastri Park (1000 TPD) and Bakkarwala (1000 TPD). The Total Processing facility of these plants is 5000 TPD. In addition to this, MCD is planning to establish another waste processing plant with a capacity of 1000 TPD at Thekhand, Okhla. After the commissioning of this plant, the total processing capacity shall be at par with the total C&D Generation in Delhi. India’s biggest C&D Plant at Jahangir Puri near Burari has been operational since 2009. Its concession period expired in 2021. Since the Commissioning of this plant about 60 Lakh Ton C&D waste has been received and processed at this facility. The work of establishing a new plant at this site was awarded on 22-02-2022 and commissioned on 30.06.2023.
Salient Features
This plant is based on one of the most advanced technologies in the world: precision cut for ensuring the various grades of output material.

The plant is based on green technology with 90-95% water recycling and zero discharge of wastewater.
The plant is Smart and IOT connected and enabled with Remote Monitoring, Control and optimization through the command and control centre.
The technology is capable of converting C&D Waste to Sand and Aggregate of various sizes as per specifications prescribed in IS:383/2016.
The recycled products like Tiles, pavers, CC Bricks & Blocks and Kerb Stones are to be casted using recycled stone aggregate and sand.
India’s biggest Construction and Demolition Waste Recycling and Processing Plant at Jahangirpuri near Burari was established in the year 2009. Since then commissioning of plant 60 lakh MT C&D Waste has been received and processed at this facility.
