आम आदमी पार्टी ने मुख्यमंत्री तीर्थ यात्रा योजना के लिए रेलवे की ओर से ट्रेन उपलब्ध कराने से इनकार करने पर केंद्र की भाजपा सरकार को आड़े हाथ लिया है। आगामी विधानसभा चुनाव में हार का एहसास हो जाने के बाद भाजपा बौखला गई है। इसी बौखलाहट में भाजपा ने रेल मंत्रालय पर दबाव डालकर दिल्ली में बुजुर्गों के लिए शुरू की गई मुख्यमंत्री तीर्थ यात्रा योजना के लिए ट्रेन उपलब्ध कराने से इनकार करा दिया है। भाजपा ने जानबूझ कर बुजुर्गों की यात्रा रोकी है। भाजपा की आगामी विधानसभा चुनाव में निश्चित तौर पर होने जा रही हार की हताशा को यह कार्य दर्शाता है। आम आदमी पार्टी के प्रदेश संयोजक एवं कैबिनेट मंत्री गोपाल राय ने कहा कि तीर्थ यात्रा रोकने पर भाजपा को बुजुर्गों की बददुआ लगेगी और यह बददुआ आगामी विधानसभा चुनाव में भाजपा की हार का प्रमुख कारण बनेगी। आम आदमी पार्टी ने भाजपा से पांच सवाल पूछकर उसका जवाब भी मांगा है।

आम आदमी पार्टी के दिल्ली प्रदेश संयोजक एवं कैबिनेट मंत्री गोपाल राय ने पार्टी मुख्यालय में हुई एक प्रेस वार्ता को संबोधित करते हुए कहा कि दिल्ली की केजरीवाल सरकार ने दिल्ली के बुजुर्गों के लिए मुफ्त तीर्थ यात्रा योजना कार्यक्रम की शुरुआत की। इस योजना के तहत दिल्ली के बुजुर्गों को देश के अलग-अलग तीर्थ स्थानों पर ले जाकर दर्शन कराए जाते हैं। इस यात्रा के दौरान बुजुर्गों के आने-जाने, रहने और खाने का सारा खर्चा दिल्ली सरकार द्वारा उठाया जाता है। इस तीर्थ यात्रा योजना के तहत हजारों बुजुर्ग अब तक तीर्थ स्थलों के दर्शन कर चुके हैं। उन्होंने कहा कि यह बड़े ही दुख की बात है कि ऐसे पवित्र और पुण्य के काम में भी भारतीय जनता पार्टी को परेशानी है। केंद्र में बैठी भाजपा की सरकार ने 10 दिसंबर को इन तीर्थ यात्राओं के लिए आरक्षित ट्रेनों को रद्द कर दिया है।

12 तीर्थ स्थलों के लिए 63435 लोगों ने किया है रजिस्ट्रेंशन – गोपाल राय

गोपाल राय ने बताया कि 10 दिसम्बर को रेलवे विभाग की ओर से एक पत्र प्राप्त हुआ। जिसमें कहा गया है कि ट्रेनों की अनुपलब्धता के कारण अब आगे तीर्थ यात्रा योजना के लिए ट्रेनें मुहैया नहीं कराई जा सकती, जिस कारण सभी तीर्थ यात्राएं रद्द की जा रही हैं। गोपाल राय ने बताया कि अभी तक 12 रूट पर यात्राएं चल रही थी, जिनमें दिल्ली से अजमेर, वैष्णो देवी, रामेश्वरम, तिरुपति, द्वारकाधीश, जगन्नाथपुरी, शिरडी, उज्जैन, बोधगया, मथुरा और हरिद्वार रुट शामिल है। इन रूटों पर अभी तक दिल्ली से अजमेर के लिए 2366 बुजुर्गों ने नामांकन करवाया है। इसी तरह, अमृतसर के लिए 4677, वैष्णो देवी के लिए 4987, रामेश्वरम के लिए 20558, तिरुपति के लिए 7813, द्वारकाधीश के लिए 10233, जगन्नाथपुरी के लिए 4324, शिरडी के लिए 5028, उज्जैन के लिए 2629 और बौद्धगया के लिए 820 बुज़ुर्गों ने नामांकन करवाया है। अब तक कुल 63435 लोगों ने इस तीर्थ यात्रा का लाभ लेने के लिए अपना नामांकन दर्ज करवाया है।

दिसम्बर व जनवरी में 30877 बुजुर्गों को करनी थी तीर्थ यात्रा – गोपाल राय

गोपाल राय ने बताया कि रेलवे विभाग ने जुलाई से शुरू हुई इस यात्रा के लिए चार स्पेशल ट्रेन दिल्ली सरकार को मुहैया कराई थी, जिसके तहत अब तक लगभग 32828 बुजुर्गों ने अपनी तीर्थ यात्रा संपन्न की है। तीन ट्रेनें वर्तमान में भी तीर्थ यात्रा के लिए गई हुई हैं। गोपाल राय ने बताया कि आगामी तीर्थ यात्राओं के लिए दिल्ली से अजमेर के लिए 1414, अमृतसर के लिए 832, वैष्णो देवी के लिए 1076, रामेश्वरम के लिए 12963, तिरुपति के लिए 2890, द्वारकाधीश के लिए 5376, जगन्नाथपुरी के लिए 2682, शिरडी के लिए 2135, उज्जैन के लिए 689 और बोधगया के लिए 820 बुजुर्गों ने अपना नामांकन दर्ज कराया हुआ है। अर्थात कुल 30877 बुजुर्गों को इस दिसंबर और जनवरी के महीने में तीर्थ यात्रा के लिए जाना था। उन्होंने बताया कि कुल 34 ट्रेनें इन आगामी तीर्थ यात्राओं के लिए आरक्षित थी, परंतु 10 दिसंबर को अचानक से रेलवे ने एक पत्र के माध्यम से सभी ट्रेनें रद्द करने और कोई ट्रेन नहीं देने की जानकारी दिल्ली सरकार को भेजी।

तीन हजार टिकट जारी करने के बाद रद्द की गई ट्रेन – गोपाल राय

गोपाल राय ने बताया कि आगामी तीर्थ यात्राओं के लिए रेलवे विभाग ने 1000 टिकट 10 दिसम्बर का रामेश्वरम जाने वाली ट्रेन के लिए जारी कर दिए थे। 1000 टिकट 11 दिसम्बर को द्वारकाधीश जाने वाली ट्रेन के लिए जारी कर दिए थे और 1000 टिकट 14 दिसम्बर को रामेश्वरम जाने वाली ट्रेन के लिए भी जारी कर दिए थे। दिल्ली सरकार द्वारा यह सभी टिकट तीर्थ यात्रियों को पहुंचा भी दिए गए थे, परंतु अचानक से केंद्र सरकार ने यह सभी ट्रेनें रद्द कर दी। उन्होंने कहा कि इस समय देश में न तो किसी भी त्यौहार का समय है और ना ही कोई ऐसी बड़ी आपदा है कि जिसकी वजह से देश के कोने-कोने से लोगों को बड़ी संख्या में एक जगह से दूसरी जगह आना-जाना पड़ रहा हो। यह समझ के बिल्कुल ही परे है कि केंद्र सरकार ने अचानक से तीर्थयात्रा पर जाने वाली सभी ट्रेने क्यों रद्द कर दी।

रेलवे ने 1 दिसम्बर से 28 जनवरी तक का विवरण भेजा था – गोपाल राय

गोपाल राय ने रेलवे विभाग द्वारा 22 नवंबर को भेजे गए एक पत्र का हवाला देते हुए कहा कि रेलवे विभाग ने इस पत्र में 1 दिसंबर से लेकर 28 जनवरी तक की यात्राओं का पूरा ब्यौरा बनाकर भेजा। जिसमें साफ तौर पर लिखा हुआ था कि किस जगह की ट्रेन किस दिन जाएगी और इसके जवाब में दिल्ली सरकार ने 28 नवंबर को स्वीकृति पत्र भी रेलवे विभाग को भेजा। 28 जनवरी तक का विवरण भेजने के बाद अचानक से यात्राओं को रद्द कर देना इस बात को साबित करता है कि भारतीय जनता पार्टी हार के डर से बुरी तरह बौखला गई है। गोपाल राय ने कहा कि राजनीतिक परिपेक्ष्य में बुजुर्गों की तीर्थ यात्रा को रोक देना एक घिनौना कृत्य है और देश के इतिहास में शायद किसी पार्टी ने इतनी घटिया राजनीति आज तक की होगी।

4) आपको बुजुर्गों की तीर्थ यात्रा से डर क्यों लग रहा है? क्या इसके पीछे कोई राजनीतिक कारण है?
5) क्या भाजपा के पास दिल्ली में कोई ऐसा मुद्दा नहीं बचा जिस पर वह राजनीति कर सके?

नकारात्मक राजनीति कर रही है भाजपा – गोपाल राय

गोपाल राय ने भारतीय जनता पार्टी को सुझाव देते हुए कहा कि इस प्रकार की नकारात्मक राजनीति करने के बजाय भाजपा को, भाजपा शासित राज्यों में, दिल्ली सरकार की भांति बुजुर्गों को तीर्थ यात्रा करानी चाहिए। उन्होंने कहा कि भाजपा हमेशा ही नकारात्मक राजनीति करती रही है और आम आदमी पार्टी हमेशा उनकी नकारात्मक राजनीति का जवाब पुरजोर तरीके से देती रही है और आगे भी इसी प्रकार से हम भाजपा की नकारात्मक राजनीति का जवाब देते रहेंगे। भाजपा नकारात्मक राजनीति करती रहेगी और आम आदमी पार्टी काम करने की राजनीति पर अडिग है और आगे भी काम करती रहेगी।

NEW DELHI, November 11

The Aam Aadmi Party on Wednesday condemned the effort by BJP run Central Government to stall the AAP government’s free pilgrimage scheme for the senior citizens. The BJP has turned to desperate measures knowing very well that they are losing the Delhi assembly elections. As a result, they pressurized the Railways Ministry to stop providing trains to Delhi government for the much popular Mukhyamantri Tirth Yatra Yojana (MMTY). Citing the communication received from IRCTC on 10 December, Cabinet Minister and AAP Delhi Convener Mr Gopal Rai said that the IRCTC has intimated the Delhi government of the cancellation of all trains scheduled after 10th December without giving any reasons. He said that BJP shall have to face the curse of thousands of senior citizens, and this will become one of the reasons of its defeat in the upcoming elections. The AAP also asked five questions to BJP for stalling this scheme.

“The BJP is trying to stall this project in despair of their impending defeat in the upcoming Vidhan Sabha election in Delhi. If the BJP thinks that stalling free pilgrimage for the senior citizens will make them win in this election, then I must tell them that the BJP will fight this upcoming election with the curse of the senior citizens of Delhi,” said Mr Gopal Rai.

The letter from IRCTC dated 10 December 2019 reads “…as advised by the Northern Railway, the proposed trains of Mukhyamantri Tirth Yatra Yojana, Delhi government scheduled from 10.12.19 onwards stand cancelled for now, due to unavailability of rakes with railways”.

63,435 people have registered for 12 pilgrimage sites: Gopal Rai

“Presently there are 12 routes, including Delhi to Ajmer, Delhi to Vaishno Devi, Delhi to Rameswaram, Delhi to Tirupati, Delhi to Dwarkadhish, Delhi to Jagannathpuri, Delhi to Shirdi, Delhi to Ujjain, Delhi to Bodh Gaya, Delhi to Mathura and Delhi to Haridwar. So far, 2366 elders have enrolled for Delhi to Ajmer, 4677 have enrolled for Delhi to Amritsar, 4987 have enrolled for Delhi to Vaishno Devi, 20558 registered for Delhi to Rameswaram,” said Mr Gopal Rai. He also said that 7813 senior citizens have enrolled for Delhi to Tirupati, 10233 senior citizens have enrolled for Delhi to Dwarkadhish, 4324 people have enrolled for Puri, 5028 people for Shirdi, 2629 for Ujjain, 820 for Bodhgaya. So far, a total of 63,435 people have registered for this scheme.

“In December and January, 30877 senior citizens were about to go for pilgrimage. From July 2019 onwards, 32828 elderly pilgrims from Delhi have visited 10 pilgrimage destinations in 34 trips. The most popular destination is Rameshwaram as 7865 people (nearly 25% of the total pilgrims) visited the place in 8 trips. Tirupati (4923 visitors in 5 trips), Dwarkadhish (4857 visitors in 5 trips), Vaishno Devi (3911 visitors in 4 trips) and Amritsar (3845 visitors in 4 trips) are the next popular destinations respectively. Apart from these places, Tirth Yatra Yojana also covers Shirdi, Puri, Ujjain, and Ajmer. Out of 63,435 applicants, more than 50% (32828) could avail the benefits of this scheme within just five months. As per the schedule planned by Delhi Government and IRCTC, 30 trains are pending between 10 December 2019 and 28 January 2020 (December – 12, and January – 18). The last train of Tirth Yatra Yojana started on 07 December 2019 to Dwarkadhish,” said Mr Rai.

Trains were cancelled after issuing three thousand tickets: Gopal Rai

He explained that for the upcoming days the IRCTC has already issued 1000 tickets for the train going to Rameswaram on the December 10, a total of 1000 tickets for Dwarkadhish (December 11) and 1000 tickets for Rameshwaram (December 14). “We have already delivered the tickets to the pilgrims but suddenly all the trains were cancelled by the central government. At this time there is no big festival or natural calamity hence we are unable to understand why such a sudden decision was taken by the Center to divert all our trains,” said Mr Rai.

IRCTC had approved travel plans from December 1 to January 28 only recently: Gopal Rai

He further said that the IRCTC issued a confirmation letter to the Delhi govt on November 22 for all the upcoming trips from December 1 to January 28 and the Delhi government also sent an acceptance letter to the IRCTC on the same matter on November 28.

Mr Gopal Rai asked 5 questions to the BJP for stopping the free pilgrimage scheme for the senior citizens and stooping to such low politics:

1) What are the reasons that the BJP-ruled Centre has cancelled the pre-booked trains for the senior citizens?
2) Where will the four special trains, booked for Delhi’s senior citizens, be diverted to from December 10th?
3) If the trains were unavailable, then why did the Center sent the approval letter to the Delhi govt on November 22?
4) Why the BJP is scared of AAP govt’s free pilgrimage scheme for the senior citizens?
5) Does the BJP have no issues to fight the upcoming election apart from stopping a welfare scheme like this?

BJP interested only in negative politics: Gopal Rai

Asking the BJP to shun such kind of negative politics, Mr Gopal Rai suggested the BJP instead implement the same scheme in BJP ruled states of India. “The AAP has always fought for the positive welfare schemes. When the BJP stopped our files of CCTV scheme or Mohalla Clinics or sat on the files of unauthorized colonies, the AAP fought back and cleared every hurdle posed by the Center for the welfare of the citizens. This time too, AAP will fight back against such negative politics of the BJP,” said Mr Rai.
