आम आदमी पार्टी के मुख्य प्रवक्ता सौरभ भारद्वाज ने दिल्ली की जनता से इस बार नगर निगम की जिम्मेदारी आम आदमी पार्टी को सौंपने की अपील की। उन्होंने कहा कि पिछली बार दिल्ली की जनता से गलती हुई थी कि जनता ने दिल्ली की सफाई की जिम्मेदारी भारतीय जनता पार्टी के हाथों में सौंप दी थी और उसका खामियाजा दिल्ली की जनता भुगत रही है। सौरभ भारद्वाज ने कहा कि हम दिल्ली की जनता से अपील करते हैं कि इस बार नगर निगम की जिम्मेदारी दिल्ली के लोकप्रिय मुख्यमंत्री और आम आदमी पार्टी के राष्ट्रीय संयोजक श्री अरविंद केजरीवाल जी के हाथों में सौंप कर देखिए, हम दिल्ली की जनता से वादा करते हैं कि जिस प्रकार से आज पूरे देश में दिल्ली के शिक्षा मॉडल और चिकित्सा मॉडल की चर्चा हो रही है, उसी प्रकार से दिल्ली के सफाई के मॉडल की भी पूरे देश में चर्चा होगी।
पार्टी मुख्यालय में आयोजित प्रेस वार्ता को संबोधित करते हुए आम आदमी पार्टी के प्रवक्ता सौरभ भारद्वाज ने कहा कि 2014 में जब नरेंद्र मोदी जी देश के प्रधानमंत्री बने, तो उन्होंने स्वच्छ भारत अभियान की शुरुआत की। इस अभियान के तहत पिछले 6 सालों से लगातार हर साल देश के हर राज्य और हर शहर का एक सर्वेक्षण किया जाता है। उस सर्वे में सभी राज्यों को अंक दिए जाते हैं और उन अंकों के आधार पर राज्यों की और उन राज्यों में स्थित शहरों की रेटिंग की जाती है। इस बार के सर्वे के नतीजे जब कल आए तो पूरी दिल्ली को शर्मसार कर देने वाले आंकड़े सामने आए। हम सभी का सर शर्म से झुक जाता है, जब हम देखते हैं कि मात्र 47 शहरों के इस सर्वेक्षण में दिल्ली की तीनों नगर निगम 31वें, 43वें और 46वें पायदान पर आई है। अर्थात सबसे गंदे शहरों की फेहरिस्त में दिल्ली का नाम शुमार होता है।
इस सर्वेक्षण से जुड़ी कुछ बेहद ही चैंकाने वाली बातें मीडिया के समक्ष प्रस्तुत करते हुए सौरभ भारद्वाज ने बताया, क्योंकि मैं एक विधायक हूं तो अपने विधानसभा क्षेत्र में यदि किसी प्रकार की नई गतिविधियां होती हैं, तो उसकी जानकारी मिल जाती है। उन्होंने कहा कि कुछ दिन पहले अचानक से जितने भी नगर निगम के शौचालय हमारी विधानसभा में थे, वह सभी साफ हो गए और उसमें लोग खड़े हुए नजर आए। वह शौचालय जो पूरे साल बंद पड़े रहते थे, वह अचानक से 1 हफ्ते के लिए खोल दिए गए। उन्होंने बताया कि जब मैंने नगर निगम के अधिकारियों से पूछा, तो अधिकारियों ने बताया कि एक सर्वेक्षण हो रहा है, उसी के चलते यह सभी शौचालय खोले गए हैं। भाजपा शासित नगर निगम का निकम्मापन और नाकामयाबी का यह साक्ष्य है कि अपनी ही केंद्र सरकार के सर्वे में भी धोखाधड़ी कर रहे हैं। धोखाधड़ी करने के बावजूद पूर्वी दिल्ली नगर निगम आखरी से पहले पायदान पर आया है यदि यह चीटिंग नहीं की होती तो सोचिए कि लिस्ट में नाम कहां होता।
उन्होंने कहा कि इस से भी बड़े आश्चर्य की बात यह है कि जो शौचालय सर्वे की खातिर मात्र 1 हफ्ते के लिए खोले गए थे, आज वह दोबारा से बंद कर दिए गए हैं। मीडिया के समक्ष दिल्ली के भिन्न-भिन्न क्षेत्रों से लिए गए कुछ शौचालयों के चित्र दिखाते हुए सौरभ भारद्वाज ने बताया कि यह वही शौचालय हैं, जो अभी कुछ दिन पहले सर्वेक्षण के लिए खोले गए थे, साफ सफाई की गई थी और लोग अंदर खड़े नजर आ रहे थे, आज इन शौचालयों पर फिर से ताला लगा हुआ है। उन्होंने कहा कि इन शौचालयों की यह हालत है, जो हमारे और आपके द्वारा दिए गए टैक्स के करोड़ों रुपए खर्च करके बनाए गए थे। यह टैक्स का रुपया दिल्ली नगर निगम को केंद्र सरकार से और दिल्ली सरकार से प्राप्त हुआ। नगर निगम ने शौचालय तो बना दिए, परंतु इनके रखरखाव के लिए एक व्यक्ति की भी नियुक्ति नहीं की गई, जिसका परिणाम यह है कि आज यह सभी टॉयलेट बंद पड़े हुए हैं।
केंद्र सरकार की ही पिछले वर्ष की एक रिपोर्ट का हवाला देते हुए उन्होंने कहा कि इसमें खुद केंद्र सरकार ने लिखा है कि 55 प्रतिशत शौचालय बेहद ही गंदे और उपयोग करने के लायक नहीं है।

Aam Aadmi Party’s Chief Spokesperson and Greater Kailash MLA Mr Saurabh Bhardwaj on Friday appealed to the citizens of Delhi to give the responsibility of MCDs to CM Mr Arvind Kejriwal and said that the AAP will build cleanliness model for Delhi like education and health. Mr Bhardwaj said that last time, the people of Delhi by mistake had handed over the responsibility of cleanliness to the BJP, today they are suffering. He also said that BJP-ruled MCDs ranked very poor as per the cleanliness survey. SDMC was ranked 31, North MCD ranked to 43 and EDMC is 46, citizens had to bend their heads on shame for this. Mr Bhardwaj said that BJP-ruled MCDs had opened all the toilets for only one week for the survey, today all these toilets have been closed down again.

“After Prime Minister Mr Narendra Modi launched the Swachh Bharat campaign, the union government took the decision that every year a cleanliness survey will be done across the country. This year when the survey was done in the head of India’s capital, Delhi was bent in shame due to the Bharatiya Janata Party-led MCDs. This survey was done in 47 cities. Delhi was also part of the survey. The ranks of the areas under Bharatiya Janata Party ruled MCDs are very poor as per the survey. SDMC was ranked 31, North MCD ranked to 43 and EDMC is 46
Most, unfortunately, the EDMC is at the second last position in the cleanliness survey. Which means that the East district of Delhi is the dirtiest and this is very shameful for every citizen of Delhi,” he said.
MCDs opened the closed toilets only in the wake of cleanliness survey, despite such fraudulent act they have performed so poorly in the survey: Saurabh Bhardwaj
Mr Saurabh Bhardwaj said, “Some months back I suddenly witnessed that the closed MCD toilets were opened up. I also witnessed that the officials of the MCDs were inside the toilets. As an MLA of Greater Kailash, this thing struck me and I asked the officials of Bharatiya Janata Party led municipal corporations of Delhi about the opening of these closed toilets. They informed me that a survey is going on and that is why they have opened of these toilets. This clearly shows that the survey based on which it was found that the Bharatiya Janata Party-led in MCDs has made Delhi one of the dirtiest cities of India, was also done based on fraudulent reports. That point of time I thought that I will do a press conference and expose the Bharatiya Janata Party-led MCDs but did not do that. Despite this kind of fraudulent act of opening the closed toilets just for a month, the BJP could not save their face. But after that survey was done within a week the MCDs have closed down those toilets again today I will show you the pictures. These toilets are of Greater Kailash, Madangir, Rajauri Garden and Dakshinpuri.”

“The Bharatiya Janata Party-led municipal corporations of Delhi gets crores of money from the citizens of Delhi. When you buy petrol then also you need to give cleanliness tax. The Bharatiya Janata Party leaders take all the money given by the taxpayers and betray them. All these toilets remained closed for years and just to cheat their own Central Government the BJP led MCDs opened these toilets for one week. We can certainly understand that despite this cheating the BJP could not save their face and we can imagine what it would have been if the cheating was not done. A report published by the central government has noted that 55% of the public toilets are unusable or closed,” he said.

“We have seen that in this report the cities like Indore, Navi Mumbai, Surat have performed great but these cities have the same kind of population as Delhi. The politicians always say that the Bharatiya Janata Party has completely devastated the capital of India. The politicians also say that the Bharatiya Janata Party-led municipal corporations of Delhi are the most corrupt departments. We all know that the BJP has made Delhi the capital of garbage and for the past 15 years, the situation has remained the same. Today on behalf of the Aam Aadmi Party I want to request the citizens of Delhi that in the upcoming MCD election give a chance to the Aam Aadmi Party by bringing us in the power of MCDs,” Mr Bhardwaj said.

Delhi schools have shown a 98% result and across the world, people are discussing this model of education. The Aam Aadmi Party government has also revolutionised the health model of Delhi. The Mohalla Clinics of Delhi are so popular that the top leaders from across the country they come to Delhi to see the Mohalla clinics. Many states and countries are following the Delhi model of Mohalla clinic and setting up such clinics across the world. I would request the citizens of Delhi to Now give the power of making Delhi a clean city to Mr Arvind Kejriwal.
