भारत में पहली बार खेलों की मिलेगी डिग्री, अरविंद केजरीवाल ने की घोषणा

– अब आकादमिक डिग्री के लिए खिलाड़ियों को अलग से कोर्स करने की आवश्यकता नहीं

नई दिल्ली – मुख्यमंत्री अरविंद केजरीवाल ने देश के खिलाड़ियों को बड़ा तोहफा दिया है। भारत में पहली बार दिल्ली में खेलों की डिग्री मिलेगी। इसके लिए दिल्ली सरकार ने स्पोर्टस यूनिवर्सिटी स्थापित करने का निर्णय लिया है। जिसे दिल्ली सरकार की कैबिनेट ने बृहस्पतिवार को मंजूरी दे दी है। इसकी घोषणा मुख्यमंत्री ने प्रेस वार्ता के दौरान की। इस यूनिवर्सिटी से स्कूल से लेकर पीएचडी तक की डिग्री दी जाएगी। इस यूनिवर्सिटी का निर्माण मुंडका में 90 एकड़ जमीन पर किया जाएगा। देश के किसी जानेमाने खिलाड़ी को बनाएंगे वाईस चांसलर।

मुख्यमंत्री अरविंद केजरीवाल ने ट्वीट कर जानकारी दी, ‘दिल्ली सरकार ने आज युवाओं के लिए एक ऐतिहासिक फैसला लिया है। मुंडका में देश की पहली ऐसी यूनिवर्सिटी खोली जाएगी जिसमें खिलाड़ियों को अपने खेल की क्षमता पर डिग्री मिल पाएगी। देश मे पहली बार खेल को मेनस्ट्रीम हायर एजुकेशन का हिस्सा बनाया जा रहा है।’

उप-मुख्यमंत्री मनीष सिसोदिया ने ट्वीट कर जानकारी दी, ‘खिलाड़ी अपनी खेल प्रतिभा के आधार पर क्रिकेट, हौकी, फ़ुटबोल आदि में ग्रैजूएट, पोस्ट-ग्रैजूएट आदि डिग्री ले सकेंगे। इसमें छात्रों का खेल ही उनकी पढ़ाई होगा।

अब खिलाड़ियों को अलग से पढ़ाई करने की जरूरत नहीं

मुख्यमंत्री अरविंद केजरीवाल ने बताया कि अभी तक देश के खिलाड़ियों के लिए व्यवस्था यह थी कि वह किसी खेल में कुछ भी हासिल कर लें, आकादमीक रूप से उन्हें अलग से पढ़ाई करनी पड़ती थी। ऐसा न करने पर वह किसी नौकरी के लिए आवेदन नहीं कर पाते थें। इसका समाधान दिल्ली सरकार ने कर दिया है। अब खिलाड़ियों को किसी और डिग्री की आवश्यकता नहीं है। उन्हें खेल पर्फारमेंस के आधार पर ही डिग्री मिल जाएगी। खेल में भविष्य बनाने वाले युवा भी अब सिविल सेवा जैसी परिक्षाएं दे पाएंगे। इसके यूनिवर्सिटी के तहत आने वाले कोर्स के लिए विशेषज्ञों की टीम बनेगी।

खिलाड़ियों को मिलेगा सम्मान, डिग्री के कारण भविष्य अधर में नहीं लटकेगा

अभी तक देश के लिए खेलने वाले युवाओं को अकादमी की चिंता होती थी। बड़े बड़े खेल प्रतियोगिता में पुरस्कार पाकर भी खिलाड़ी दसवीं, बारहवीं या ग्रेजुएट की डिग्री नहीं ले पाते थें। इस कारण वह तमाम तरह की प्रतियोगिता परीक्षा में हिस्सा नहीं ले पाते थें। अब ऐसे खिलाड़ियों को चिंता करने की आवश्यकता नहीं है। उन्हें अब पूरा ध्यान खेल में देना है। खेल के आधार पर ही डिग्री मिल जाएगी। उप मुख्यमंत्री मनीष सिसोदिया ने बताया कि बृहस्पतिवार को दो होनहार खिलाड़ी थाइलैंड से पदक जीतकर मेरे पास मिलने आईं। दोनों ने बताया कि वह ग्रेजुएट होने के लिए ओपन से ग्रेजुएशन कर रही हैं। ऐसा न करने पर नौकरी नहीं मिलेगी। डिग्री के लिए पढ़ाई भी करनी होगी। जिससे खेल पर पूरा ध्यान नहीं दे पा रहे हैं। मनीष सिसोदिया ने कहा कि एक खिलाड़ी टेबल टेनिस में राष्ट्रीय पदक जीतकर मिला था, लेकिन उसने बताया कि डिग्री न होने के कारण वह कोई प्रतियोगिता परीक्षा नहीं दे सकता है। अब ऐसे सभी खिलाड़ियों को चिंता करने की आवश्यकता नहीं है।

भारत में गांव गांव में टैलेंट है। लेकिन खेल प्रतिभाओं के लिए अभी तक कोई सिस्टम नहीं था। दिल्ली में पहली बार सरकार इसके लिए सिस्टम बनाने जा रही है। अभी तक खेल को पार्ट टाइम माना जाता था। अब इसे फूल टाइम खेला जा सकता है। दिल्ली स्पोर्ट्स यूनिवर्सिटी बनने के बाद युवाओं को अकादमीक चिंता करने की आवश्यकता नहीं रह जाएगी। देश में ऐसा प्रारूप दिल्ली पहली बार लेकर आया है। जिसे कैबिनेट ने मंजूरी दे दी है। अब इसे उप राज्यपाल के पास भेजा जाएगा। जिसके बाद शीतकालीन सत्र में ही विधानसभा से पास कराने का प्रयास होगा। – अरविंद केजरीवाल, मुख्यमंत्री

स्कूल से ही ले सकेंगे दाखिला

मुख्यमंत्री ने बताया कि इस यूनिवर्सिटी के अंतरगत स्कूल भी खुलेंगे। जहां उन बच्चों को दाखिला मिलेगा, जिन्हें खेल में करियर बनाना है। इस स्कूल में दाखिला लेने वाले बच्चों को फिर परीक्षा में पास होने की चिंता नहीं करनी होगी। यह यूनिवर्सिटी की जिम्मेदारी होगी कि बच्चे को अंतरराष्ट्रीय स्तर का खिलाड़ी बनाया जाए। साथ ही डिग्री भी मिले। स्कूल स्तर के शिक्षण के लिए CBSE से संबद्धता होगी।

दिल्ली स्पोर्ट्स यूनिवर्सिटी (DSU) के उद्देश्य

युवाओं को खेल, शारीरिक गतिविधि, मनोरंजन और प्रशिक्षण प्रदान करने और शारीरिक फिटनेस सुनिश्चित करने के लिए दिल्ली स्पोर्ट्स यूनिवर्सिटी को स्थापित किया गया है। इसका उद्देश्य खेल शिक्षा के उभरते क्षेत्रों में खेल अध्ययन, अनुसंधान और विस्तार कार्य को बढ़ावा देना है।

राज्य विश्वविद्यालय का दर्जा

दिल्ली स्पोर्ट्स यूनिवर्सिटी (डीएसयू) को राज्य विश्वविद्यालय के रूप में स्थापित किया जाएगा। विश्वविद्यालय खेल का एक व्यापक इको-सिस्टम स्थापित करने का प्रयास करेगा। जिसमें सरकार, उद्योग खेल-संघ इत्यादि की शक्ति का निर्माण शामिल होगा। विश्वविद्यालय में स्नातक और स्नातकोत्तर स्तर पर शिक्षा और अनुसंधान शामिल होंगे। विभिन्न खेलों में पेशेवर उत्कृष्टता के लिए सिस्टम और प्रक्रियाएं बनाना, कौशल विकास, खेल मनोरंजन और सामुदायिक गतिविधियां करना, प्रारंभिक चरण के खेल के लिए संस्थागत तंत्र विकसित करना और प्रतिभा विकास का प्रावधान होगा।

विश्व स्तरीय संसाधन होंगे

विश्वविद्यालय के पास खेलों में पेशेवर उत्कृष्टता के लिए एक विश्व स्तरीय केंद्र होगा। संबंधित खेलों में खेल उत्कृष्टता को बढ़ावा देने के लिए खेल-विशिष्ट प्रभाग होंगे। ये खेल प्रभाग पूरी तरह से विश्व स्तरीय प्रशिक्षण देने के लिए सुसज्जित होंगे और खिलाड़ी बनने के इच्छुक व्यक्तियों के लिए कोचिंग देंगे। प्रत्येक खेल प्रभाग विभिन्न राष्ट्रीय और अंतर्राष्ट्रीय खेल स्पर्धाओं में खिलाड़ियों को स्काउट, प्रमोशन और प्रायोजित करेगा। केंद्र में खेल उत्कृष्टता के लिए प्रशिक्षण के अलावा कोच भी तैयार होंगे। साथ ही यहां खेल में रिसर्च करने की सुविधा भी होगी।

उप राज्यपाल होंगे चांसलर

दिल्ली स्पोर्ट्स यूनिवर्सिटी के चांसलर दिल्ली के उपराज्यपाल होंगे और भारत के राष्ट्रपति दिल्ली स्पोर्ट्स यूनिवर्सिटी के विजिटर होंगे। राष्ट्रीय स्तर के संस्थान में प्रशासनिक अनुभव के साथ अंतर-राष्ट्रीय प्रतिभा के खेल व्यक्ति को वाइस चांसलर बनाया जाएगा। जिनकी पांच साल के लिए नियुक्ति होगी। चयन तीन सदस्यों की एक खोज सह चयन समिति द्वारा किया जाएगा। प्रारूप, शक्तियां और दिल्ली खेल विश्वविद्यालय के अधिकारियों के कामकाज का एक तरीका, अर्थात्, न्यायालय, प्रबंधन बोर्ड, अकादमिक परिषद और वित्त समिति मसौदा कानून में शामिल हैं। विधियों और विनियमों के निर्धारण के लिए प्रावधान, विश्वविद्यालय की वार्षिक रिपोर्ट सरकार को प्रस्तुत करने और विधान सभा के समक्ष रखने का प्रावधान भी प्रदान किया गया है। दिल्ली स्पोर्ट्स यूनिवर्सिटी की स्थापना के लिए उक्त विश्वविद्यालय के विभिन्न भवनों की भूमि के विकास का प्रावधान करना है।

New Delhi: Delhi Chief Minister Shri Arvind Kejriwal on Thursday announced Delhi governments’ decision to establish Delhi Sports University that will offer degrees to sportspersons par par with degrees in other courses at graduate, post graduate and doctoral level.
Addressing a press conference in the Delhi Secretariat, the Chief Minister said, “Earlier, a sportsperson used to be uncertain about his future, just for the fact that if he is not able to establish a career in sports, he will just be called a school pass out. He would not get a job because every job requires at least a graduation degree to get through. This sports university will grant you a degree in sports such as cricket, and hockey. A passionate sportsperson can now devote all of his time to playing and excelling in sports. His graduation, post-graduation, and doctorate degrees will be in the subjects of sports. He can show his degrees for various related posts wherever required. For instance, he can appear for civil services examination because he will be considered a graduate after this degree.”
CM Kejriwal also focused on sports as an important and dignified subject to pursue. He stressed on how sports is often a leisure activity for several students. This DSU will grant the students the opportunity to pursue sports as a full-time higher education program, and the student will get a degree based on what sport he wants to pursue. He said, “Moreover, a sportsperson will be treated with utmost dignity, now that sports will be a part of the main curriculum of this college. We want them to feel dignified and recognized. We hope that this university will create world-class sportspersons and coaches.”
The Delhi Sports University Bill that has been presented and approved by the cabinet, grants the university the right to establish constituent schools and colleges. The main aim of this university is to build and groom the students who have excelled in various sports in their schools.
The Deputy Chief Minister, Shri Manish Sisodia, was also present in the press conference. “Most of the students have to compromise their sports to keep up with their performance in their main subjects. Some of the students that I know are pursuing their graduation from SOL to manage sports and studies both. It is a matter of disappointment that many students who have played sports on national levels are nowhere on the same platform as students who can give their IAS examinations because of their graduation degree. The share of jobs under sports quota is also limited. We are hoping to eradicate that uncertainty of the future from the minds of sportspersons,” said the Deputy CM.
On the allocation of land and the expenses incurred, the Chief Minister said that 90 acres of land have been identified for construction of the university in the Mundka area in Delhi. The Vice-Chancellor of this university will be an experienced sportsperson.
As per the curriculum and course design, the Chief Minister said that the curriculum of the university and the subjects are in the ideation process and will be developed as per further deliberations with several experts. He said, “The DSU bill defines the administrative and legal structure of the university. Several experts will be involved at various stages, to design and give a definite structure to the curriculum of the courses.”
He also said that the Delhi cabinet has approved the conceptual framework, and the Delhi assembly is hoping to pass the legal framework in the form of the bill during the winter session after the approval of the Delhi LG.
“This is a finance bill, which requires the sanction of the Lieutenant Governor before being presented in the assembly. If the Hon’ble LG approves the bill, it shall be presented in the assembly in the winter session. The timelines for the establishment shall be discussed thereafter,” said the Chief Minister.
The university will serve as a formal channel to the people who are passionate about sports so that they can also take advantage of a mechanism to establish a career in sports.
Speaking about whether this concept is first of its kind, the Chief Minister said, “Delhi is recognized all over the world for one of its kind initiatives. Installation of 3 lakh cameras and 2 lakh street lights are some of the initiatives launched for the first time all across the world. This will be the first university to provide formal education in sports. We have come up with a different concept altogether, it is not just about the promotion of sports, but it is about formalizing sports and making them a part of the main curriculum of a student.”
Rahul Mehra, a prominent lawyer and sports body reform campaigner, tweeted in the support of the proposal by the government. His tweet read, “This is a dream that the Delhi Government has been working on fulfilling for last almost 4 years. Establishment of the “Delhi Sports University”
Government of the National Capital Territory of Delhi proposes to establish a Delhi Sports University for producing qualified human resources needed for imparting training and teaching of sports, physical activity, recreation and ensuring physical fitness to young aspiring students. The objective is to facilitate and promote the Sports Studies, research and extension work in emerging areas of Sports Education with focus on liberal sports activities and science, for example promote the world class sports persons, trainers, sporting professional and to promote health care among masses through physical education & the spirit of sporting & also to achieve excellence in these and connected fields and other matter connecting therewith or incidental thereto.
Objectives of the Delhi Sports University (DSU)
The Delhi Sports University (DSU) is proposed to be setup as a state university of the National Capital Territory (NCT) of Delhi by the Government of NCT of Delhi. The University shall strive to establish a comprehensive eco-system of sports that shall include the creation of an interface of all stakeholders like the Government, the Industry, the Sports-persons, Sports-Federations etc. and creating appropriate manpower for the same.
The key functional domains of the University shall include academics and research at the undergraduate and postgraduate levels, creating systems and processes for professional excellence in various sports, undertaking skill development , sports recreation and community outreach and extension activities, developing institutional mechanism for early stage sports talent scouting and grooming and making provisions for bridge courses.
The proposed Delhi Sports University shall be distinct in terms of its ambitious functional domains seeking to cater to all aspects of a wholesome sports eco-system in the country. The first and foremost functional domain of the University shall be the promotion of professional excellence in sports. The University shall have a thoroughly equipped Centre for Professional Excellence in Sports, there shall be sports-specific divisions to promote sporting excellence in the respective sports. These Sports Divisions shall be thoroughly equipped to impart world class training and coaching for the persons aspiring to be the sportspersons. Each sports division shall scout, groom, promote and sponsor the sportspersons in various national and international sporting events. To ensure that such sports persons are also equipped in educational and literary skills, the Centre shall besides the training towards sporting excellence also have provisions and facilities for liberal academics to ensure that the trainees and the sportspersons also obtain formal academic degrees of Delhi Sports University depending on their sporting talents. In cases where the promising sports persons may have been deprived of formal education, the respective sports divisions shall provide facilities for bridge courses to enable them to obtain formal academic degrees either from Delhi Sports University or some other institution.
Towards the development of a wholesome sport eco-system in the country, the University shall explore, develop and institute format programmes of study and research in various aspects of sports, sporting systems, sporting processes and sporting events. To this end, it is proposed to have six University Schools of Studies for undergraduate and postgraduate teaching and research.
The early- stage – sports-talent scouting and grooming is the other major area of the functional domain of the University. To this end the University shall establish and maintain a full-fledged Delhi Sports School affiliated to the CBSE for imparting school level teaching with emphasis on sports and orientation towards grooming the pupils for a career in Sports. The young students exhibiting potentials of sporting talent shall be the target group for admission in the Delhi Sports School.
The Chancellor of the Delhi Sports University will be the Lt. Governor of Delhi and the President of India shall be the Visitor of the Delhi Sports University. The Vice- Chancellor who should be a sports person of inter-national eminence with administrative experience in a national level institution is to be appointed for a period of five years and he/she would be selected by a Search cum Selection Committee of three members. Composition, powers and a manner of functioning of the authorities of the Delhi Sports University, namely, the Court, the Board of Management, Academic Council and Finance Committee are included in the draft legislation. Provisions for framing of statutes and regulations, a provision for submission of the Annual Report of the University to the government and placing of the same before the Legislative Assembly has also been provided.
