Land is a subject controlled by the BJP-appointed Lt-Governor of Delhi Anil Baijal. A land scam of this scale is not possible without the knowledge of the L-G and the Chief Secretary.
The Bhartiya Janata Party-run Municipal Corporations of Delhi (MCDs) are notorious for being hubs of corruption. In the last few months, the Aam Aadmi Party has made several exposes of the BJP leadership’s role in looting the MCDs and filling it’s own coffers.
However, the latest evidence of corruption has come from within the MCDs in the form of a letter written by an Additional Commissioner of the North MCD to the Mayor on 18 May 2018. The officer in question, Ms Renu Jagdev, has been shunted out of her position by the L-G, who controls transfers and postings of all bureaucrats in Delhi.
The letter has raised several concerns of the former Addl Commissioner regarding massive financial irregularities being committed by the North MCD. The officer has flagged the brazennes with which large sums of money were given out to private individuals under the grab of acquiring land for the Rani Jhansi flyover project, despite the fact that the land belonged to the Government. It is worth mentioning that this flyover project is pending since 1998, and appears to have turned into a means of channeling funds to the BJP.
The most shocking of them all is the transfer of 95 acres of land belonging to the MCD to the DMRC without the approval of the municipal body. The land, which is valued at over ₹ 15,000 crores by conservative estimates, is currently being developed by a private builder.
The officer made several attempts to flag this issue, but was punished by being relieved of her charge as Additional Commissioner. This entire episode raises serious questions on the role of the BJP leadership, the L-G and senior bureaucrats who relinquished claim of ₹ 15,000 crores worth of land belonging to the MCD leading to windfall gain to a private builder.
The Aam Aadmi Party will not permit the blatant loot of public money and will expose the BJP’s corruption in the time to come.
Senior leader and spokesperson of the party Dilip Pandey said, “AAP will not allow loot of public money and we will take this scam to the people of Delhi – this issue will be forcefully raised in forthcoming Delhi Assembly session as well. The Mayor of North Delhi has tried to intimidate us by filing defamation suits against us. But that does not deter us. We will continue to expose the BJP’s corruption.”

Senior leader of the party and former Advisor to Dy CM, Atishi Marlena said, “The same MCDs which have no funds to pay salaries of teachers or Safai karmcharis, allows 95 acres of its land to be transferred for the benefit of a private builder without any questions being asked? Who is the beneficiary of this transfer?”
The AAP leaders challenged the BJP, the L-G and the Chief Secretary to answer the following questions:
- Who owns this 95 acres of land and who allowed the handing over of this land to a private builder?
- Since when have the BJP’s L-G, Delhi Chief Secretary and BJP leadership been aware of this mega scam?
- Could this land have been transferred without the knowledge of the BJP’s L-G, Chief Secretary and the BJP leadership in MCDs?
- At which level was the decision taken to transfer this land? Who authorised it?
- Why are all the authorities silent on this mega scam ?
The answers to these questions will reveal not just that this is the largest land scam in Delhi’s history, but will also reveal who are the real beneficiaries of this corruption. There is no doubt in the fact that a scam of this proportion cannot take place without the active support and connivance of the political leadership controlling the MCDs as well as the L-G and the bureaucrats that come under the L-G.

बुधवार को पार्टी कार्यालय में पत्रकारों को संबोधित करते हुए आम आदमी पार्टी के राष्ट्रीय प्रवक्ता दिलीप पाण्डेय ने कहा कि जैसा कि आप सबको ज्ञात है कि एक लम्बे अरसे से आम आदमी पार्टी भाजपा शासित निगम द्वारा किए गए भ्रष्टाचारों का खुलासा समय-समय पर करती रही है। उसी कड़ी में दिल्ली के इतिहास में हुए सबसे बड़े भूमि घोटाले के कुछ सुबूत हमारे हाथ लगे है।
उन्होंने कहा कि दिल्ली की भाजपा शासित निगम में भाजपा के आशीर्वाद से दिल्ली के इतिहास का सबसे बड़ा भूमि घोटाला हुआ है। नॉर्थ एमसीडी की एडिशनल कमिश्नर रेनू जगदेव की चिट्ठी का हवाला देते हुए उन्होंने कहा कि ये चिठ्ठी इस बात का सुबूत है कि किस तरह से नॉर्थ एमसीडी ने नॉर्थ दिल्ली में स्थित खैबर-पास गांव इलाके के नज़दीक स्थित 95 एकड़ ज़मीन का एक टुकड़ा जिसकी अनुमानित कीमत 15000 करोड़ है, अवैध तरीके से कुछ निजी लोगों को फायदा पहुंचाने के इरादे से एक प्राइवेट बिल्डर को दे दिया।
दिलीप पाण्डेय ने कहा कि चूँकि ये सरकारी संस्थान उप-राज्यपाल साहब के अधीन आते हैं, तो ये संभव ही नहीं है कि इसकी जानकारी उपराज्यपाल साहब को नहीं है। इस पूरे प्रकरण की जानकारी दिल्ली के उप-राज्यपाल साहब के साथ-साथ एमसीडी के कमिश्नर और अधिकारियों और भाजपा के सचिव साहब को भी थी। तो सवाल ये उठता है कि भाजपा इस भ्रष्टाचार पर चुप क्यों है।
जब हमने इस पूरे प्रकरण को ध्यान से देखा तो समझ आया कि, चूँकि 2019 के चुनाव नजदीक हैं, और जिस तरह से भाजपा पेट्रोल और डीज़ल के मामले में कच्चे तेल की कीमत अंतर्राष्ट्रीय बाज़ार में कम होने के बावजूद कुछ निजी लोगों को फायदा पहुंचाने के लिए पेट्रोल और डीज़ल के दाम लगातार बढाते जा रही है, और उसी तरह से ज़रुरी जानकारी होने के बावजूद ऐसी ज़मीन जो की पहले से ही सरकारी संसथान के अधीन थी, उसका फर्ज़ी तरीके से आबंटन करके उसे कुछ निजी लोगों को फायदा पहुँचाने का काम कर रही है, इससे साफ़ ज़ाहिर होता है कि भाजपा अपने चुनावी ख़र्चे का इंतजाम कर रही है। जिन निजी लोगों को आज फायदा पहुँचाया जा रहा है कल वही लोग 2019 के चुनाव में भाजपा को चुनाव लड़ाने का काम करेंगे।
प्रेस कॉंफ्रेंस को आगे बढ़ाते हुए पार्टी की वरिष्ठ नेता और पीएसी सदस्य आतिशी मारलीना ने बताया कि ‘ये 95 एकड़ ज़मीन का टुकड़ा रेवेन्यू रिकॉर्ड्स के मुताबिक नॉर्थ एमसीडी की ज़मीन है, लेकिन ये समझ के बिल्कुल परे है कि कैसे बिना एमसीडी की इजाज़त के लैंड एंड डेवेलपमेंट ऑथॉरिटी ने ये ज़मीन दिल्ली मेट्रो को आबंटन कर दी।
उन्होंने कहा कि नॉर्थ एमसीडी की एडिशनल कमिश्नर रेनू जगदेव ने अपनी चिट्ठी में लिखा है कि बार-बार उन्होंने डिपार्टमेंट को बताया कि ये ज़मीन लैंड एंड डेवेलपमेंट ऑथॉरिटी की नहीं है, लेकिन फिर भी नार्थ एमसीडी ने कुछ नहीं किया, और उल्टा उन पर दबाव बनाया कि आप अपनी शिकायत वापस ले लो। ये ज्ञात रहे कि ये वही एमसीडी है जो कहती है कि स्कूल टीचर्स और सफाई कर्मचारियों को देने के लिए हमारे पास पैसे नहीं है लेकिन यहां 15 हज़ार करोड़ रुपए की एमसीडी की ज़मीन को भ्रष्टाचार की भेंट चढ़ा कर उस पैसे का बंदरबांट कर लिया जाता है।

- क्या इस ज़मीन का आबंटन बिना भाजपा, उपराज्यपाल और मुख्य सचिव की जानकारी के दिल्ली मेट्रो को कर दिया गया?
- वो कौन सा अधिकारी है जिसने इस ज़मीन के आबंटन को मंज़ूरी दी?
- भाजपा से लेकर सभी संसथान इस महा घोटाले पर चुप क्यों हैं?
अगर भाजपा, उपराज्यपाल और एमसीडी हमारे इन सवालों का जवाब नहीं देते हैं तो हम ये सवाल दिल्ली की सड़कों पर जनता के बीच उठाएँगे, हम ये सवाल विधानसभा में उठाएँगे और हम ये सवाल संसद तक लेकर जाएंगे, ये महा-घोटाला दिल्ली की जनता के साथ नाइंसाफी है, ये उन एमसीडी स्कूल के टीचर्स और सफाई कर्मचारियों के साथ नाइंसाफी है, जिनकी तनख्वाह देने के लिए भाजपा शासित एमसीडी के पास पैसे नहीं होते, भाजपा को बताना होगा कि इस ज़मीन के 15000 करोड़ रूपए किस-किस की जेब में गए?
