दिल्ली सरकार के स्कूलों में काम कर रहे गेस्ट-टीचर्स के नियमितिकरण से जुड़े बिल को केजरीवाल कैबिनेट ने मंजूरी दे दी है। बुधवार को हुई कैबिनेट बैठक में इस बिल को पेश किया गया जहां चर्चा के बाद कैबिनेट ने गेस्ट टीचर्स के नियमितिकरण के इस बिल को मंजूर कर दिया।

आपको बता दें कि दिल्ली सरकार के स्कूलों में काम कर रहे तकरीबन 15000 गेस्ट टीचर्स और ‘सर्व शिक्षा अभियान’ के तहत काम कर रहे शिक्षकों के नियमितिकरण को मंजूरी दी है। अब इस बिल को सदन की मंजूरी के लिए 4 अक्टूबर को दिल्ली विधानसभा में पेश किया जाएगा। आपको बता दें कि आम आदमी पार्टी ने सरकार में आने से पहले गेस्ट टीचर्स को ये वादा किया था और अपने एक और वादे को पूरा करते हुए अब आम आदमी पार्टी की दिल्ली सरकार ने गेस्ट टीचर्स के नियमितिकरण के बिल को हरी झंडी दे दी है।

आम आदमी पार्टी शासित दिल्ली सरकार का मानना है कि दिल्ली सरकार के स्कूलों में पढ़ा रहे नियमित शिक्षकों के साथ अतिथि शिक्षक भी अपना महत्वपूर्ण योगदान पिछले काफ़ी लम्बे समय से देते आ रहे हैं। शिक्षा विभाग की कुछ महत्वपूर्ण पहल इन्हीं सब शिक्षकों ने मिलकर सफल बनाई हैं, स्कूल में पढ़ने वाले बच्चों के साथ इन सब अतिथि शिक्षकों का तालमेल भी बेहतर है लिहाज़ा सरकार ने इन सब बिंदुओं को ध्यान में रखते हुए इन शिक्षकों के नियमितिकरण को मंजूरी दे दी है।

Delhi Cabinet met today under the Chair of Chief Minister, Shri Arvind Kejriwal and decided to regularize about 15000 Guest teachers and teachers engaged under “Sarva Siksha Abhiyan”. These Guest teachers having requisite qualification and requisite standard were engaged in the Delhi Government Schools for teaching the students, who prove to be an asset and done their Job with care, concern & dedication.

 

Deputy Chief Minister, Shri Manish Sisodia after attending the Cabinet, informed the media about the background and salient features of the proposal. Shri Sisodia informed that the draft Legislative proposal has been formulated, which will be brought in the ensuing Delhi Vidhan Sabha Session to be convened on 4th October for approval.

 

Shri Sisodia informed that approximately 15000 Guest teachers are teaching in the schools of the  Directorate of Education(DoE) , who have played a crucial role in some of the flagship programs in DoE schools: Summer Camps, Chunauti and ‘Reading Campaign’. Delhi Government schools have had excellent results in Class 12, outperforming Delhi’s private schools for two years in a row.

 

He said that in order to bridge the learning deficit, we have grouped the students in Class 6-8 by level. So even in the same class, there is differential teaching that happens in the different groups – Pratibha, Nishtha and Neo-readers. All TGT teachers- including Guest Teachers- have been trained over the past two years on ‘differential pedagogy’.

 

He further informed that Delhi has been 1st State to notify “Learning Outcomes” based on the initiatives of NCERT. All our teachers- including Guest teachers – trained on how the classroom teaching-learning processes would change with this approach. Ongoing training for this is being conducted in the form of day-long workshops for teachers every alternative month.

 

Shri Sisodia said that the Government of NCT of Delhi has invested a lot of money and effort in their training and capacity building over the last two-and-a half years. If the Guest Teachers who are currently teaching in our schools were to be replace with completely fresh teachers, DoE would suffer quite a setback to our education reform process and would need to re-start the process from scratch. Apart from the training programs, guest teachers have over the years of their functioning, acquired skills and competencies essential to working in government schools. He Said that if DoE loses the services of these guest teachers, DoE schools would lose the benefits of their experience.
