With the curtains going down on the MCD election campaign, the Aam Aadmi Party made its last pitch for the polls in front of the traders of Delhi. AAP National Convenor and Delhi CM Shri Arvind Kejriwal held a Townhall with the Traders of Delhi at a banquet hall near Britannia Chowk. The business community of Delhi has shown overwhelming support for the Aam Aadmi Party in its MCD campaign. Traders, who were conventionally termed to be a vote bank of the BJP shifted their allegiance to the Aam Aadmi Party in Delhi after being continuously harassed and exploited by the BJP regime of MCD. Over the last fifteen years, the BJP-run MCD left no chance to extort money from the traders in the name of licences, taxes, conversion & parking fees while also sealing their age-old shops time-to-time arbitrarily. The AAP, led by the Delhi CM, emerged as a rock of support for the traders by raising their issues at every juncture. During the Townhall on Friday, the AAP Convenor interacted with traders from all over Delhi and took their feedback on the performance of his government as well as that of the MCD. He also sought suggestions from the traders as to how the community can further be empowered and granted ease of doing business in the national capital.

Traders in deep pain, calling for change in MCD: Arvind Kejriwal
AAP National Convenor and Delhi CM Shri Arvind Kejriwal said, “I was aware that the traders have many issues with MCD, but we had no idea of how much pain they were experiencing. There are several reasons why Parivartan is needed in MCD this time. The main reason is that every year, even trees shed and change their leaves, and these people have been in power for 15 years. People in positions of power develop arrogance. I’ve been to Gujarat several times. The state is in a miserable condition. When you question BJP leaders about why they didn’t do work for the common man? They argue that it is unnecessary. People have nowhere else to turn and will naturally only vote for us.”
If there’s an AAP MLA and Councillor in your area I will at least have the power to instruct them to cooperate and solve your problem; BJP people don’t listen to us: Arvind Kejriwal
He added, “So many years have passed without the same party in power in Delhi Government as well as in MCD. This time, the same party should form a government in both bodies. There are so many issues where parties are unable to find common ground. They fight amongst each other and blame one another. It is the public which remains disappointed as their issues do not get resolved. Entire system is so complicated that if silt is passing through a narrow drain, MCD has to clear it but when the same silt goes through a bigger drain, it is Delhi Government’s responsibility to clear it. Councillors put it on MLAs and MLAs put it on Councillors but it is the common man whose house gets filled with drain water. Likewise, narrow lanes come under MCD and main roads come under Delhi Government. This time, when both Councillors and MLAs will be of our party, it will be convenient to take stock of the work. When I receive a complaint, at least I will be in a position to take them to task regarding pending work.”
It would not take more than 3-4 months to end corruption in MCD: Arvind Kejriwal
He continued, “MCD is riddled with corruption. Their motives are not genuine. Eventually, the success of a government is determined by which party has the right policies. All problems can be solved if the intentions are good. We abolished Licence and Raid Raj as soon as we took power in the Delhi government. We started delivering services to people’s homes. We put a lock on the Transport Department office. If you want to get any work done, you can give a call on 1076. An officer will come to your house and get it done. We did not ask officers for any collection. These people have fixed amounts on a weekly and monthly basis for their collection. Every officer, every district had to provide a prescribed amount. We are honest people. We have simplified entire system of Delhi Government. It would not take more than 3-4 months to end corruption in MCD. You won’t face any harassment.”
Sealed shops will be de-sealed even if I have to court: Arvind Kejriwal
Shri Arvind Kejriwal said, “We will simplify the licensing process and end all the unnecessary licences. Only important ones will remain and the entire process will be online. You will get a licence in a hassle free manner. Sealing is another major issue. We will go into the depth of the matter and I will try my best to de-seal your shops, even if it needs to be solved through courts. I pick my words carefully and when I give a guarantee, I fulfil it. Delhi already has limited opportunities for business. In the past, there were very few markets built in Delhi, despite it being the national capital. There should be large scale commercial activities here. These people opened very few markets legally and as a result, a lot of non-confoming markets were created. But now we cannot shut those markets because the livelihoods of a lot of people depend on them and they have nowhere else to go. We cannot tolerate that. Our intentions are pure and not like these people who seal the shops first to extort money. Then they extort money to de-seal the shops. They threaten traders to get protection money. We do not need all of that.”
Will end Inspector Raj in MCD; simplify building by-laws, offer single-window clearance: Arvind Kejriwal
He added, “We will end Inspector Raj and no Inspector will come to your shop. Just like the Delhi Government does not send GST and VAT officers anywhere, we will not send any Inspectors of MCD out of their offices as well. These people have made such complicated building by-laws because of which people face a lot of trouble in both residential and commercial spaces. We will simplify the process and make a lot of procedures automatic for which you need not seek permission. You will need to take permission in rare cases and we will try to make it online or through doorstep delivery of services. You will get single-window clearances in a time-bound manner.”
MCD bulldozed three Mohalla Clinics, harmed the interests of the people of Delhi: Arvind Kejriwal
He continued, “Earlier, we announced that we will redevelop and beautify 5 markets in Delhi but there wasn’t much progress there. It was because MCD had to give all the NOCs and they did not give it. They fight with us so much as if it is India and Pakistan. Both the parties belong to the same country. You won in MCD and we came to power in the Delhi Government. We can work together. No one will gain anything from fighting. You will be shocked to hear that we built Mohalla clinics on MCD roads but these people bulldozed three of our Mohalla Clinics. They do not understand that children of their leaders also receive treatment in those clinics. Ultimately, it is Delhiites who have to bear the loss. They came down to hooliganism as if it was their personal property. It came under you for all these years and now, it will be governed by us. I am running theDelhi Government today, someone else will run it tomorrow. All of this belongs to the people. Hooliganism does not survive for long. Traders of Gujarat are so fed up with their government that Delhi is a heaven in front of them. Even their small worker can abuse any trader over a phone call and extort money. This would not take the country forward. You can do politics in elections, it is fine. But, you should contest elections properly. You had to resort to the gimmick of releasing videos everyday because you did not do any work in 15 years.”
The AAP National Convenor siad, “When people ask them what work they did? They have nothing to tell. When this happened to Amit Shah and J P Nadda, they had to hold a press conference where Amit Shah said that they agree that they have not done any work. He said, BJP has done nothing in the MCD at all because Kejriwal doesn’t let them work. When the media asked for logic behind such a foolish argument, he said Kejriwal doesn’t give funds to us. Look at his audacity, a Central Minister is asking a state government for funds. I have a simple request to Delhiites, please think about their disasters before casting your vote and decide whether you want to face this agony for another five years. The Central Government refuses to pay Delhi its rightful share of funds. We practically get nothing from the Centre all year. Do you see me crying, yelling and howling on the streets like these jokers? Despite all the challenges and all the hurdles, we give electricity-water, education-healthcare, pilgrimage for elderly, bus travel for women completely free of cost. We built schools, mohalla clinics, hospitals, transformed the whole system of Delhi, we did not cry for funds like them. Did you vote for them last time so they cry all the time or did you vote for them to solve your problems? Think about it. Then decide whether you want to see them cry for funds for another five years or you want to see an honest government work through the hurdles.”
Won’t let Yoga classes stop in Delhi, no matter what it takes: Arvind Kejriwal
He continued, “These people shut down our Yogashalas. We were giving free Yoga classes to 17 thousand people for free. I launched a scheme where I was providing Yoga teachers for free. People were doing Yoga for a year and they benefited out of it, especially the people with Post-Covid complications. They were happy and gave blessings to us. But out of nowhere, BJP made the LG to shut those classes. It was excruciatingly painful for me. I vowed that classes would not be cancelled. I solicited donations from the public and received enough to pay the salary of Yoga teachers today. I will teach Yoga to all Delhi residents, and these people should stop believing that they can stop Delhi or its Yogashala.”
Will outperform all standards by redeveloping Delhi’s markets: Arvind Kejriwal
He added, “Market infrastructure is a major issue, and it is not conducive to new generations working there. We must modernise the markets so that people can be proud of them as the national capital’s markets. People travel to Paris, London, or Tokyo, and you can tell the difference. When the same party controls both the Delhi Government and the MCD, we will not have any problems because we will be able to resolve issues in both the MCD and the Delhi Government. We will make the markets more appealing. We tried something similar in Chandni Chowk, and people liked it. We will outperform that project now.”
Like RWAs, Market Associations will also be empowered and given specific powers: Arvind Kejriwal
Shri Arvind Kejriwal concluded, “We will address the issue of cleanliness. We will resolve the issue of conversion fees and parking fees with the help of the Delhi public. These people used them to steal money from the general public. We will review each market’s parking situation in light of the market’s current state. If underground or stack parking is required, we will construct it with the assistance of your association. Someone suggested that, just as we are making RWAs into Mini-Councillors, your market associations should be given specific powers so that you do not have to approach anyone for a variety of issues. Markets may solve issues like cleanliness or roads on their own level. No government wants to give up power and in fact, they try to consolidate as much power as possible. Our government is unique. We will give up our power and take up the role of facilitator. We will also solve the issue of toilets for women in the markets.”
Initiative to give ‘mini councillor’ status to RWA will work like Mohalla Clinic- Subhash Khandelwal
Businessman Shri Subhash Khandelwal applauded the Chief Minister for coming out with a new model for the RWAs. He said that the government’s initiative to give ‘mini councillor’ status to the RWAs will be an important step in transforming the bodies. He said that this initiative will work just the way mohalla clinics work – people will go to their nearest mohalla clinic and get their treatment done. He further told the CM, “Like the way you have started an initiative to transform the RWAs, a similar initiative is required to ease the process of doing business in Delhi. Nearly every work of the businessman is related to the MCD. When the shop opens, there is a conversion charge, licence fee, and the street vendors stand outside the shop. All these issues require a solution. Over the years, the corporation councillors have become millionaires while the corporation has become bankrupt. This is a political problem that we businessmen cannot do much about. When we go to the MCD to get any work done, they say that there is no money.

AAP trade wing Convenor Shri Brijesh Goyal said that in the last eight years, the Aam Aadmi Party government has given zero-corruption and a fear-free environment to the traders. Eight years ago, 12.5 per cent VAT was levied on 28 items, which was reduced to 5 per cent by the AAP government. Today, no officer in Delhi goes and raids the traders. CM Arvind Kejriwal’s government has done the work of ending ‘Raid Raj’ and ‘Inspector Raj’. In the past, Rs 100 crore has been allocated for the beautification of 5 markets. I think this will be the first time in the history of independent India that any state government has allocated separate funds for the beautification of the markets there. For the last 15 years, traders have been very upset with the MCD. The BJP has made the MCD hollow by indulging in massive corruption. They have collected billions of rupees in the name of parking and conversion charges and yet they did not provide parking spaces to the markets. Trade licence fee has been increased several times. If Shri Arvind Kejriwal’s government comes to MCD also, then a lot of work will be done.

Shri Rajesh Goyal from LSC Federation said, “I represent 106 markets which employ around 19,000 people. I think that the government should empower the Traders Welfare Association on the lines of RWA. Till date we have not seen any ‘Bhasmasur’ like sealing. As soon as we wake up in the morning, we start getting scared that some MCD officer might come today and seal our shop. My demand is that when the AAP government comes to power in MCD, the law on sealing should itself be abolished. Why should my shop be sealed? MCD should take the fine from us.”
Even though the industrial area is under DSIDC, we are being charged property tax – Rajeev Goyal
President of Bawana Industrial Area, Shri Rajeev Goyal, said that the MCD has wreaked havoc here as well. Even when our industrial area is under DSIDC, we are being charged property tax. After that we did not get any facilities from them. Because of this many factories have been sealed. The fee of Rs 1,000 has been increased to Rs 15,000. My request is that we should be freed from the clutches of the MCD soon. We have a problem with funds. It’s been 21 years, but our industrial area is not yet freehold.

Shri Rajendra Sharma from Sadar Bazar said, “Every year our market would be waterlogged during the monsoon and due to it we would face losses of several crores of rupees. A delegation from our market met Shri Saurabh Bhardwaj and within one meeting the problem was resolved. Earlier the sword of ‘Inspector Raj’ would be hanging on our necks. It was because of the AAP government at the state level that we were able to do business without fear. The infrastructure in the wholesale market is poor and a lot of work needs to be done on it.”
Single window registration should be done for MSME – Amarendra
Shri Amarendra from MSME Federation said that we have faced a lot of problems due to the Covid-19 lockdown. The MCD licence system should be abolished. This is a major reason for harassment. A single window registration for MSME would solve a lot of our problems. The MCD officials issue challans even in case of minor deficiencies. This creates a lot of problems for us.

Shri Dilip Bindal from Chawri Bazar said, “Yesterday I went to a Mata Ki Chowki. Some BJP people were with me. They asked me to tell any one work of CM Arvind Kejriwal, which has been implemented rightly. I said that CM Arvind Kejriwal had said that if his government comes, there will be no raids on any businessman and after the formation of his government, there has not been any raid till date. Then the BJP people asked for another project. I said that the government schools were doing very well while BJP is imposing tax on everything.”
MCD toilets open only for 15 days in a year during Swachh Bharat survey – Saurabh Bhardwaj
Businessman Shri Gul Gulfta Qureshi said that there are a lot of traffic problems in Delhi and there is a problem of parking and toilets in Delhi. On this, MLA Shri Saurabh Bhardwaj said that toilets have been built in every corner of Delhi, but they remain locked for 11 and a half months in a year and guards come outside those toilets only for 15 days, when cleaning is done. “They open the toilets for 15 days because the Swachh Bharat survey is taking place on those days. Despite that, MCD is at the last number in the survey. When we come to MCD, we will make separate arrangements for toilets in the market for women.”

आम आदमी पार्टी के राष्ट्रीय संयोजक एवं दिल्ली सीएम अरविंद केजरीवाल ने आज दिल्ली के व्यापारियों के साथ संवाद किया। कार्यक्रम का संचालन विधायक सौरभ भारद्वाज ने किया। इस अवसर पर इस दौरान विधायक प्रीति तोमर और मदन लाल भी मौजूद रहे। दिल्ली के ब्रिटानिया चौक में आयोजित संवाद कार्यक्रम के दौरान सीटीआई, लालपत नगर, कीर्ति नगर, नया बाजार, उद्योग नगर समेत कई एसोसिएशन की पदाधिकारियों ने सीएम अरविंद केजरीवाल का स्वागत किया। इस दौरान सीएम अरविंद केजरीवाल ने कहा कि मुझे पता था कि एमसीडी से बहुत सारी समस्याएं हैं, लेकिन इतनी ज्यादा समस्याएं और इतना दर्दनाक माजरा है, यह कोई सोच भी नहीं सकता था। एमसीडी में इस बार बदलाव होने के बहुत सारे कारण है। जिसमें सबसे बड़ा कारण है कि पेड़ भी हर साल पत्ते बदल देता है। इनको एमसीडी में 15 साल हो गए। अगर नहीं बदलो, तो आदमी में अहंकार आ जाता है। गुजरात में कई चीजों का काफी बूरा हाल है। बीजेपी के नेताओं से जब हम पूछते हैं कि क्यों नहीं किया? तो कहते हैं कि करने की जरूरत ही नहीं है, कहां जाएंगे? हमको ही वोट देंगे। अगर बदलाव न आए तो यह अहंकार हो जाता है कि कहां जनता जाएगी। हमको ही वोट देगी। इसी वजह से एक बार इस बार बदलाव लाया जाना चाहिए।

सीएम अरविंद केजरीवाल ने कहा कि इतने सालों में कभी ऐसा नहीं हुआ कि दिल्ली की सरकार औऱ एमसीडी की सरकार एक ही पार्टी की रही हो। हमेशा विपक्षी पार्टी की रही है। एक बार इस बार एक ही पार्टी की सरकार बनाकर देखते हैं। कोई हर्ज नहीं है। इतने सारे मुद्दें हैं, जिसमें अगर अलग-अलग पार्टियों की सरकार होती है, तो सब एक-दूसरे पर आरोप लगाते हैं और जनता की समस्याओं का कोई समाधान नहीं निकलता। पार्षद कहता है कि एमएलए ने काम नहीं किया और एमएलए कहता है कि पार्षद ने नहीं किया। पूरा का पूरा सिस्टम भी इतना जटिल बना रखा है कि एक पतली नाली से कीचड़ जा रहा है वो एमसीडी का। जैसे ही पतली गली से कीचड़ बड़ी नाली में आता है वो दिल्ली सरकार का है। एक कहता है कि इसने साफ नहीं की तो दूसरा कहता है कि इसने साफ नहीं की। जनता के तो घरों में गंदा पानी और कीचड़ जा रहा है। ऐसे में जनता क्या करे।
अगर नियत साफ हो तो सारी समस्याओं का सामाधान निकल जाएगा, हमने दिल्ली सरकार का सारा सिस्टम आसान कर दिया- अरविंद केजरीवाल
सीएम अरविंद केजरीवाल ने कहा कि मुझे लगता है कि इस बार पार्षद भी हमारा होगा, एमएलए भी हमारा होगा। इससे मुझे सहुलियत होगी और दोनों को बुलाकर पूछूंगा कि तुम लोगों को क्यों नहीं काम किया? अगर किसी की भी शिकायत आएगी तो मैं दोनों की गर्दन तो पकड़ सकता हूं कि तुमने क्यों काम नहीं किया। एक सबसे बड़ा कारण यही है कि एमसीडी में इस बार हमें वोट दो। एमसीडी में भ्रष्टाचार बहुत ज्यादा है। इनकी नियत खराब है। अगर नियत साफ हो तो सारी समस्याओं का सामाधान निकल जाएगा। हमने आते ही दिल्ली सरकार में लाइसेंस व रेड राज खत्म कर दिया, डोरस्टेप डिलीवरी ऑफ सर्विसेज शुरू कर दी और ट्रांसपोर्ट डिपार्टमेंट पर ताला लगा दिया। अब अगर आपको ट्रांसपोर्ट डिपार्टमेंट से काम करवाना है तो 1076 पर फोन करो, आपके घर आकर काम करके जाते हैं। अब एसडीएम के कार्यालय जाने की जरूरत नहीं है। क्योंकि हमने अफसरों से पैसे नहीं बांध रखे है। पहले की सरकारें अफसरों से पैसे बाध रखी थी कि एसडीएम और ट्रांसपोर्ट वाला कितना पैसा लाकर देगा। हम पैसे इकट्ठे नहीं करते है। हम ईमानदार लोग हैं। हमने दिल्ली सरकार का सारा सिस्टम आसान कर दिया। हम एमसीडी से भ्रष्टाचार तीन-चार महीने में साफ कर देंगे। आप चिंता न करो। तीन-चार महीने बाद एमसीडी में भ्रष्टाचार नाम की चीज नहीं बचेगी। आपका किसी तरह का कोई उत्पीड़न नहीं होगा। हम सबकुछ सरल बना देंगे, बिना जरूरत वाले सभी लाइसेंस खत्म कर देंगे। केवल जरूरी लाइसेंस ही रखेंगे और सारी प्रक्रिया ऑनलाइन कर देंगे। आप ऑनलाइन आवेदन कर सकेंगे, किसी तरह की दिक्कत नहीं होगी।
इन्होंने बिल्डिंग बॉयलॉज बहुत जटिल बना रखा है, इसकी वजह से आवासीय व कॉमर्शियल में बहुत परेशानी होती है, इसे असान बनाएंगे- अरविंद केजरीवाल
मुख्यमंत्री अरविंद केजरीवाल ने आगे कहा कि दिल्ली में सीलिंग का एक बहुत बड़ा मुद्दा है। हम सभी बैठकर इसको समझेंगे। मैं सीलिंग का सारा मुद्दा समझूंगा। चाहे कोर्ट या कहीं भी जाना पड़े, मेरी पूरी कोशिश होगी कि आप लोगों को दुकानों को डि-सील कराउं। वैसे ही दिल्ली के अंदर व्यापार के बहुत कम अवसर है। इन्होंने बहुत कम मार्केट्स बनाई। दिल्ली देश की राजधानी है और राजधानी में कॉमर्शियल गतिविधियां बहुत ज्यादा होनी चाहिए। इन लोगों ने जायज मार्केट्स बहुत कम खोली, जिसकी वजह से कई सारी दूसरी मार्केट्स बन गई। लेकिन अब उन मार्केट्स व दूकानों को बंद नहीं किया जा सकता। अगर उन लोगों की रोजी रोटी बंद कर दी तो वो कहां जाएंगे। यह हम दिल्लीवाले बर्दाश्त नहीं कर सकते। इसका समाधान निकालेंगे। हमारी नियत साफ है। इन लोगों की नियत खराब थी। इनका यह था कि पहले दुकान सील करते वक्त पैसे लो, फिर डिसिल करने के पैसे लो। ये लोग दोनों टाइम पैसा लेने है। वरना धमकी देते हैं और प्रोटेक्शन मनी लेते है। हमको न प्रोटेक्शन मनी चाहिए और न ही सीलिंग व डिसीलिंग में पैसे चाहिए। हम आप की दूकानें डिसील करके दिखाएंगे। यह मेरी पूरी कोशिश रहेगी। इंस्पेक्टर राज बंद हो जाएगा। इंस्पेक्टर का सारा सिस्टम ही खत्म कर देंगे। इंस्पेक्टर की जरूरत ही नहीं है। जैसे दिल्ली सरकार का वैट और जीएसटी के लिए कोई नहीं आता, वैसे ही एमसीडी में भी कोई इंस्पेक्टर नहीं आएगा। इन्होंने बिल्डिंग बॉयलॉज बहुत जटिल बना रखे हैं। इसकी वजह से आवासीय व कॉमर्शियल में बहुत परेशानी होती है। इसे बेहतर तरीके से असान बनाएंगे। बहुत सारी चीजें ऑटोमेटिक कर देंगे। आपको अनुमति लेने की जरूरत ही नहीं होगी। बहुत जरूरी होने पर अनुमति लेने की जरूरत होगी। जिसे ऑनलाइन या डोर स्टेप डिलीवरी के जरिए करने की कोशिश की जाएगी। सारी चीजों को सिंगर विंडो कर देंगे, ताकि आप घर बैठकर अप्लाई करो और निश्चित समय के अंदर समाधान मिल जाएगा। हमने कहा था कि हम 5 मार्केट्स का पुनर्विकास कर उनका सुंदरीकरण करेंगे। उसमें बहुत ज्यादा तरक्की नहीं हो पाई। उसमें प्रगति इसलिए नहीं हो पाई क्योंकि सारी एनओसी एमसीडी को देनी थी। इन्होंने एनओसी नहीं दी। ये लोग इतना लड़ते हैं। इन्होंने दिल्ली सरकार और एमसीडी को हिंदुस्तान- पाकिस्तान बना रखा है। बीजेपी भी इसी देश की है और हम भी इसी देश के हैं। हमें मिलकर काम करना चाहिए। लड़ाई-झगड़े में क्या रखा है। लेकिन ये लोग सारा दिन लड़ते रहते हैं।
एमसीडी की कुछ सड़कों पर हमने मोहल्ला क्लिनिक बनाया है, इन्होंने बुल्डोजर भेजकर हमारे तीन मोहल्ला क्लिनिक तोड़ दिए- अरविंद केजरीवाल
मुख्यमंत्री ने कहा कि एमसीडी की कुछ सड़कों पर हमने मोहल्ला क्लिनिक बना दिया। हमने कोई गलत तो नहंी किया। उसमें उनके बच्चों का भी इलाज होगा, लेकिन इन लोगों ने बुल्डोजर भेजकर हमारे तीन मोहल्ला क्लिनिक तोड़ दिए। इससे दिल्लीवालों का नुकसान हुआ। इन्होंने गुंडागर्दी मचा रखी है कि हमारी सड़कों पर क्यों कर दिया? यह सड़क किसी की पर्मानेंट थोड़ी है। जनता की दिल्ली सरकार है। जनता की एमसीडी है। गुजरात में व्यापारी इतने ज्यादा परेशान हैं कि दिल्ली तो उनके सामने स्वर्ग है। किसी को भी फोन कर इनका छोटा सा कार्यकर्ता गाली-गलौंज कर देता है कि इतने पैसे यहां भिजवा दो। इस किस्म की गुंडागर्दी से देश आगे नहीं बढ़ता। आपको जो मर्जी राजनीति करनी है, चुनाव में करो। चुनाव भी ढंग से लड़ो। इन लोगों ने नौटंकी मचा रखी है। इन लोगों ने 15 सालों में एमसीडी में कोई काम नहीं किया। अब जब इनसे कोई काम पूछो तो इनके पास बताने को कोई काम नहीं है। अमित शाह जी और जेपी नड्डा जी डोर टू डोर कर रहे थे। जनता ने उनसे पूछा कि कोई एक काम तो बताओ। उनके पास बताने को कोई काम नहीं था। फिर अमित शाह जी ने एक प्रेस कॉन्फ्रेस की कि हम मानते हैं कि पांच सालों में हमने कोई काम नहीं किया, क्योंकि केजरीवाल ने हमको पैसे नहीं दिए। यह दुनिया का 8वां अजूबा है कि केंद्र सरकार, दिल्ली सरकार पैसे मांग रही है। जबकि ये लोग इतना पैसा लेकर बैठे है। अगर एक बार फिर से इन्हें वोट दिया तो 5 साल बाद भी यही कहेंगे कि केजरीवाल ने हमको पैसे नहीं दिए। इनकी तरह मैं बहानेबाजी नहीं करता। केंद्र सरकार सभी राज्य सरकारों को पैसे देती है लेकिन दिल्ली सरकार को एक पैसा नहीं देती। मैंने कभी भी आपके सामने आकर बहानेबाजी नहीं की है कि केंद्र सरकार पैसे नहीं देती। मैं आप लोगों से चंदा इकट्ठा कर लूंगा, लेकिन अपनी दिल्ली चला लेंगे। इन्होंने पिछले महीने योगा क्लासेज बंद कर दी थी। मैं 17 हजार लोगों को दिल्ली सरकार से फ्री में योगा कराता था। मैंने स्कीम चालू की थी कि सभी दिल्लीवालों योगा करो, मैं फ्री में टीचर दूंगा। मैंने टीचर्स देना शुरू किया। दिल्ली में 17 हजार लोग योगा करते थे। एक साल से योगा कर रहे थे। बहुत लोगों को योग से फायदा हो रहा था। कोविड के बाद कई लोगों को पोस्ट कोविड कॉम्पलिकेशंस हो गई थी। ऐसे में लोग खूब आनंद में थे और खूब दुआएं दे रहे थे। अचानक पिछले महीने बीजेपी वालों ने एलजी से कहकर योगा क्लासेज बंद करवा दी। मुझे बहुत तकलीफ हुई। मैंने ठान ली थी कि क्लासेज बंद नहीं होने दूंगा। मैंने लोगों से चंदा इकट्ठा करा और दोबारा से क्लासेज शुरू करा दी और आज में सभी योगा टीचर्स की तनख्वाह दे दिया। मैं दिल्ली के 17 हजार लोगों से 17 लाख लोगों को योगा क्लासेज कराऊंगा, लेकिन अगर ये लोग दिल्ली को बंद करने का सोचें तो हम दिल्ली को बंद नहीं होने देंगे।
हम सभी मार्केट को सुंदर बनाएंगे, पार्किंग व सफाई व्यवस्था ठीक करेंगे, कन्वर्जन और पार्किंग शुल्क को व्यापारियों के साथ मिलकर ठीक करेंगे- अरविंद केजरीवाल
सीएम अरविंद केजरीवाल ने कहा कि दिल्ली में इन्फ्रास्ट्रक्टर की बहुत समस्या है। मार्केट्स में बहुत बुरी हालत है। इन्हें मॉडर्न मार्केट बनाना है ताकि कोई आए तो उसको लगना चाहिए कि दिल्ली की मार्केट में आय़ा है। आप जब पेरिस, टोक्यो, न्यूयार्क, वाशिंगटन जाते हो तो लगता है कि किसी अच्छे शहर की मार्केट है। दिल्ली की सारी मार्केट्स को अच्छा बनाएंगे। अगर दिल्ली में दोनों जगह एक ही सरकार होगी तो फंड की दिक्कत भी नहीं होगी। मार्केट का पुनर्विकास करने के लिए एमसीडी व दिल्ली सरकार, दोनों जगह की चीजें ठीक करेंगे। मार्केट्स को सुंदर बनाएंगे। हमने चांदनी चौक में एक प्रयास किया है। लोगों को पसंद भी आया है। इससे भी ज्यादा बेहतर करेंगे। सफाई की व्यवस्था को ठीक करेंगे। इन्होंने कन्वर्जन चार्जेज औऱ पार्किंग चार्जेज पर लूट मचा रखी है। व्यापारियों के साथ मिलकर इसे ठीक करेंगे। हर मार्केट में पार्किंग की समस्या का अलग-अलग समाधान होगा। कहीं अंडरग्राउंड पार्किंग बनेगी, तो कहीं स्टेप पार्किंग बनेगी। आपकी एसोसिएशन के साथ मिलकर इन सबका समाधान निकालेंगे। जैसे आरडब्ल्यूए को हम मिनी पार्षद बना रहे हैं। उन्हें कई सारे मुद्दों पर बना रहे है। अगर आपकी मार्केट एसोसिएशन को भी कुछ सीमित मुद्दों पर पॉवर दे दी जाए, तो आपको किसी के पास आना नहीं पड़ेगा। आप अपने स्तर पर साफ-सफाई, सड़क आदि चीजें करवा सकेंगे। हर मार्केट को कुछ वित्तीय शक्ति दे दी जाए तो आपको किसी की तरफ मुंह नहीं देखना पड़ेगा। आपको न पार्षद का मुंह देखना पड़ेगा और न ही एमएलए का। कोई सरकार ऐसी नहीं होती है, जो अपनी पॉवर छोड़ना चाहे। सारी सरकारें पॉवर खींचना चाहती हैं। हमारी अकेली सरकार है, जो पहली बार कह रही है कि हम हाथ काटकर आपको दे देंगे, आप खुद से अपना काम करो। हम आपके लिए फैसिलिटेटर बनेंगे। मार्केट्स में महिलाओं के लिए शौचालय की बहुत बड़ी समस्या है। इसका समस्या का भी समाधान किया जाएगा। पूरी दिल्ली में आधी से ज्यादा होर्डिंग अवैध हैं। अगर ये सारी वैध हो जाएं तो विज्ञापन की फीस खुद ही आधी हो जाएगी। दिल्ली में आधी से ज्यादा पार्किंग भी अवैध है। इनके नेताओं को पैसे जाते हैं। अगर दिल्ली में पार्किंग सारी लीगल कर दी जाए तो पार्किंग की फीस आधी हो जाएगी। इसमें बहुत ज्यादा भ्रष्टाचार है। एक ही चीज है कि अच्छी व साफ नियत की और पढ़ी-लिखी सरकार चाहिए।
दुकान सील होने के बाद भीख मांग कर गुजारा कर रहे व्यापारी का सीएम अरविंद केजरीवाल ने किया स्वागत, फूट-फूट कर रो पड़ा व्यापारी
व्यापारियों से संवाद कार्यक्रम में आए लोग उस समय भावुक हो गए, जब अमर कालोनी में अपनी दुकान सील होने के बाद मंदिर के सामने फूलों की माला बेचकर और दुकानदारों से मांग कर अपना गुजारा कर रहे एक बुजुर्ग व्यापारी का मुख्यमंत्री अरविंद केजरीवाल ने फूलों का गुलदस्ता देकर स्वागत किया। उस व्यापारी की अमर कालोनी में एक दुकान थी और काफी सफल व्यापारी थे, लेकिन भाजपा की एमसीडी ने 2018 में उनकी दुकान सील कर दी और अभी तक वो दुकान सील है। अब वो अपना गुजारा करने के लिए अमर कालोनी में ही एक मंदिर के सामने फूलों की माला बेचते हैं और दुकानदरों से मांग कर अपना गुजारा करते हैं। उस बुजुर्ग व्यापारी ने रोते हुए कहा कि मेरी दुकान सील कर दी। अब मैं भीख मांग कर खा रहा हूं। मेरे पास काम नहीं है। पुलिस वाले मुझे धक्के मारते हैं। यह कहते हुए वह व्यापारी फूट-फूट कर रो पड़ा।
मैं कपड़ा व्यापारी था, सीलिंग के बाद पटरी पर होटल चलाने को मजबूर हूं- संजय
अमर कालोनी निवासी व्यापारी संजय ने बताया कि मार्च 2018 में हमारी कालोनी में सीलिंग हुई थी, उसका प्रभाव हमारी मार्केट के साथ पूरी दिल्ली में भी पड़ा है। मंदिर के सामने फूल बेचने वाले अंकल जी एक दुकान के मालिक हैं। आज जब वो मंदिर के आगे फूल बेचते हैं, तो उनको देखकर हमें रोना आ जाता है। मैं खुद भी कपड़ा व्यापारी था। आज मैं मजबूरी में उसी जगह पर पटरी के अंदर एक होटल खोलकर बैठा हूं। हम दुकान मालिक होकर भी आज पटरी वाले हो गए। हमारी कहीं कोई सुनवाई नहीं हो रही है। हमारी मार्केट का एक-एक व्यक्ति रो रहा है। पूरी दिल्ली की सीलिंग खुलनी चाहिए।
2018 में अमर कालोनी के अंदर 600 दुकानें सील हुई थी और आज भी सील हैं- सौरभ भारद्वाज
विधायक सौरभ भारद्वाज ने बताया कि पिछले सप्ताह मैं चुनाव प्रचार के लिए अमर कालोनी गया था। वहां सारी दुकानें बंद पाई। मेरे प्रत्याशी ने बताया कि यह दुकानें चुनाव प्रचार की वजह से बंद नहीं हुई है, बल्कि 2018 से अमर कालोनी के अंदर 600 दुकानें सील हैं। 2018 में दिल्ली में दुकानों की सीलिंग शुरू हुई और इन्होंने दिल्ली में करीब 10 हजार दुकानें सील कर दी। इस सदमे की वजह से एक अंकल जी को हार्ट अटैक हो गया था। उनके घर की औरतें रो रही थीं और कह रही थीं कि हमने कन्वर्जन चार्ज भर दिया है। उसके बावजूद एमसीडी ने उनकी दुकान पर सील लगा दी और आज तक सील लगी हुई है।
व्यापारियों ने सुझाव देने के साथ अपनी समस्याएं भी गिनाई
आरडब्ल्यूए को मिनी पार्षद का दर्जा दिया जाता है, तो यह मोहल्ला क्लीनिक की तरह काम करेगा- सुभाष खंडेलवाल
व्यापारी सुभाष खंडेलवाल ने मुख्यमंत्री से सुझाव देते हुए कहा कि आपने आरडब्ल्यूए का एक नया मॉडल निकाला है। आज आरडब्ल्यूए को मिनी पार्षद का दर्जा देने जा रहे हैं, यह अपने आप में बहुत महत्वपूर्ण कदम है। यह पहल मोहल्ला क्लीनिक की तरह काम करेगा। जैसे हम अपने नजदीकी मोहल्ला क्लीनिक में जाकर अपना इलाज करा लेते हैं। जैसे आपने आरडब्ल्यूए के साथ किया है, वैसा ही हम चाहते हैं कि व्यापार के साथ कुछ ऐसी व्यवस्था बनाइए कि हमें व्यापार की समस्या को लेकर सरकार के पास न आना पड़े। नगर में सबसे बड़ी समस्या है। क्योंकि व्यापारियों का सीधा संबंध एमसीडी से है। दुकान खुलती है, तो उसका कन्वर्जन चार्ज, लाइसेंस फीस है, रेहड़ी पटरी वाले खड़े होते हैं। इन सबका समाधान चाहिए। यहां के निगम पार्षद करोड़पति है और निगम कंगाल हो चुका है। यह बहुत राजनीतिक समस्या है। हमें कुछ समझ में नहीं आता है। पब्लिक अपना काम कराने जाती है, तो कहते हैं कि पैसा नहीं है।
भाजपा वाले पार्किंग व कन्वर्जन चार्ज के नाम पर अरबों रुपए खा गए और किसी मार्केट में पार्किंग नहीं दी- ब्रिजेश गोयल
ट्रेड विंग के ब्रिजेश गोयल ने कहा कि पिछले आठ सालों में आम आदमी पार्टी की सरकार ने व्यापारियों को भ्रष्टाचार और भय मुक्त वातावरण दिया है। आठ साल पहले 28 वस्तुओं पर 12.5 फीसद वैट लगता था, जिसे ‘‘आप’’ की सरकार ने घटाकर 5 फीसद कर दिया। आज दिल्ली में कोई भी अधिकारी व्यापारियों के यहां जाकर रेड नहीं मारता है। अरविंद केजरीवाल जी की सरकार ने रेड राज और इंस्पेक्टर राज को खत्म करने का काम किया है। पिछले दिनों 5 बाजारों का सौदर्यीकरण करने के लिए 100 करोड़ रुपए का आवंटन किया है। मुझे लगता है कि आजाद भारत के इतिहास में यह पहला मौका होगा कि किसी राज्य सरकार ने वहां के बाजारों के सौदर्यीकरण के लिए अलग से फंड आवंटित किया है। पिछले 15 सालों से व्यापारी बहुत परेशान हैं। भाजपा वाले भ्रष्टाचार करके एमसीडी को खा गए। पार्किंग और कन्वर्जन चार्ज के नाम पर अरबों रुपए इकट्ठा किया, सारा पैसा खा गए और किसी मार्केट में पार्किंग नहीं दी। कई बार ट्रेड लाइसेंस की फीस बढ़ा दी। एमसीडी में भी केजरीवाल जी की सरकार आएगी, तो बहुत सारे काम होंगे।
सीलिंग जैसा भस्मासुर हमने आज तक नहीं देखा, सुबह उठते ही हमें डर लगने लगता है कि एमसीडी हमारी दुकान सील न कर दे- राजेश गोयल
एलएसी फेडरेशन से राजेश गोयल ने सुझाव दिया कि मैं 106 मार्केट का प्रतिनिधित्व करता हूं, जिसमें करीब 19 हजार लोग हैं। ट्रेडर वेलफेयर एसोसिएशन को भी आरडब्ल्यूए की तरह ही सशक्त करें। सीलिंग जैसा भस्मासुर हमने आज तक नहीं देखा है। सुबह उठते ही हमें डर लगने लगता है कि आज एमसीडी का कोई अफसर न आ जाए और हमारी दुकान सील न कर दे। मेरी मांग है कि जब आप की सरकार एमसीडी में आ जाए, तो सीलिंग का कानून ही खत्म कर दिया जाए। मेरी दुकान क्यों सील की जाए? एमसीडी हमसे जुर्माना ले ले।
इंडस्ट्रीयल एरिया डीएसआईडीसी के अधीन होने के बाद भी हमसे प्रॉपर्टी टैक्स लिया जा रहा- राजीव गोयल
बवाना इंडस्ट्रीय एरिया के प्रेसिडेंट राजीव गोयल ने कहा कि हमारे यहां भी एमसीडी का कहर है। जब हमारा इंडस्ट्रीयल एरिया डीएसआईडीसी के अधीन है, तब भी हमसे प्रॉपर्टी टैक्स लिया जाता है। इसके बाद में हमें कोई सुविधा नहीं मिलती है। इसकी वजह से कई फैक्ट्रियां सील हुई हैं। एक हजार की फीस को बढ़ाकर 15 हजार रुपए कर दिया गया है। मेरा अनुरोध है कि हमें एमसीडी के जंजाल से जल्द मुक्ति दिलाई जाए। हम लोगों को फंड की दिक्कत रहती है। 21 साल हो गए, लेकिन अभी तक हमारा इंडस्ट्रीयल एरिया फ्री होल्ड नहीं हुआ है।

चावड़ी बाजार से दिलीप बिंदल कहा कि कल मैं माता के दरबार गया था। मेरे साथ कुछ भाजपा के लोग थे। वे पूछे कि केजरीवाल जी के कोई एक काम बताओ, जो सही हुआ हो। मैंने उनसे कहा कि अरविंद केजरीवाल जी ने कहा था कि मेरी सरकार आएगी, तो किसी व्यापारी के यहां रेड नहीं होगी। उनकी सरकार बनने के बाद आज तक किसी के यहां रेड नहीं हुई। फिर भाजपा वालों ने दूसरा काम पूछा। मैंने कहा कि सरकारी स्कूल ठीक हुए। स्वास्थ्य को ठीक किया। भाजपा हर चीज में टैक्स लगा रही है।
एमसीडी के टॉयलेट स्वच्छ भारत सर्वेक्षण के दौरान साल में सिर्फ 15 दिन के लिए खुलते हैं- सौरभ भारद्वाज
कारोबारी गुल गुलफ्ता कुरैशी ने कहा कि दिल्ली में ट्रैफिक की काफी समस्या है। दिल्ली में पार्किंग और टॉयलेट की समस्या है। इस पर विधायक सौरभ भारद्वाज ने बताया कि दिल्ली के कोने-कोने में टॉयलेट बने हैं, मगर वो साल में साढ़े 11 महीने उस पर ताले लगे रहते हैं। सिर्फ 15 दिन के लिए उन टॉयलेट्स के बाहर गार्ड आ जाते हैं, सफाई हो जाती है। वो इसलिए खुलते हैं, क्योंकि उन दिनों स्वच्छ भारत सर्वेक्षण हो रहा होता है। उसके बावजूद सर्वेक्षण में एमसीडी आखरी नंबर पर है। हम जब एमसीडी में आएंगे, तो महिलाओं के लिए मार्केट में टॉयलेट की अलग से व्यवस्था करेंगे।
