दिल्ली में प्रदूषण पर दिल्ली के मुख्यमंत्री अरविंद केजरीवाल का बयान

दिल्ली का एयर क्वालिटी इंडैक्स इस साल 10 अक्टूबर तक संतोषजनक स्तर पर था। नासा के उपग्रह चित्रों से पता चलता है कि 10 अक्टूबर तक देश में कहीं भी पराली नहीं जली। 10 अक्टूबर के बाद से पराली जलना शुरू हो गया और दिल्ली में प्रदूषण का स्तर उस वजह से गंभीर श्रेणी की ओर बढ़ने लगा। मैं जानना चाहता हूं, दिल्ली के लोगों को इसका खामियाजा क्यों भुगतना चाहिए? उनका क्या दोष है?

राष्ट्रीय राजधानी में प्रदूषण के स्तर को 25% तक कम करने के लिए दिल्ली के लोगों ने पूरे साल कड़ी मेहनत की है। हमने प्रदूषण के स्तर को अच्छी, संतोषजनक और मध्यम श्रेणियों में लाया था। हरियाणा और पंजाब में जलने वाली पराली की वजह से निकलने वाले धुएं के कारण दिल्ली फिर से प्रदूषित हो गई है। पिछले 3-4 दिनों में अपेक्षाकृत कम धुआं था, लेकिन इसका कारण उन राज्यों में मौसम में बदलाव और बारिश थी। आज, पराली जलने की घटनाएं फिर से शुरू हो गए हैं। मैं इस बात से बहुत निराश हूं कि सर्वोच्च न्यायालय द्वारा दिए गए निर्देशों का भी उन राज्यों में पालन नहीं हो रहा है। दिल्ली के लोग पराली के धुंआ से पीड़ित हैं और मैं उनके स्वास्थ्य को लेकर बहुत चिंतित हूं।

मैंने पिछले कुछ दिनों में पराली के उपयोग के विकल्पों की खोज पर कई विशेषज्ञों से मुलाकात की है। पराली को सीएनजी में बदला जा सकता है और जल्द ही करनाल में एक संयंत्र शुरू किया जाएगा। मैंने इंद्रप्रस्थ गैस लिमिटेड के अधिकारियों से बात की है और वे पराली से उत्पन्न संपूर्ण सीएनजी खरीदने के लिए तैयार हैं। हरियाणा और पंजाब राज्यों को इस तरह के बड़े पैमाने पर उद्योगों की स्थापना का समर्थन करना चाहिए क्योंकि वहाँ पहले से ही पराली से उत्पादों के लिए एक खरीदार तैयार है। पराली को बेचकर किसान कमाएंगे, बड़े पैमाने पर रोजगार सृजन होगा, और सभी पराली को सीएनजी में परिवर्तित किया जाएगा।

मैं पंजाब के कई लोगों से मिला हूं। राज्य में कई उद्योग लगे हैं, जो पराली से कोयला बना रही हैं। एनटीपीसी पराली से उत्पादित सभी कोयले की खरीद के लिए तैयार है। पंजाब सरकार को ऐसे उद्योगों को बढ़ावा देना चाहिए जिससे उनके किसानों को फायदा हो। इन उद्योगों को हरियाणा और पंजाब सरकार की ओर से बड़े पैमाने पर बढ़ावा देने की आवश्यकता है। जिससे राज्यों में रोजगार को बढ़ावा मिलेगा और किसानों को कमाने में मदद मिलेगी।

यदि आवश्यक हुआ तो आँड ईवन को बढ़ाया जा सकता है। मैं विपक्ष से अपील करना चाहूंगा कि वह ऑड ईवन का भी विरोध न करें। प्रदूषण में भारी वृद्धि हुई है। पूरी दिल्ली ऑड ईवन की मांग कर रही है और ऐसे समय में विपक्ष को लोगों की इच्छा का समर्थन करना चाहिए।

Delhi Chief Minister Arvind Kejriwal’s statement on Pollution in Delhi

The AQI of Delhi was at satisfactory levels till 10th October this year. The NASA satellite images show that there were no instances of stubble burning in the country till 10th October. The stubble burning started after the 10th of October, and the pollution levels in Delhi starting rising to severe category due to that. I want to know, why should the people of Delhi suffer due to this? What is their fault?

The people of Delhi have worked hard all year to reduce the pollution levels by 25% in the national capital. We had brought the pollution levels to good, satisfactory and moderate categories. The smoke coming from Haryana and Punjab because of the burning of stubble has polluted Delhi again. There was relatively less smoke in between for 3-4 days, but that was because of weather changes and rains in those states. Today, the instances of stubble burning have started again. I am highly disappointed that the states are not even obeying the directions given by the Supreme Court. The people of Delhi are suffering and I am very concerned about their health.

I have met several experts in the last few days on exploring options for optimum utilization of the stubble. The stubble can be converted into CNG and a plant is soon going to begin production in Karnal. I have spoken to the officials from Indraprastha Gas Limited and they are keen on purchasing the entire CNG generated from the stubble. The states of Haryana and Punjab should support the establishment of such large-scale industries as there is already a ready buyer for the products from stubble. The farmers will earn by selling the stubble, there will be a large scale employment generation, and all the stubble will be converted into CNG.

I have met with many people from Punjab, several industries have been set-up in the state for the conversion of stubble into coal. NTPC is ready to purchase all the coal produced from the stubble. The Punjab government should promote such industries that benefit their farmers. These industries need to be promoted by Haryana and Punjab in a huge way as they will promote employment in the states and help farmers earn.

Odd Even may be extended if necessary. I would like to appeal to the Opposition not to oppose Odd Even. Pollution has increased drastically. All of Delhi is demanding Odd Even and at such a time the Opposition should support the people’s wish.
