सीपीसीबी के आरोप और दिल्ली में बढ़ते वायु प्रदूषण पर आप के राष्ट्रीय प्रवक्ता राघव चड्ढा का बयान।

1. केंद्रीय प्रदूषण नियंत्रण बोर्ड ने दिल्ली के लोगों को दोषी ठहराया है और शहर में प्रदूषण के स्तर में वृद्धि के लिए आरोप लगाया है। दिल्ली में प्रदूषण के आंतरिक और बाहरी दोनों स्रोत हैं, लेकिन सिर्फ दिल्ली के लोगों को दोष देना पूरी तरह से गलत है। पिछले नौ वर्षों में वायु गुणवत्ता के मामले में सितंबर, 2019 सबसे अच्छा सितंबर रहा। पिछले 7-8 महीनों का वायु गुणवत्ता सूचकांक (AQI) अच्छे और मध्यम स्तर पर था। शहर में पिछले 15 दिनों में उद्योगों और वाहनों के आवागमन में कोई व्यापक विस्तार या परिवर्तन नहीं हुआ है, जिससे कारण से अचानक से प्रदूषण की मात्रा में इतनी वृद्धि हो जाए। सितंबर और अक्टूबर के बीच प्रदूषण के आंतरिक स्रोत नहीं बदले हैं। केवल पड़ोसी राज्यों से जलने वाले मल के बाहरी स्रोत ने वायु प्रदूषण में अचानक वृद्धि की है।
2. अन्य राज्यों के प्रदूषण का स्तर दिल्ली के बिलकुल विपरीत है। दिल्ली की वायु गुणवत्ता पूरे साल मध्यम या अच्छी रही। जब दिल्ली में वायु की गुणवत्ता लगातार सुधर रही थी, उसी समय में देश के अन्य हिस्सों में पीएम 2.5 और पीएम 10 की सांद्रता लगातार बढ़ रही थी।
   आज भी, दिल्ली ही नहीं, पुरे उत्तर भारतीय क्षेत्र में वायु की गुणवत्ता खराब है। क्या इसके लिए भी दिल्ली के लोग ही दोषी हैं? जहां देश के हर राज्य में प्रदुषण का स्तर लगातार बढ़ता जा रहा था वहीं दिल्ली के लोग पूरे वर्ष वायु की गुणवत्ता को बनाए रखने के लिए, दिल्ली सरकार के सभी उपायों का अनुपालन करने के लिए और 25% वायु प्रदूषण कम करने के लिए बधाई के पात्र हैं।
3. आज का सीपीसीबी का बयान कथित स्वतंत्र संस्थानों के राजनीतिक दुरुपयोग का एक उदहारण है। सीपीसीबी सत्तारूढ़ भारतीय जनता पार्टी के प्रवक्ता की तरह व्यवहार कर रहा है। पराली को जलने से रोकने में पडोसी राज्यों की सरकारों की विफलताओं को छुपाते हुए ,राष्ट्रीय राजधानी में वायु प्रदूषण की वृद्धि में जलती हुई पराली की भूमिका को पूरी तरह से नजरअंदाज करके, सीपीसीबी पड़ोसी राज्यों को क्लीन चिट दे रहा है। आज की प्रेस कॉन्फ्रेंस का कोई दूसरा मकसद नहीं है, बल्कि पड़ोसी राज्यों की राज्य सरकारों का बचाव करना और दिल्ली के लोगों को दोषी ठहरा कर आगामी चुनावों के मद्देनजर चुनावी माहौल तैयार करना है।
4. मेरा मानना ​​है कि यह दिल्ली के नागरिकों का अपमान है। चूंकि सीपीसीबी केंद्र के नियंत्रण में है, इसलिए दिल्ली के लोगों पर हमला करने वाली सीपीसीबी का बयान दिल्ली की जनता और सरकार की छवि को बदनाम करने का एक प्रयास है, दिल्ली के लोगों के प्रति केंद्र का नकारात्मक स्वभाव है। दिल्ली सरकार के साथ दिल्ली के नागरिकों ने न केवल अनुपालन किया है, बल्कि प्रदूषण पर अंकुश लगाने के लिए सबसे कठोर उपायों को स्वीकार किया है। हम पिछले तीन वर्षों में दिल्ली के प्रदूषण में 25% की कमी लाने में सफल रहे हैं।
5. सीपीसीबी जनता को बताए की किस आधार पर उन्होंने दिल्ली के लोगों को बढ़ते प्रदुषण के लिए जिम्मेदार ठहराया है। सीपीसीबी ने दिल्ली में वायु प्रदूषण के घटकों का मूल्यांकन कैसे किया है? वर्तमान समय में प्रदूषण के स्रोत के बारे में ठोस डेटा प्रदान करने का एकमात्र तरीका Rigorous Source Apportionment Studies है। यह एक त्रासदी है कि सीपीसीबी की ऐसे किसी भी मशीनरी और पैराफर्नेलिया तक पहुंच नहीं है जो इस तरह के अध्ययन को पूरा करने में मदद करेगी।
   दूसरी ओर, दिल्ली सरकार ने रियल-टाइम अपीयरेंस का संचालन करने के लिए वाशिंगटन विश्वविद्यालय के साथ पहले ही व्यवस्था कर ली है, जो अगले साल अप्रैल में शुरू होगी।
6. कोई भी एजेंसी, केंद्र या राज्य, दिल्ली के पड़ोसी राज्यों में जलते हुए ठूंठ के खिलाफ कड़ी कार्रवाई करने का साहस या इच्छा नहीं रखती है। बजाए किसानों को विकल्प प्रदान करने में प्राथमिकता देने के, ताकि वे जलने वाले ठूंठ से बच सकें, वे प्रदूषण में वृद्धि के लिए दिल्ली के लोगों को दोषी ठहरा रहे हैं। सीपीसीबी केंद्र के दबाव में अपंग हो गई है, जिसकी वजह से वह इस बात को मानने से इनकार कर रही है कि पराली जलना वायु प्रदूषण के सबसे विनाशकारी कारकों में से एक है।

AAP National Spokesperson Raghav Chadha’s statement on Air Pollution in Delhi and CPCB’s accusations

1. The Central Pollution Control Board has blamed and accused the people of Delhi for a surge in pollution levels in the city. Delhi has both internal and external sources of pollution, but blaming just the people of Delhi is completely wrong and uncalled for. September, 2019 was the best September in terms of air quality in the last nine years. The Air Quality Index (AQI) of the last 7-8 months was at good and moderate levels. There has been no drastic expansion or influx of industries and vehicular traffic over the last 15 days in the city which would increase pollution by leaps and bounds. The internal sources of pollution between September and October have not changed. Only the external source of stubble burning from neighbouring states has caused this sudden spike in air pollution.
2. The levels of pollution in other states are in stark contrast to those in Delhi. Even as Delhi’s air quality remained moderate or good throughout the year, the PM 2.5 and PM 10 concentration in other parts of the country soared at the same time.
   Even as of today, the air quality is poor across the North Indian region, not just in Delhi. Are the people of Delhi to blame for that as well? If anything, the people of Delhi deserve to be complimented for reducing air pollution by 25% over the years and complying with all measures of Delhi Govt.
3. The CPCB’s statement today is a classic case of political misuse of supposedly independent institutions. It is behaving like a spokesperson of the ruling Bharatiya Janata Party. By totally ignoring the role of stubble burning in the spike in air pollution in the national capital, the CPCB is giving a clean chit to neighbouring states, despite their utter failure in ending the practice of stubble burning. There appeared to be no other motive of today’s press conference but to defend state governments of neighboring states and blame the people of Delhi to score political points against AAP.
4. I believe this is an insult to the citizens of Delhi. Since the CPCB is under the Centre’s control, the CPCB’s statement attacking the people of Delhi is an effort to denigrate the image of the people and the government of Delhi. There is a negative disposition of the Centre towards the people of Delhi. The citizens of Delhi along with the Delhi government have not just complied with, but accepted wholeheartedly the harshest of the measures to curb pollution. We have been successful in decreasing the pollution of Delhi by 25% in the last three years.
5. The CPCB needs to explain to people the basis of its claims. How has the CPCB evaluated the components of air pollution in Delhi? The only way to provide concrete data about the source of pollution in real time is through rigorous source apportionment studies. It is a tragedy that the CPCB does not have access to any machinery and paraphernalia that would help it to carry out such studies.

On the other hand, Delhi government has already made arrangements with the University of Washington to conduct real-time apportionment, which will start in April next year.

1. No agency, Central or state, has had the courage or the willingness to take strong action against stubble burning in neighboring states of Delhi. While they should be prioritizing providing alternatives to farmers so they refrain from burning stubble, they are blaming the people of Delhi for the increase in the pollution. The agencies are handcuffed by the Centre’s myopic refusal to recognize that stubble burning is one of the most devastating culprits of air pollution.
