The Deputy Chief Minister, Govt. on NCT of Delhi, Shri Manish Sisodia today inaugurated a workshop on “Implementation of Biomedical Waste Management Rules, 2016” organized by Bio-Medical Waste Management division, DPCC(Delhi Pollution Control Committee) at Delhi Secretariat.
Shri Sisodia also released and uncovered the environmental handbook authored by the expert of the line, Dr. Siddartha Gautam and co-Authored by Dr. B.M.S Reddy, Rajeev Sharma and Ms. Aastha Dhingra. The book will be very useful in understanding various issues related to BMW management.
The workshop was presided over by the Minister of Environment, Shri Imaran Hussain.
The Speakers from various fields such as regulatory agencies, implementing authorities, Central Pollution Control Board, academic institutes such as IIT Madras and premier DRDO medical centre like INMAS gave their lectures and presentations on different issues covering BMW management to enlighten the stakeholders to achieve a goal of effective compliance of various provisions.
The Biomedical Waste (Management & Handling) Rules 1998 have been superseded by the Biomedical Waste Management Rules 2016. The new rules have come into force w.e.f 28.3.2016 and will cover all persons who generate, collect, receive, store, transport, treat, dispose, or handle Biomedical Waste (BMW) in any form including Hospitals, Nursing Homes, Clinics, Dispensaries, Veterinary Institutions, Animal Houses, Pathological Laboratories, Blood Banks, Ayush Hospitals, Clinical Establishments, Research or Educational Institutions, Health Camps, Medical or Surgical Camps, Vaccination Camps, Blood Donation Camps, First Aid Rooms of Schools, Forensic Laboratories and Research Labs, irrespective of their size/ number of patients/ the quantity of BMW generation. These are liable to apply and obtain authorization from Delhi Pollution Control Committee (DPCC).

Salient features are as below:
- Health Care Facilities (HCFs) shall ensure recovery of resource (s) followed by segregation of liquid chemical waste at source and ensure pre-treatment or neutralisation prior to mixing with other effluent generated from health care facilities.
- DeLaboratory waste, microbiological waste, blood samples and blood bags shall be pre-treated through disinfection or sterilization on-site in the manner as prescribed by WHO or NACO.
- HCFs shall ensure proper record keeping as per provisions of the Rules.
- Every occupier to segregate its waste in to various categories as per the Schedule-I of the rules.
- Every occupier to have an isolated storage site in its premises with different compartments for different categories of waste as per color coded bags.
- Ensure protective gears/equipment for the staff handling with Bio-Medical Waste.
- All HCFs should ensure that entire Bio-Medical Waste(s) should be handed over to Common Bio-Medical Waste Treatment Facility as per the agreement between them.
- Bar Coding of the bags and containers is to be done by the HCFs.
- One-time registration with DPCC along with a fee of Rs.5000/- towards authorization for non-bedded HCFs.
- Registration of Delhi Medical Council (DMC) is a pre-requisite for all the doctors/clinics while applying for authorization in Form II.
- All the HCFs shall display the authorization, issued by DPCC, at a prominent place in its premises so that general public can view and satisfy themselves.

Training is one of the important aspects as per the new Bio-Medical Waste Management Rules, 2016.
The Deputy Chief Minister stressed upon the need for creating mass awareness regarding the new provisions and rules about Bio-Medical Waste apart from awaring and making the Hospitals, Nursing Homes, Clinics, Dispensaries, Veterinary Institutions, Animal Houses, Pathological Laboratories, Blood Banks, Ayush Hospitals, Clinical Establishments, Research or Educational Institutions, Health Camps, Medical or Surgical Camps, Vaccination Camps, Blood Donation Camps, First Aid Rooms of Schools, Forensic Laboratories and Research Labs, irrespective of their size/ number of patients sensitize.
