Deputy Chief Minister Shri Manish Sisodia severely criticised the Union Budget 2023-24 on Wednesday. He said that the budget has been made only to benefit the super-rich of the country and has nothing to offer to ‘aam aadmi’ and that it will only immerse the country into additional debt which may rise up to Rs 15 lakh crores. He stated, “It is just another jumla by the BJP-led central government. Till 2014, the Central government had a debt of Rs 53 lakh crore and during two successive terms of the BJP-led government, the country came under a debt of Rs 150 lakh crore and this budget will further immerse the country in additional Rs 15 lakh crore debt.”
Chief Minister Shri Arvind Kejriwal tweeted, “There is nothing in the budget to reduce inflation, rather it will increase inflation, and there is no concrete plan to eliminate unemployment. The reduction of the education budget from 2.64% to 2.5% is unfortunate and the reduction of the health budget from 2.2% to 1.98% is dangerous. Delhiites were once again outcasted in the budget, they paid income tax of Rs 1.75 lakh crore last year, out of which only Rs 325 crore was given for the development of Delhi, this is a gross injustice to Delhiites.”
Shri Manish Sisodia said, “BJP-led Central government had been throwing rhetorics in every budget. We have listened to many of such false promises like the introduction of bullet trains or the promise of doubling farmers’ income or creating 60 lakh jobs in the past. There was no mention of the status of these in the budget and future plans related to unemployment in the country.”
He added that till 2014, the Central government had a debt of Rs 53 lakh crore and during two successive terms of the BJP-led government, the country came under a debt of Rs 150 lakh crore and this budget will further immerse the country under additional Rs15 lakh crore debt. “Any good economist of the country will call it a budget without vision and a dangerous budget for the economy,” said Shri Sisodia.
While discussing the share of Delhi in the latest budget, the Delhi Finance Minister said, “People of Delhi continue to be treated as an outcast by the central government. Despite our repeated requests, Delhi’s share in the Central pool of taxes continues to be frozen at Rs 325 crores for the past two decades. only Rs 325 crores were allocated to Delhi, although Delhi contributed Rs 1.78 lakh crores in direct taxes in FY 22. Every state gets a share of 42% from the central pool of taxes but Delhi’s share has not been increased despite repeated requests. Centre gives only Rs 611 per person to Delhi from its share of taxes. However it gives Rs 64,524 Cr to Maharashtra (Rs 4963 per person), Rs 80,183 Cr to MP (Rs 9216 per person) and Rs 37,252 Cr to Karnataka (Rs 5247 per person). Delhi gets the lowest across India. MCD has again been left high and dry with zero allocation. Neither it got any funds during the tenure of BJP, nor now.”
The Deputy Chief Minister said, “Time and again the Finance Minister and the central government claim to ensure inclusive growth but it is beyond my understanding how can they ensure it when they can’t increase allocation for education and health. The budget undermines India’s long-term growth potential by giving a complete miss to education and health. It feels like a mockery. No new hospitals have been announced despite knowing about the burden on medical facilities. Allocations to both education and healthcare have been cut from the previous year. Education – from 2.64% to 2.5%, and Health – from 2.2% to 1.98%.”
“Whenever central government ministers are asked about their work in the field of education they boast about NEP 2020. It has been three years since the policy was presented. It recommends that the government should spend at least 6% of the budget on education. Forget that, the central government has reduced the budget for education instead. They talk about inclusive growth but unemployment is not an agenda for them. Today the unemployment rate in the country has reached 8.3%, and in the urban areas, 10% of people are sitting unemployed. They promised that they will bring 60 lakhs employment opportunities but nothing happened. There is no vision in this budget to address the issue of unemployment. What kind of Budget is this,” questioned Shri Sisodia.
The Deputy CM said, “Countries across the world that were struggling to manage their economy, they took it as a challenge and increased the consumption. When consumption is increased production and employment increase along with that. But the central government has failed to understand this. This budget will only benefit a few private investors, not aam aadmi.”
He added that the government is boasting about the tax rebates offered in this budget. It is to be noted that only 4% of people pay taxes in India, and of this 4%, only 10% of people use the scheme they are boasting about. This means that only 0.4% of people will get a rebate of Rs 50,000. This is being considered a big achievement by the central government. Besides the token tax relief to a very small section of taxpayers, there is nothing in this budget for the common man.”
He argued, “What kind of inclusive budget the central government is talking about when there is no mention or allocation of funds for any innovative scheme to support women, farmers or youth of the country? They say that the budget will give a boost to infrastructure, but let me tell you that building airports will not bring employment opportunities.”
Shri Manish Sisodia said that only the super-rich will benefit from this budget. The wealth owned by the 21 billionaires of the country is equal to that of 70 crores of Indians. The budget has nothing to offer to those 70 crore people of the country, but the tax rebate offered to the rich has been decreased from 37% to 25%. People were expecting that the budget would provide relief from inflation. Prices of fuel and taxes on essential commodities will be reduced and things will get cheaper. No announcement was made regarding these. Overall this budget aims to benefit the super-rich and immerse the country in a debt of Rs 15 lakh crores. This will only create new and bigger challenges for the upcoming generations. There is no roadmap with the central government for paying back these debts.”

श्री सिसोदिया ने कहा कि ये मोदी जी के दूसरे कार्यकाल का आखिरी बजट है| इन दोनों कार्यकाल में इन्होने अच्छे दिन को जुमला करार दिया| नौकरी देने के वादे को जुमला करार दिया और अब दोबारा एक ऐसा बजट लेकर आये है जिसमें केवल जुमला और जुमला है| 2014 के बजट के बाद भी इस सरकार से बुलेट ट्रेन लाने से लेकर किसानों की आय को दोगुना करने सहित पिछले साल के बजट में 60 लाख नौकरी देने का जुमला सुन चुके है और इस साल के बजट में इनकी बात भी नहीं की गई है|
उन्होंने कहा कि आज के बजट में सबसे अहम् और चिंताजनक बात ये है कि ये देश को कर्जे में डुबाने वाला बजट है जो देश की माली हालत को और ख़राब करेगा| 2014 तक केंद्र सरकार के उपर 53 लाख करोड़ रूपये का कर्जा था जो मोदीजी के अच्छे दिन के जुमले से आज बढ़कर 152 लाख करोड़ का हो गया और अब इस बजट के माध्यम से इसमें 15 लाख करोड़ का कर्जा और जुड़ रहा है| यानि की देश के उपर इस बजट के बाद से 167 लाख करोड़ का कर्जा हो जायेगा|
श्री सिसोदिया ने कहा कि इस साल केंद्र सरकार का बजट 45 लाख करोड़ का है जिसमें 15 लाख करोड़ का कर्जा है| यानि भारतीय जनता पार्टी देश को कर्जे में डूबने वाला बजट लेकर आई है| जब जब सरकारें कर्जा लेती है तो महंगाई बढती है, बेरोजगारी बढती है न कि देश की समस्याओं का समाधान होता है| ये बजट देश को 15 लाख करोड़ के कर्जे में और डुबायेगा जो देश के लिए खतरनाक है|

श्री सिसोदिया ने कहा कि ये बजट दिल्ली के लोगों के लिए बेहद निराशाजनक है| केंद्र सरकार ने 22 सालों की परंपरा को जारी रखते हुए दिल्ली को केन्द्रीय करों में हिस्सेदारी में केवल 325 करोड़ रूपये दिए है| जबकि दिल्ली की जनता का केन्द्रीय करों में 1.78 हजार करोड़ रूपये देती है| केन्द्रीय करों में बाकि राज्यों को 42% कि हिस्सेदारी मिलती है लेकिन दिल्ली को केवल 325 करोड़ रूपये मिलते है| इस साल भी दिल्ली को सिर्फ 325 करोड़ रूपये मिले है| साथ ही इस साल भी एमसीडी को केंद्र सरकार की ओर से कोई पैसे नहीं मिले है| जब एमसीडी में भाजपा की सरकार थी जब भी एमसीडी को कोई पैसे नहीं दिए जाते थे और भी नहीं दिए गए है| जबकि देश के सभी नगर निगमों को केंद्र सरकार पैसा देती है|
श्री सिसोदिया ने कहा कि इस बजट में दिल्ली को केवल 325 करोड़ रूपये मिले है जबकि महाराष्ट्र को 64,524 करोड़, मध्य-प्रदेश को 80,183 करोड़ और कर्णाटक को 37,252 करोड़| यानि बजट में दिल्ली को प्रतिव्यक्ति केवल 611 रूपये मिले है, जो पूरे भारत में सबसे कम है| जबकि महाराष्ट्र को 4963 रूपये प्रतिव्यक्ति, कर्णाटक को 5247 रूपये प्रतिव्यक्ति, मध्यप्रदेश को 9216 रूपये प्रति व्यक्ति मिल रहा है| ये दिल्ली के साथ अन्याय है| ये अन्याय इस बार भी जारी है और दिल्ली के लोगों को बजट से केवल निराशा मिली है|
शिक्षा-स्वास्थ्य की बात न करने वाला ये बजट इंक्लूसिव कैसे?
उपमुख्यमंत्री ने कहा कि केंद्र सरकार और केन्द्रीय वित्तमंत्री बार-बार ये बोल रही है कि ये बजट इंक्लूसिव बजट है| लेकिन शिक्षा-स्वास्थ्य की बात न करने वाला ये बजट इंक्लूसिव कैसे हो सकता है| शिक्षा और स्वास्थ्य के उपर खर्च किए बिना कोई भी सरकार अगर इंक्लूसिव ग्रोथ की बात करती है तो ये मजाक लगता है| स्वास्थ्य के क्षेत्र में इन्होने कोई नया अस्पताल बनाने की बात नहीं कही| देश में प्रतिव्यक्ति डॉक्टर की संख्या दुनिया के कई गरीब देशो से भी कम है| ऐसे में भी स्वास्थ्य क्षेत्र का बजट 2.2% से घटाकर 1.98% कर दिया|
उन्होंने कहा कि केंद्र सरकार के सभी नेता नई शिक्षा नीति की बात करते है| इस नीति में लिखा है कि जीडीपी का 6% शिक्षा पर खर्च किया जाए| नई शिक्षा नीति को आए 3 साल हो चुके है लेकिन केंद्र इसपर जीडीपी का 6% तो दूर पिछले साल के बजट कि तुलना में 2.64% को घटाकर 2.5% कर दिया| ये इंक्लूसिव ग्रोथ की बात करते है लेकिन युवाओं को रोजगार देना इनके इंक्लूसिव ग्रोथ में शामिल नहीं है| आज देश में बेरोजगारी की दर 8.3% है और शहरों में ये 10% है| केंद्र सरकार ने पिछले बजट में वादा किया था कि इस साल 60 लाख रोजगार लेकर आयेंगे लेकिन कहा गए ये 60 लाख रोजगार? बजट में इसकी कोई बात नहीं, रोजगार के लिए कोई नई स्कीम नहीं|
देश में बेरोजगारी दर 8.3% लेकिन फिर भी बजट में बेरोजगारी दूर करने के लिए कोई विज़न नहीं
श्री सिसोदिया ने कहा कि केंद्र ने बोला ये इंफ्रास्ट्रक्चर का बजट है| लेकिन जिस वक्त देश का हर दसवां युवा बेरोजगार है, जिनके पास रोजगार है उनकी आय भी बहुत कम है| ये देख कर समझना पड़ेगा की दुनिया ने इन चुनौतियों का सामना कैसे किया| इस बजट में बेरोजगारी से लड़ने का कोई विज़न नहीं है| दुनियाभर की अर्थव्यवस्था में बेरोजगारी से लड़ने के लिए खपत को बढ़ाया गया क्योंकि खपत बढ़ने से उत्पादन बढ़ता है और इससे रोजगार का सृजन होता है| लेकिन इस बजट में खपत बढाने पर भी कोई काम नहीं किया गया| भारत में एक बड़ा खपत बाजार है और सारी दुनिया इसे मार्केट के रूप में देख रही है लेकिन सरकार इसपर कुछ काम नहीं कर रही है| बेरोजगारी दूर करने के लिए विज़न चाहिए 4 कैपिटल प्रोजेक्ट से बेरोजगारी दूर नहीं होगी|
देश के करोडो आम लोगों को फायदा पहुँचाने के बजाय बजट से केवल चंद अरबपतियों को होगा फायदा
श्री सिसोदिया ने कहा कि सरकार इनकम टैक्स में छूट का बड़ा दावा कर रही है| लेकिन हकीकत ये है कि इनकम टैक्स में 50,000 के इस छूट से केवल 0.4% लोगों को ही फायदा मिल रहा है| देश में 4% लोग इनकम टैक्स देते है और इसमें भी केवल 10% लोग ही इस छूट का इस्तेमाल करेंगे और केंद्र इसे गेम चेंजर बता रही है| ये कैसा इंक्लूसिव बजट जिसमें नौजवानों की बात नहीं है, जिसमें महिलाओं की बात नहीं है, किसानों की बात नहीं है, छोटे व्यापारियों की बात नहीं है| केवल बड़े अमीरों(सुपररिच) लोगों की बात की गई है| चंद अमीर लोगों जिनकी आय 5 करोड़ से ज्यादा है उनका सरचार्ज 37% से घटाकर 25% कर दिया गया है| अमीरों को छूट मिली लेकिन आम आदमी को कुछ नहीं मिला|
उन्होंने कहा कि देश के 21 अरबपतियों के पास जितनी संपत्ति उतनी संपत्ति 70 करोड़ भारतीयों के पास लेकिन उन 70 करोड़ लोगों के लिए बजट में कुछ नहीं है| और अरबपतियों का सरचार्ज 37% से घटाकर 25% कर दिया गया है|
बजट में महंगाई,न बेरोजगारी से लड़ने के लिए कोई योजना नहीं, न खपत बढाकर छोटे व्यापारियों को आगे बढाने की योजना, ये कुछ अरबपतियों फायदा पहुँचाने और देश को 15 लाख करोड़ रूपये के और कर्जे में झोंकने का बजट है
उपमुख्यमंत्री ने कहा कि लोग इंतजार कर रहे थे कि महंगाई के ज़माने में पेट्रोल व डीजल पर कुछ राहत मिलेगी| टैक्स कम होंगे, जीएसटी में जरुरी सामानों पर छूट मिलेगी तो महंगाई कम होगी| इस तरफ बजट में कोई काम नहीं किया गया है| कुल मिलाकर बजट में महंगाई से लड़ने के लिए कोई योजना है, न बेरोजगारी से लड़ने के लिए कोई योजना है, न खपत बढाकर छोटे व्यापारियों को आगे बढाने की योजना है| कुल मिलाकर ये कुछ अरबपतियों फायदा पहुँचाने और देश को 15 लाख करोड़ रूपये के और कर्जे में झोंकने का बजट है| इस कर्जे को कैसे चुकाया जायेगा कहा से चुकाया जायेगा इसका कोई रोडमैप नहीं है|
