मुख्यमंत्री के प्रयासों से दिल्ली के सरकारी अस्पतालों की क्षमता में 120 फीसदी का इजाफा

• दिल्ली में पब्लिक हेल्थ इंफ्रास्ट्रक्चर में अभूतपूर्व विस्तार

नई दिल्ली। मुख्यमंत्री अरविंद केजरीवाल के निर्देश पर स्वास्थ्य मंत्री सत्येंद्र जैन ने राष्ट्रीय राजधानी में पब्लिक हेल्थ इंफ्रास्ट्रक्चर के विस्तार से संबंधित दिल्ली सरकार के कार्यक्रमों की स्थिति स्पष्ट करने वाली रिपोर्ट मंगलवार को मुख्यमंत्री को सौंपी है। मुख्यमंत्री ने दिल्ली में नये अस्पताल बनाने, मौजूदा अस्पतालों के विस्तार और मौजूदा अस्पतालों में स्पेशलाइज्ड ट्रीटमेंट संबंधी सुविधाएं जोड़ने से संबंधित स्वास्थ्य विभाग की योजना और इस दिशा में मौजूद संभावनाओं के बारे में विस्तार से जानकारी मांगी थी। रिपोर्ट में कहा गया है कि दिल्ली सरकार के 38 अस्पतालों में बेड्स की मौजूदा क्षमता 11,353 है। इसके अलावा 13,899 बेड्स की क्षमता को और जोड़ा जा रहा है। अगले छह महीने के 2800 बेड्स की क्षमता वाले तीन अस्पताल और चालू हो जाएंगे। अत्याधुनिक सुविधाओं वाला द्वारका का इंदिरा गांधी हॉस्पिटल, जिसकी क्षमता 1241 बेड्स की है, पश्चिमी दिल्ली की सबसे बड़ा अस्पताल होगा। इसके अलावा 772 और 600 बेड्स की क्षमता वाले दो अस्पताल बुराड़ी और अंबेडकर नगर में बहुत जल्द बनकर तैयार होने वाले हैं।
खिचड़ीपुर के लाल बहादुर शास्त्री अस्पताल में एक नया मदर एंड चाइल्ड ब्लॉक बनेगा, जिसमें 460 बेड्स होंगे। इसको कैबिनेट ने मंजूरी दे दी है और टेंडर की प्रक्रिया पूरी हो चुकी है। चार नये अस्पतालों, जो कि सरिता विहार, मादीपुर, हस्तसाल और ज्वालापुरी में बनेंगे, के निर्माण से संबंधित रिपोर्ट आने वाले सप्ताह में एक्सपेंडिचर फाइनेंस कमेटी (ईएफसी) के सामने रखी जाएगी। इनके निर्माण का खाका पहले ही तैयार किया जा चुका है। इन अस्पतालों की कुल क्षमता 2200 बेड्स की होगी। इसके अलावा बिंदापुर और सिरासपुर में 100-100 बेड्स की क्षमता वाले अस्पताल को मंजूरी दी जा चुकी है और इससे संबंधित टेंडर प्रक्रिया बहुत जल्द शुरू हो जाएगी। हालांकि इस विस्तार में सबसे ज्यादा हिस्सेदारी दिल्ली सरकार के मौजूदा अस्पतालों में नये ब्लॉक्स बनाने का है। इससे मौजूदा अस्पतालों की क्षमता में काफी इजाफा होगा। मौजूदा 15 अस्पतालों में 5,739 बेड्स की क्षमता बढ़ाई जा रही है।

साल 2015 में जब इनमें से कई सारे प्रोजेक्ट्स पर सरकार में विचार चल रहा था तब मुख्यमंत्री की तरफ से स्वास्थ्य मंत्री को यह सुनिश्चित करने के स्पष्ट निर्देश दिये गये थे कि सभी अस्पताल हर हाल में पूरी तरह से वातानुकूलित होने ही चाहिए। मुख्यमंत्री के निर्देशों का पालन करते हुए सभी नये अस्पतालों को पूरी तरह से वातानुकूलित बनाया जा रहा है। इसके अलावा मौजूदा अस्पतालों में जरूरी बदलाव करके उन्हें वातानुकूलित बनाया गया है।
केजरीवाल सरकार दिल्ली के सभी नागरिकों को बेहतरीन और समान स्वास्थ्य सुविधाएं मुहैया कराने के सिद्धांत पर काम कर रही है। यहां तक कि जब स्वास्थ्य मंत्री ने मुख्यमंत्री के सामने नये अस्पतालों के निर्माण संबंधी खाका प्रस्तुत किया था तो मुख्यमंत्री ने प्राइवेट रूम्स संबंधी प्रस्तावों को हटाने का निर्देश दिया था। मुख्यमंत्री ने कहा था कि दिल्ली सरकार के अस्पतालों में जो कोई भी अपना इलाज कराना चाहता है, हम उसको समान स्वास्थ्य सुविधाएं उपलब्ध कराएंगे। अगर कोई वीआईपी स्पेशल ट्रीटमेंट्स चाहता है तो हम उसी क्वालिटी का ट्रीटमेंट एक सामान्य मरीज को भी उपलब्ध कराएंगे।
मौजूदा रिपोर्ट प्राप्त करने के बाद मुख्यमंत्री अरविंद केजरीवाल ने कहा, दिल्ली में पब्लिक हेल्थ इंफ्रास्ट्रक्चर का ये विस्तार अभूतपूर्व है। स्वास्थ्य सुविधाओं के विस्तार के मामले में पूरी दुनिया में ये सबसे बड़ा कार्यक्रम है। अगर बेड्स की क्षमता के आधार पर कुल क्षमता में बढ़ोतरी देखें तो ये 122 फीसदी से भी अधिक है। लेकिन ये विस्तार केवल बेड्स की संख्या भर में नहीं है बल्कि मुहैया कराई जाने वाली बेहतरीन स्वास्थ्य सुविधाओं में भी भारी बढ़ोतरी है।
सरकार को उम्मीद है कि 2023 तक सभी प्रोजेक्ट पूरे हो जाएंगे। सभी नये अस्पताल और मौजूदा अस्पतालों में बन रहे नये ब्लॉक्स चालू हो जाएंगे।
मुख्यमंत्री ने कहा, हमारा उद्देश्य दिल्ली के प्रत्येक सरकारी अस्पताल को केवल प्राइवेट अस्पतालों से बेहतर बनाना भर नहीं है, बल्कि हम अपने सरकारी अस्पतालों को पूरे देश में सबसे बेहतरीन अस्पताल बनाना चाहते हैं। दिल्ली के नागरिक विश्वस्तरीय सुविधाओं के हकदार हैं और हम इसे हकीकत में बदलेंगे।
मुख्यमंत्री को सौंपी गई रिपोर्ट में ये भी बताया गया है कि 200 मोहल्ला क्लीनिक्स इस साल अक्टूबर में लॉन्च होने के लिए तैयार हैं। इनके अलावा 200 अन्य मोहल्ला क्लीनिक्स दिसंबर में तैयार हो जाएंगे। जुलाई, 2015 में पीरागढ़ी रिलीफ कैंप में पहला मोहल्ला क्लीनिक खुला था, तब से लेकर अब तक की अवधि में शहर के प्राइमरी हेल्थकेयर नेटवर्क में इजाफा इतिहास में सबसे इजाफा है। जुलाई, 2015 से लेकर अब तक दिल्ली की मोहल्ला क्लीनिक्स में 1.6 करोड़ ओपीडी और 15.3 लाख टेस्ट हो चुके हैं। ये सुविधाएं मरीजों को मुफ्त में मुहैया कराई गई हैं।

Delhi govt hospitals capacity on path to increase by 120% after CM’s healthcare push

· Public health infrastructure expansion in Delhi largest ever in history

On the directions of the Chief Minister Mr Arvind Kejriwal, the Health Minister Mr Satyendar Jain on Tuesday submitted a report to the Chief Minister on the status of Delhi government’s programme for expansion of public health infrastructure in the national capital.

The chief minister had asked for the details of the scope and nature of the Health department’s plan to build new hospitals, expand existing hospitals and add specialised treatment services in existing hospitals.

The report states that in addition to the existing capacity of 11,353 beds in 38 Delhi government hospitals, a total capacity of 13,899 beds is being added. Three hospitals, with a capacity of approximately 2,800 beds are set to open in the next six months.

The Indira Gandhi Hospital in Dwarka, with 1241 beds will be the largest hospital in West Delhi, with state-of-the-art facilities. Similarly, two hospitals with approximately 772 and 600 beds respectively are nearing completion in Burari and Ambedkar Nagar.

A new Mother and Child Block has been cleared by the Cabinet for Lal Bahadur Shastri Hospital, Khichripur with 460 beds, and the tendering has been completed. Four new hospitals, one each in Sarita Vihar, Madipur, Hastsal and Jwalapuri will be brought before the Expenditure Finances Committee (EFC) in the coming week. The plans for the construction have already been drawn. The total capacity of these new hospitals will be 2,200. Additionally, a 100 bedded hospital each in Bindapur and Siraspur has also been approved, and the tendering will be initiated soon.

However, the largest share of the expanded capacity is from the projects to construct new blocks for existing hospitals of the Delhi government. A capacity of 5,739 beds is being added in 15 existing hospitals, with simultaneous remodelling in all hospitals.

In 2015, when several of these projects were under consideration with the government, the Health minister had given specific instructions by the chief minister to ensure that all government hospitals must be centrally air conditioned. Following the chief minister’s direction, all new hospitals are being built fully AC, and existing hospitals are being remodelled with ACs.

The government’s philosophy has been to provide equal access to healthcare for all citizens of Delhi. In fact, when the Health Minister Satyendar Jain had brought plans for new hospitals for the chief minister’s approval, he had asked for provision of private rooms to be removed. He said, “Regardless of who seeks treatment in Delhi government hospitals, we will provide the same quality of treatment. If a VIP expects special treatment, then we will provide that same quality of treatment even to ordinary patients.”

After receiving the report, the Chief Minister said, “The expansion of public health infrastructure in Delhi is unprecedented. It is the largest program for improving access to healthcare anywhere in the world. The total increase in capacity that is currently underway in terms of bed capacity is more than 122%. But this is not just about the number of beds, but also about the quality of facilities provided.”

By 2023, the government expects all projects to be complete and all new hospitals and new blocks to be ready for operations. “Our goal is to make every single government hospital in Delhi, not just better than private hospitals in the city, but to make them the best hospitals in the entire country. Delhi citizens deserve world class facilities and we will make that a reality,” said the chief minister.

The Health department’s report also added that 200 Mohalla Clinics are ready for launch in October this year, and additionally 200 more will be ready by December. In the period since the first Mohalla Clinic was launched in Peeragarhi Relief Camp in July 2015, this would be the largest addition to any city’s primary healthcare network in history. The scale at which Mohalla Clinics are operating is unparalleled. Over 1.6 crore OPD visits and 15.3 lakh tests have been conducted in these clinics free of cost since July 2015.
