नई दिल्ली | मैंने पिछले पांच साल में सभी वर्ग के लिए काम किया। वह चाहें आटो, टेंपो, टैक्सी संचालक हो या कोई और। पिछले दिनों बार्बर समाज के लोग मिले। उन्होंने कहा हमारे लिए कुछ नहीं हुआ। हमने तत्काल मंत्रियों के साथ बैठक की और केशकला बोर्ड का गठन किया। यह बोर्ड बार्बर समाज के हित के लिए काम करेगा व योजनाएं बनाएगा। बोर्ड में समाज के ही लोग होंगे। यह कहना है दिल्ली के मुख्यमंत्री अरविंद केजरीवाल का। वह बोर्ड गठन के बाद धन्यवाद करने घर पहुंचे बार्बर समाज के बड़ी संख्या में आए लोगों को संबोधित कर रहे थें।

उन्होंने कहा बाल काटने के दौरान एक व्यक्तिगत रिश्ता बन जाता है। मैं कौशांबी गाजियाबाद में रहता था। बाजार में जाता था, बाल कटाने। दिल्ली आने के बाद भी कौशांबी से कटिंग के लिए बुलाता था। तो आप लोगों से बाल कटाने वाले, दाढी बनाने वाले का व्यक्तिगत रिश्ता बन जाता है। अब सब ग्राहकों को आपको केजरीवाल के काम बताने हैं। दिल्ली में हर समाज का सीएम से सीधा रिश्ता है। इसी कारण वह अपनी समस्या बताने सीधे मेरे पास आते हैं और तत्काल समाधान होता है। इस दौरान बार्बर समाज के लोगों ने केशकला बोर्ड बनने से उत्साहित होकर अरविंद केजरीवाल के जय घोष से पूरे आसमान को भर दिया। इस दौरान समाज कल्याण मंत्री राजेंद्र पाल गौतम भी मौजूद थें।

सीएम ने कहा मेरे आवास पर आप सब लोगों का स्वागत है। आप लोगों का शुक्रगुजार हूं कि समय निकाल कर मेरे पास आए। आम आदमी पार्टी गरीबों की पार्टी है। दूसरी पार्टियों को चुनाव के दौरान गरीबों की याद आती थी। हमारे उपर आरोप लगता है कि केजरीवाल गरीबों के लिए काम करता है। यही विपक्ष कहता है कि केजरीवाल ने सबकुछ गरीबों के लिए फ्री कर दिया। हमने सरकार बनने के बाद गरीबों के लिए कई सारे काम किए। हम लोग सोचते थें, यह सरकारी स्कूल-अस्पताल ठीक नहीं हो सकता। मैं एनजीओ में काम करते थें। तब स्कूल या अस्पताल जाते थें तो सोचते थें कि यह स्कूल और अस्पताल ठीक नहीं हो सकते क्या। हमलोगों ने पांच साल में हमने स्कूल व अस्पताल ठीक कर दिए। इसका मतलब ठीक हो सकते थें, फिर भाजपा और कांग्रेस वालों ने 70 साल में क्यों नहीं किया। या तो नियत ठीक नहीं था या करना नहीं चाहते थें।

केशकला बोर्ड बनाएगा कल्याणकारी योजनाएं, हम तत्काल मंजूरी देंगे – सीएम

सीएम ने कहा हमने दो सौ यूनिट बिजली मुफ्त कर दी तो इनको कष्ट हो रहा है। एक के तो मुंह से निकल गया कि हमारी सरकार बनी तो फ्री बिजली स्कीम को खत्म कर देंगे। हमारी सरकार ने सबके लिए कुछ न कुछ किया है। आपके समाज के लोग मिले। उन्होंने कहा कि हमारे समाज के लिए कुछ करें। हम मंत्रियों ने बैठक की। आपके लिए बोर्ड बनाने का निर्णय लिया है। इस बोर्ड का जल्द गठन करेंगे। आप लोग रजिस्टर हो जाना। आपके लिए कल्याणकारी योजना बनाएंगे। रोजगार के लिए बार्बर समाज को स्किल कराएंगे। आप लोगों के बीच के लोग ही बोर्ड में होंगे। वह आपके कारोबार व आपके बारे में समझते हो। वह प्रस्ताव लेकर आएंगे। जिसे मंजूरी मिलेगी। आटो वाले मिले। उन्होंने कहा कि किसी प्रदेश में ऐसा नहीं है कि आटो वाले सीधे मिल सकता है। मैं हर वर्ग से सीधा मिलता हूं। किसी राज्य में भी आटो वाले रिक्शा वाले सफाई वाले सीधे मुख्यमंत्री से मिल सकते हैं। अपनी समस्या बता सकते हैं।

जनता के सहयोग से चुनाव लड़ा तभी इतना कर पाया – अरविंद केजरीवाल

सीएम ने कहा मैं आपके पैसे व सहयोग से चुनाव लडूंगा तो चुनाव बाद बिजली के रेट घटेंगे। अगर बिजली कंपनियों के पैसे से चुनाव लड़ा तो चुनाव बाद बिजली का रेट बढ़ जाएगा। आपके पैसे से चुनाव लड़ा इस कारण दो सौ यूनिट बिजली मुफ्त कर दिया। पिछली बार 70 MLA 20 करोड़ में लड़े। इनका एक MLA 20 करोड़ में लड़ा। हमने अपने चुनाव का सारा हिसाब वेबसाइट पर डाल दिया। जनता के चंदे से वह चुनाव लड़े थे। इसी कारण बिजली पानी सस्ता किया। इस बार भी आपके लिए स्कूल बनाए, अस्पताल बनाए, बिजली सस्ती किया, पानी मुफ्त किया, सब आपके लिए किया। इसलिए इस बार भी आपके सहारे चुनाव लड़ेंगे।

• इस दौरान राजेंद्र पाल गौतम ने कहा कि केशकला कमेटी बनाने में सबसे बड़ी भूमिका मुख्यमंत्री की रही। हम लोग कैबिनेट मीटिंग में बैठे थें। मुख्यमंत्री ने कहा हम लोगों ने समाज के सभी वर्ग के लिए कुछ न कुछ किया। बार्बर समाज काफी पिछड़ा है, इनके लिए कुछ न कुछ करना है। तब जाकर इस बोर्ड का गठन हुआ। हम सौभाग्यशाली हैं कि हमें ऐसा मुख्यमंत्री मिलें, जो सबके लिए सोचते और करते हैं। वह चाहे बिजली, पानी या गरीब बच्चों की शिक्षा या कोचिंग हो। – राजेंद्र पाल गौतम, मंत्री

दिल्ली केशकला बोर्ड

दिल्ली सरकार ने बाल काटने की पारंपरिक कला और सैलून को नए सिरे से बढ़ावा देने और इस पेशे से जुड़े लोगों को नवीनतम तकनीकों को अपनाने के लिए उपाय सुझाने के उद्देश्य से दिल्ली केशकला बोर्ड के गठन की मंजूरी दी है। इस राज्य स्तरीय बोर्ड में एक अध्यक्ष और उपाध्यक्ष सहित पांच सदस्य होंगे। बोर्ड का सदस्य सचिव, उप-सचिव पद पर कार्यरत या सेवा निवृत्त अधिकारी होगा, जिसे दिल्ली सरकार नियुक्त करेगी। जिला स्तरीय समिति में एक अध्यक्ष और तीन सदस्य होंगे। ये समितियाँ नीतियों और योजनाओं के निर्माण में सहायता देगी। जबकि जिला स्तरीय समिति में किसी प्रकार का कार्यालय या पारिश्रमिक नहीं मिलेगा।

केशों से जुड़े इस उद्योग ने कुछ महत्वपूर्ण तकनीकी समाधानों को देखा है, जो बाजारों में अपनी वृद्धि को बढ़ावा देता है। इस उद्योग में सर्वश्रेष्ठ समाधान पेश करने के लिए नवीनतम तकनीकों पर ध्यान केंद्रित किया है। वैश्विक तौर पर 2024 तक इस उद्योग से जुड़े व्यवस्याए से 105.3 बिलियन अमरीकी डालर (7,33, 28 2.87 करोड़) तक के व्यापार पहुंचने की उम्मीद है। अनौपचारिक अनुमान के अनुसार भारत में इस व्यवसाय से आय की कीमत 22500 करोड़ है।

बार्बर (Barber) समुदाय ने बाल काटने के पेशे को पारंपरिक रूप से अपनाया है। इस समुदाय को पिछड़े वर्ग के रूप में वर्गीकृत है। बाल काटने और संवारने के उद्योग में उन्नत वैज्ञानिक तकनीकों के समावेश से समाज के सभी वर्गों के लोग यह काम करने के लिए प्रेरित हुए हैं। जबकि दूसरी तरफ, बार्बर समुदाय पूंजी आधारित तकनीकों को अपनाने में अक्षम रहने के कारण इस उद्योग के विकास में आई तेजी का लाभ नहीं उठा पाया है।

देश के ग्रामीण और शहरी दोनों तरह बाजारों में बालों की देखभाल संबंधी उत्पादों की मांग बढ़ने से रोजगार के अवसरों में वृद्वि हुई है। जबकि पेशेवर नाइयों की कमी, इस काम में लगे कारीगरों के काम को छोड़ने की अधिक दर, वित्त पोषण और बैकिंग के अवसरों की कमी के कारण यह उद्योग अपेक्षित उन्नति नहीं कर पाया है।

उल्लेखनीय है कि समाज के विभिन्न समुदायों के नागरिकों के हितों की रक्षा करने और उनके रोजगार कौशल को उन्नत करने के लिए पर्याप्त अवसर प्रदान करना सरकार की जिम्मेदारी है। बाल काटने के पेशे में कार्यरत बार्बर समुदाय को इस उद्योग में आई तेजी के लाभ का भागीदार बनाने के लिए सरकारी सहायता की अत्यंत आवश्यकता है। उन्हें आज के समय में इस उद्योग में कारगर नवीनतम प्रौद्योगिकी के उचित प्रशिक्षण और स्वरोजगार के लिए वित्तीय सहायता की आवश्यकता है।

इस पृष्ठभूमि को देखते हुए दिल्ली सरकार ने इस समुदाय और पेशे से जुड़े लोगों के लिए कल्याणकारी कदम उठाया है। जिससे उन्हें उन्नत प्रशिक्षण और वित्तीय सहायता मिलेगी और वे बाल काटने और केशों को सजाने संवारने की कला की विरासत को बरकरार रखते हुए उसे बढ़ावा देने में सक्षम होंगे।

New Delhi: Hundreds of members of the Salmani community (barbers) came to meet with Delhi Chief Minister Arvind Kejriwal on Tuesday to thank him for constituting the Keshkala Board for the welfare of the families of barbers and others involved in the profession. This was the first time a government had thought about their community, they said during the meeting. The Kesh Kala Board has been constituted to extend the government welfare measures to the families and children of the Salmani community. The members of the Kesh Kala Board will be drawn from the Salmani community to ensure the proper functioning of the board and to tell the demands of the community of the government.

Addressing the members of the community, CM Kejriwal said, “People from various communities can come here and find solutions for their issues. It is natural that barbers build a relationship with their customers. When I shifted to Civil Lines from my previous residence, I used to call the same barber for myself because I had established a relationship with him.”

CM Kejriwal said that the AAP government is working for all the communities and professions step by step. “All the cabinet ministers had a discussion meeting on what can we do for the Salmani community, and constituted the Kesh Kala Board. We want the members of the community to register themselves on the board. We will work towards the welfare of you and your family. We will conduct skill training sessions for you to upgrade you as per modern techniques under the profession and you can also earn more through skill enhancement. The members of the Kesh Kala Board will be from the Salmani community to ensure that we know the wants and needs of the community and the demands of the community are met properly. I have met many autowalas and they say no other state has a chief minister who can hold a meet with the autowalas. Just like that, I do not think any other state chief minister has ever met people from the Salmani community at his residence,” he added.

We do not work for any vested interests, we work for the poor: CM Kejriwal

“All the other previous political parties worked for the poor only during the time of elections, but we could see their associations with big businessmen right after they won the elections. We have always been blamed for working for the poor, but I take pride in that blame. The votes from the lower and the middle classes made us win 67 out of 70 seats in the 2015 Assembly elections. Since the formation of the government, we have only worked for the welfare of the common man. Before becoming a chief minister, I used to work in the income tax department, then I used to work in various agencies. Rajendra Gautam Ji was a lawyer before becoming a minister. We did not know anything about politics. But as a common man, I always used to think about why the government is not working on improving Delhi schools or Delhi hospitals. I used to work in the slum areas in Sundar Nagari through an NGO called Parivartan. We used to visit the schools for the admission of slum children, and I used to notice the deteriorated condition of the government schools and roads of the slum areas. But in the last five years, we have proved that there is nothing that cannot be done. We have improved the conditions of schools, and if we could do it in five years of our tenure, why could BJP and Congress not do it in the last 70 years? The answer is, they did not have the intent to. We have so much work in the last five years, no other government could do them in the last 70 years. The other party leaders often blame me for providing free power up to 200 units, with one leader even saying that they will pull back the subsidy if their party comes into power in the state elections. We are providing free water to every household in Delhi. We are installing 25 lakh CCTV cameras across the city,” said CM Kejriwal.

Delhi cabinet minister Rajendra Pal Gautam was also present in the meeting. He said, “The government has decided that the people earning their livelihood through barbering should attain skill training so that they can upgrade themselves as per advancements in this sector. Delhi Chief Minister Arvind Kejriwal has played a huge role in laying the groundwork and framework for the Kesh Kala Board. We wanted to do something for the Salmani community as the needs and wants of this community have been long ignored. They are doing a business of 25,000 crores, and we should do something for this community as well. CM Arvind Kejriwal is the only hard-working chief minister that the country has. If Kejriwal Ji can provide free electricity to the people of Delhi, so can the other state CMs. But the only difference is, they do not have the intent to. If Delhi can have good health and education for its children, so can the other states. Many children want to become engineers, doctors, IAS officers, but unfortunately, their parents do not have the means to support their education. Our CM Arvind Kejriwal Ji has provided those children with opportunities through Mukhyamantri Jai Bhim Pratibha Vikas Yojana so that they can achieve their dreams.”

Delhi Kesh Kala Board

The Delhi government has constituted the Delhi Kesh Kala Board to give a fresh boost to the traditional art of hair-cutting and salons and suggest measures for the people involved in the profession to adopt the latest techniques. The State Level Board will consist of five members, including a Chairman and Vice-Chairman. The members of the Board shall be a Secretary, Deputy Secretary or retired officer, who shall be appointed by the Government of Delhi. The District Level Committee will consist of one Chairman and three members. These committees will help in the formulation of policies and plans.

The salon industry has seen some important technological solutions to boost its growth in the markets. This is focused on the latest technologies to present the best solutions in the industry. Globally, trade is expected to reach US$ 105.3 billion (7,33, 28 2.87 million) by 2024. According to informal estimates, the income from this business in India is valued at Rs. 22500 crores.

The Barber community has traditionally adopted the hair-cutting profession. This community is classified as a backward class. The inclusion of advanced scientific techniques in the haircutting and grooming industry has inspired people from all sections of society to do this. On the other hand, the Barber community has not been able to take advantage of the boom in the growth of the industry due to availability of fewer opportunities adopting capital based technologies.

In view of this background, the Delhi government has taken welfare measures for the community and professionals. This will provide them with advanced training and financial support and they will be able to promote it while retaining the art and legacy of the haircutting and grooming industry.
