Living up to his resolve of a clean Yamuna, Chief Minister Shri Arvind Kejriwal gave strict instructions to officers on Tuesday to give sewer connections to every household on a war footing in Delhi. Now, by June 2023, 100 percent of the houses in North East Delhi and East Delhi will be connected to the sewer network. Giving direct sewer connections to every house will radically help in cleaning the Yamuna. In this context, the CM said, “One of our priorities is to connect the whole of Delhi with the sewer network, so that untreated water does not get discharged into Yamuna. The Household Sewer Connection Project and Yamuna cleaning project will now be reviewed every 15 days.” The CM has also directed officers to expedite progress on all fronts on these projects.
The Delhi Government has been working on a mission mode to clean the Yamuna and also connect every household with a functional sewer connection. The process of connecting every household to the sewer network will go a long way toward cleaning the river Yamuna. In view of this, under the chairmanship of Chief Minister Shri Arvind Kejriwal, a review meeting of the project to provide a sewer connection to every house and clean the Yamuna was held on Tuesday. During the meeting, Shri Arvind Kejriwal reviewed the progress of the project and provided officials with the necessary guidelines.
Chief Minister Shri Arvind Kejriwal enquired about the houses that have been connected to the sewer network so far under the ‘Mukhyamantri Muft Sewer Connection Yojana’ and also asked for a status update of those houses which are yet to be connected. The CM also enquired whether the provision of providing sewer connections was proceeding within the allotted time frame. He also reviewed the reasons cited by officials regarding the houses that have not yet been connected to the sewer network. Officials of the Delhi Jal Board informed Shri Arvind Kejriwal that the scheme for providing sewer connections is going on as per the prescribed timeline, and many targets have already been achieved.
Further, officials of the Delhi Jal Board said that Delhi has a total of 1799 unauthorised colonies, in which close to 16,18,080 houses have been marked. Out of these, until now, 3,40,720 houses have already been connected to the sewer network, while work is under progress for the remaining houses. The officials also stated that 747 colonies are already connected to the sewer network. The ‘Mukhyamantri Muft Sewer Connection Yojana’ will provide a sewer connection to 39,550 houses across 667 colonies. Of this, 38,960 houses have already received a sewer connection and the remaining houses will be covered by the next month. In 80 colonies, sewer connection is being provided through project division. Of the 98,665 houses located herein, 46,498 houses have already received a sewer connection. The remaining houses will be covered by September 2023. Laying down of the sewer network is under progress in 573 colonies. Of the 7,77,151 houses across these colonies, 2,46,581 houses have already been connected to the sewer network, and the remaining houses will be connected to the network by December 2023. Under the DSTP, 4,45,000 houses spread across 318 colonies will receive a sewer connection. Every house will receive this connection within 12 months of land being allocated for DSTP. Although there are technical difficulties in connecting 161 colonies to the sewer network, work is under way to eliminate these obstacles. The officials also explained that by December 2023, 9,15,366 houses will be connected to the sewer network and the remaining houses shall be covered within the next one year.
CM Shri Arvind Kejriwal asked DJB officials for a timeline by when the houses in East Delhi that don’t yet have a sewer connection be connected to the sewer line. Delhi Jal Board officials replied that the houses in East Delhi would be connected to the sewer network by the end of the next month. By June 2023, 100 percent of the houses in North East Delhi and East Delhi will be connected to the sewer network. DJB officials informed that Sewage Treatment Plants (STP) are not able to treat sewage in some places. As work moves forward, this problem will be solved soon. Apart from this, many slums have narrow lanes where it is challenging to install sewer connections, and along with this, a Discharge of Sewage Treatment Plant (DSTP) is also being installed in some colonies. The slum cluster’s sewage will be tapped and transported to the STP, where sewage will be treated and forwarded.
According to officials, expanding the Shahdara drain’s capacity is also on the agenda. For this, a new STP will be constructed. So after June 2023, the dirty water, which will not be treated, will be treated by taking it to the new STP, but it will take some time. After June 2024, however, there won’t be any more contaminated water in the Shahdara drain.
While reviewing the Yamuna Cleaning Project, Chief Minister Shri Arvind Kejriwal asked about the progress of the STP and other related projects from the officials. The officials informed the Chief Minister that the dirty water from small drains was being intercepted and diverted to the STP. Water from the colonies that are covered under the sewer connections will be treated at their nearby STP. The officials further informed the Chief Minister that new STPs are being built, and existing STPs are currently having their capacity upgraded, with the command area for them nearby. The officials further informed that the water quality of the water treated by the old STPs was in the ratio of 20:30 in certain places, whereas it was 20:50 in other sites. After upgradation, all these STPs would treat water with a quality ratio of 10:10. Chief Minister Shri Arvind Kejriwal said that joining the entirety of Delhi to the sewer network is our priority so that no untreated water flows into the Yamuna, and the Yamuna can be cleaned as soon as possible. Shri Arvind Kejriwal further said that sewer connections to each house, the Yamuna cleaning project, and the project for access to clean water would be reviewed every 15 days.
Sharing information about the meeting, the CM Office tweeted, “CM Shri Arvind Kejriwal held a review meeting on Yamuna’s cleaning and revival and the connection of sewers to every home. Deputy Chief Minister Manish Sisodia, Environment Minister Gopal Rai, DJB Vice President Saurabh Bhardwaj, Chief Secretary and all senior officers were present in the review meeting.”
CM Arvind Kejriwal takes stock of Yamuna cleaning plan
During the meeting, Chief Minister Shri Arvind Kejriwal also reviewed the status of sewerage infrastructure in context of the Yamuna cleaning project. For ensuring 100% treatment of sewage in Delhi, the government has identified 4 Focus Areas for Enhancing Sewage Treatment Capacity. These include Construction of 3 New STPs at Okhla, Delhi Gate & Sonia Vihar, Construction of 40 New DSTPs, Rehabilitation of 3 existing STPs and Upgradation and increasing capacity of 18 existing STPs.
Progress in Construction of 3 new STPs
Of the 3 new STPs being constructed in Delhi, the 30 MGD Okhla STP shall be completed by June 2023, the 7 MGD Sonia Vihar STP shall be completed by September 2023, whereas for the 10 MGD Delhi Gate MGD, the concerned departments are awaiting land allotment by DDA.
Construction of 40 New DSTPs
The 40 new DSTPs of Delhi will add a capacity of 92 MGD to the sewage infrastructure. Of these, 29 DSTPs will be ready by December 2023
Progress in Rehabilitation of existing 3 STPs
Through Rehabilitation of 3 STPs, the Delhi Government will add a capacity of 70 MGD to its network. The 25MGD Phase-2 of the Kondli will be ready by June 2023, the 40MGD Rithala STP will also be ready by June 2023, while the 5MGD Phase-2 of the Yamuna Vihar MGD will be ready by September 2023.
Upgradation of Existing 18 Sewage Treatment Plants
The Upgradation of Existing 18 Sewage Treatment Plants will add a capacity of 93.5 MGD to the network. Under this, 1 STP will be upgraded by March 2023, 1 by October 2023, 9 by December 2023, 4 by January 2024, and March 2024. The STPs under upgradation: Pappan Kalan Phase – I, Nilothi Phase -II, Najafgarh, Keshopur Phase -II, Keshopur Phase-III, Rohini Sector 25, Narela, Coronation Pillar Phase-I & II, Coronation Pillar Phase-III, Yamuna Vihar Phase – I, Yamuna Vihar Phase – III, Okhla Phase- V, Mehrauli, Ghitorni, Vasant Kunj, Kondli Phase-IV, Keshopur Phase-I and Rithala Phase-II.
Drain Tapping also on track
The Delhi Government is also rapidly working on tapping of drains across Delhi. This project includes tapping of major drains like the Barapullah Drain, Maharani Bagh Drain and the Mori Gate drain as well as tapping of 76 sub-drains that fall into the Najafgarh, Shahdara and Supplementary Drains. With the trapping of Barapullah Drain, Maharani Bagh Drain and the Mori Gate drain a total of 48.14 MGD of sewage will be treated as per latest standards. 242 MGD of sewage will be treated by tapping the 76 sub-drains.

मुख्यमंत्री अरविंद केजरीवाल ने हर घर को सीवर कनेक्शन और यमुना सफाई परियोजना की आज समीक्षा बैठक की। इस दौरान सीएम अरविंद केजरीवाल ने सख्त निर्देश दिए कि दिल्ली में एक घर भी सीवर कनेक्शन से वंचित न हो। इस दौरान अधिकारियों ने बताया कि ईस्ट दिल्ली में मार्च तक और नार्थ ईस्ट दिल्ली में जून 2023 तक 100 फीसद घरों को सीवर नेटवर्क से जोड़ दिया जाएगा। हर घर सीवर कनेक्शन से यमुना को साफ करने में भी मदद मिलेगी। सीएम अरविंद केजरीवाल ने कहा कि पूरी दिल्ली को सीवर नेटवर्क से जोड़ना हमारी प्राथमिकताओं में शामिल है, ताकि यमुना में जरा भी गंदा पानी न गिरने पाए। उन्होंने कहा कि हर घर को सीवर कनेक्शन और यमुना सफाई परियोजना की अब हर 15 दिन में समीक्षा की जाएगी। समीक्षा बैठक में उपमुख्यमंत्री मनीष सिसोदिया, पर्यावरण मंत्री गोपाल राय, दिल्ली जल बोर्ड के उपाध्यक्ष सौरभ भारद्वाज, मुख्य सचिव समेत दिल्ली जल बोर्ड के वरिष्ठ अधिकारी मौजूद रहे।
दिल्ली सरकार यमुना की सफाई और हर घर को सीवर कनेक्शन से जोड़ने पर बेहद गंभीरता से कार्य रही है। हर घर को सीवर नेटवर्क से जोड़ने से यमुना की सफाई में काफी मदद मिलेगी। इसी के मद्देनजर मुख्यमंत्री अरविंद केजरीवाल की अध्यक्षता में आज हर घर को सीवर कनेक्शन और यमुना सफाई परियोजना की समीक्षा बैठक हुई। समीक्षा बैठक में सीएम अरविंद केजरीवाल ने यमुना की सफाई और हर घर को सीवर कनेक्शन परियोजना की कार्य प्रगति की जानकारी ली और अधिकारियों को आवश्यक दिशा-निर्देश दिए।
मुख्यमंत्री अरविंद केजरीवाल ने ‘मुख्यमंत्री मुफ्त सीवर कनेक्शन योजना’ के तहत अभी तक सीवर नेटवर्क से जुड़ चुके घरों की जानकारी ली। उसके बाद शेष बचे घरों का स्टेटस जाना। सीएम ने यह भी जानकारी ली कि सीवर कनेक्शन देने की प्रक्रिया तय समय सीमा के अंतर्गत चल रही है या नहीं। साथ ही, जिन घरों को अभी तक सीवर कनेक्शन नहीं दिया जा सका है, उसके पीछे क्या वजह रही है। दिल्ली जल बोर्ड के अधिकारियों ने बताया कि सीवर कनेक्शन देने की योजना निर्धारित टाइम लाइन के अनुसार चल रही है और काफी लक्ष्य हासिल कर लिया गया है।
दिल्ली जल बोर्ड के अधिकारियों ने बताया कि दिल्ली में कुल 1799 अनधिकृत कॉलोनियां हैं, जिनमें करीब 16 लाख 18 हजार 80 घर चिंहित किए गए हैं। इनमें से अभी तक 3 लाख 40 हजार 720 घरों को सीवर नेटवर्क से जोड़ा जा चुका है और शेष पर काम चल रहा है। अधिकारियों ने बताया कि 747 कॉलोनियां पहले से ही सीवर नेटवर्क से कवर हैं। मुख्यमंत्री मुफ्त सीवर कनेक्शन योजना के तहत 667 कॉलोनियों के 39 हजार 550 घरों में सीवर कनेक्शन दिया जा रहा है, जिनमें से 38 हजार 960 घरों को सीवर कनेक्शन दे दिया गया है और शेष घरों को मार्च तक सीवर कनेक्शन दे दिया जाएगा। 80 कालोनियों में प्रोजेक्ट डिविजन द्वारा सीवर कनेक्शन किए जा रहे हैं। यहां स्थित 98 हजार 665 घरों में से 46 हजार 498 घरों को सीवर कनेक्शन दे दिया गया है। शेष घरों को सितंबर 2023 तक कनेक्शन दे दिया जाएगा। 573 कालोनियों में सीवर नेटवर्क का काम चल रहा है। यहां स्थित 7 लाख 77 हजार 151 घरों में से 2 लाख 46 हजार 581 घरों को सीवर नेटवर्क से जोड़ दिया गया है और शेष घरों को दिसंबर 2023 तक सीवर नेटवर्क से जोड़ दिया जाएगा। डीएसटीपी के अंतर्गत 318 कालोनियों के 4 लाख 45 हजार घरों को सीवर कनेक्शन दिया जाएगा। डीएसटीपी के लिए जमीन मिलने के 12 महीने के अंदर हर घर को सीवर नेटवर्क से जोड़ दिया जाएगा। जबकि 161 कालोनियों में कई तकनीकी दिक्कतें हैं, जिनको दूर करने का प्रयास किया रहा है। अधिकारियों ने बताया कि दिसंबर 2023 तक 9 लाख 15 हजार 366 घरों को सीवर नेटवर्क से जोड़ दिया जाएगा और शेष घरों को अगले एक साल के अंदर सीवर नेटवर्क से जोड़ने की योजना है।
सीएम अरविंद केजरीवाल ने अधिकारियों से पूछा कि पूर्वी दिल्ली में अभी तक जिन घरों तक सीवर कनेक्शन नहीं पहुंचा है, उन घरों को कब तक सीवर लाइन से जोड़ दिया जाएगा? डीजेबी के अधिकारियों ने बताया कि इन घरों को मार्च 2023 तक सीवर नेटवर्क से जोड़ दिया जाएगा। जून 2023 तक नार्थ ईस्ट दिल्ली में 100 फीसद घरों को सीवर नेटवर्क से जोड़ दिया जाएगा। डीजेबी के अधिकारियों ने अवगत कराया कि कुछ जगहों पर एसटीपी सीवेज को ट्रीट नहीं कर पा रहे है। उस पर काम चल रहा है और जल्द ही इस समस्या का समाधान कर लिया जाएगा। इसके अलावा कई झुग्गियों में छोटी-छोटी गलियां हैं, जहां पर सीवर कनेक्शन देने में थोड़ी परेशानी का सामना करना पड़ रहा है। साथ ही, कुछ कालोनियों में डीएसटीपी भी लगाई जा रही है। झुग्गी क्लस्टर से निकलने वाले सीवेज को टैप करके एसटीपी में ले जाया जाएगा। जहां पर सीवेज को ट्रीट कर के आगे भेजा जाएगा। अधिकारियों ने बताया कि शहादरा ड्रेन की क्षमता बढ़ाने का भी प्लान है। इसके लिए एक नया एसटीपी बनाया जाएगा। ताकि जून 2023 के बाद जो गंदा पानी ट्रीट नहीं होगा, उसे नए एसटीपी में ले जाकर ट्रीट किया जाएगा। इसमें कुछ समय लगेगा। लेकिन जून 2024 के बाद शहादरा ड्रेन में बिल्कुल भी गंदा पानी नहीं आएगा।
यमुना सफाई कार्य योजना की समीक्षा करते हुए सीएम अरविंद केजरीवाल ने अधिकारियों से एसटीपी समेत अन्य कार्यों की प्रगति की जानकारी ली। अधिकारियों ने बताया कि छोटे-छोटे नालों को इंटरसेप्ट करके उसका गंदा पानी एसटीपी में ले जा रहे हैं। जिन कालोनियों को सीवर कनेक्शन से कवर किया जा रहा है, वहां से निकलने वाले गंदे पानी को पास में बने एसटीपी में ट्रीट किया जाएगा। अधिकारियों ने बताया कि जिन एसटीपी की क्षमता बढ़ाई जा रही है और नए एसटीपी बनाए जा रहे हैं, उनका कमांड एरिया उसके आसपास में ही है। अधिकारियों ने बताया कि जितने पुराने एसटीपी थे, वहां ट्रीट होने के बाद कई जगहों पर पानी की क्वालिटी का अनुपात 20ः30 था, तो कुछ जगहों पर 20ः50 का अनुपात था। अब इन सभी को अपग्रेड करके पानी की क्वालिटी 10ः10 का अनुपात किया जा रहा है। सीएम अरविंद केजरीवाल ने कहा कि पूरी दिल्ली को सीवर नेटवर्क से जोड़ना हमारी प्राथमिकताओं में शामिल है, ताकि यमुना में जरा भी गंदा पानी गिरने न पाए और यमुना को जल्द से जल्द साफ किया जा सके। उन्होंने कहा कि हर घर को सीवर कनेक्शन, यमुना सफाई कार्य योजना और हर घर को साफ पानी मुहैया कराने के प्रोजेक्ट्स की अब हर 15 दिन में समीक्षा की जाएगी।
मुख्यमंत्री कार्यालय ने ट्वीट कर कहा कि सभी घरों तक सीवर कनेक्शन, यमुना की सफाई एवं कायाकल्प को लेकर सीएम अरविंद केजरीवाल ने समीक्षा बैठक की। समीक्षा बैठक में उपमुख्यमंत्री मनीष सिसोदिया, पर्यावरण मंत्री गोपाल राय, डीजेबी उपाध्यक्ष सौरभ भारद्वाज, मुख्य सचिव समेत सभी वरिष्ठ अधिकारी मौजूद रहे।’’
सीएम अरविंद केजरीवाल ने यमुना सफाई योजना का लिया जायजा
बैठक के दौरान मुख्यमंत्री अरविंद केजरीवाल ने यमुना सफाई परियोजना के संदर्भ में सीवरेज ढांचे की स्थिति की भी समीक्षा की। दिल्ली में सीवेज का 100 फीसद उपचार सुनिश्चित करने के लिए दिल्ली सरकार ने सीवेज उपचार क्षमता बढ़ाने को लेकर 4 फोकस क्षेत्रों की पहचान की है। इनमें ओखला, दिल्ली गेट और सोनिया विहार में 3 नए एसटीपी का निर्माण, 40 नए डीएसटीपी का निर्माण, 3 मौजूदा एसटीपी का पुनर्वास और 18 मौजूदा एसटीपी की उन्नयन और क्षमता बढ़ाना शामिल है।
तीन नए एसटीपी के निर्माण में प्रगति
दिल्ली में बन रहे तीन नए एसटीपी में से 30 एमजीडी क्षमता का ओखला एसटीपी जून 2023 तक और 7 एमजीडी क्षमता के सोनिया विहार एसटीपी सितंबर 2023 तक पूरे हो जाएंगे, जबकि 10 एमजीडी क्षमता के दिल्ली गेट एमजीडी के लिए संबंधित विभाग जमीन के लिए डीडीए द्वारा आवंटन का इंतजार कर रहे हैं।
40 नए डीएसटीपी का होगा निर्माण
दिल्ली के 40 नए डीएसटीपी सीवेज इंफ्रास्ट्रक्चर में 92 एमजीडी की क्षमता जोड़ेंगे। इनमें से 29 डीएसटीपी दिसंबर 2023 तक तैयार हो जाएंगे।
मौजूदा तीन एसटीपी के रिहैबिलिटेशन में प्रगति
तीन एसटीपी के रिहैबिलिटेशन के माध्यम से दिल्ली सरकार अपने नेटवर्क में 70 एमजीडी की क्षमता जोड़ेगी। कोंडली का 25 एमजीडी क्षमता का फेज-2 जून 2023 तक तैयार हो जाएगा। 40 एमजीडी क्षमता का रिठाला एसटीपी भी जून 2023 तक तैयार हो जाएगा, जबकि फेज दो के यमुना विहार के 5 एमजीडी क्षमता का एसटीपी सितंबर 2023 तक तैयार हो जाएगा।
मौजूदा 18 एसटीपी का किया जा रहा अपग्रेडेशन
मौजूदा 18 सीवेज ट्रीटमेंट प्लांट्स के अपग्रेडेशन से नेटवर्क में 93.5 एमजीडी की अतिरिक्त क्षमता जुड़ जाएगी। इसके तहत मार्च 2023 तक 1 एसटीपी, अक्टूबर 2023 तक एक, दिसंबर 2023 तक 9, जनवरी 2024 तक 4 और मार्च 2024 तक 4 एसटीपी का अपग्रेडेशन किया जाएगा। इनमें पप्पन कलां फेज-1, निलोठी फेज-2, नजफगढ़, केशोपुर फेज-1 और 3, रोहिणी सेक्टर 25, नरेला, कोरोनेशन पिलर फेज 1 और 2, कोरोनेशन पिलर फेज-3, यमुना विहार फेज- प्, यमुना विहार फेज- 3, ओखला फेज- 5, महरौली, घिटोरनी, वसंत कुंज, कोंडली फेज-4 और रिठाला फेज-2 एसटीपी का अपग्रेडेशन किया जा रहा है।
नालों की टैपिंग भी ट्रैक पर है
दिल्ली सरकार पूरी दिल्ली में नालों की टैपिंग पर भी तेजी से काम कर रही है। इस परियोजना में बारापुला नाला, महारानी बाग नाला और मोरी गेट नाला जैसे प्रमुख नालों की टैपिंग के साथ-साथ नजफगढ़, शाहदरा और अन्य बड़े नालों में गिरने वाले दिल्ली के 76 छोटे नालों की टैपिंग भी शामिल है। बारापुला नाला, महारानी बाग नाला और मोरी गेट नाले की टैपिंग में कुल 48.14 एमजीडी सीवेज को नवीनतम मानकों के अनुसार साफ किया जाएगा। 76 छोटे नालों की टैपिंग करके 242 एमजीडी सीवेज को साफ किया जाएगा।
